Rural Tourism in Transitional Russia's Economics

This chapter assesses the potential of rural tourism in Russia, addresses such threats to sustainable rural development as unemployment and depopulation, and substantiates the practicality of diversification of traditional rural sources of income by means of tourism and other alternative activities. The system approach is utilized, which envisages systematization and stocktaking of various aspects of sustainable development: available resources, economic conditions of agricultural production, market capacity and demand for agricultural commodities and food, employment and social issues, environmental conditions, and alternative sources of income for rural inhabitants.

The strategic planning of rural development is focused on both economic growth and sustainable development. Sustainable rural development is essential for conserving and improving resources, while economic growth contributes to a better standard of living. The aim of the research is to determine, using the participatory rural appraisal (PRA) methodology on the example of the village of Zlakusa, the economic activities developed in the village, the importance of rural tourism, and the scope of sustainable development taken into account in rural development. The results of the research show that the success of the rural community depends on: diversification of economic activities, which is accompanied by cohesion of the population through association and organization; organized activities aimed at local or republican authorities; activation of human and social capital; and initiating activities involving marginalized groups. Educating the population outside formal education improves the sustainable and economic development of the village and enables rural tourism to become an important part of economic activities and a channel for the commercialization of natural and cultural contents.

Todays, despite valuable properties of these vegetables, revenue generation, employment creation, and prevention of emigration and difficult social and environmental conditions (main components of sustainable rural development), scant attention is devoted to improved growth of this plant and its proper use in different industries including pharmacy and it is exported to other countries by an unreasonable sale price without sufficient knowledge gaining of its properties. Improvement in its growth and its increasing use can exert significant socioeconomic and environmental impacts in rural regions. This study attempts to examine appropriate methods to prevent damages against ferula and reduction of production as wells as the related problems of farmers in Firuzkuh (Iran).

The contemporary relevance of ensuring sustainable rural development stems from the growing economic and social backwardness of rural territories on the one hand, and their ultimate importance for the state in the context of food security, preservation of soil and environmental resources, and the use of agricultural, production and labour potentials on the other hand. One of the key conditions for sustainable rural development is population strength- ening in rural areas and its sufficient employment. The article analyzes the current demographic problems of rural development, based on the example of Stavropol region. The authors describe threats to sustainable rural development such as unemployment and depopulation, as well as substantiate the practicality of diversification of traditional rural sources of income by means of tourism and other alternative activities. The research is performed on the base of actual materials and the results of studies related to the rural tourism development, and also using the authors´ observations. The authors have used monographic, sociological, economicstatistical methods of research, the systematic approach and comprehensive analysis. Rural tourism today should be seen as an important development direction of entrepreneurship and diversification in rural areas, as one of the important areas of sustainable development, and as a form and the chance of economic, social and cultural revitalization of rural areas as a whole. This makes the study of essence and prospects of this business direction development of high priority.

Theoretical, methodological, scientific, methodical and applied principles of managing environmentally and socially oriented investments in sustainable development of rural areas have been developed and substantiated in the article. The model of investment process of ecologically and socially oriented economy has been developed. The analysis of corresponding existing models of investment process enabled to specify the management model, which corresponds to the environmentally and socially oriented economics. The block scheme of the system of analyzing and evaluating the efficiency of investment processes of sustainable rural development has been made. The determined methodological provisions and specified concepts enabled to ground the system of complex analyzing and assessing the effectiveness of investment processes in sustainable development of rural areas, including the evaluation of economic, social and environmental efficiency of investment projects. The mechanism of sustainable rural development, comprising consolidated elements and connections, has been grounded. The ecological aspects of investment policy as a component of the economic mechanism of sustainable rural development have been systematized. It has been determined that attracting investments in environmentally and socially oriented investment projects and programs has to be based on strengthening the ecological aspects of investment policy as part of stimulating sub-system of the economic mechanism of sustainable rural development.

The purpose of the article is to substantiate the innovation and investment principles of green tourism in rural areas in the context of decentralization with a combination of production systems in order to explore opportunities and provide proposals for further functioning of the national economy. Methodology research is to use a set of methods: economic-statistical, monographic, system, economic- mathematical, abstract-logical and others. The scientific novelty of the obtained results is the introduction of innovative, economically feasible and research meth- ods with regard to sustainable development of green tourism in rural areas in decentralization, which are associated with the adaptation of theories, principles and rules of great importance for sustainable rural development of green tourism in the context of global transformations. Conclusions. The modern principles of effective functioning of green tourism in rural areas in the conditions of decen- tralization at a combination of production systems are substantiated. The tools of the general research methodology with regard to sustainable development of green tourism in rural areas in the context of decentralization are proposed. Adaptation of a system of theories, principles and rules that are essential for the formation of sustainable rural development are related. The purpose of the article is to analyze the environmental situation in rural areas in Ukraine in order to develop proposals for the diversification of agricultural production and non-agricultural activities in these areas on the basis of sustainable development. Based on the anal-ysis of the scientific literature on sustainable rural development, protection, and reproduction of natural resource potential, the methodological basis for the study of the ecological component of sustainable rural development has been formed. In the course of the research monographic, economic-statistical methods and methods of scientific generalization and synthesis were used. Based on the study of the state of agricultural lands, a continuous decrease in fertility as a result of increasing the rate of their degradation is substantiated. It was found that agricultural pro-ducers have reduced capital investment in environmental protection. It is proposed to promote the development of organic production as one of the areas of diversification of agricultural activities in order to reduce degradation processes.

This paper aims to capture the importance of demographic dimension in thesustainable development process of the rural space. From a series ofstatistics data we realized an analysis of demographic indicators, which ithelped us to trace the development trends characteristic for our area ofstudy. To understand the evolution in time and the implications of humanresource in the process of development it was necessary referencing themwith national or local historical events. Demographic dimension analysishighlights the development stage of rural space and help the formulation ofthe future local policies that regard the sustainable development.

The purpose of the article is to assess the impact of existing legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the implementation of land management based on an inclusive model of sustainable rural development. Research methods. The following methods were used: dialectical methods of cognition of processes and phenomena; empirical method (based on a comprehensive assessment of the current state of regulation of land relations in agriculture); comparative analysis method; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. Established in the process of analysis of laws and bills on land reform and regulation of market circulation of agricultural land, adopted and registered in the Verkhovna Rada of Ukraine during 2020 - the first half of 2021, their impact on the level of viability and competitiveness of individuals, farmers, family farms, small and medium-sized agricultural enterprises in the new legal and economic conditions. Scientific novelty. The influence of individual legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the introduction of land management based on an inclusive model of sustainable rural development has been determined. Practical significance. The calculation of the amount of the minimum tax liability (MTL) for each region of Ukraine, taking into account the normative monetary value of the arable land, was carried out and its impact on the economic situation of small and medium-sized agricultural producers was assessed.
