INCENTIVES AS A MEANS OF EDUCATIONAL INFLUENCE ON INMATES HELD IN PENAL INSTITUTIONS

В статье автор затронул вопросы совершенствования применяемых поощрительных мер, способных качественно повысить воспитательный процесс осужденных, содержащихся в пенитенциарных учреждениях. Несмотря на достаточно объемный перечень предусмотренных законодателем мер поощрения, отмечена необходимость переработки норм уголовно-исполнительного законодательства, регламентирующих поощрительные меры осужденных к лишению свободы в направлении обеспечения целостности данной системы, последовательности ее элементов, их большей дифференциации. Автор отмечает, что меры материальных поощрений, к которым относятся выплата денежной премии и награждение подарком, на практике являются не работающими, поскольку законодателем не урегулирован вопрос, из каких средств следует их производить. В настоящее время расходование денежных средств из федерального бюджета на это направление не предусмотрено. В целях максимального стимулирования осужденных к позитивному поведению целесообразно расширить действующий комплекс поощрений, направленных на поддержание социальных связей осужденных. На основании проведенного исследования предлагается ч. 1 ст. 113 УИК РФ дополнить поощрительными мерами в виде направления администрацией учреждения ИУ письма близким родственникам о примерном поведении осужденного; дополнительным дистанционным видеосвиданием посредством сети Интернет; представлением администрации ИУ в суд о сокращении срока отбывания наказания; краткосрочным отпуском до 15 суток с выездом за пределы ИУ. In the article, the author analyzed the issues of improving the used incentive measures that can qualitatively improve the educational process of convicts held in penitentiary institutions. Despite the rather lengthy list of incentives provided by the legislator, the need to revise the norms of criminal executive legislation governing incentive measures for prisoners sentenced to imprisonment in the direction of ensuring the integrity of this system, the sequence of its elements, and their greater differentiation was noted. The author notes that the measures of material incentives, which include the payment of a monetary bonus and rewarding with a gift, are not working in practice, since the legislator has not regulated the question from what means they should be produced. At present, the spending of funds from the federal budget in this direction is not provided. In order to maximize the stimulation of convicts to positive behavior, it is advisable to expand the existing set of incentives aimed at maintaining the social ties of convicts. Based on the study, it is proposed to part 1 of Art. 113 of the Penal Code of the Russian Federation to supplement incentive measures in the form of a letter from the administration of the penitentiary institution to close relatives about the exemplary behavior of the convict; additional remote video viewing via the Internet; the presentation of the administration of the penitentiary institution to the court on the reduction of the term of serving the sentence; short-term vacation up to 15 days with a trip outside the penitentiary.

The article deals with the provisions of the current legislation containing measures of state stimulation of investment activity for the purpose of industrial development and production of competitive products. Among the array of legislation, the author identifies the position of the industrial policy under which conditions are created for legal, economic and organizational stimulation of legal entities and individual entrepreneurs to establish or maintain (modernizing) industrial projects in the Russian Federation. The author points out that the legislation provides for financial assistance in terms of grants from the federal budget of the Russian Federation, the budgets of the Russian Federation, local budgets; the possibility of concluding a special investment contract; provision of information and consulting services; support scientific and technological activity and innovation activity of investors in the industry. The article details the procedure for granting state guarantees of the Russian Federation on loans or bond loans, attracted for implementation of investment projects related to the creation of new or renovation of existing social, agroindustrial, industrial, utility and transportation facilities, and the possibility of their further exploitation. The authors point to the desirability of introducing legislation on investment activities, the provisions on the criteria for the recognition of investment objects as socially important facilities in the Russian Federation.

Tajik students studying in the Russian Federation can be considered as a social system. Indeed, it is characterized by such universal (common to all social systems) characteristics as complex interrelation and interconitionality of internal processes, emergence, dynamics of social processes, and interconnection with outside environment. There are also a number of specific features of the social system of Tajik students studying at universities of the Russian Federation, namely as a social system. The application of a systematic approach, as well as the principles and concepts of management theory, makes it possible not only to formalize the very concept of the target asset (the social system of Tajik students studying in the Russian Federation), but also to describe its management system. Modeling of the target asset based on a set-theoretic approach was carried out for such difficult-to-formalize characteristics as personal data of Tajik students, data on their educational process, data on employment and obtaining additional professional skills, social and everyday nature data. For this purpose Boolean and linguistic variables are used in the work inter alia. The results obtained in the work of modeling the target asset (the social system of Tajik students studying in the Russian Federation) will subsequently describe not only the process of TS management, but also the specifics of monitoring the achievement of targets for the simulated management system.

Despite the distance that separates the Russian Federation of Colombia, the differences in the size of the surface, in the size of the population, in the language, in the social, cultural, political and economic evolution, these two nations maintain strong similarities in economic performance in recent years, moreover, agree favorable expectations of expansion in the short term, this in a context of uncertainty about the dynamic of recovery in the United States and the persistent crisis in the Euro zone. Other matches are presented in the challenges they have to face to continue in the right direction of convergence towards developed economies, this performance has been well received by economic agents who have found in these two countries, interesting destinations for investment and strengthen trade relations.

In this article, the prospects of the implementation of the new State migration policy framework of the Russian Federation for 2019-2025 as applied to student migrants are analyzed. We have studied the educational process for foreign students at all levels of higher education as a part of education-related (study-related) migration. We have defined the following three aspects: social, cultural, and legal as equivalent factors of adaptation and socialization for foreign students. We highlight that apart from the basic learning competencies, it is crucial to develop skills for communicating in the language of the host country while acknowledging the basic values of the social and cultural realia that are new for foreign students. The teacher has a significant role in the organization of the education process for foreign students. We have studied the stages of students’ adaptation and integration into the new sociocultural and academic environment. The hypothesis is that it is crucial to learn and take into account national and psychological characteristics of student migrants from around the world. We provide examples based on the research results of the adaptation analysisof Volgograd State Technical University foreign students. We also provide recommendations for the organization of the education process and communication with foreign students.

The article considers the number of women giving birth in Russia in the context of the existing demographic problems caused by the depopulation of the country. The study evaluates the social, economic and medical factors influencing the dynamics of the number of women giving birth in the Russian Federation based on correlation and regression analysis, and also provides a short-term forecast for their further change. The implementation of the increase in the number of women giving birth in Russia is one of the current important sociodemographic tasks for the State; This will improve the demographic situation and will lay the foundations for the formation of a sufficient human resource, which will later form the country's high human capital. According to the results of forecasting the dynamics of the number of women in the work in the short term, it was determined that the downward trend in the number of women in the work will continue, since the negative impact of medical factors will remain unchanged. changes, while economic and social factors will not change.

The subject of the research is the social relations that develop in using legal incentives aimed at supporting business activities in the industrial policy. The purpose of the research was to identify gaps in the legislation that impede the promotion of business activities of production companies. The paper examines the main forms of the regulatory and legal support for boosting business activities in the implementation of the industrial policy in order to create conditions for further reforms, attract investment to the Russian economy and thereby improve the social and economic situation in the Russian Federation. The level of the regulatory and legal support of business activities in the industrial policy is evaluated. It is concluded that the legal framework must be improved to enhance the legal support of business stimulation.

In 2019, a textbook “Macroeconomics” was published in London, on the pages of which the authors presented a new monetary doctrine — Modern Monetary Theory, MMT, — an unorthodox concept based on the postulates of Post-Keynesianism, New Institutionalism, and the theory of Marxism. The attitude to this scientific concept in the scientific community is ambiguous. A smaller part of scientists actively support this doctrine, which is directly related to state monetary and fiscal stimulation of full employment, public debt servicing and economic growth. Others, the majority of economists, on the contrary, strongly criticize MMT, arguing that the new theory hides simple left-wing populism, designed for a temporary and short-term effect. This article considers the origins and the main provisions of MMT, its discussions with the mainstream, criticism of the basic tenets of MMT, and also assesses possible prospects for the development of MMT in the medium term.
