During some of the most recent years, in Portugal there has been a public debate going on about the different roles of television near some of the youngest sectors of the population, either as a priority medium of entertainment, as a privileged medium of information, as a possible medium of learning experiences, or just as a simple (or rather complex) «baby sitter». This debate that seemed to become a promising one, especially at the time of the implementation of a new regulation entity (Regulation Entity for the Social Communication) faded away and did not contribute for any deeper knowledge of the problem. Let us see why. Nos últimos anos, em Portugal, tem-se desenvolvido algum debate público em torno dos diferentes papéis da televisão junto de alguns dos sectores mais jovens da população, seja enquanto meio prioritário de entretenimento, seja enquanto meio privilegiado de informação, seja enquanto possível meio de aprendizagens, ou mesmo enquanto simples (ou bastante complexa) «baby sitter». Este debate, que a seu tempo foi de certo modo promissor pelo facto de se ir estabelecer no panorama televisivo português uma nova entidade reguladora (Entidade Reguladora para a Comunicação Social) acabou por se esvair e não contribuir grandemente para qualquer conhecimento mais aprofundado do problema. The latest biotechnology applications allow for faster and cheaper gene editing than ever before. Many people are calling for a public debate on these issues, including the social, cultural and ethical implications of these applications. On the other hand, the information available to citizens is sometimes contradictory and communication that takes all these aspects into account is important and increasingly necessary. Therefore, understanding public attitudes towards biotechnology should be a priority for the work ahead.

RESUMO Este artigo examina apropriações midiáticas pelo feminismo negro baseadas em reflexões teórico-conceituais sobre a problemática da comunicação em sociedades midiatizadas e suas relações com a literacia midiática. O Instituto da Mulher Negra Geledés, fundado em 1998 no período da redemocratização brasileira, constitui-se no objeto de investigação. O movimento Geledés foi observado e mapeado em sua página no site de rede social Facebook, durante um período consecutivo de oito semanas em 2016, com o propósito de identificar modalidades de interações entre seus visitantes. A análise dedica-se, para além das postagens do Geledés, a apreender e compreender o que acontece na esfera da recepção quando se trata de tipos de usos, apropriações e produções de sentidos. Um construto metodológico baseado na Cartografia de Controvérsias (CC) foi operacionalizado para analisar as interações dos actantes sociais do Geledés no Facebook, revelando predominância de interações passivas e elevado número de comentários participativos desqualificados sob a ótica do debate público racional.   PALAVRAS-CHAVE: Comunicação; Redes Sociais; Feminismo Negro; Literacia Midiática; Cartografia de Controvérsias.     ABSTRACT This article examines media appropriations by black feminism based on theoretical-conceptual reflections on the problem of communication in mediatized societies and their relations with media literacy. The Geledés Black Women's Institute, founded in 1998 in the period of Brazilian redemocratization, is the object of this research. The Geledés movement was observed and mapped on its page on the social networking site Facebook, during a consecutive period of eight weeks in 2016, with the purpose of identifying modalities of interactions among its visitors. The analysis is dedicated, in addition to the posts of the Geledés, to apprehend and to understand what happens in the sphere of the reception when it comes to types of uses, appropriations and of production of meanings. A methodological construct based on the Cartography of Controversies (CC) was operationalized to analyze the interactions of Geledés social actants on Facebook, revealing predominance of passive interactions and a high number of participatory comments disqualified from the perspective of rational public debate.   KEYWORDS: Communications; Social Networks; Black Feminism; Media Literacy; Controversy Cartography.     RESUMEN Este artículo examina las apropiaciones de medios por el feminismo negro a partir de reflexiones teórico-conceptuales sobre el problema de la comunicación en las sociedades mediáticas y sus relaciones con la alfabetización mediática. Purpose No diagnostic tools exist for identifying social (pragmatic) communication disorder (SPCD), a new Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition category for individuals with social communication deficits but not the repetitive, restricted behaviors and interests (RRBIs) that would qualify them for a diagnosis of autism spectrum disorder (ASD). We explored the value of items from a widely used screening measure of ASD for distinguishing SPCD from typical controls (TC; Aim 1) and from ASD (Aim 2). Method We applied item response theory (IRT) modeling to Social Communication Questionnaire–Lifetime ( Rutter, Bailey, & Lord, 2003 ) records available in the National Database for Autism Research. We defined records from putative SPCD ( n = 54), ASD ( n = 278), and TC ( n = 274) groups retrospectively, based on National Database for Autism Research classifications and Autism Diagnostic Interview–Revised responses. After assessing model assumptions, estimating model parameters, and measuring model fit, we identified items in the social communication and RRBI domains that were maximally informative in differentiating the groups. Results IRT modeling identified a set of seven social communication items that distinguished SPCD from TC with sensitivity and specificity > 80%. A set of five RRBI items was less successful in distinguishing SPCD from ASD (sensitivity and specificity < 70%). Conclusion The IRT modeling approach and the Social Communication Questionnaire–Lifetime item sets it identified may be useful in efforts to construct screening and diagnostic measures for SPCD.

The research aimed to explain the pattern of social communication on the issue of rejection of the PLTU Batang development policy. It used data on Twitter accounts involved in the rejection of the PLTU Batang development policy. In analyzing existing data, qualitative methods and social analysis networks were used. To see social networks in the rejection of the PLTU Batang development policy, the research used the NodeXL application to find out the patterns of social communication networks in #TolakPLTUBatang. From the results, it can be seen that in the dissemination of social networking information, the @praditya_wibby account is the most central account in the social network and has a strong influence on the social network. The @praditya_wibby account has a role in moving the community through Twitter to make a critical social movement. This means that in the current digital era, democracy enters a new form through the movement of public opinion delivery through social media. Besides, by encouraging the role of online news, the distribution of information becomes faster to form new perceptions of an issue. This is evident from the correlation network where the @praditya_wibby account has correlations with several compass online media accounts, tirto.id, okezonenews, vice, antaranews, BBCIndonesia, and CNN Indonesia.

The article presents an analysis of the state and problems of implementing the socio-economic rights of population of the Khabarovsk territory as a priority area for reducing poverty. Attention of the authorities was drawn to the situation of poverty in a number of northern municipalities, where the population is experiencing difficulties in realizing their socio-economic rights due to the lack of jobs. Concern was expressed about the socio-economic rights of persons released from the places of deprivation of liberty. The Commissioner for human rights in the Khabarovsk territory, taking into account the study of situation in the region, sets out his vision for solving the problem of reducing poverty in the Khabarovsk territory and makes proposals that, in his opinion, can be used by the regional state authorities to achieve the indicators set by the President of the Russian Federation.

Over the past decade, the problems arising from social communication have yet again become burning issues on social and political agendas. Information disorder, hate speeches, information manipulation, social networking sites, etc., have obliged the most important European institutions to reflect on how to meet the collective challenges that social communication currently poses in the new millennium. These European Institutions have made a clear commitment to self-regulation. The article reviews some recent European initiatives to deal with information disorder that has given a fundamental role to self-regulation. To then carry out a theoretical review of the normative notion of self-regulation that distinguishes it from the neo-liberal economicist conception. To this end, (1) a distinction is drawn between the (purportedly) self-regulating market and (2) a broader conception of self-regulation inherent not to media companies or corporations, but to the social subsystem of social communication, is proposed. This involves increasing the number of self-regulatory mechanisms that may contribute to improve social communication, and reinforcing the commitment of those who should exercise such self-regulation, including not only media companies but also the professionals working at them and the public at large.
