Rural E-Governance through the “Panchayati Raj” Institutions in India

In India, the administrative system, with roots in the colonial past, is largely perceived as unresponsive and insensitive to the citizens’ needs particularly in its vast rural hinterland. The common citizens at the rural village level often find themselves at the receiving end of a cumbersome, iniquitous, and unfair service delivery system with very little involvement or inclusion in governance processes despite the best intentions of the government. It is believed that Information Communication Technology (ICT) enabled e-governance through the local self governing units (Panchayats) at the village level could simplify civic governance, improve the public services delivery system, make government and administration more democratic and inclusive, and more accessible to the citizens at the local village level. In this context, the chapter attempts to examine the challenges to, and dimensions of the task of electronic delivery of government services through the local self-government Institutions called “Panchayati Raj” in India.

This paper aims to examine the bureaucratic pathology of waste management in Sinjai Regency as well as the government's efforts to deal with the pathology that occurs. The type of research used in this research is qualitative which will provide a factual picture of the research objectives. The results showed: the form of pathology found, namely Disfunctions of bureaucracy and Mal-Administration of the government structurally must implement waste management policies, namely the facilities and infrastructure must comply with regulations and the performance of officers who should run according to their duties and functions Efforts that must be made by the government, namely guidance and supervision of the regulations that have been set and contained in the regional regulations of Sinjain Regency number 10 of 2017 must be maximized. The efforts made by the Sinjai Regency government in overcoming the form of bureaucratic pathology faced in the implementation of hygiene policies, namely the lack of guidance, such as education on awareness of cleanliness to the public and supervision of people who are still littering in any place carried out at every level of government starting from the Regency level, the District level to the village level.

The public service administration system at the government offices of the Kemiri village office in the Kemiri District currently does not have a computerized and integrated system. Because the system runs, residents who submit letters for administrative completeness, still use the Ms.Word / Ms.Excel application. of course has many weaknesses including human error, not neat in file storage, resulting in the lengthy process of searching and making a cover letter and required reports. The analytical method used in this study is to use PIECES (Performance, Informance, Economy, Control, Efficiency, Service) analysis, the design of the model uses UML (Unified Modeling Language). The results of this study are web-based letter information systems at the Office of the Village Chief of Kemiri that can accessed using a local computer browser. Thus the information letter needed by the Kemiri Village community and more effective and efficient in making the letter.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. BPSPAMS Tirto Sumber Mulyo Mijen Village is one of the BPSPAMS in the District Kebonagung which has the task of managing water and sanitation at the village level. In the management of water and sanitation facilities at the village level it is necessary to assess the performance so that it can be evaluated for future follow-ups for the strategy or position of the management group that has been included in the BUMDes  Maju Lancar unit. This performance appraisal standard uses the performance appraisal standard from the 2020 Technical Guidelines for SPAMS Management. The results of the performance appraisal show that in general the performance of BPSPAMS Tirto Sumber Mulyo is in the medium category. Partially, it shows the performance of planning in the low category, in the high-performance administration and finance, on the performance of drinking water and sanitation services in the medium category and for the performance of the partnership in the low category. The hope in the future for improving the performance of BPSPAMS together with BUMDes Maju Lancar needs to collaborate or increase cooperation with external parties such as academics, practitioners and government institutions that can increase benefits and benefits for the public

When introducing public e-services, the Lebanese government predicted that it would reduce inequality between citizens (OMSAR, 2002). However, the results of this research prove that this will not be the case, and the introduction of the virtual channel of services delivery system will create a public e-services divide. In response to the research questions: “what is an e-services divide?” and “what are its antecedents and consequences?”, this cross-sectional explanatory research shows that the public e-services divide will separate citizen’s who have access to ICTs, who have the skills to use ICTs, and who accept use of public e-services from the others. The public e-services divide will result from the e-access divide, the e-skills divide, and from the public e-services acceptance divide, which will lead to lower citizen satisfaction.

the use of plastics can provide convenience and practicality, plastic also has a particularly bad impact on the environment. Plastics contain artificial inorganic materials which are composed of chemicals that are dangerous enough for the environment. This waste of plastic is very difficult to decompose naturally. To decompose plastic waste itself, it takes approximately 80 years to completely degrade. Currently the government is increasingly active in providing awareness to the public to reduce the use of plastics in life, then providing teaching on how to treat plastic waste into goods that are beneficial to life. Participatory action research has three word elements, all of which have a connection between Participation, Action and Research. In the process of carrying out social change for the better, it must involve all levels of society who are the object or target as well as the subject where the social change must be carried out. utilization of organic waste which can be used as various kinds of valuable creativity and has a selling price that can improve the community's economy, and also make the environment clean and healthy. Making society in a harmonious and peaceful environment. There won't be any problems. The village will be safe and secure.

The research in this thesis was motivated by the implementation of intervention programs for the poor where the aim of implementing this program was to improve the welfare of the poor, as well as to reduce poverty. The formulation of the problem in the writing of this thesis is (1) How is the effectiveness of the intervention program assistance carried out by the government to reduce the number of poor people. (2). What factors are supporting or inhibiting the implementation of intervention program assistance for the poor. The research method, this study uses a qualitative approach with the type of descriptive research. The dissemination activities turned out that not all villages carried out these activities for various reasons such as fear of protests from their citizens. There are also those who do unofficially when there are activities in the environment. Actually, the implementation of this socialization has already been carried out with implementation instructions which are carried out in stages from the district level and continued to the sub-district level and continued to the village level. Information and communication technology development has produced a public service model through E-government. The government issued a policy, namely the formation of Village Fund Allocations (ADD), to manifest financial decentralization towards independent villages. The village has a very strategic role as a government organizational unit that deals directly with the community with all backgrounds, interests, and needs. The purpose of writing this thesis is to find out the E-government-Based Village Fund Allocation Management System in the Village Finance Application (Siskeudes) in Padakkalawa Village, Pinrang Regency. This study used descriptive qualitative research. Data collection techniques are carried out by direct observation, interviews, and documentation. The theory used in this study is the theory of Arifiyanto and Kurrohman based on four indicators, including planning, implementation, supervision, and reporting/responsibility. The results showed the E-government-Based Village Fund Allocation Management (Study Siskeudes in Padakkalawa Village, Pinrang Regency). In the planning process, Siskeudes obtain data information about the Village Strategic Plan, village RPJM and establish a village development work plan (RKPDes). At the implementation stage, Siskeudes is used for the APBDesa preparation process. For the supervision stage, Siskeudes is used to provide information to supervisors. Moreover, the Siskeudes accountability reporting stage is used to apply the principle of transparency or information disclosed to the public with evidence of the implementation of financial reporting displayed through information boards or accessed through the website.

The basic concept of tourism development strategy mangrove forest is reviewing the state of observation in the area of mangrove forests, perceptions and preferences of society and local government, and the use of SWOT analysis. This study aims to determine the development strategy of mangrove forest tour in the village Langadai Kelumpang Hilir Subdistrict, so mangrove well then expected to implement development programs and the development of an integrated strategy between the conservation of natural resouces with economic development in a sustainable society. The application of the concept of travel in the area of mangrove forest ecosystems in general is expected to reduce the rate of destruction of these areas by the public.  Processing method used is the analysis of the potensial landscape and strategy development SWOT analysis. Analysis of the data elements of the landscape each focal point of the model pengharkatan done that is by scoring according to the criteria assessment landscape elements that have been modified. While the SWOT analysis is a technique for identifying problems based on potential or strengths and weaknesses to address and respond to the opportunities and threats. So that the analysis results can be used as a basis for the development of mangrove forest tour in the village Langadai Kelumpang Hilir subdistrict in the future.  Based on the results of the assessment landscape mangrove forest tour in the village Langadai Kelumpang Hilir Subdistrict is in the range of 19-33 which means to have a high quality, so it has the potential to be developed as the natural attractions. Based on the results of this study resulted in several recommendations that include: Completing the supporting infrastructure of natural traveled activities such as: roads, bridges, gazebo, fishing, sanitary facilities, public toilets and others. Promotion to the public both in the region and outside the region. The government should  make the rules tight areas in the preservation of nature and fully supported by the community. Improving the quality of management of natural attractions integrated manner.

Specificity of autonomy Jakarta as the Capital of the Republic of Indonesia that is placed on the area provincial level, so that the government area consists of 5 (five) City and 1 (one) Thousand Islands District up units at the lower level, namely District and Village is a unit of government administrative and technical services. Urban Village as a government bureaucracy that deal directly with the public is the frontline in the public service. The existence of the village chief and deputy village chief was reinforced by law No. 147 of 2009 on the Organization and Work Procedure village, which strengthened the position of deputy village chief duties and functions as an auxiliary Lurah such a heavy burden of their duties to serve citizens of the capital densely populated. The reform of the bureaucracy over the birth of Jakarta Bylaw No. 12 of 2014 concerning the regional Organization still beg the question why the position of deputy village chief who is still listed in the rules of the "vacated" in all regions of Village Capital. Occurred in the dilemma between the demands of expectations as a public service town, but on the other hand the reform of the bureaucracy is still a "maintenance of structures" without "tightening" of personnel staffing.
