Peculiarities of financial state support of small and medium enterprises in ukraine in modern conditions

Problem setting. The formation of state policy to support small and medium enterprises (hereinafter - SMEs) requires consideration of global developments in the direction of legal regulation and economic and managerial justification of certain forms of support. In addition, within the globalized market, as well as taking into account Ukraine's desire to approximate national legislation to EU law, it is not possible to create mechanisms to support SMEs without adapting to global standards, that is, mechanisms similar to conventional ones should be invented. Of course, international documents, including the European Charter for Small Enterprises, can be a guide. Analysis of resent researches and publications. Legal analysis of certain means of state support for small and medium enterprises was carried out by such scientists as N. M. Vnukova, S. V. Hlibko, A. M. Lyubchych, I. V. Podrez-Riapolova, A.T. Zavadska and others. At the same time, this paper will analyze the implementation of financial support for small and medium enterprises, taking into account current government programs. The target of research is to conduct a comprehensive analysis of financial support for small and medium enterprises provided by the state, represented by public authorities and local governments, taking into account the principles of European Union law and current national and international programs to support entrepreneurship in Ukraine. Article’s main body. One of the most popular and effective forms of support is state financial support for SMEs. It is noted that the support from the financial and credit system reflects, in fact, the financial and economic relations between the state and market actors on the redistribution of funds. The state program «5-7-9» offers partial compensation of the interest rate on the hryvnia loan in combination with the mechanism of partial credit guarantees to address the problem of lack of collateral and insufficient credit history. The program is implemented by the Ministry of Finance of Ukraine, the Foundation for Entrepreneurship Development (formerly the German-Ukrainian Foundation) through a network of partner banks in partnership with the Ministry of Economy and the Office for Small and Medium Enterprises to prevent, spread and eliminate COVID-19 disease caused by the crown virus SARS-CoV-2, and to prevent and overcome their effects. By analyzing the statistical information of the ten largest banks, it was found that there is no unity in the terms of lending, lending is not within a single program, but for individual loan products of banks, which may differ from each other. Conclusions and prospects of the development. Summarizing the above, it is possible to conclude that the current state policy to support SMEs is characterized by the presence of a significant network of funds. One of the most relevant of these is the provision of soft loans. At the same time, there is insufficient information support for the process of direct provision of this support. In view of this, it should be noted that in order to ensure the economic security of the state, these forms should be used through a system of state bodies and organizations, local governments and organizations that must exist in reality, and electronic (virtual) portals for services should operate in additions to the real ones.

Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state. In the context of European integration, the importance of state policy in the field of innovation of enterprises, especially small and medium-sized businesses, is growing. Therefore, the state of the regulatory framework should promote the development of Ukraine’s innovation system, which will increase the amount of foreign investment and increase the welfare of the population. All this requires effective coordination between legislative institutions. The dynamic formation of the legal basis for the development of innovation activities of small and medium enterprises shows positive trends, but attempts to intensify innovation activities have not been implemented in full. The article generalizes the Ukrainian legislative and regulatory support to support the innovation activities of small and medium enterprises. The structure of the institutional basis for supporting the innovation activities of small and medium enterprises was drawn up. Problems of functioning of the national innovation system are revealed. In the process of research the following methods were used: analysis and synthesis, induction and deduction, comparison, graphical and tabular method, system method. The state of the innovation system of Ukraine in relation to the world level is determined on the basis of international indices. The directions of solving the revealed problems of innovative activity of small and average enterprises are proposed, which should be solved by means of state policy tools.

Stimulating innovation Volgograd region takes many forms and uses a variety of methods and tools, but a common understanding of the composition and content of the theory and practice of stimulation has not been reached. First of all, it concerns the state plays a crucial role in the development and implementation of methods and tools to stimulate innovation area, as well as its legislative and resource provision. The main conclusions of the study is the targeted development of innovation Volgograd region, which requires a clear understanding of the forms, methods and tools of its stimulation, establishing a clear relation between these concepts.

Small and medium companies represent great importance in creating new job opportunities, and the current and potential high growth rates of these projects have proven their superior ability to influence the future of any country. However, there remain many barriers that impede the development and growth of these projects and limit their development, for example; difficulties in financing, difficulties in marketing, lack of specialized workers, etc. Therefore, this research focuses on the most important difficulties and challenges facing small and medium enterprises in Kuwait, and the factors that help their success and continuity, as we presented through this study some success factors through laws legislation, or financial support, in addition to mentioning the most important factors that help the success of small and medium enterprises in Kuwait. The article examines the activities of the State Medical Service of Ukraine in terms of consideration of their management, jurisdictional and control and supervisory component. The State Medical Service is a state body that exercises rights and responsibilities in the field of administrative and legal regulation of the use of drugs and drug trafficking. This body has the right to make decisions that are binding on certain executive bodies, local governments, officials, businesses, citizens. In order to solve complex problems related to human health and counteract the spread of illicit drug trafficking, in 2014 the State Service of Ukraine for Medicines and Drug Control was established by reorganizing the State Service for Medicines. funds and the State Drug Control Service. The main task of this structure was the implementation of state policy, which was previously carried out by the State Service for Medicines and the State Service for Drug Control. Calculations of quantitative indicators of the Regulations on this service have been carried out. Significant uneven distribution of material and shortcomings of legal technique are shown. The tasks of the State Medical Service are analyzed, which are systematized in the following areas: practice of application of legislation; state control; issuance of instructions and licenses; issuance of permits. It has been proved that the State Medical Service is responsible for implementing a set of measures to combat drug trafficking. Its structure, territorial subdivisions and state enterprises are considered. It is shown that in 2019 the State Medical Service found 2 453 violations of the law, which resulted in the termination of licenses and a ban on business activities. This structure interacts with law enforcement agencies, citizens, public and international organizations in the field of combating drug trafficking. It is noted that the State Medical Service conducts extensive international cooperation in the field of combating drug trafficking with the European Commissions and International Committees, to which information related to drug trafficking is sent on a regular basis. The purpose of the article is to reveal the essence, goals and objectives of the state support of small and medium entrepreneurship in the agricultural sector of the economy under modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state support for small and medium entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: empirical research (measurement, comparison, observation), theoretical research (analysis and synthesis), as well as local (specific): situation analysis (computational-constructive). Research results. It has been established that state support is one of the components of the state regulation mechanism; a system of preferential financing of priority industries and small and medium enterprises has been established; a system of measures to increase the adaptability and competitiveness of small and medium enterprises in the agricultural sector of a controlling, executive, legislative nature. It was revealed that the main tasks of state regulation of small and medium entrepreneurship in the agricultural sector are: the formation of optimal financial and credit instruments; improving the legislative and regulatory platform; stimulating the interaction of small and medium businesses in the agricultural sector with the logistics and market infrastructure; the formation of an information culture and the development of socialization of small and medium entrepreneurship in the agricultural sector, etc. The necessity of solving the problem of forming an adaptive, comprehensive and integrative system of state support for small and medium businesses in the agricultural sector, which flexibly and quickly reflects the impact of an unstable market environment, creating an adequate logistics business infrastructure at all levels of the hierarchy. Scientific novelty. The main tasks of the functioning of state support for small and medium businesses in the agricultural sector of the economy in modern conditions are revealed and a methodological approach is proposed to substantiate the main directions of modification of state support, which contribute to solving the problems of the functioning of small and medium entrepreneurship in the agricultural sector of the economy. The attention is focused on the main programs of state support for the development of entrepreneurship in the agricultural sector of Ukraine. Practical significance. It is advisable to use the methodological approach as a base in the system of tasks for the functioning of state support for small and medium entrepreneurship in the agricultural sector according to the statistical reporting of business entities and macro indicators of the country's socio-economic state. The article researches the influence of the COVID-19 pandemic on small and medium enterprises' economic security. The issues and challenges faced by SME as a result of COVID-19 pandemic's outburst are studied in the context of maintaining their economic security. It had been established that the impact of COVID-19 pandemic has a distinctive differential effect on certain sectors. The severity of financial turmoil varied throughout regions and sectors of economics, but generally forced the indexes of economic development to demonstrate negative dynamics. Following the economic crisis triggered by the pandemic, the service industry has suffered at most. The complexity of coordinating measures targeted at combating the spread of COVID-19 pandemic with economic development's priorities led to increase in threats hanging over the SME's economic safety. The authors summarize all of the factors in the picture influencing the productivity of small and medium enterprises' activities at the present time all over the world. The study identifies and explains the possibility of measures taken towards supporting enterprises and organizations, based on partnerships between businesses, government and civil society, and also lists recommendations for political measures, which might help the SME to maintain the level of economic security sustainable enough to navigate through the constantly changing environment. The scale of those measures taken against the negative effects of pandemic's economic consequences on small and medium enterprises' operation and development, implies the availability of target programs with financial support, infrastructural growth and professional consulting on the issues concerning SME, as well as supply of means proposed by digitization and technological progress. The measures introduced in the article may be insufficient to help small and medium enterprises survive the long-lasting crisis, however, may be sufficient for them to take time to adapt the activities of enterprises to the current conditions.
