Background. In modern conditions, information is not just a technical category. The penetration of the latest technologies into all spheres of life has turned information into an economic category, which has become one of the most essential components of the functioning of the market and, at the same time, a regulator of economic processes. Therefore, interest in the problems of international information security is growing, both for the international community, the state and its regions as a whole, and separately for sectors of the economy, for institutions, for individuals. Analysis of recent research and publications hasshown that the issues of interaction between information and international information security, as well as with the economy, remain unresolved. An important issue is the analysis of information security conditions in the framework of modern world markets and globalization processes, the impact of the consequences of the coronavirus pandemic on the world economy. The aimof the articleis to consider the features of ensuring information security in the conditions of the Ukrainian economy, as well as to identify the nature of the transformation of international information security. Materials and methods. In the course of the research, the methods of analysis and synthesis, abstraction, systematization, identification, classification, comparison and generalization were used. Results. Despite the existence of a lot of theoretical and applied research in the field of information management technologies, the problem of a model description of the main characteristics of information interactions in the context of ensuring information security in organizational and economic systems remains very relevant. Based on the results of this study, the place of the information system in the enterprise management contour is shown, the logical connections of the documents of the information security management system within the framework of the international standard ISO/IEC 27000 are revealed, the problems of international information security that need to be addressed in the context of globalization are identified. The solution of these issues will contribute to the rational restructuring of the sphere of informatization and information policy of the state. Conclusion. It is proved that in Ukraine, the insufficient level of informatization and constant delays in solving the problems of information security and international information security, as well as the negative information impact, lead to huge losses, a slowdown in socio-economic development and a decrease in competitiveness at the world level. To prevent this, a rational restructuring of the sphere of informatization and information policy of Ukraine is necessary with the involvement of international support and the active participation of our state in the transformational processes of international information security to counter information threats using modern methods and legislation in this area. The outlined conceptual provisions require further scientific research of the methodological aspects of economics and management in the context of the transformation of the national economy under the influence of globalization processes and the place of the digital economy in it, the prospects for the use of new methods and management tools in the era of digital economy. The article is devoted to the study of trends in cybercrime, which is a threat to the country's information security. The place and role of cybersecurity in the system of national security are determined. The state of the system of protection against cyber attacks in the developed countries of the world, such as France, Japan, China, South Korea and the United Kingdom, was analyzed. The main shortcomings and perspectives of protection of cyberspace are revealed. The use of modern information technologies in state structures, as well as in society in general, proposes solving information security problems as one of the main ones. The economy, logistics and security of the country increasingly depend on the technical infrastructure and its security. To improve the effectiveness of the fight against cybercrime, developed countries have long started the appropriate work needed to create their own cyber security strategy. Incidents in the field of cybersecurity affect the lives of consumers information and many other services and cyber attacks aimed at various objects of infrastructure of electronic communications systems or technological processes management. Modern world trends in the development of cybercrime and the strengthening of cyber attacks indicate an increase in the value of combating it for the further development of society, which in turn predetermines the assignment of certain groups of social relations of the cybersphere to the competence of legal regulation. The current situation with cybercrime requires constant improvement of methods the fight against cybercrime, the development of information systems and methods aimed at ensuring the cyber security of the country. Necessary tasks are the development of a national strategy on cybersecurity, which will include tactical and strategic priorities and tasks in this area for state bodies. So, the issue of cyberspace security, the fight against cybercrime is relevant both at the international level and at the level of the individual country, and therefore needs further consideration.

The article explores the main directions and trends of the modern economy – digital and its impact on globalization processes taking place in the modern world. Digital economy entered the modern definition is not so long ago, having gone through the difficult path of becoming both in the world and in Ukraine. Forming as a modern science, digital economy is becoming a feature of modern times: new terms, categories, concepts, tools are emerging and being introduced into scientific modernity. Some terms have been proposed for use in modern economic science, including: digital co-working center, cross-platform with digital industry, digital hub studio, hub association, hackathon, internet of things; some of them have been interpreted by the author. The contemporary impact of the digital economy on globalization has been investigated and some trends, implications, which can positively affect the further development of the IT industry in the economy of the world and Ukraine, especially the development of small and medium-sized enterprises basis of economic development for the coming period, especially as the next wave of the global economic crisis approaches. Although the term "digital economy" has long been used in the economic community of the world, not all its characteristics have been described in terms of theoretical economics, and even more so, those specific terms that accompany it in the economic studies of scientists. The digital economy is determined by a number of aspects in the technological, global, digitized, social fields. This article shows and substantiates ways to form some terms used in this direction and justifies (in some cases propose own) the formulation of terms that are either used in foreign-language sources or come from other fields, especially technical terms, economic substantiation of which is necessary for modern theoretical thought.

The article deals with the problems of realization and improvement of Ukraine's foreign economic policy in the conditions of globalization. The economic revival and self-determination of Ukraine, which are inextricably linked with its entry into the modern world economy, with the search for its place in the processes of globalization, are investigated. The global tendencies of formation of the modern market economy, which characterize a new type of economic systems of the XXI century, which develop on a market basis while regulating the economic life of society by the state and maintaining the social stability of society, are found out. The problems of Ukraine's integration into the world economy have been identified. It is determined that the modern national economy is not simply included in the system of world relations, but is its active equal subject. The country's global competitiveness index and its rating have been formed. The influence of globalization on the shaping of Ukraine's foreign economic policy is analyzed. It is proved that the choice of the model of development of the Ukrainian national-state economic system is caused not only by internal but also by external factors. Recommendations have been made to improve Ukraine's position on the world stage. The models of export-oriented or import-oriented production, which are determined by the goals of the foreign economic policy of the state, are considered. The examples of creation of production and investment model of economic relations at the enterprises of Ukraine are given. Proposals for improvement of Ukraine's foreign economic policy have been elaborated, aimed at creating favorable conditions for regulating economic relations, which provide competitive advantages and attracting foreign investments in the conditions of globalization. Approaches have been established that determine the priorities of the country's foreign economic policy making, the strategy and tactics of which are determined by the socio-economic features of a particular country's development.

The article notes that information policy is a logical, objective process that has always been and will be relevant in relations between states, regardless of the development of cooperation between them. In other words, the information policy in the field of public administration is aimed to achieve the goals of the state policy of the country both in peacetime and in wartime. In the article, the author reveals the main components of an information policy and gives a definition to each of them. Along with this, the concept of information security of the country is given, which is the result of scientific and technological progress and information integration of the world community. Analyzing the state policy in the information sphere, the author determines in which areas the issues of information security and information warfare are regulated. The main factor characterizing the successful implementation of state policy in the formation of a mechanism for managing various areas of social development is to ensure a constant focus on the consistent and safe development of socially significant values, and to guarantee the strength of public administration. The degree of development of the information sphere is one of the main indicators that determine the strength of public administration and the safety of society. One of the main elements of the implementation of state policy in the information sphere is the information infrastructure, which should be considered an integral part of strategic information resources and important for the defense capability of the state and its information market. Along with this, the article notes that for Azerbaijan, which lives in a war, the issue of developing an information policy in the field of public administration is particularly important. Today in Azerbaijan, the issue of forming a regulatory framework in this area is one of the priority places in state policy. In this direction, the foundations of the legislative framework for ensuring an information policy in the field of public administration are being formed and developed. It should be noted that in recent years many laws, regulatory legal acts have been adopted, various orders have been issued. The article analyzes the current problems of information security as a part of the national security of the state. The author identifies the reasons for the unsatisfactory situation in the field of information security. Particular attention is paid to the legal framework for information security and prospects for improving legislation, the problems of regulating relations in this area. Successful development and the very existence of Ukraine as a sovereign state is impossible without ensuring its national security. The society’s and the state’s information security is determined by the degree of their protection and, consequently, the stability of the main areas of life concerning dangerous, destabilizing, destructive, infringing the interests of the country information actions at both implementation, and retrieval. The state information policy, as activity of system of public authorities and administration in the information-psychological area occupies the central place in the system of regulation of both social and political relations in the modern information society. The transparency of the state information policy is the basis for ensuring the country’s socio-psychological stability and successful economic development. The practice of information and psychological influence is more and more developing in the modern world. The terms «informational» and «psychological» wars are widely used by politicians and political scientists, and are increasingly appearing in the context of the country’s information security issues. The purpose of this article is to determine the role of information security in the national security of the state and to study the legislative regulation in the information area of Ukraine. A radical change in the state’s approach to solving this problem should become one of the priorities in ensuring national security.

The paper examines various approaches to the definition of the term «digital economy» in the scientific and business environment along with factors and forms of its development in different countries taking into account the specifics of the current stage of the Russian economy, which is a matter of particular importance in seeking new sources of the world economy growth. The subject of the research is opportunities and threats inherent in the process of digitalization of economies and their impact on the operation of international and national markets as well as the development of the world economy as a whole. The purpose of the paper was to analyze the practical experience in the formation and development of the digital economy in foreign countries and Russia and identify the changes it brings to the activities of state institutions and business structures, established rules of market exchange, the process of promotion and use of innovations. All the above made it possible to determine the country-level specifics of the digital economy evolution reveal the contradictory nature of its manifestations and justify the necessity for active participation of the state in stimulation and support of potentially promising digital innovations in various sectors of the economy. It is concluded that the level of the digital economy development depends on the real-sector performance, the maturity of markets, the state of the national economy. It is highlighted that the criteria for a comprehensive assessment of the results of the economy digitalization must be developed.

Digital technologies have changed the relationship between the society and business entities, taxpayers and the state. Ceteris paribus, the ability to effectively manage financial flows and make administrative decisions depends on the correct and established interaction between the state and taxpayers. This study aims to form and develop a taxpayer’s understanding of the digital age with all its features and opportunities for information and communication technologies, including mathematical modeling methods that form the basis of the digital economy for building and sustaining business development, improving the systemic vision of business processes. The research hypothesis is that the further development of economic entities management in the digital context, as well as the coordination of these entities’ interests, is possible only in the partnership of the key economic participants, with the taxpayer at the forefront. That will allow identifying the areas for improving tax trajectories. Using polynomial approximation, the authors have obtained the models of tax trajectories of companies that allow predicting tax burden. The data for approximations are obtained using the previously constructed mathematical model of the optimal tax path. The main input data of the model are fixed assets and human resources, the totality of which form the production function. The analysis of the transformation of tax paths shows ways for achieving a balance of interests between both the state and the taxpayers. Finding this balance will help to overcome the crisis of confidence in the authorities, the development of adaptability and creativity of Russian society to new tax changes. A number of parameters determines the scale of this task. They include the complexity of the object of study, the long-term and multi-aspect nature of the impact which modeling the digital economy has on adaptation to the new digital realities of the state and taxpayers, as well as the absence of significant analogues of the solution to this problem in global and Russian economics.

Abstract Background At the moment we have more than 177 million cases and 3.8 million deaths (as of June 2021) around the world and vaccination represents the only hope to control the pandemic. Imperfections in planning vaccine acquisition and difficulties in implementing distribution among the population, however, have hampered the control of the virus so far. Methods We propose a new mathematical model to estimate the impact of vaccination delay against the 2019 coronavirus disease (COVID-19) on the number of cases and deaths due to the disease in Brazil. We apply the model to Brazil as a whole and to the State of Sao Paulo, the most affected by COVID-19 in Brazil. We simulated the model for the populations of the State of Sao Paulo and Brazil as a whole, varying the scenarios related to vaccine efficacy and compliance from the populations. Results The model projects that, in the absence of vaccination, almost 170 thousand deaths and more than 350 thousand deaths will occur by the end of 2021 for Sao Paulo and Brazil, respectively. If in contrast, Sao Paulo and Brazil had enough vaccine supply and so started a vaccination campaign in January with the maximum vaccination rate, compliance and efficacy, they could have averted more than 112 thousand deaths and 127 thousand deaths, respectively. In addition, for each month of delay the number of deaths increases monotonically in a logarithmic fashion, for both the State of Sao Paulo and Brazil as a whole. Conclusions Our model shows that the current delay in the vaccination schedules that is observed in many countries has serious consequences in terms of mortality by the disease and should serve as an alert to health authorities to speed the process up such that the highest number of people to be immunized is reached in the shortest period of time.

Digital technologies, ubiquitous in our daily life, have radically changed the way we work, communicate, and consume in a short period of time. They affect all components of quality of life: well-being, work, health, education, social connections, environmental quality, the ability to participate and govern civil society, and so on. Digital transformation creates both opportunities and serious risks to the well-being of people. Researchers and statistical agencies around the world are facing a major challenge to develop new tools to analyze the impact of digital transformation on the well-being of the population. The risks are very diverse in nature and it is very difficult to identify the key factor. All researchers conclude that secure digital technologies significantly improve the lives of those who have the skills to use them and pose a serious risk of inequality for society, as they introduce a digital divide between those who have the skills to use them and those who do not. In the article, the author examines the risks created by digital technologies for some components of the quality of life (digital component of the quality of life), which are six main components: the digital quality of the population, providing the population with digital benefits, the labor market in the digital economy, the impact of digitalization on the social sphere, state electronic services for the population and the security of information activities. The study was carried out on the basis of the available statistical base and the results of research by scientists from different countries of the world. The risks of the digital economy cannot be ignored when pursuing state social policy. Attention is paid to government regulation aimed at reducing the negative consequences of digitalization through the prism of national, federal projects and other events.

Information security is a need to secure organizational information assets. The government as the regulator issues an Information Security Management System (ISMS) and Information Security Index (US) as a measure of information security in the agency of a region. Security Information and Event Management (SIEM) is a security technology to secure information assets. SIEM is expected to provide information on attacks that occur on the router network and increase the value of the Indeks KAMI of government agencies. However, the use of SIEM is still questionable whether it can recognize a router attack and its impact on the value of our index. This research simulates attacks on routers with 8 attacks namely Mac Flooding, ARP-Poisoning, CDP Flooding, DHCP Starvation, DHCP Rogue, SYN Flooding SSH Bruteforce and FTP Bruteforce. 8 types of attacks followed by digital forensic analysis using the OSCAR method to see the impact on routers and SIEM. Also measured is index KAMI before and after the SIEM to be able to measure the effect of SIEM installation on the value of index KAMI. It was found that the use of SIEM to conduct security monitoring proved successful in identifying attacks, but not all were recognized by SIEM. SIEM only recognizes DHCP Starvation, DHCP Rogue, SSH Bruteforce and FTP Bruteforce. Mac Flooding, ARP-Poisoning, CDP Flooding, SYN Flooding attacks are not recognized by SIEM because routers do not produce logs. Also obtained is the use of SIEM proven to increase our index from the aspect of technology
