Subjects of innovation infrastructure: experience, state of functioning and prospects of development in the Republic of Belarus

The article considers the experience, features and problematic aspects of the creation and results of the functioning of the subjects of the innovation infrastructure of Belarus: science and technology parks, industrial parks, technology transfer centers, etc. The article substantiates the urgency of creating scientific, technological and industrial parks in the regions, including on the basis of higher educational institutions. The article shows that to ensure the functioning of the market of scientific, technical and innovative products, an appropriate infrastructure is required. The development of infrastructure in the fields of science, technology and innovation is highlighted as one of the main directions of the state innovation policy of the Republic of Belarus. In general, the development of innovation infrastructure is considered as a factor that contributes to more efficient use of the natural and socio-economic potential of the country, the introduction of innovations and the creation of new jobs in the Republic of Belarus

The article investigates the importance of innovation infrastructure in developing areas. A content analysis of the categories of "infrastructure" has shown that the main purpose of creating infrastructure is to create conditions for the development of enterprises. From the standpoint of the process approach, a model of interaction of the primary process and infrastructure support is suggested, allowed us to estimate the infrastructure in relation to the resources available to meet the needs of the primary process. These circumstances led to the conclusion of the inseparability of infrastructure from activities. Particular attention is paid to the infrastructure, ensuring the development of innovation - innovation infrastructure, including determining its place in the overall infrastructure of the territory. The main subjects of innovation infrastructure are: technopolis, clusters, business accelerators, business incubators, technology parks, industrial parks, and nanotechnology- innovation and technology centers, etc. The diversity of the subjects of innovation infrastructure determines the relevance of the subjects to determine the adequacy of a particular ter-ritory and the choice of appropriate to the formation and (or) development. The article presents the results of an analytical study to determine the degree of saturation of regions with objects of innovation infrastructure. To determine the degree of saturation of objects of innovative infrastructure, territories used indicator of “concentration of innovation infrastructure entities, defined as the ratio of the elements of the innovation infrastructure in the region, and the maximum number of elements of the innovation infrastructure”. The analysis showed that the majority of the analyzed regions of Russia have almost all the objects of innovation infrastructure, but some objects of innovative structures are absent in many regions: there are no business accelerator in Belgorod, Lipetsk, Tambov, Nizhny Novgorod, Kemerovo, Chelyabinsk and Leningrad regions, Republic of Bashkortostan, in the Khanty-Mansiysk Autonomous Territory – Yugra. Technopolises exist in Moscow, St. Petersburg, Moscow, Tambov, Irkutsk, Novosibirsk, Leningrad Region, the Republic of Tatarstan.

Economic growth of developed countries is based on use of modern advances in science and innovative technologies. The creation of technoparks is one of the most common ways of implementation science and technology achievements in the economy, particularly in industry. The use of extensive innovation infrastructure in the form of ecotechnoparks in Ukraine, in particular in the Volyn region will contribute to the development of the economy and environmental protection. So that, the main purpose of the article is to substantiate the project of creation and operation of a network of eco-technology parks in the Volyn region. The information base of the research includes the scientific works published by L. Horbach, V. Nezhyborets, M. Yermoshenko, V. Derhachov, Ye. Donchenko, T. Chaiun and other. The article is devoted to the study the theoretical and practical aspects of creation and functioning of the ecotechnoparks in Volyn region. The authors give information about main types of activity of ecotechnoparks and propose the definition of concept « ecotechnopark». Particular attention is paid to the analysis of ways of zoning the territory of eco-industrial parks depending on the purpose of using, natural and historical and cultural value of areas. The priority directions of innovative activity are analyzed. These activities will ensure ecologically balanced socio-economic development of territorial communities with implementation of modern methods of management. Accordingly, it is noted that the main tasks of eco-technology parks in the Volyn region are to protect and restore the natural environment, promote socio-economic development of local communities, create attractive living conditions for the population etc. The authors offer to create more than 20 ecotechnoparks, which can be allocated based on natural resemblance and geopolitical factor. These parks can be created within the one territorial community or on the area which include two and more communities. According to the project the number of eco-industrial parks will be quite different in a section of district in the Volyn region. In particular, it is planned to create 10 ecotechnoparks in Kovel district, 7 parks – in Lutsk district, 3 – in Kamin-Kashirsky district and 2 – in Volodymyr-Volynsky district. The eco-industrial park «Western Bug» will be the largest of them, border the Republic of Poland and cover territory of two administrative districts of Volyn region. Furthermore, the ecotechnoparks «Svityaz» in Kovel district and «Pripyat-Stokhid» in Kamin-Kashirsky district will comprise significant areas with unique natural features. It is mentioned that future eco- industrial parks can be included in European eco-networks and will help to ensure the harmonious coexistence of population and nature. According to the project, management of ecotechnoparks will be entrusted to local communities. However, the general management is proposed to be carried out by the central administration, which will be located in the center of Volyn region – Lutsk City. Possible sources of funding for these ecotechnoparks include budgets of local territorial communities, local taxes and fees, utility payments etc. The authors came to the conclusion that the creation of eco-industrial parks in the Volyn region will contribute to the socio-economic development of the territory, improve the living conditions of the population and improve the ecological state of the environment. The practical recommendations can be used by Volyn Regional Council and territorial communities. The article analyzed and systematized organization of technopark in the field of high technologies in the Republic of Ingushetia. Based on the analysis of technology parks at the regional level it was proposed to create a technopark in the sphere of high technologies in the Republic of Ingushetia. According to the statistics and analysis of the region’s economy the main sectors of activity of the technopark are identified. The aims and objectives of the technology Park are considered. On the basis of the analysis of Russian technology parks the main criteria for the creation of industrial parks are given. For efficient functioning of technopark in the sphere of high technologies in the Republic of Ingushetia since the construction it was offered to consider activities of planning and forecasting the organization and creation of audit Department and internal control. On the basis of the analysis of the research base of the concept of «technopark» was offered the own definition of «technopark». The main provisions, methods and conclusions can be used as in the activities of technopark in the sphere of high technologies in the Republic of Ingushetia and the construction of technology parks at the regional level.

Innovative processes are the foundation of the current method of management and a means of providing competitive advantages to individual enterprises (firms), industries, regions, countries. Strengthening the innovative orientation of the socio-economic formation of Ukraine seems to be a strategic task of the national financial policy, guidelines for the creation of a competitive state economy. A significant basis for the development of Ukraine’s competitive advantages in the international arena is the innovative activity of industrial production entities. The formation of innovative activities of current enterprises insists on the development of a fresh mechanism of interaction between producers and customers on the basis of coordination of their interests. Creators of innovative ideas and producers of innovative products (services) are obliged to anticipate the need for new goods, to encourage customers to use new technologies and new products in their activities. Therefore, the innovative activity of the enterprise as soon as possible must be used to use an effective tool – innovation management, which involves the use of tools, methods, technologies of management throughout the formation of innovation policy of the enterprise. The current circumstances of highly competitive markets necessitate the renewal and modernization of production technologies, development and production of new competitive products, the application of new approaches to management and organization of production, which can only guarantee investments aimed at innovation. Thus, the object of scientific research in the area of management of innovation investment processes is to identify more flexible opportunities for mobilization of financial resources and improve the mechanism of their direction to innovative development. Since the creation of innovation policy of the enterprise must focus on the market and the consumer, market research should be conducted, which should be preceded by a thorough study of the innovative product.

The purpose of the study is to analyze the indicators of the territorial development of the Republic of Kazakhstan based on the materials of the Karaganda region to maintain and develop new competitive types of economic activity in the region, contributing to national growth.Methodology – the methodological basis of the study is a system of various techniques that make up a complex of methods, mechanisms, principles, measures to improve the efficiency of the use of tools to create favorable conditions for the policy of territorial development.Research methods. Within the framework of the study, we used:- theoretical, including the analysis of domestic and foreign scientists in the field of regional and territorial development;- analysis of legislative and regulatory documents;- methods of mathematical modeling and forecasting using correlation and regression analysis;- method of graphical presentation of the results.Originality / value – the study is based on the hypothesis that there is a connection between the indicator of the volume of innovative products and the factors produced in the Karaganda region:- the volume of industrial production;- GRP;- shipped industrial products to residents in value terms;- GVA of small business;- GVA of medium-sized businesses.Findings – as a result of the analysis, the hypothesis put forward by the author was confirmed only for the factor "GVA of medium business", which is associated not only with the manifestation of the activity of enterprises in the Karaganda region, but also is the result of the regional innovation policy.

The article analyzes the state agrarian policy of China and the main directions of digitalization, automation and robotization of agriculture. The main directions and priorities of implementing innovative technologies in the agro-industrial complex of the Chinese state are discussed, and the practice of creating science and technology parks and demonstration zones of high-tech development in the field of agricultural modernization and development is presented. In conclusion, the paper analyzes the main directions of development of China's food policy and the dynamics of agricultural robotization.

The article represents the results of the analysis of existing approaches to describing economic clusters. These approaches use self-dependent characteristics that complicate evaluating and comparing clusters. Consequently, the author offers the concept of information disclosure of a cluster and its overall indicator. This indicator enables to evaluate clusters, to define a stage of their functioning and to compare results of their activity with other clusters. The existing Russian methods of describing clusters form the basis for this article. These methods are proposed by the Cluster observatory of Higher School of Economics and the Geographic information system “Industrial Parks, Science and Technology Parks and Clusters” of the Russian Federation. The author singles out three aspects of characteristics: attributive, quantitative, qualitative. The characteristics used for calculating the overall indicator of disclosure are quantitative and qualitative. They are generalized and unified using indicators of the project of the Ministry of Economic Development of the Russian Federation “Development of the Innovation Clusters – Leaders of World-Class Investment Attractiveness”. The author offers two approaches to using the information disclosure indicator: dynamic and reference. The dynamic approach enables to define a stage of cluster development using the relation of the current condition to the previous one. The reference approach defines cluster development in relation to a standard that describes its global competitiveness. Both offered approaches can be used by regional and federal government bodies as well as cluster management for taking strategic decisions on the region development.

В статье рассмотрено современное состояние инновационной деятельности в республике, проведён анализ проблем, сдерживающих его развитие, представлено авторское видение их решения. Авторы исследуют показатели эффективности научно-исследовательской деятельности в Казахстане, результативность исследований и разработок на территории РК. Выделены основные факторы, сдерживающие развитие инновационных процессов в РК. Отмечены изменения в инновационной деятельности компаний, а также сокращение доли инновационной продукции в ВВП и степень инновационной активности в производственном секторе. Сформулированы выводы и рекомендации для совершенствования оценки эффективности инновационной деятельности, дан прогноз влияния затрат на выпуск инновационной продукции. Авторами статьи отмечается, что, установленная низкая эффективность инновационной политики обусловлена комплексом проблем, среди которых выделили: отсутствие инновационной инфраструктуры, ограниченность финансовых и человеческих ресурсов; недостаточный уровень проработки методических и методологических разработок в данной области, низкий уровень вовлеченности результатов научно-технической деятельности и многие другие. Проведен анализ долиинновационной продукции в ВВП, динамикивнутренних затрат на НИОКР и количество организаций, осуществляющих НИОКР, показана зависимость влияниязатрат на инновации на выпуск инновационной продукции в РК. Предложена система мер по совершенствованию инновационной деятельности в Казахстане, в том числе необходимость в подготовкенаучных и инженерных кадров, менеджеров инновационного бизнеса на системной основе, увеличение финансирования и привлечение иностранного капитала и бизнеса с целью активизации конкуренции. Ключевые слова: валовый внутренний продукт (ВВП), инновации, устойчивое развитие, государственное регулирование, НИР, НИОКР, внутренние и внешние затраты, патенты, статьи. The article examines the current state of innovation in the republic, analyzes the problems hindering its development, presents the author's vision of their solution. The authors investigate the indicators of the effectiveness of research activities in Kazakhstan, the effectiveness of research and development in the territory of the Republic of Kazakhstan. The main factors hindering the development of innovative processes in the Republic of Kazakhstan are highlighted. Changes in the innovative activity of companies, as well as a decrease in the share of innovative products in GDP and the degree of innovative activity in the manufacturing sector are noted. Conclusions and recommendations are formulated for improving the assessment of the effectiveness of innovative activities, a forecast of the impact of costs on the production of innovative products is given. The authors of the article note that the established low efficiency of innovation policy is due to a complex of problems, among which they highlighted: lack of innovation infrastructure, limited financial and human resources; insufficient level of elaboration of methodological and methodological developments in this area, low level of involvement of the results of scientific and technical activities, and many others. The analysis of the share of innovative products in GDP, the dynamics of internal costs for R&D and the number of organizations engaged in R&D, shows the dependence of the influence of costs on innovation on the production of innovative products in the Republic of Kazakhstan. A system of measures to improve innovation in Kazakhstan is proposed, including the need for training scientific and engineering personnel, managers of innovative business on a systematic basis, increasing funding and attracting foreign capital and business in order to intensify competition.
