The article is devoted to the disclosure and comparative analysis of the category of linguistic personality in the modern general and special language education of deaf education direction. Attention is drawn to the fact that the formation of a linguistic personality depends on many aspects. The specificity of the linguistic personality formation of a person with hearing impairment is central to the development of the scientific foundations of the special education system for people with hearing impairments (Í 90, Í 91), which would be as adequate as possible to the methods and techniques of learning and usage the Ukrainian Sign language together with the Ukrainian language, taking into account the State Standard for Primary Education, the project of Basic State Standard for General Secondary Education. The author shows that the content of the linguistic personality of a hearing-impaired person is influenced by various factors. On the basis of the author’s complex of the formative language education methodology, the tendencies of restructuring of the educational process are grounded, taking into account the current norms of the legislative base, development of new content of language training, the use of strategies, which generally contribute to the formation of a linguistic personality of a hearing-impaired person.

This article is devoted to the issues of foreign language training of future marine transport engineers and the topicality of their possession of foreign language professional communicative competence at the level needed to resolve professional problems in the process of employment. This work proves the necessity of improving the quality of foreign language training by means of additional educational programs and advanced courses on Marine, Business, Professional English, the purpose of which is to apply oral and written communicative skills in situations of business and professional communication in arranging and carrying out an international transportation, operation and management of water transport, as well as forwarding and agency services for ships. Following a competencybased approach, the goals, objectives and results of the development of programs of additional and professional foreign language education are clearly defined in accordance with the requirements of international, professional and educational standards and the results of training are given on examples of specific courses. The research results presented in the article can be used in development and implementation into the educational process the professional foreign language communication programs using e-learning and distance learning educational technologies. The authors emphasize the importance of social partnership with the employer in order to continuously monitor his requests and requirements for the graduate.

The article discusses the features and conditions of foreign language learning on the basis of textual activity with the identification of the discursive nature of the text and its role in learning. The author compares different points of view and suggests methodological assumptions about the reorganisation of the traditional approach to the practice of teaching in the system offoreign language education. The author gives a methodological substantiation of the conditions for the development of textual activity and examines the use of discourse in the educational process using the example of folding – deployment of educational and scientific information, which made it possible to develop an info map of memory development, speech to reproduce the structure of the text and its effective learning.

The article analyzes the changes taking place in Ukrainian education during the last five years, are compared with the processes taking place in Europe, and an attempt is made to identify the main trends in the development of domestic foreign language education in the near future, allowing us to: predict probable challenges and prepare for overcoming them; focus on the main areas; to formulate new tasks, review the content, and possibly approaches to methodological training foreign language teachers taking into account these trends. Special attention is paid to the training of specialists in the field international relations is due to the fact that the process intercultural communication is significantly complicated problems due to certain differences and differences in perception of the world around us native speakers of different languages and cultures, which often leads to misunderstanding of each other, and in some cases becomes the cause of undesirable situations. The purpose of the article is to analyze the peculiarities of the development of foreign language education in Ukraine, to investigate the tendencies of the influence of the European educational system on the development of foreign language education in our country. The article highlights the results of the study of trends in the development of foreign language education in Ukraine, them influence on the formation of methods of learning foreign languages in higher education, their effective used during foreign language training of future specialists in non-language specialties in modern times stage. Some aspects of the formation and development of foreign language education at different stages of it are analyzed formation in the context of the subject of research and their relevance in modern conditions of preparation for the future specialists in the humanities in higher educational institutions of Ukraine. The main directions are clarified development of trends in foreign language education through analysis of works and research of leading experts in the field. In the frame of the study, it was revealed that the concepts of "bilingualism", "plurilingualism", and "multilingualism" in the system of higher education in Ukraine have become the significant components of foreign language training of future specialists in a particular field. The research concluded that, at the present stage of Ukraine's entry into the European educational space foreign language education is an element of cultural interaction, that promotes the formation of interests in another mentality, increases motivation, and expands the scope of international cooperation. We see the conclusions and prospects for further research in this area in a more in-depth approach to creative development and finding new ways to improve efficiency of the educational process of students of the faculties of international relations in the light of the latest requirements of the Ministry of Education and Science of Ukraine for teaching foreign languages at a qualitatively new level.

The problem of managing the educational process in the implementation of language education in a non-linguistic University is studied on the example of MGIMO Odintsovo branch (Moscow region). We consider the mechanisms, algorithms, and systems of pedagogical management, including LMS (learning Management System), which can be used in the conditions of standard, mixed, and distance learning, including during the forced full transition to remote mode in the spring of 2020 and the introduction of mixed learning in the 1st semester of the 2020/2021 academic year. The article presents an algorithm for pedagogical management of the educational process in the field of implementation of language education in a non-linguistic University, which includes the following stages: planning, design, motivation, implementation, monitoring and reflection. The algorithm has been successfully implemented in our University, including in the conditions of the COVID – 19 pandemic. The conditions of pedagogical management of process of implementation of language education (humanistic orientation, taking into account specifics of the spiritual and moral development and the needs of students and individual (gender and age, level of proficiency, etc.). local language system characterized by the following parameters: the dominance of a clear and verified the goals of language education; the combination of complex ideas, the whole process of language education and work programs, teaching materials, etc.; permanently managed correction and development of the language teaching process taking into account changing external and internal conditions, requests and goals; monitoring of the achieved learning results. The criteria for evaluating the quality of management effectiveness are highlighted: the order and transparency of the process of implementing language education; the presence of the "backbone" of the teaching staff of the Department, the cohesion of the University itself "vertically" , etc. The introduction of the proposed algorithm of pedagogical management of the educational process in the field of language education implementation into the educational process of MGIMO showed its effectiveness, which was reflected not only on the results of the session and state exams, but also on the level of language training of graduates who reached the desired B2-C1/ C2, having initially A2/B1. Moreover, the implementation of the algorithm developed by US at MGIMO allowed not only to systematize and simplify the management process.

The article presents the experience of language training in the process of teaching languages at a technical University. The article analyzes the current state of language education in a non-linguistic University, and highlights the conditions for its intensive and effective development. The article considers the role and significance of students' textual activity and argues for the need to develop a model of its organization. Various interpretations and definitions of key research concepts are described. Some proposals for the modernization of the existing system of higher education language education, the introduction of innovative technologies in the educational process are presented. The author analyzes the signs and various factors that affect the development of creative independence of students, reveals the types of activities and ways to improve cognitive activity.

Purpose: The optimization of the educational process by teaching strategies for autonomous foreign language training at higher school during the professional interaction of non-linguistic specialists. Methodology: Among theoretical methods of this experimental and review study there is the analysis of psychological and pedagogical approaches to the solution of the problems of modern language education at Russia Universities, questionnaire of linguistic preference for statistical analysis among students of nonlinguistic departments. Main findings: 1) the questionnaires of nonlinguistic students were analyzed to identify possible fields of multicultural professional interaction and use of a foreign language for other purposes by future specialists; 2) the possibilities of autonomous learning for professional purposes were found out and the strategies for self-educational and cognitive activity were indicated; 3) the proposed strategies are believed to improve the continuous foreign language training. Novelty: Foreign language training for future professionals is considered as a multifaceted educational product with a clear and didactic-based orientation to a profession.Based on the research results, the main reasons for complex educational strategies of autonomous training are identified.

The paper addresses the main problems of students with hearing disabilities when studying natural sciences at a technical university of a general type in the inclusive conditions. They are associated both with a low level of the school chemistry course knowledge and with their peculiarities of perception of educational materials in chemistry in connection with a defect. To overcome the difficulties, we have set a task to develop special competencies in students with hearing impairments, which contribute to their mastery of the university’s chemistry course at the level meeting the requirements of independently established university educational standards (IEES). The authors have developed and introduced in the educational process at BMSTU technological, organizational, and pedagogical decisions that contribute to forming these competencies in students with hearing impairments. The adaptive course “Cognitive technologies of supporting the discipline “Chemistry” is being implemented in parallel with the basic discipline “Chemistry” and on its material. This course is being taught at BMSTU in an accessible environment of multimedia laboratories providing special educational conditions for such students. The offered cognitive information and communication technologies contribute developing of special competencies (SC) in students with hearing disabilities. SC are compensatory and at the same time personally adaptational, they are included in the matrix of BMSTU competencies which are necessary for mastering by this category of students within inclusive programs. SC contribute to getting by students professional competencies defined by the IEES. The adaptive course showed a positive effect on performance indicators in chemistry of hearing impaired students. This is achieved by creating conditions that equalize the level of training of hearing impaired students in the educational process with the level of training of ordinary students.These technologies can be effectively used in the process of forming special competences in students with hearing disabilities when teaching them general technical and special disciplines at various levels of higher education. They can be applied to students with other disabilities within inclusive education environment as well.

Hearing loss represents a frequently met sensorial handicap, which has a major and complex impact not only on the hearing-impaired person, but also on his family and society. The large number of hard-of-hearing persons justifies the acknowledgement of hearing loss as a public health issue, which oblige to appropriate health politics, to offer each hearing-impaired person health services like those in Europe. These can be obtained through: appropriate legislation for mandatory universal newborn hearing screening; national program for follow-up of hearing-impaired children up to school age; national register of hard-of-hearing persons; smooth access to rehabilitation methods; appropriate number of audiologists, trained for health services at European standards, trained through public programs of education in the field of audiology.

Sign language is a visual language for communication used by hearing-impaired people with the help of hand and finger movements. Indian Sign Language (ISL) is a well-developed and standard way of communication for hearing-impaired people living in India. However, other people who use spoken language always face difficulty while communicating with a hearing-impaired person due to lack of sign language knowledge. In this study, we have developed a 3D avatar-based sign language learning system that converts the input speech/text into corresponding sign movements for ISL. The system consists of three modules. Initially, the input speech is converted into an English sentence. Then, that English sentence is converted into the corresponding ISL sentence using the Natural Language Processing (NLP) technique. Finally, the motion of the 3D avatar is defined based on the ISL sentence. The translation module achieves a 10.50 SER (Sign Error Rate) score.

The article is devoted to one of the problems of foreign language education – the definition of the role of interpretation in preparing students of special (language) directions to participate in the dialogue of cultures. Interpretation is considered as a phenomenon and as a way of comprehending reality, which allows the subjects of the dialogue of cultures to reach mutual understanding. The main characteristic of interpretation, which is necessary for the purposes of foreign language education, is its psychological character. It is determined by the psychology of the author, the psychology of the work, as well as the psychology of the reader-interpreter. It is proved that the interpretation of a work of art, which has universal, historical and personal plans, has huge epistemological and axiological possibilities. They activate the entire educational potential of interperetation (educational, developmental, cognitive, and educational). Russian Russian poet A. A. Fet (1820–1892) uses the poem “Wir saßen am Fischerhaus” by the famous German poet and publicist Heinrich Hein (1797–1856) and the translation of this poem into Russian to illustrate the interpretation technology. The poem is considered as a space of personal meanings of the author. They are the ones that are subject to interpretation and bring the reader-interpreter back from the poet's world to the modern real world. And the real world is full of unexpected cultural facts, closely related to the content of the work of G. Heine, with distant Lapland and the life of modern lapps. Thus, interpretation is presented as an educational strategy. Together with the strategies of contextualization, philologization and argumentation, it ensures the achievement of the main goal of foreign language education – the creation of an individual who can act as a genuine subject of the dialogue of cultures. The article also emphasizes the importance of the teacher as the organizer of the educational process and the subject of the dialogue of cultures.
