The smart cities mission of the Government of India has opened up new pathways for urban redevelopment and transformation. But given the limited resources available with a developing country, a more pragmatic approach would be to first learn from the best international experiences and approaches and then implement those in Indian context. With this view, the chapter examines some of the best practices related with different aspects of a smart city and suggests their relevancy for the development of smart cities in India. The study found that by focusing on the five core areas (i.e., urban mobility and public transport, safety and security of citizens, health and education, water management, and robust IT connectivity and social networking) the concerned authorities in India can successfully achieve their goal of urban redevelopment and transformation with scarce resources. Limitations and scope for future research are discussed in the end.

Distributed digital manufacturing offers a solution to medical supply and technology shortages during pandemics. To prepare for the next pandemic, this study reviews the state-of-the-art of open hardware designs needed in a COVID-19-like pandemic. It evaluates the readiness of the top twenty technologies requested by the Government of India. The results show that the majority of the actual medical products have some open source development, however, only 15% of the supporting technologies required to produce them are freely available. The results show there is still considerable research needed to provide open source paths for the development of all the medical hardware needed during pandemics. Five core areas of future research are discussed, which include (i) technical development of a wide-range of open source solutions for all medical supplies and devices, (ii) policies that protect the productivity of laboratories, makerspaces, and fabrication facilities during a pandemic, as well as (iii) streamlining the regulatory process, (iv) developing Good-Samaritan laws to protect makers and designers of open medical hardware, as well as to compel those with knowledge that will save lives to share it, and (v) requiring all citizen-funded research to be released with free and open source licenses.

The issue of global urbanization, which is a separate problem faced by the government, is the very rapid growth of population density in cities. To face this challenge, the government launched a smart city project by targeting sustainable economic growth and improving the quality of life. Information and Communication Technology governance is the key to realizing a smart city. However, each of these I.C.T. tools produce large amounts of data known as Big Data. Data processing with the Big Data approach is becoming a trend in information systems to provide better public services and provide references in the policy-making process. However, to obtain important information in the scope of big data, a Big Data Analytics process is needed, also known as Big Data Value Chain. Extracting knowledge from the related literature can identify the characteristics of the big data analytic framework for smart cities. This paper reviews several big data analytic frameworks applied to smart cities. This paper is to find the advantages and disadvantages of each framework so that it can be a direction for future research

he concept of Smart Cities was first thought of by IBM in 2008 when world was facing its worst economic crisis. Then it was taken up by various countries around the world. The main objective here is to build and promote the cities which will provide the core infrastructure and provide the decent quality of life along with a clean and long-lasting environment which will be supported by smart technologies & solutions. Though smart city concepts are very new to India, where technology is mostly used in urban cities. So, in such a scenario one may ask a very basic question that “How a city can be made Smart?”. So, if we look around and see what are the things that some smart cities around the world are doing differently, then we may notice that they have addressed basic issues faced by any metropolitan city in a smarter way possible. For instance, we can see that the already developed smart city projects have addressed transportation, energy, crime, water management & other issues using current technologies & applications. If we leave aside the technology gap between rural & urban India, it is certain that Urban areas are already in need of Smart City Projects because of Population. But again, this needs a strong political will power to take quick decisions and aligned with technological advances such as E governance, online tendering of the government work which will be transparent and efficient. but often it is misunderstood that use of IT in administration and governance is the only meaning of Smart City Projects, but in fact if you are able to achieve all the issues such as administration, governance, transportation, water management, energy supplies, waste management, water treatments plants, meaningful use of public private partnerships in managing transportations and road constructions and evening installations of solar panels and LED bulbs across city. So basically, there are many factors contributing to create a smart city. The main factor which will drive this kind of ambitious projects are political will powers of government, without a political will power it is very difficult to complete the bigger projects. As there is lot on stake for such a large-scale project which will easily span over next decade.

Smart cities are primarily based on information and communications technology development and applications across various academic subjects and domains. Integrating new-generation information and communications technologies, including the Internet of Things data collection, cloud computation, big data applications, and mobile network, smart cities organize the people and things of a city according to application needs to perform real-time computation and processing. Information transmission must be rapid and reliable to protect personal privacy and to secure data. All types of information security problems can lead to disastrous consequences; in particular, they pose great challenges to traditional information security systems. To explore possible solutions to the challenges that Taiwan’s smart city information security faces, this study used the enterprise architecture method and discussed the emphasis and investment capacity of the government and enterprises on information security. Moreover, this study reviewed correct methods of using a smart information security collaborative system to protect not only privacy, however also networks with a large attack surface; the purpose was to establish a reliable data sharing practice and alleviate the cascading effect of failures of smart networks. Finally, this paper provides future research directions for building smart cities and encouraging further explorations in this domain. It is hoped that smart cities can conduct overall planning for information security during the process of construction. Future researchers will be able to propose more effective solutions for smart city information security while developing information and communication technologies.

The modern business milieu is highly competitive due to vast technological advancement which makes employees a vital source of competitive advantage. Precisely, the recruitment process has become a key determinant of an organization’s success and a logistic capital resource to the human resource; thus, the process should be entirely modern. A conventional recruitment and selection process comprises of job analysis, manpower planning, and recruitment and selection. The current study seeks to explore employee recruitment practices and proposes areas of future research in Indian Railways using secondary data. It also gives recommendations on how to improve the recruitment practices in the government-owned Indian Railways. The trends investigated in the study include the applicant tracking software (ATS), use of video resumes, Chatbots, the utilization of social networks, and increased focus on passive candidates.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

This study aims to figure out what the relationship of empowerment of SMEs through methods of zoning as marketing strategy of SMEs in two different markets (offline and online). The zoning strategy with information and communication system integrated brings together socialization and promotion in a market. This system can help the government in taking and formulating policies to unite SMEs in a new market by not leaving the old market. The method in this study uses qualitative descriptive. There are three propositions produced in this initial research, the first; Offline and online marketing is very relevant for SMEs in Indonesia. Second; marketing information system is access for SMEs to find out the demand or market needs both domestically and internationally. And third; The zoning system can be used as an online development strategy for SMEs to synchronize two different markets, namely offline and online. Further research is needed to validate the propositions found, to generate hypotheses and empirical evidence, we recommend using mix methods for future research.

Economic incentives are used in many situations to motivate improvements in the use of scarce resources. In some areas, implementing appropriate incentives is made challenging by the nature of existing institutions or the inability to assign property rights and measure individual use of key resources. Higher prices for irrigation water can motivate wiser use of water in regions where the opportunity cost of water is rising, due to increasing municipal, industrial and environmental demands. This paper describes how an increasing block-rate pricing structure was designed and implemented in an irrigation district in central California. The goals of the program were to improve water management practices and reduce the volume of subsurface drain water discharged into the San Joaquin River. Results describing reductions in average irrigation depths and drain water volumes, collected throughout the 1990s, demonstrate the potential for achieving resource management goals with economic incentives that motivate changes in farm-level management practices. Complementary incentive programs and issues regarding program implementation and the sustainability of drain water reduction efforts in an arid region also are discussed.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

The COVID-19 pandemic has put lifestyles in question, changed daily routines, and limited citizen freedoms that seemed inalienable before. A human activity that has been greatly affected since the beginning of the health crisis is mobility. Focusing on mobility, we aim to discuss the transformational impact that the pandemic brought to this specific urban domain, especially with regards to the promotion of sustainability, the smart growth agenda, and the acceleration towards the smart city paradigm. We collect 60 initial policy responses related to urban mobility from cities around the world and analyze them based on the challenge they aim to address, the exact principles of smart growth and sustainable mobility that they encapsulate, as well as the level of ICT penetration. Our findings suggest that emerging strategies, although mainly temporary, are transformational, in line with the principles of smart growth and sustainable development. Most policy responses adopted during the first months of the pandemic, however, fail to leverage advancements made in the field of smart cities, and to adopt off-the-shelf solutions such as monitoring, alerting, and operations management.
