INTRODUCTION Density, public health and safety, quality of life, and sustainability are some of the most confounding issues that major cities face today as they expand in population and area. How do we bring urban populations closer together in the public realm, while still providing space for the individual psyche and also increasing the overall sense of positive connection to the natural world and to each other? Robust natural landscapes have sometimes been considered a luxury within a functioning city, but more and more they are being recognized for the vital role they play in making cities livable. The story of Corktown Common relates how a landscape built of necessity was also designed to deliver myriad public benefits, including enhanced urban ecology and sustainability.

While the automatic vending of food and beverages—and non-food merchandise—has been a part of The American scene since the late 1880's, problems of public health and safety did not enter the picture until the end of World War II when the first hot beverage vending machine went on location. In 1947, the vending industry and health officials first came together to discuss the development of uniform national standards for vending machines and vending operators. In 1957, after necessary research and preparation, The Public Health Service published The Vending of Food and Beverages—A Recommended Ordinance and Code. In the same year, the industry launched a full-time public health and safety program, guided by a nationally-constituted Health-Industry Council. The progress in sanitation and safety made as a result of cooperative industry and agency efforts over the past 12 years is discussed in terms of vending legislation, internal and external training, machine standardization and testing, and research. Concluding, a review of current problems in such matters as microwave safety, copper poisoning safeguards, temperature controls, icemaker design, and commissary layout is made, together with a “crystal ball” look at the future.

The article focuses on the sense of security as a very important element affecting the quality of life and its improvement. Attention was drawn to crime and security in public space, which, is used by old people. The aim of the study is to use the CPTED methodology – Dutch solutions in the field of crime prevention such as architectural, urban and green design. The main criteria used in the method is visibility, accessibility, attractiveness and territoriality. Observations and analysis on the use of this method were conducted by the author on the high-rise (real estate) in Łódź-Widzew.

The changes in the broadly conceived criminal procedure which were introduced in recent years refer to the problems which are crucial from the perspective of the protection of human rights, such as the scope of the authority of the services due to operational control which is conducted secretly, the model of the functioning of the public prosecution service or the unlawful acquiring of evidence in a criminal procedure. The evaluation of these changes, conducted by the Ombudsman from the point of view of the constitutional standards of the protection of the rights of the individual is not positive. The new regulations reduce the quality of these standards and they do not contain sufficient guarantees of protection against the arbitrariness of the activities engaged in these terms by the organs of public authority. This phenomenon imposes a particular duty on the courts – which hear criminal cases – to see that the final decision in a criminal case respects the universal standards of the protection of human rights.

Research background: The digitalization of the global economy is the most common phenomenon in the 21st century. Most Public sector organizations have already started their journeys towards digitalization, and many of them have dealt with their contemporary challenges with success. At the center of these transformations are metrics and indicators used for evaluating digital progress. Already existing measures focus on numerical measures of the presence of digital technology in the public sector (output measures), but do not evaluate the quality of the digitalized public sector (outcome measures). Purpose of the article: This paper attempts to evaluate metrics and indicators used for measuring the digital progress in the public sector. Methods: Three particular aspects of digitalization in the top five leading countries (Finland, Sweden, Denmark, Netherlands, and Malta) were examined: I. success rate of public sector IT projects (measured by how often projects are scrapped); II. The price comparability between the public sector and private sector IT projects; and III. The relative modernity of government IT systems (compared to private sector systems). Findings & Value added: The findings of this paper present key metrics and indicators that can be used to evaluate public sector digital progress. Policymakers will need to redefine digitalization goals and areas of investments, while researchers can contribute more insights to the individual impact of these metrics and indicators on the development of a digital public sector. To this end, the paper contributes to a better understanding of the essential metrics and indicators to measure digitalization progress in the public sector.

Public art involves a collaboration of stakeholders, promotes a sense of community and contributes to a substantial public realm. Therefore, to investigate the aesthetic and functional values of public art in the local context, this paper reviews several public art projects in Malaysia, as reference studies. It examines the various dimensions of public art typology and significance roles of the public art installation. AbstractEnjoyment is an important psychological construct in many life domains. Despite the importance of the construct, conceptual clarity in what enjoyment is remains elusive. The elusive understanding of enjoyment is probably caused by conceptual ambiguity of the construct and a confusion in the public usage between hedonic and eudaimonic qualities of positive feelings. The hedonic quality of positive feelings (e.g., fun) reflects the simple attainment of desires; whereas the eudaimonic quality of positive feelings (e.g., joy) reflects fulfilling or realizing one’s true nature through full functioning of one’s ability. To better understand this important construct of enjoyment, we conducted a focused review of relevant literature. In the first section, relevant literature was reviewed to identify conceptual ambiguities contributing to why enjoyment has remained an elusive construct in research. In the second section, an operational conceptualization of enjoyment was proposed from integrative perspectives to overcome the identified issues. We proposed operationally conceptualizing enjoyment as a proactive behavioral and psychological process towards the eudaimonic or hedonic qualities of positive feelings. In this process, the individual appraises the situation in a positive way and commits oneself to savoring the situation and engaging in the task to have positive feelings of joy and fun. We explained why the operational conceptualization is important and useful from theoretical, empirical, and practical perspectives. In doing so, we also proposed possible future research directions with the operational conceptualization of enjoyment.

The U.S. Nuclear Regulatory Commission (NRC) is mandated to ensure “adequate protection” to the public health and safety, regardless of cost. It also has steadfastly declined to specify precisely what constitutes “adequate protection,” except that it does not mean “zero risk.” Rather it judges on a case-by-case basis whether the “adequate protection” standard has been met. NRC also seems to reserve the right to require an even higher level of protection, when that can be achieved in a manner that it judges to meet similarly imprecisely specified criteria such as “practicality” and “reasonableness.” In Regulatory Guide 1.174 NRC comes close to a concrete specification of “adequate protection,” albeit one that depends upon the historical licensing basis for a specific plant. And the technical portion of this paper begins with a description of how the approach of Regulatory Guide 1.174 can be viewed from the perspective of Risk-Informed Safety Margin Characterization. Meanwhile, in this research, in order to better understand the role of regulation, a microeconomic model of a price-taking nuclear power plant is constructed, particularly of the cost (C) of achieving any specified level of core damage frequency (CDF). Solution of this model reveals an economic optimum, at a point that balances plant value against risk of losing the plant via an accident involving core damage. For CDFs slightly smaller than this economic optimum there is scope for a regulatory mandate of even smaller CDF, should that be deemed either necessary to attain “adequate protection,” or reasonably attainable in order to achieve greater than adequate protection of the public health and safety. It is argued that regulatory bodies must have scope for discretionary decisions, because the information necessary to formulate a reasonable approximation to the cost curve C (fortunately) does not exist.

Conceptions of citizenship which rest on an abstract and universal notion of the individual founder on their inability to recognize the political relevance of gender. Such conceptions, because their ‘gender-neutrality’ has the effect of excluding women, are not helpful to the project of promoting the full citizenship of women. The question of citizenship is often reduced to either political citizenship, in terms of an instrumental notion of political participation, or social citizenship, in terms of an instrumental notion of economic (in)dependence. The paper argues for the recognition of citizenship as gendered, and as an ethical, that is non-instrumental, social status which is distinct from both political participation and economic (in)dependence. What unites us as citizens, in our equal membership of the political community, need not rely on a conception of us as ‘neutral’ (abstract, universalized, genderless) individuals undertaking one specific activity located in the public realm, but can take account of the diverse ways in which we engage in ethically-grounded activities on the basis of our different genders, ethnic and cultural backgrounds and other differences, in both the public and private realms. A convincing feminist conception of citizenship necessarily involves a radical redefinition of the public/private distinction to accommodate the recognition of citizenship practices in the private realm. The paper builds on the observation that the concept of ‘citizenship’ is broader than the concept of ‘the political’ (or ‘the social/economic’), and contends that feminism provides us with the emancipatory potential of gendered subjectivity, which applies to both men and women. The recognition of gendered subjectivity opens the way to the recognition of the diversity of citizenship practices. It is not that women need to be liberated from the private realm, in order to take part in the public realm as equal citizens, but that women – and men – already undertake responsibilities of citizenship in both the public and the private realms.
