It is established that the current practice of territorial development management in the Russian Federation is ahead of the development of the theory considering regional state policy. In this regard, the theoretical and methodological basis related to the selective regional policy of the state are supplemented by developing theoretical and methodological provisions of the selective regional policy of socio-economic development for geostrategic territories and applied support for evaluating its effectiveness. A classification of geoselective regional policy tools is presented. In contrast to the known classifications, this classification makes it possible to determine the endogenous and exogenous types of stimulating selective influence of the state on the development of geostrategic regions when developing organizational and methodological support for the state's regional policy

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. This study analyzes the existing approaches of Russian and foreign researchers to assessing the contribution of the higher education system to socio-economic development as well as official statistics on the socio-economic development of the constituent entities of the Russian Federation.Results. A considerable number of diverse factors characterizing the influence of the higher education system on socio-economic development are identified. The authors describe the contribution of universities to the development of human capital, innovative and economic development, social policy and environmental well-being of the region. There are also negative trends in the higher education system, such as the declining number of university teaching staff over the last ten years. A stakeholder approach to the classification of factors of university influence on regional development is proposed. A group of stakeholders of the higher education system defined as “society” is introduced. The parameters of university influence on this group are described.Conclusions. The existing influence of universities on the socio-economic development of territories makes it necessary to put issues related to creating conditions for the optimization of interaction between various groups of stakeholders of the higher education system on the federal and regional agendas.

In the conditions of decentralization, the local self-government bodies are almost independent and fully responsible for the state of socio-economic development of communities. The main factors that should be taken into account in the development of socio-economic regional policy at the level of the united territorial communities are the following: the state of the regional labor market development; the state of use of internal regional factors for the development of productive forces; the state of the road infrastructure; social needs of the region population. It is necessary to implement the regional policy of the united territorial communities for the sake of solving complex problems on the basis of the development strategy of this community, in particular with a view of ensuring the financial autonomy and economic capacity. In the developing of the socio-economic development strategy of the microregion, the main principles should be: focusing on the needs and interests of people living in the microregion; longterm vision of the territory development; a comprehensive and holistic approach of solving current problems; grounding on a comprehensive analysis of the status of local regional development; active and effective public participation. The key components of the socio-economic development strategy of the micro-region should be: assessment of its resource potential; analysis of the demographic situation in the microregion; analysis of labor potential and its employment; modern state of micro-region economic development; study of the state infrastructure available to it; a generalized analysis of the socio-economic situation in the microregion and challenges in the future; priority directions of microregion development; regional micro-region development programs.
