Stimulating innovation Volgograd region takes many forms and uses a variety of methods and tools, but a common understanding of the composition and content of the theory and practice of stimulation has not been reached. First of all, it concerns the state plays a crucial role in the development and implementation of methods and tools to stimulate innovation area, as well as its legislative and resource provision. The main conclusions of the study is the targeted development of innovation Volgograd region, which requires a clear understanding of the forms, methods and tools of its stimulation, establishing a clear relation between these concepts.

Problem setting. The formation of state policy to support small and medium enterprises (hereinafter - SMEs) requires consideration of global developments in the direction of legal regulation and economic and managerial justification of certain forms of support. In addition, within the globalized market, as well as taking into account Ukraine's desire to approximate national legislation to EU law, it is not possible to create mechanisms to support SMEs without adapting to global standards, that is, mechanisms similar to conventional ones should be invented. Of course, international documents, including the European Charter for Small Enterprises, can be a guide. Analysis of resent researches and publications. Legal analysis of certain means of state support for small and medium enterprises was carried out by such scientists as N. M. Vnukova, S. V. Hlibko, A. M. Lyubchych, I. V. Podrez-Riapolova, A.T. Zavadska and others. At the same time, this paper will analyze the implementation of financial support for small and medium enterprises, taking into account current government programs. The target of research is to conduct a comprehensive analysis of financial support for small and medium enterprises provided by the state, represented by public authorities and local governments, taking into account the principles of European Union law and current national and international programs to support entrepreneurship in Ukraine. Article’s main body. One of the most popular and effective forms of support is state financial support for SMEs. It is noted that the support from the financial and credit system reflects, in fact, the financial and economic relations between the state and market actors on the redistribution of funds. The state program «5-7-9» offers partial compensation of the interest rate on the hryvnia loan in combination with the mechanism of partial credit guarantees to address the problem of lack of collateral and insufficient credit history. The program is implemented by the Ministry of Finance of Ukraine, the Foundation for Entrepreneurship Development (formerly the German-Ukrainian Foundation) through a network of partner banks in partnership with the Ministry of Economy and the Office for Small and Medium Enterprises to prevent, spread and eliminate COVID-19 disease caused by the crown virus SARS-CoV-2, and to prevent and overcome their effects. By analyzing the statistical information of the ten largest banks, it was found that there is no unity in the terms of lending, lending is not within a single program, but for individual loan products of banks, which may differ from each other. Conclusions and prospects of the development. Summarizing the above, it is possible to conclude that the current state policy to support SMEs is characterized by the presence of a significant network of funds. One of the most relevant of these is the provision of soft loans. At the same time, there is insufficient information support for the process of direct provision of this support. In view of this, it should be noted that in order to ensure the economic security of the state, these forms should be used through a system of state bodies and organizations, local governments and organizations that must exist in reality, and electronic (virtual) portals for services should operate in additions to the real ones.

The purpose of the article is to reveal the essence, goals and objectives of the state support of small and medium entrepreneurship in the agricultural sector of the economy under modern conditions. Research methods. The methodological basis of the study was a set of methods of scientific knowledge of the system and mechanism of state support for small and medium entrepreneurship in the agricultural sector. The achievement of the goal was facilitated by general scientific methods: empirical research (measurement, comparison, observation), theoretical research (analysis and synthesis), as well as local (specific): situation analysis (computational-constructive). Research results. It has been established that state support is one of the components of the state regulation mechanism; a system of preferential financing of priority industries and small and medium enterprises has been established; a system of measures to increase the adaptability and competitiveness of small and medium enterprises in the agricultural sector of a controlling, executive, legislative nature. It was revealed that the main tasks of state regulation of small and medium entrepreneurship in the agricultural sector are: the formation of optimal financial and credit instruments; improving the legislative and regulatory platform; stimulating the interaction of small and medium businesses in the agricultural sector with the logistics and market infrastructure; the formation of an information culture and the development of socialization of small and medium entrepreneurship in the agricultural sector, etc. The necessity of solving the problem of forming an adaptive, comprehensive and integrative system of state support for small and medium businesses in the agricultural sector, which flexibly and quickly reflects the impact of an unstable market environment, creating an adequate logistics business infrastructure at all levels of the hierarchy. Scientific novelty. The main tasks of the functioning of state support for small and medium businesses in the agricultural sector of the economy in modern conditions are revealed and a methodological approach is proposed to substantiate the main directions of modification of state support, which contribute to solving the problems of the functioning of small and medium entrepreneurship in the agricultural sector of the economy. The attention is focused on the main programs of state support for the development of entrepreneurship in the agricultural sector of Ukraine. Practical significance. It is advisable to use the methodological approach as a base in the system of tasks for the functioning of state support for small and medium entrepreneurship in the agricultural sector according to the statistical reporting of business entities and macro indicators of the country's socio-economic state. This study aims to investigate the health level of the savings and loan cooperatives and financing of BMT PAS in terms of: 1) Capital aspect; 2) Management aspect; 3) Liquidity aspect; 4) Aspect of compliance with syariah. This research is a type of quantitative descriptive research. The subject of this research is the savings and loan cooperatives and financing of BMT PAS in Bantul. The object of this research is the financial statements of 2015 to 2019. The data collection method were used documentation and questionnaire. The calculation use PAP technique was based on Deputy Regulation for the Supervision of the Ministry of Cooperatives and Small and medium Enterprises of Republic Indonesia Number 07/Per/Dep.6/IV/2016. The result of this research shows that health level of the savings and loan cooperatives and financing of BMT PAS 2015 to 2019 seen from; 1) Capital aspects of BMT PAS Bantul in 2015 to 2019 criteria are quite healthy; 2) Aspects management of BMT PAS Bantul in 2015 to 2019 criteria are quite healthy; 3) Aspects of liquidity of BMT PAS Bantul in 2015 to 2019 are healthy criteria; 4) Aspects of compliance with syariah principles BMT PAS Bantul from 2015 to 2019 healthy criteria. The subject of research. This article determines that in conditions of global transformational processes, the sphere of innovation activity becomes of particular importance in the economy of advanced countries. Its development provides socio-economic growth of local companies and a state, in general, requiring significant financial resources. Consequently, the subject of this study is the management of innovation activities at the enterprise with the achievement of maximum effectiveness, as well as the identification of interconnection between innovations and investments. Methodology. Conducted research shows, the condition of development of domestic technologies is unsatisfactory: Ukraine occupies the last place among European countries. Innovative activity is associated with investments, whose government support in our country is rather small in the context of the state’s GDP. Content analysis is carried out on materials of works of domestic and foreign scientists using information from Ukrainian legislation and statistical data provided by experts. In the process of preparing the paper, the following general scientific methods of research are used: logical analysis, observation, formalization, synthesis, abstraction. The purpose of a study is to analyse the nature of the innovation activity of companies, to establish its unbiased relationship with investment processes in order to identify areas for improving the innovation and investment situation in Ukraine. Important is to substantiate the expediency of improving the innovative management of Ukrainian enterprises in the focus of implementation of new projects by finding the necessary sources of financing. As a result – effective management of the company is capable of satisfying consumer demands and increase profits. Conclusions. Thus, the analysis of the relationship between innovations and investments has shown that the situation in Ukraine is characterized by a deficit of state support in the investment and innovation sector, and difficulties in attracting finance. The latter is directly related to the political situation, instability, the lack of clear legislative rules of direct action, as well as insignificant pay for the work of inventors. At the same time, the positive direction of innovation development in Ukraine is the tendency to increase venture companies (with the use of foreign experience), which directly provides investment in the latest local finds. Improving the investment and innovation situation in Ukraine is possible by creating a set of incentives for attracting investment, further investing in human capital, raising wages for researchers; growth of inflow of foreign investments; providing tangible state support to enterprises and more favourable lending conditions for them, etc. It is important to ensure transparency of legislation, to perfect the conditions of functioning of business space and the state of market infrastructure, to take measures to improve the state of the environment.

The development of small and medium enterprises (SME) plays an important role in the comprehensive modernization of the economy of single-industry towns, acting as a factor of its growth and diversification. The analysis of the dynamics of the development of SME of non-diversified municipal formations and directions of its state support was made, suggestions on the monitoring organization of statistical factors of SME in single-industry towns and on the development of comprehensive investment plans on modernization of single-industry towns were made in a part of the development and support of small and medium businesses in single-industry towns.

In India micro, small and medium enterprises (MSMEs) play a vital role in the development of economy through their contribution to GDP, employment generation, regional development, export promotion, etc. Irrespective of the achievements of the small and medium enterprise (SME) sector, there are certain issues which eclipse desired growth. Availability of ample and timely credit at reasonable rate of interest is vital for the development of these sectors. There seems to be a gap between demand for and supply of the bank credit to SMEs. The delay in processing of credit and the rate of rejections discourage the borrowers from applying for credit. Hence, this article aims to analyse the discouragement faced by MSME loan applicants from the evidence of rejections and delays in advancing loans in Jorhat district in the state of Assam in India.

The article describes the labor market as an element of the economic system that determines the direction and pace of macroeconomic development, affects the welfare of the population and social protection. The dynamics of reduction of labor force for 2010-2020 due to the increase in the level of external labor and educational migration is given. It is substantiated that the creation of high-paying jobs and the reform of the wage system are effective tools for regulating external migration, which reduces aggregate supply, unemployment and the load on vacant demand. It is outlined that the development of the market of the newest forms of employment and freelance by stimulating the population to create small and medium enterprises, providing organizational, economic and regulatory prerequisites for the development of youth business, can be considered an effective tool to curb migration. The tools of improving the state employment policy are given, namely the tools of balancing the labor market of Ukraine in the projection of the state policy of migration management. The reasons for the growth of unemployment among graduates of educational institutions, youth and skilled people, which encourage potential migration in a period of socio-economic instability and political turmoil. Means of ensuring the preservation of intellectual and human resources of Ukraine and avoiding a shortage of workers in the labor market, which encourage the development of appropriate information and analytical support for analyzing the needs of the labor market (regional, local, sectoral, professional) in the projection of labor supply. The basic vectors of development of the modern labor market which efficiency depends on realization of effective tools, and also structural transformations in the labor markets are resulted. The role of the state in ensuring positive changes and the formation of new transformational approaches in the field of social and labor relations is outlined. The main criteria and priorities for the formation of employment policy in Ukraine are highlighted and the transformation of new types of employment is emphasized. The key indicators of the new type of labor relations are given.

The South African telecommunications sector has recently been the subject of renewed interest as it commences its second phase of liberalization and opens up its fixed line market to competition. With democracy in place since 1994, the challenge of economic and social development created by the ravages of apartheid required detailed government policy in every sector. Telecommunications was no exception. Since the promulgation of the 1996 Telecommunications Act, developmental objectives, particularly universal service, the advancement of small and medium enterprises (SMMEs) and the economic empowerment of historically disadvantaged individuals have rivalled more pedestrian sectoral reform goals often given priority in other countries, such as the promotion of innovation and competition.
