Introduction. The paper is devoted to the problems of research of features and modern mechanisms of economic regulation of foreign economic activity of enterprises in Ukraine. The purpose of the paper is to improve the scientific and methodological basis for stimulating the development of foreign economic activity of enterprises and substantiation of the theoretical foundations of foreign economic activity of enterprises in order to further their development in the today's globalized world. Results. It is determined that one of the problems of foreign economic activity of enterprises is the problem of inefficient management system, lack of strategic and marketing approaches to enterprise management, and enterprises more often use the technique of short-term adaptation. An enterprise focused on the development of foreign economic activity should develop approaches to improve international marketing, especially in terms of making effective management decisions based on the processing of a significant amount of information data and assessing the factors of the international market environment. The main condition for the adaptation of enterprises to the rapidly changing external environment may be the formation of a system of strategic planning, which provides a more rational use of limited resources, promotes consistent development and implementation of management decisions, focuses on sustainable development in market conditions. The management staff should clearly formulate the principles of strategic research in order to intensify foreign trade in industrial enterprises, and most importantly – formed a marketing strategy for foreign trade. The main means of increasing the potential of foreign economic activity of enterprises are the formation of such economic conditions that would allow due to modernization of production to increase domestic production and services, introduce innovative technologies. Conclusion. In order to improve the foreign economic activity of Ukrainian enterprises, it is proposed to implement a policy aimed at increasing merchandise exports by introducing innovative developments to improve the quality of domestic products, which must meet international norms and standards necessary to create a sufficient level of competitiveness in domestic markets.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.

Today, the modern conditions of economic activity constantly require competent financial planning and forecasting of economic activity of the enterprise. In countries with developed market economies, the improvement of tools and methods of financial planning and forecasting is constant and quite significant. Without financial planning, it is impossible to achieve the level of enterprise management, which ensures its market success, continuous improvement of capacity and social development of the team. No other type of planning can have such a general, global significance for the company, as finance covers all parties and areas of its activities without exception. The relevance of this work is to study the construction of plans and forecasts that allow the company to forecast and take into account current and future changes in the external environment, as well as adjust the internal factors of financial and economic activities for their development and further growth. The article examines the historical aspects of the emergence of financial planning and forecasting in enterprises, and defines the essence of planning (forecasting) as a management function. The paper highlights the types and functions of financial planning and forecasting, which significantly helps to understand the meaning of these concepts. The methodological aspects of the organization of financial planning and forecasting at the enterprise in making managerial decisions were also studied and the organizational and economic stages of financial planning and forecasting were determined. It is substantiated that the financial plan development is a logical conclusion of the enterprise business planning process as a whole and makes it possible to assess the net results of its management in the planning period. It is emphasized that the results of the financial plan are necessary to generalize information concerning the sources and time of flow of funds as well as the amount of these flows, their scope, meeting the demand for funds and their availability, as well as possible financial status during and at the end of the planning period. We analyzed the economic efficiency of financial planning and forecasting of the enterprise and highlighted methods for optimizing planning and forecasting in management decisions. It is proved that the company of interest can significantly improve its index number in the coming periods. It is concluded that the stability of the enterprise is achieved by efficient and rhythmic restructuring of the enterprise due to skillful management of the production assets and sources of their formation. Through planning or forecasting the enterprise’s activity is accompanied by optimal solutions and the right company profile, which contributes, to high financial performance.

The formation of business strategies of enterprises should be based on a preliminary assessment of their current and future economic opportunities. Such an assessment is to establish the value of the total economic potential of enterprises and its individual varieties. The purpose of this study was to clarify the essence of the economic potential of enterprises, justify the need for its evaluation and selection of its types. The main approaches to interpreting the terms "potential" and "enterprise potential" are identified. These include resource, result, resource-result, resource-target, and result-target concepts. It is established that the potential of any object, including the enterprise, can be interpreted as a set of its external functional properties, which this object shows or can show in a certain state of the environment in which it is located. Accordingly, the assessment of the potential of an object should be based on the identification and determination of its external properties, taking into account the environment in which the object is located. The main situations in which there is a need for information about certain components of the economic potential of the enterprise are identified, and the types of this potential and the consumers of the information about their level, corresponding to these situations, are determined. In particular, such situations include management of production and sales, management of financial and economic results of the enterprise, management of enterprise development, assessment of the company's need for various types of resources, assessment of enterprise value, assessment of current and future impact of the enterprise on the economy of the country (region), etc. The features of classification of types of enterprise potential existing in the scientific literature are supplemented by the following ones: by the main types of economic activity, by the dynamics of changes in the economic and production system of the enterprise, by consequences for the subject of enterprise potential assessment, by the stages of economic activity, enterprise potential, etc. The obtained results make it possible to improve the understanding of the complex patterns that underlie the formation of the economic potential of enterprises.

At the present stage many Ukrainian enterprises are actively involved in foreign trade, which is important. However, the lack of experience or inexperience of domestic enterprises in foreign markets requires a lot of efforts to implement it. The article considers consumer foreign economic activity of enterprises, elaborates the main preconditions and general recommendations for improvement of foreign economic activity of enterprises.

Abstract Introduction. Nowadays the foreign economic activity of the regions serves as a factor contributing to improving the population well-being, improving its life quality, as well as territory socio-economic development and increasing its competitiveness. The purpose of the article is to analyze the foreign trade in services at the regional level and to identify its features. Results. The comparative analysis of the services export dynamics was conducted in the studied regions for the period from 1996 to 2018: the periods of growth, reduction, peak values were identified, the leader – Odessa region was determined. At the same time, it is emphasized that due to the decrease in the indicator in Odessa region and the growth in the Mykolaiv region, the gap between them narrowed significantly for the period from 2012. The dynamics of the services import volume in the economy of the studied regions has been analyzed. Determination of the leader – Odessa region was done, the trends of dynamics for the studied period are considered. The dynamics calculation of the foreign trade balance in services in the Mykolayiv region is given. The calculation of the chain gains index of the services foreign trade balance in the Mykolaiv region is given, which indicates a considerable amplitude of fluctuations and reduction from 2014 to 2016. Results. The foreign trade balance in services in the studied areas was calculated and analyzed: the Odessa region was the leader before 2010. After in accordance with the services export dynamics in Odessa and Mykolaiv regions, their convergence to the actual equalization in 2018 is observed. The positive value of the balance in all the regions for the whole study period is noteworthy. The analysis makes it possible to confirm the significant dependence of the foreign regions economic activity of the Black Sea region on the general situation in the country with divergent tendencies of indicators changes, which allows to define it as heterogeneous. The purpose of this paper is the development of a methodical approach to management of the parameters of the life cycle of innovations. This approach ensures the increase of the efficiency of economic activity by intensifying the processes of innovative development of industrial enterprises. As a result of the research, the features of the processes for implementing the life cycle of innovations were determined; the system of criteria for assessing the efficiency of management of the parameters of the life cycle of innovations was developed; a management model for the parameters of the life cycle of innovations was formed; and a management mechanism for the life cycle of innovations in a saturated market was developed.

An important component of successful economic activity of industrial enterprises is the optimal sales model combined with e-commerce opportunities. The article analyzed two construction materials manufacturing enterprises categories: those using exclusively a sales network for the promotion of their products, and those developing a direct sales system to the final consumer via electronic commerce. These are basically two different logistical approaches to the process of selling their own products. The efficiency of using e-commerce logistics means is determined by the correlation of sales expenses index with an indicator of enterprises' net income. It was proved sales expenses' indicator affects the dynamics of the net income indicator positively only for the enterprises using e-commerce logistics as a means of setting up a direct sales channel for their products. The article provides recommendations for creating an optimal logistics e-commerce system for construction materials manufacturing enterprises.

This article discusses the problem of choosing the correct and effective organizational structure of enterprise management for its correct functioning. The existing types of organizational structures of enterprise management, which are used in practice today, are analyzed, and their positive, negative sides and the type of enterprises for which they can be used are revealed. Along with this, this article discusses and describes methods for choosing an organizational structure for an enterprise. Also, during the study, internal and external factors were identified that affect the choice of an organizational structure. Based on the analysis, a methodology for choosing the most effective type of organizational structure for enterprises was drawn up. The question of choosing an organizational structure is acute for every manager at the very beginning of the operation of an enterprise, because the quality of performance of functions, both of individual divisions and of the entire enterprise as a whole, directly depends on this. Among many types of organizational structures in this study, the types of organizational structures that are most adaptable to changes in external and internal factors are identified. This study provides methods and tools for selecting the appropriate organizational structure for any enterprise. At the moment, some methods, be it goal structuring or computer modeling, are not widely used, which in turn makes it difficult to choose an effective organizational structure for enterprise management. The choice of an effective organizational structure is an extremely urgent problem today for every entrepreneur, who is interested in the stable economic activity of his or her enterprise.

This article examines the impact of restrictive measures implemented as part of the prevention and protection against the COVID-19 pandemic in Russia. A detailed analysis of the activities of customs authorities (as a state structure) and participants in foreign economic activity in a pandemic is carried out. At the end of the article, conclusions are drawn about the appropriateness of the management decisions taken, and further prospects for the development of economic digitalization in Russia are considered
