scholarly journals LOGISTIC PROVISION OF ECONOMIC DEVELOPMENT IN THE CONDITIONS OF GLOBALIZATION

In the conditions of modern market economy the role of logistic grows constantly. Speed of товаропотоків and volume of the attracted money depends on the effective planning and co-ordination of logistic chains of delivery. The logistic providing foresees a complex from the management of deliveries chains, which is used for satisfaction of necessities of clients by planning, control and introduction of the effective moving and storage of corresponding information, commodities and services from the place of production to the place of consumption. A management logistic helps companies to decrease expenses and promote the level of service of customers. As a rule, large retail dealers or producers own basic parts of the logistic network. Most companies, however, pass to this function the mediators. To the number of basic factors of rapid introduction of logistic in a world economy belong: - dynamic development of information technologies; - globalization of markets; - structural changes are in organization of business; - philosophy of management quality. Modern development of logistic status is characterized by a few tendencies: by computerization of logistic operations, expansion of containertraffics, minimization of charges, related to transporting, storage, repacking, custom registration; by the increase of demand on high-quality logistic services; diminishing of charges of producers due to optimization of logistic chains. Negative factors which influence on market of logistic services development in Ukraine is dissatisfaction by demand on a ware-house economy and a transport infrastructure is developed not enough, absence of skilled shots in logistic. Transformation of logistic infrastructure must be based on approach of the systems, which enables to ground strategy of her development and working out in detail in perspective and current plans. The basic result of optimization of logistic infrastructure must be minimization of charges on maintenance of materially-material streams. Perspective direction of further researches is a study of directions of optimization of logistic charges during organization of international transportations.

Abstract During the last two decades there have been significant changes in the structure of the banking sector at the European level. Factors such as globalization, integration and development of information technologies had a significant impact on these changes. In terms of the economic integration of Europe and structural changes, there is a need to redefine the regulatory infrastructure, due to inadequate institutional arrangements. The problem topics about reform of banking regulation and establishment of a banking union, as a new level of economic integration of Europe, has been put in the focus of interest during the global financial crisis. For this reason, the paper attempts to give a comprehensive analysis of the reasons and ways to reform regulation of the banking sector. Using a critical review of the implemented reforms of banking regulation at the national and supranational level will be reconsidered their applicability in specific problem situations and suggest measures for further improvement.

The article assesses the impact of national projects to change the structure of expenditures of the Russian budgetary system and describes the basic concepts, regulations, tools for the implementation of national projects. The current macroeconomic situation is analyzed. The paper shows the importance of national development goals concerning budgeting policy. The work describes the structure of expenditures of budgetary and extrabudgetary sources aimed at the implementation of national projects; the study also touches upon the role of national projects affecting budget expenditures of the funds of the Russian Federation. The author defines national projects, the implementation of which has a priority character for the federal government or subjects of the Russian Federation. The work contains information concerning changes in the volume of productive expenditures aimed at the development of human capital and infrastructure – expenditures on health care, education, transport infrastructure, and on the spending of budgetary funds in general. The analysis revealed structural changes in expenditures and their shift from unproductive to productive ones, which is directly related to expenditures on national projects and the transition to a policy of stimulating supply.

Abstract This paper discusses forecasts of energy carrier use with particular emphasis on the changing position of natural gas due to global climatic conditions and the increasing role of unconventional natural gas reservoirs. Allocation of natural gas resources in the world are discussed as well as global gas consumption and conditions for development of transport infrastructure and storage. The most important indicators of the energy security of countries are presented. The basic properties of unconventional deposits, and differences in the production/extraction of gas from the conventional and unconventional fields are given. In the paper are also discussed natural gas reserves in Poland, including possible non-conventional resources in the fields and issues of increasing the role of gas as an energy carrier in Poland in the background of the energy changes in Europe and the world.

The role of the prominent Soviet economist, academician A. Anchishkin (1933—1987), whose 80th birth anniversary we celebrate this year, in the development of ideas and formation of economic forecasting in the country at the time when the directive planning acted as a leading tool of economic management is explored in the article. Besides, Anchishkin’s special role is noted in developing a comprehensive program of scientific and technical progress, an information basis for working out long-term forecasts of the country’s development, moreover, his contribution to the creation of long-term forecasting methodology and improvement of the statistical basis for economic analysis and economic planning. The authors show that social and economic forecasting in the period after 1991, which has undertaken a number of functions of economic planning, has largely relied on further development of Anchishkin’s ideas, at the same time responding to new challenges for the Russian economy development during its entry into the world economic system.

In Hungary healthcare finance has decreased in proportion with the GDP, while the health status of the population is still ranks among the worst in the European Union. Since healthcare finance is not expected to increase, the number of practicing doctors per capita is continuously decreasing. In the coming years it is an important question that in this situation what methods can be used to prevent further deterioration of the health status of the Hungarian population, and within this is the role of the quality approach, and different methods of quality management. In the present and the forthcoming two articles those standpoints will be summarized which support the need for the integration of quality assurance in the everyday medical practice. In the first part the importance of quality thinking, quality management, quality assurance, necessity of quality measurement and improvement, furthermore, advantages of the quality systems will be discussed. The article explores the role of antropoetonyms in the reader’s “horizon of expectation” formation. As a kind of “text in the text”, antropoetonyms are concentrating a large amount of information on a minor part of the text, reflecting the main theme of the work. As a “text” this class of poetonyms performs a number of functions: transmission and storage of information, generation of new meanings, the function of “cultural memory”, which explains the readers’ “horizon of expectations”. In analyzing the context of the literary work we should consider the function of antropoetonyms in vertical context (the link between artistic and other texts, and the groundwork system of culture), as well as in the context of the horizontal one (times’ connection realized in the communication chain from the word to the text; the author’s intention). In this aspect, the role of antropoetonyms in the structure of the literary text is extremely significant because antropoetonyms convey an associative nature, generating a complex mechanism of allusions. It’s an open fact that they always transmit information about the preceding text and suggest a double decoding. On the one hand, the recipient decodes this information, on the other – accepts this as a sort of hidden, “secret” sense.

The modern development of society determines the forms and content of the process of teaching foreign languages. The quantity and quality of information in the field of mastering a foreign language is constantly growing as a means of sociocultural, linguistic and cultural and professional development of an individual. A foreign language is currently considered as an integral part of intercultural communication in various fields of objective reality and the development of a culture of interethnic communication. In the process of teaching a foreign language, technologies are becoming increasingly important which makes it possible to achieve the required level of communicative competence in speaking and writing in a shorter time frame and to recreate a virtual spatial temporal communication environment with native speakers. In this regard, the form of distance learning can be more and more prospective, being psychologically more comfortable for students and teachers; many of its elements can be integrated into other forms of training. The article exposes certain information technologies, the use of which increases the effectiveness of teaching a foreign language in distance, part-time and full-time courses. On the example of specific interactive multimedia Internet resources in the field of learning the German language, the urgent importance of using computerized teaching methods for acquiring and enhancing pronunciation, lexical and grammatical skills and knowledge with the aim of forming linguistic and cultural and professional competence of students is emphasized. At the same time, the article highlights importance of non-verbal forms of communication for achieving the desired effect of verbal communication, while relying on relevant audiovisual Internet resources.

Статья посвящена рассмотрению проблем профилактики преступлений оперативными подразделениями исправительных учреждений (далее - ИУ). Автор, раскрывая роль оперативных отделов ИУ в общей профилактике правонарушений, указывает на ее двоякость, поскольку, с одной стороны, рассматриваемые подразделения обладают значительным преимуществом перед другими службами учреждения в выявлении негативных факторов (негласный метод получения оперативно значимой информации), с другой стороны - далеко не все условия, которые способствуют совершению преступлений в ИУ, можно устранить оперативным путем. Изучение специальной литературы позволило выявить в деятельности начальников ИУ определенные проблемы, связанные с оценкой состояния оперативной обстановки в ИУ, сложившейся ситуации; с отсутствием прогноза развития криминогенной ситуации в ИУ, а также с профессиональной некомпетентностью руководителей, неумением объективно оценивать результаты деятельности структурных подразделений. Автор особое внимание уделяет анализу статистических данных о совершенных и предотвращенных преступлениях лицами, находящимися в местах лишения свободы. The article is devoted to the consideration of problems of crime prevention by operational units of correctional institutions (hereinafter referred to as IA). The author, revealing the role of the operational departments of the IA in the general prevention of offences, points to its twofold. On the one hand, the units under consideration have significant advantages over other services of the institution in identifying negative factors (these are tacit methods of obtaining promptly meaningful information). On the other hand, not all conditions conducive to the commission of crimes in IA can be eliminated by operational means: For example, shortcomings in the activities of other departments and services (security department, duty shift, etc.). The study of special literature has made it possible to identify problems in the activities of heads of correctional institutions in the sphere of implementation of solutions in case of lack of objective and complete information on the state of the operational situation in IA, the current situation, the results of the activities of structural subdivisions; No forecast of the development of the crime situation in IE; Professional incompetence of managers, inability to objectively assess the results of activities of structural subdivisions. The author pays particular attention to the analysis of statistics on crimes committed and prevented by persons in detention.
