Agriculture, one of the users and also the basis of major rural resources, has undergone a change in the last couple of decades: the industrial revolution made its mark in the early 20th century and then the information age began to shape agricultural production and the way farming is done today. This process presents an enormous challenge for the stakeholders in agriculture, especially for smallholder farmers and family farms that play a crucial role in the sustainable use of rural resources. The new information and communication tools and services are both an opportunity and a risk: the adaption of these innovations is a must in order to act in a globalised and standardised context and to manage even a small farm, but the adaptation process is slow, which hampers the chances of e-innovations in a rural context. This chapter examines the causes behind the changes in agriculture and concludes with the opportunity of widespread use of e-innovations.

Current economic development trends are based on a modernization concept. This concept provides a transition to an innovative path of economic development. The priority is to increase the strategic competitiveness necessary to ensure a technological breakthrough. These changes cause an institutional and technological transformation. The result is the formation of a transformational economy. Transformation processes caused by the transition of many countries to the post-industrial era (this era is based on fundamentally new information and communication, bio, nano and other technologies) affect the economy and are reflected in state economic policy. The article forms the conceptual foundations of the implementation of state economic policy in the era of technological and social transformation. The authors substantiated the basic principles of politics, taking into account the challenges of the 4th industrial revolution. The article provides a comparative analysis of Russia and individual countries of the world to achieve the goals of implementing state economic policy in the conditions of technological and social transformation. The purpose of the study is to justify the modern directions of the implementation of state economic policy of digital globalization.

Abstract Optimisation and stimulation of production, digital business, the fourth industrial revolution - this is how the current global economy is perceived. Continuous development of new information and communication technologies, economic globalisation, integration of financial markets, growing pressure on boosting higher added value, just as well as the ever- increasing differentiation of demand schemes became a challenge for the global economy. The article elaborates on the implementation of Industry 4.0 in the logistics, logistic chains as well as use of the Industry 4.0 in logistics. The article includes a new definition of logistics due to the Industry 4.0, which extends the basic production factors by a new term - „information“.


This chapter describes the state or condition of society after the industrial revolution in the early 20th century as the information age overturned culture, ushering in postmodernity through the turn of the 21st century, which gave birth to what the author calls metamodernism. Philosophical movements present templates upon which individual thinkers characterize the cultural trends, artistic and literary achievements, scientific and technological advancements, and ways of thinking during a specific economic, social, and political time and space. The irreverence, cynicism, and irony of postmodernism gave way to a metamodern new sincerity and a new hope across the swinging pendulum of opposing ideas: tradition and innovation, birth and death, or truth and post-truth. The current cultural “sense of feeling” corresponds to networked culture and the critical need to address literacy in new ways.

Technology offers great potential but can also create inequities and problems. One such inequity is the digital divide. The digital divide refers to the gap between those who can effectively use new information and communication tools, such as the Internet, and those who cannot. Those who are on the less fortunate side of the divide lose out in education, training, shopping, entertainment and communications opportunities. The causes of the digital divide are numerous, and include costs, access problems, lack of skills, cultural issues, and personal factors. As a result, reducing the digital divide needs to take a multi-faceted approach, which includes creating awareness and promotion, facilitating access, developing necessary skills, providing reliable support, developing suitable content, and ensuring community involvement. The mission of school libraries is threatened as long as the digital divide exists, and it is important that school libraries take steps to reduce this divide. These steps should include the approaches mentioned earlier, as well as using coordinated national, regional or local strategies, and collaborating with other organizations.

The development of ICTs has strongly influenced many different aspects of social life, including education and training. ICTs application and management of ICTs applications has become an indispensable trend and has a profound effect on improving the quality of education and training. The author has analyzed the current state of ICTs application management in teaching in lower secondary schools in rural, midland and mountainous areas from which 6 management solutions for applying information and communication technology in teaching in lower secondary schools in accordance with the school’s practice.

Este artículo es producto de una investigación que tiene como finalidad establecer la relación que tienen las TIC con el rendimiento académico de los estudiantes del Colegio Técnico Industrial “La Alborada” de la ciudad de Milagro, provincia del Guayas, Ecuador. Este estudio se enmarca dentro de las investigaciones descriptivas, correlacionales, ya que por medio del análisis, observación, comparación y descripción de las variables, se establece el escaso uso de las herramientas tecnológicas en el proceso educativo. Los datos estadísticos se obtienen de los resultados por la aplicación de instrumentos a los estudiantes y docentes de la institución. Se utilizaron los métodos deductivos, inductivos y teóricos para el desarrollo del proceso. La propuesta requiere un fortalecimiento en el uso de las nuevas tecnologías de la Información y Comunicación, siendo importante que los docentes conozcan el uso adecuado de las mismas y las integren en sus horas de clases, porque mejorará el rendimiento académico de los estudiantes por su nueva forma de explicar las clases que serán más interactivas y divertidas. Es necesario realizar un Plan de capacitación en el uso de las herramientas e- learning que garantice una educación de calidad.   Palabras claves: TIC, rendimiento académico, proceso educativo.   ABSTRACT   This article is the result of a research that aims to establish the relationship of ICTs to academic performance of students in the Industrial Technical College “La Alborada” in Milagro, Guayas, Ecuador. This study is part of a descriptive, correlational research, since through analysis, observation, comparison and description of the variables, the limited use of technological tool sin the educational process is established. The statistics are obtained from the resultsof the application of tools for students and teachers of the institution. Deductive, inductive and theoretical process development methods were used. The proposal requires as treng then ing in the use of new information and communication technologies and it is important that teachers become aware of their proper use and incorporate them in their classes, because these will improve the academic performance of students in classes that are more interactive and fun. The article makes a comprehensive attempt to classify the cultural war as a semantic manipulative phenomenon in a new type of information society. The features and causes of development of identity crisis in the context of semantic manipulations of media reality are outlined. The urgency of the research is that a new information age is filled with insidious meanings that offers a system of the same insidious information procedural “performances”. In its turn they are embodied in long held images, forming an entirely new semantic system, and creating a space of permanent action, in which the choice remains for a person of a new information age, who reveals a considerable level of intellectual skill through dialogue or protest, or, on the contrary, acts according to normalized, “dictated”, imposed cult, from which the principles of whole culture are emerging. The result of individual outbreaks of resistance to “information performances” through the collective will of the nation, which seems to be a muscle, which is intensively practiced in the light of the Rusian-Ukrainian war, is justified by the need to preserve the skills of the society to create the nation, or the nation’s identity. One can concede that at the level of nation there is emergence of greatest amount of conflicts associated with the attempt to destroy the cultural core (the nucleus of the nation), which is formed from the norms, standards, values of a certain ethnic group. The main function of such a nucleus is providing for a system of formed cultural codes in order to preserve the nation’s identity. Summing up the results of the research, the author comes to the conclusion that the typology of the cultural war proposed is conditional, but it gives grounds to talk about the symptomatic appearance of semantic disorientation and the identity crisis. In this situation, understanding and differentiation on the basis of own “mental identifier” will become extremely important in order to consolidate the individuals in terms of new conditions.

This article is devoted to analysis of the modern problems of book publishing in the context of national information space. Development of the Ukrainian state is impossible without development of national book publishing, which is a part of its information space. In Ukraine, as one of the post-Soviet states, the formation of new information and communication system is based on its own information tradition, mentality and features of spiritual culture of the Ukrainians. It plays an important role in shaping culture, spirituality, comprehensive vision and consciousness of the nation. They were and they are a source of knowledge and the most effective way of its transfer. The transience of processes occurring the era of information society, radical socio-economic reforms, sectoral technological revolution requires the continuous scientific researches and analysis, identifying the trends in publishing industry as one of the most important factors in the state’s democratic progress. The author summarizes the development of book publishing of Ukraine and shows its role and place in the modern information society. The study of the modern book publishing is impossible without digression into the past, without finding out the roots of studying of the analysis object. The specific problems of the book industry are identified. It is concluded that in the modern Ukraine the publishing business has intensified, although the positive changes are taking place very slowly: the appropriate economic conditions for development of the publishing industry have not been created, the equipment are outdated; editorial, publishing and printing equipment of domestic manufacture are nonavailable; introduction of advanced technology are low; purchasing ability of the population is low; the sales network of printed products has been destroyed and so on. The businesses are becoming increasingly uneconomical. We propose some measures to improve this situation, strengthening the role of industry in the national information space. The key to improve the situation may be systematic and persistent efforts of the Ukrainian government to support the industry.The reason is that a comprehensive study requires from the performers not only historical knowledge, but also economic, managerial, psychological, political efforts and so on. The most important thing that the society and the state should need is the component of doctrine of information security in the context of the national security

The relevance of the article is determined by the existence of contradictions between the need to introduce innovative technologies into the educational process at school, as an integral attribute of modern education, and the negative influence of factors on the physical and psycho-emotional state of health of students related to the use of information and communication tools (computers, phones, headphones). The goal of the study was to assess the relationship between the timing of the use of information and communication tools and the frequency of functional and psycho-emotional complaints in groups of middle and high school schoolchildren. 400 schoolchildren of the Saratov Region, the Moscow Region, Leningrad Region and the Republic of Dagestan were surveyed, who made up two groups of research: middle-school schoolchildren (grades 5–6) and high-school schoolchildren (grades 10–11 The survey was carried out by means of the standardized formalized cards which included the questions considering usage time of computers and mobile phones, complaints to a headache, hands pain, other pain and/or feeling of discomfort from visual organ and the organs of hearing, as well as a psycho-emotional state. Statistical analysis of the data was performed using the STATISTICA application software program by StatSoft Inc (USA). To compare the frequencies of a binary feature, a fourfold table of absolute frequencies was constructed and the level of statistical significance for the exact Fisher’s two-tailed test criterion was determined. The study was conducted according to the requirements of bioethics, after signing informed consent statement by teenagers and their parents. The study examined the relationship between the timing of the use of information and communication tools and the frequency of complaints in groups of schoolchildren. The results of the study should be taken into account when developing and implementing preventive measures to prevent negative effects of computers and mobile devices on the body of students.
