Oil palm production serves as a leading sector which contributed a lot to the development of Malaysian economy as a great driving force for the country’s agro-industry. About a century ago, when the oil palm plantation was formed, its contribution was 71% to the national agricultural land bank. Malaysia has also received global recognition for resources allocation among its citizens and poverty alleviation within the country. Palm oil has risen as a global strategic commodity, it rose as the main source of income, which generates revenue, promotes economic development and alleviates poverty. palm oil contributed considerably to the economic growth of Malaysia through employment chances in rural areas, improvement of infrastructure which includes education, health facilities, generation of revenues for workers and the government. It raises governmental credits and training schemes and flourishes development of the agricultural sector. The primary objective of this paper is to show the contributing factors to Malaysian sustainability on palm oil, the research is qualitative in nature, it has adopted document analysis, the finds of the paper are the contributing factors towards Malaysian sustainability on palm oil.

It flourishes development of the agricultural sector, it increases government and training schemes. In Malaysia, palm oil has an important contribution to the economic growth, generation of revenues for workers and the government, employment chances in rural areas, improving infrastructure which includes facilities of health and education. Malaysia achieved all these due to good and sustainable policies. The objective of this paper is to show the sustainable Malaysian policies on palm oil, the research is qualitative, it has used document analysis and semi-structured interview, and used inductive thematic analysis to analyse the interview with help of Atlas ti 8 software, the finds of the paper are the sustainable Malaysian policies on palm oil. In conclusion, this paper shows the policies adopted by Malaysia on palm oil which lead to its sustainability.

Papua is one of the regions that currently receives a lot of investment in plantations and palm oil commodity processing, which previously only focused on Sumatra and Kalimantan. One of the reasons for investment in agribusiness to attract investors and the government is the contribution of the agricultural sector to Gross Domestic Product (GDP), which is around 13.96% in the third quarter of 2017, so that the agricultural sector is one of the second largest contributors to GDP after the manufacturing industry. The agricultural sector is dominated by the plantation sub-sector, where the largest plantation production in Indonesia is palm oil, and Indonesia is the world's largest exporter of palm oil. The objectives of this research are to find out whether investment in oil palm plantation and processing in Papua falls into the "investment" category in Moody's rating and to find out how to make investment in plantations and oil palm processing in Papua fall into the "investment grade" and / or category. can increase the rating through Moody's. This study uses a quantitative research approach. Participants in this study used a purposive sampling technique, where the data collected was obtained from primary data and secondary data. Analysis of the data used in this study is Moody's rating analysis. Data processing is carried out by conducting a spreading assessment of the company's financial statements for the last 3 years to obtain values for historical ratio assessment variables and balance sheet factors, as well as by conducting an assessment of industry / market, company and management variables. After all the input and analysis is carried out, the output is obtained in the form of an investment feasibility rating "B2" with the risk category "Medium Risk". Thus, the company is classified as "investment grade" or feasible for investment, but the B2 score is included in the lowest investment grade category, so improvements are needed so that grading increases and attracts investors. For future researchers, it is advisable to conduct research on a wider sample coverage and emphasize corporate actions that must be carried out.

The development of the oil palm plantation industry in Indonesia in the last two decades is growing very rapidly. This plantation industry is of course very dependent on the availability of land that will be used to grow oil palm both from land controlled by the State and communal land and community agricultural land. With the need for land that is very much, of course the government must make the necessary regulations and also have to ascertain whether the regulations that have been made have been carried out by the business actors and whether the surrounding communities benefit from the existence of the oil palm plantation industry.Koperasi BIMA I Nagari Abai, which in this paper is the object of research, is one of the realization of the oil palm plantation industry that obtained land from the Nagari Abai community and partnered with the community to give their land in a cooperative forum. Complete legal relationship with all rights and obligations that are formed because the partnership program comes from the existence of a partnership agreement between PT. Binapratama Sakatojaya as adoptive father and cooperative of BIMA I Nagari Abai as adopted son and PT. Bank Mandiri, Tbk. as a credit provider for the construction of the Koperasi BIMA I plasma plantation.In the implementation of the partnership several problems were discovered that must be resolved immediately. Some of these problems are: legal relations that occur between PT. BPSJ with Bank Mandiri and Koperasi BIMA I related to the details of the debt and financing of the Koperasi BIMA I plasma plantation; in addition, there is also a large number of under-hand transfers of plasma plantations that are not in accordance with the rules of land law and the Articles of Association of Koperasi BIMA I Nagari Abai.

National Agriculture Policy (DPN 3) 1998-2010, and the National Agro Food Policy (NAP) 2011-2020 is the transformation of the government to improve the country's food quality. However, there are shortcomings in the realization of achieving food self-sufficiency level of at least 80%. This study aims to examine the needs of basic food supplies of rice from the perspective of Islam. The research methodology used in this study is content analysis, the data were analyzed through descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents such as official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the concept of jurisprudence awlawiyyah in improving the quality of food and income country emphasizes on clean and halal food products. Implication of the study suggests that the development of agricultural land on which the agency involved is Ministry of Agriculture & Agro-based Industry must be given attention. The DPN and the DAN are  expected to play a role in promoting the growth of the agricultural sector and farmers in line with the development of holistic development. Key Words: National Agricultural Policy (DPN), the supply of basic food supplies of from the perspective of Islam.   Dasar Pertanian Negara (DPN 3) 1998-2010, dan Dasar Agro Makanan Negara (DAN) 2011-2020 merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Namun terdapat kepincangan dalam merealisasikannya untuk mencapai tahap sara mampu diri makanan negara sekurang-kurangnya 80%. Kajian ini bertujuan meneliti keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang  dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen seperti laporan- laporan rasmi, surat pekeliling, laporan tahunan, laporan jabatan, rancangan kewangan, laporan agensi, dan transkrip. Hasil kajian mendapati bahawa konsep fiqh awlawiyyah dalam meningkatkan kualiti makanan dan pendapatan negara, menekankan produk pemakanan yang halal dan bersih. Implikasi kajian mencadangkan pembangunan tanah pertanian Islam ke atas agensi yang terlibat khusus seperti Kementarian Pertanian & Industri Asas Tani harus diberi perhatian. Dasar Pertanian Negara DPN dan DAN diharapkan agar memainkan peranannya dalam menggalakkan pertumbuhan sektor pertanian dan pembangunan petani selaras dengan pembangunan Islam secara syumul. Kata kunci: Dasar Pertanian Negara (DPN), Keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam.

The paper presents the issues related to the green economy in the agricultural sector. In order to discuss it, an analysis of the subject literature was carried out and some selected statistical data describing the process of greening of agriculture were presented. The timeframe of the analysis covered the years 2010-2015. The GUS and Eurostat were the source of the used values. Studies have shown that almost all EU countries have increased the area of organic agricultural land in the surveyed period (except for Great Britain). In addition, the article presents the results of pilot studies conducted in the Lodz Region, aimed at diagnosing key barriers to the development of the green economy in rural areas. According to the research, the insufficient level of knowledge of farmers in this area is an important obstacle to building a green economy in rural areas.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

<p><strong>English</strong><br />The objective of this paper is to provide a comprehensive information on performance development and problems associated with land resource utilisation and its future management perspective. The coverage of discussion to identify such objectives could be divided as follows: (1) perception and concept of land resource, (2) the development of land resource, (3) the importance of land resource, (4) land resource and agricultural production stability, and (5) discussion on policy alternatives to overcome land resource problems. Some important findings could be described as follows: (1) various concepts and ideas on land resource have led to a thought that land resource has social, economic, political values, and a symbol at a certain level as a production factor in agricultural sector, (2) land resource development has changed land resource institutions, land fragmentation, land transfer to other non-agricultural utilization, land value improvement, and polarization and absentee practices, (3) various development activities has reflected the importance of land resource and the highly competitiveness of land utilization in line to the importance of each activity and each sector, (4) acting as a stabilizer in agricultural production, the land resource has faced many problems both in current time or in the future especially those associated with agricultural land degradation reducing land fertileness that ended in marginal land accumulation, in the mean time, food-self sufficiency should be continuously maintained, (5) although all problems on land affairs have been arranged in the UUPA since September 1960; Keppres No. 53/1989 or Keppres No. 33/1990, the problems continually appeared. In this regard, governor, based on Permendagri No. 15/1975, as an officer authorized to issue land utility permit, should launched policies which are very much expected to harmonize the central and local requests, the government and the people, agricultural and nonagricultural sectors, or individual/group requests and the society's needs on land resource.</p><p> </p><p><strong>Indonesian</strong><br />Tulisan ini bertujuan untuk memberikan informasi tentang perkembangan keragaan dan permasalahan pemanfaatan sumberdaya lahan serta perspektif penanganannya di masa datang. Identifikasi ke arah tersebut dilakukan melalui beberapa subpokok bahasan yang meliputi : (1) persepsi dan konsepsi terhadap sumberdaya lahan, (2) perkembangan sumberdaya lahan berdasarkan waktu, (3) kepentingan terhadap sumberdaya lahan, (4) sumberdaya lahan dan stabilitas produksi pertanian, dan (5) pemikiran terhadap kebijaksanaan dalam mengatasi permasalahan sumberdaya lahan. Beberapa temuan penting yang perlu dikemukakan adalah : (1) beragamnya konsep serta pandangan sumberdaya lahan dalam arti luas memberikan gambaran bahwa sumberdaya lahan mempunyai fungsi sosial ekonomi, politik, serta simbol status tertentu selain sebagai faktor produksi di sektor pertanian, (2) perkembangan sumberdaya lahan berdasarkan waktu telah membawa perubahan terhadap kelembagaan sumberdaya lahan dengan adanya kegiatan fragmentasi lahan, alih fungsi lahan pertanian ke nonpertanian, peningkatan nilai lahan, terjadinya polarisasi ataupun praktek-praktek absentee, (3) adanya berbagai kegiatan pembangunan menjadikan sumber daya lahan sebagai asset yang cukup penting, sehingga terjadi persaingan penggunaan yang cukup meningkat sesuai dengan kepentingan antar aktivitas maupun antar sektoral, (4) sebagai stabilisator bagi produksi pertanian, sumberdaya lahan dihadapkan pada persoalan yang cukup berat baik saat ini dan juga di masa yang akan datang terutama dengan meningkatnya degradasi lahan pertanian, penyusutan lahan produktif yang digantikan dengan lahan marjinal, sementara kebutuhan akan swasembada pangan tetap harus dipertahankan, (5) walaupun secara yuridis permasalahan pertanahan telah diatur dalam UUPA sejak September 1960, Keppres No.53/1989 ataupun Keppres No.33/1990, persoalan mengenai lahan tetap meningkat. Untuk itu kebijaksanaan dari gubernur sebagai pejabat yang berwenang dalam pemberian izin penggunaan lahan sesuai dengan keputusan Permendagri No.15 Tahun 1975 sangat diharapkan sekaligus mampu menselaraskan perbedaan kepentingan antara pusat dengan daerah, penguasa dengan rakyat, sektor pertanian dengan nonpertanian, ataupun kepentingan individu/golongan dengan masyarakat luas terhadap kebutuhan sumberdaya lahan.</p>

National Agricultural Policy (DPN 1, 1984-1991, 1992-1997 DPN 2, 3 DPN 1998-2010), and the National Agro-Food Policy (DAN 2011-2020) was a transformation of the government to improve the country’s food quality. Various plans have been made through DPN and DAN. However, there are shortcomings in the DPN implemented with the aim of economic development alone. This study aims to put certain mechanisms for the development of the agricultural sector in line with the teachings of Islam which includes holistic human development. The research methodology used in this study is content analysis, analysing data using descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents and official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the basic development of Islamic farmland is based on the concept of tauhidiyyah, rububiyyah, tazkiyyah, tanmiyyah, khilafah, insaniyyah, akhlaqiyyah which applies Islamic spiritual values including the preservation of the environment and the securities development.   Key Words: National Agricultural Policy (DPN), Development of Agricultural Land, Land Development Concept in Islam.     Dasar Pertanian Negara (DPN 1 1984-1991, DPN 2 1992-1997, DPN 3 1998-2010), dan Dasar Agromakanan Negara (DAN 2011-2020) merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen dan laporan-laporan rasmi,surat pekeliling, laporan tahunan,laporan jabatan, rancangan kewangan, laporan agensi,dan transkrip. Hasil kajian mendapati bahawa dasar pembangunan tanah pertanian Islam berteraskan konsep tauhidiyyah, rububiyyah, tazkiyyah, tanmiyyah, khilafah, insaniyyah, akhlaqiyyah yang menerapkan nilai-nilai kerohanian Islam termasuk pelestarian alam sekitar dan sekuriti pembangunan.   Kata kunci: Dasar Pertanian Negara (DPN), Pembangunan Tanah Pertanian, Konsep Pembangunan Tanah Islam.

Purpose The purpose of this paper is to develop strategies for potential environmental impacts as a result of institutional arrangement and development of oil palm downstream industry both regionally and nationally. Design/methodology/approach The research location is in the areas potential for oil palm plantation development, either by plasma through BUMN and BUMS or self-supporting by the society. The research location will be divided into two parts, namely, the land area and the coastal area. The Riau land areas are Regency of Kampar, Rokan Hulu, and Kuantan Singingi, while Riau coastal areas are Regency of Pelalawan, Siak, Bengkalis, Indragiri Hilir, Indragiri Hulu and Rokan Hilir. Both research areas have different productivity due to the different soil fertility levels. The sustainability level of oil palm plantation from the socio-economic and environmental aspects is analyzed using the multi-dimensional scaling approach modified into Rapid Appraisal-Index Sustainability of Palm Oil Management. Findings In Riau Province, the development of oil palm is quite rapid. This is reasonable for several reasons which include the following supporting factors: the geographical condition of the Riau region is very supportive; the high demand for palm oil derivative products; the existence of market guarantee for oil palm farmers; the higher income oil palm generates than other plantation crops; and the relatively flat area. Most of the problems faced by oil palm farmers are the use of less good seeds, the length of the fruit laying at the location of the plantation, the inadequate production road, the relatively far distance to palm oil mill (POM) (National Agency of Drug and Food Control), the tendency of determining the unilateral revenue of the POM, the collectively measurement of revenue and the general revenue information. The development of oil palm plantations has created an entrepreneurial capability for farmers who are able to capture business opportunities in the agricultural sector, especially the plantation sub-sector. Originality/value The originality of this paper shows the comprehensively control strategy, potential of environmental impact and palm oil plantation. The method used for data collection was rapid rural appraisal method because accurate information is needed in a limited time as it relates to decisions related to village development that must be taken immediately. The study area was conducted in Riau Province because Riau Province is one of the biggest palm oil producers in Indonesia. The study sites will be divided into two, namely, the land area and the coastal area.
