In this paper, the authors explain how language usage can affect human resource performance. They do that by explaining how language can be used in different institutions. Authors provide their explanations by referring to Bududa Local district government. The study's objectives were to explain the importance of human resources in organisations and the usefulness of language usage in human resource performance. The research problem is that in Uganda, language usage has not been emphasised so much as a key element in human resource performance. In this study, the researchers used a case study and field research designs. By using this particular research design, they interviewed only a few people and the results were used to represent the whole District. The researchers used the staff in different departments as their respondents following their experience. The researchers tallied the data and gave the frequency of each role of language usage in human resource performance. After tallying the data, the results were presented by the use of tables. The study's findings are as follows: promoting unity among the employees, promoting love among the employees, giving employees the zeal to do the work, making the employees develop the spirit of belonging, and developing a collective responsibility spirit.

Abstract This paper explores the perception and politics of air pollution in Shanghai. We present a qualitative case study based on a literature review of relevant policies and research on civil society and air pollution, in dialogue with air quality indexes and field research data. We engage with the concept of China's authoritarian environmentalism and the political context of ecological civilization. We find that discussions about air pollution are often placed in a frame that is both locally temporal (environment) and internationally developmentalist (economy). We raise questions from an example of three applications with different presentations of air quality index measures for the same time and place. This example and frame highlight the central role and connection between technology, data and evidence, and pollution visibility in the case of the perception of air pollution. Our findings then point to two gaps in authoritarian environmentalism research, revealing a need to better understand (1) the role of technology within this governance context, and (2) the tensions created from this non-participatory approach with ecological civilization, which calls for civil society participation.

PurposeThis paper discusses the role of public leadership and the strategic response of local governments to the external shock caused by the COVID-19 pandemic. The authors examine the typical Czech response with regard to how the leadership of municipalities in the Czech Republic responded to this extremely negative external stimulus.Design/methodology/approachThe authors use qualitative research methods for this investigation. They have chosen the case study method (see Yin, 2009; Stake, 1995; Klonoski, 2013). The general case is the Czech Republic. Mini-cases consist of municipalities from the Znojmo region, municipalities of the Central Bohemian region and the municipal districts in the capital city of Prague. Furthermore, the method of participant observation was used.FindingsThe authors’ analysis of the problem of local government responses to the pandemic crisis shows that municipal leaders responded with a variety of (non-)adaptation strategies. It appears that certain framework factors influenced the various local governments' behavior.Originality/valueThe article examines the strategic behavior of Czech municipal leaders regarding the pandemic crisis based on the observation of the reactions of local governments in the Czech Republic to the pandemic crisis and strives to define their basic strategies.

Nasheeds outpace the era of Internet and Youtube. Jihadist poetry in the Islamist hymns can be seen as an extension of the 19th-century anticolonial style of poetry called qaseeda. Presented article shows that nasheeds were not always a significant element in the jihadi culture. The increase of their role was observed quite recently, after the outbreak of the “Arab Spring”. This article is a case study. It attempts to fill a gap in research on the IS’s propaganda materials. The major objective of this article is to investigate the phenomenon of jihadist naseeds, including their role in the ‘jihadi culture’. The author seeks to answer to the question whether the presented facts may indicate the increase in their role occurred with the transfer of IS’ activities to cyberspace and whether it will be intensified in the future. The article takes into account historical conditions, briefly describing the genesis of the naseeds and their proliferation after the events of the “Arab Spring”. Then, using systemic analysis, the author presents their role in the activities of the Islamic State. In addition, theoretical and empirical research methods, such as: scientific literature analysis, case analysis, content analysis, classification, generalization were taken to solve the research problem.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

recently has been discussed much by scholars. Accounting reform as one of the primary agendas within this issue was limited to being addressed in terms of the actual process embedded in the internal organization routine. By utilizing a comparative case study of three departments in the regency level of the Indonesian government, this research aims to explore the process of the introduction of accrual accounting in Indonesia which is facing the sedimented process. The research engages the archetype theory to examine the outcomes achieved by the cases here and a set variable of intra-organizational dynamics. The interviews were organized to obtain the perspective of people involved, combined with textual analysis to clarify the interviewees answer. Radical and incremental outcomes were found, yet consistent patterns in terms of commitment, interest, technical capabilities and managerial capabilities were only associated with radical change. The lack of human resources and the role of the leaders in persuading their staff of the value of reform needs to be reshaped to reach a better outcome.Keywords: NPM, Indonesia, accrual accounting, departments

The leadership of the kiai becomes very important in Islamic boarding school because the development of the quality of pesantren education depends on the competence of the leader, the meaning of the leader here is the kiai or caretaker of the boarding school. This study aims to describe the first role of leadership in improving the quality of education, secondly the leadership of kiai that is effective in improving the quality of education in Islamic boarding schools.This research uses a qualitative method, with a case study in Bahrul Maghfiroh Islamic Boarding School in Malang. Data collection was carried out using interview, observation, and documentation and observation techniques. Data analysis uses descriptive qualitative methods and inductive thinking patterns. The purpose is to analyze the data obtained from field objects, and then to be related to relevant theories.The results showed: 1) The role of the kiai in improving quality in the Bahrul Maghfiroh Islamic boarding school in Malang is as a manager, educator, human resource empowerment, decision maker, attainee of the pesantren, motivator and supervisor. 2) Effective kiai leadership is leadership that builds cooperation with kiai or other institutions, regenerates kiai and builds good relations with the community.

Abstract: In the context of Indonesia, the quality of education seems to be something taboo to talk about, however, according to researchers the quality of education in Indonesia is very apprehensive. It is necessary for the role of headmaster and special efforts in developing a quality education institution through organizational culture as a value system that is understood, imbued, run jointly by members of the organization as a system of meaning or guidance for the organizers. This study aims to describe the three roles and impacts role of the headmaster role in developing the quality of organizational culture, they are: (1) the role of the headmaster as a manager; (2) the role of the headmaster as the educator; (3) the role of the headmaster as the supervisor; 4) The impact of the headmaster's role in developing the quality of organizational culture quality at SDMT Ponorogo. This research is categorized into a field research with qualitative descriptive approach and the research design was case study. The setting of study was at SDMT Ponorogo.  The findings showed that (1). The role of headmaster as manager encompasses conducting internal and external analysis, internalizing the Islamic value that is kemuhamadiyahan value. (2). The role of the headmaster as an educator includes involving educators in upgrading, workshops or training in order to provide opportunities for educators to improve their knowledge and skills by learning to the higher education, conducting cadre to members of organizational culture and creating jargon to motivate members of organizational culture. (3). The role of the headmaster as a supervisor comprises overseeing and Evaluating the performance and achievement of members of organizational culture, conducting weekly, monthly and semester meetings, monitoring achievements of educators and learners. (4) The impact of the school headmaster's role in developing the quality of organizational culture is organizational culture climate becomes harmonious and schools achieve more attainments.Abstrak: Dalam konteks Indonesia, mutu pendidikan seolah-olah menjadi barang yang tabu untuk diperbicangkan, dalam konteks tersebut kualitas pendidikan di Indonesia sangat memperihatinkan. Untuk itu diperlukan peran kepala sekolah dan Upaya khusus dalam mengembangkan sebuah mutu lembaga pendidikan melalui budaya organisasi sebagai sistem nilai yang dipahami, dijiwai, dijalankan secara bersama oleh anggota organisasi sebagai sistem makna atau pedoman bagi pelaku organisasi. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan tiga peran serta dampak peran  kepala sekolah dalam mengembangkan mutu budaya organisasi, yaitu: (1) Peran kepala sekolah sebagai Manajer, (2) Peran kepala sekolah sebagai Educator, (3) Peran kepala sekolah sebagai supervisor, dan (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi di SDMT Ponorogo. Dengan menghasilkan temuan: (1).Peran kepala sekolah sebagai manajer diantaranya: melakukan analisis internal dan eksternal, menginternalisasi nilai keislaman yaitu nilai kemuhammadiahan. (2). Peran kepala sekolah sebagai educator diantaranya: mengikut sertakan pendidik dalam penataran, workshop atau pelatihan memberikan kesempatan kepada pendidik untuk meningkatkan pengetahuan dan keterampilannya dengan belajar ke jenjang pendidikan yang lebih tinggi, melakukan pengkaderan kepada anggota budaya organisasi. membuat jargon-jargon untuk memotivasi anggota budaya organisasi. (3). Peran kepala sekolah sebagai supervisor diantarnya: mengawasi dan mengevaluasi kinerja dan pencapaian anggota budaya organisasi, mengadakan rapat setiap, minggu, bulan dan semester, memantau prestasi pendidik dan peserta didik. (4) Dampak peran kepala sekolah dalam mengembangkan mutu budaya organisasi diantaranya: iklim budaya organisasi menjadi harmonis, sekolah menjadi lebih berprestasi.

In general, the concept of mediation in fiqh literature concerns merely with pre-divorce conflicts. In contrast, the Malay Customary Institution in Rantau Pandan, Jambi also concerns with restoring household integrity after divorce. This paper aims at describing and analyzing the role of the Malay Customary Institution in restoring post-divorce households in Rantau Pandan. The field research was conducted where the data taken from in-depth interviews and documentation. This paper concludes that there are two forms of mediation process practiced by the Malay Customary Institution in Rantau Pandan: the mediation that is prompted by the initial request of the involving parties and that is without the precondition of reconciliation. The success of the Customary Institution in mediating familial conflicts is supported by several factors, such as; the competence of the mediators, kinship relations, and the goodwill of the respective parties. The mediation practiced of the Customary Institution works in line with the guidance of the Qur’ān and the principle of mediation in Islam. Additionally, this institution has developed the concept of mediation outside the court, both in terms of form and task.

Purpose – The purpose of this paper is to examine the role of maintenance in improving company's competitiveness and profitability. In the first part the paper aims to discuss the potential improvement areas from the company perspective. Second part of this paper examines maintenance impact on company's business. Design/methodology/approach – An empirical case study was utilized aiming to provide an understanding of the role of maintenance in improving company's business. The empirical data for this study were collected from a Slovenian textile company. A gap analysis was used in order to address the research problem and to identify potential improvement areas. Findings – Based on the gap analysis, the results suggest that from respondents’ points of view, maintenance practices related to condition-based maintenance approach represent the highest opportunity for improvement. The most notable empirical results of the case study showed that around 3 per cent of additional profit could be generated at weaving machine, especially if all unplanned stoppages and loss of quality due to decrease in the productivity would be prevented. Practical implications – This paper demonstrates to managers the potential benefits of maintenance policy in terms of productivity, quality and profitability. In this regard, this paper builds on a premise that company can gain higher performance benefits using more effective maintenance policy. Originality/value – The proposed conceptual model contributes to the existing literature by showing the interactions between maintenance and company's competitiveness and profitability. Empirical findings of this study therefore, acknowledge maintenance's potential of increasing the overall profit. In addition this study advances prior studies by utilizing a gap analysis which is rare in this type of research.
