Human-Factors Design for Public Information Technology

This chapter examines the realm of human-factors design for public information technology in the rapidly evolving postmodern knowledge age of the 21st century, with special focus on how new research and development into human cognition, perception, and performance capabilities is changing the design function for IT systems and products. Many “one size fits all” IT designs are neither adaptive nor adaptable—promulgating a top-down technological imperialism penetrating every aspect of their use. The communication, collaboration, and interaction infrastructure of IT organizations thus remains acutely challenged with enduring problems of usability, learnability, accessibility, and adaptability. As the function and form of products undergo increasingly rigorous scrutiny, one important design goal is emerging as a paramount priority: improving the usability of products, tools, and systems for all stakeholders across the enterprise. It is therefore important to briefly describe emerging human-factor design knowledge and practices applicable to organizations that invent, incubate, innovate, prototype, and drive the creation and application of public IT. The findings here suggest the most effective strategies to manage and augment user-centered design (UCD) endeavors across a wide array of public IT products and organizations.

What I seek to achieve in this article is an exploration of how some of the distilled and assembled principles of behavior can be applied to human goals, aspirations, and performance writ large. I look to do this through an analysis of various areas of application, although the primary framework upon which I erect this discourse is my own autobiographical progress in science. My grounding in formal research was derived from motor learning and control and it then developed into an examination of all human interaction with technical systems under the general titlehuman factors/ergonomics. In showing an indissoluble link between the foundations of motor control and the technological mediation of human factors and ergonomics, I hope to inform and inspire their consideration of the greater aspirations for all of kinesiological science. In terms of specifics, I discuss the work my laboratory has produced over a number of decades on issues such as driving, fight, and other human-augmenting technologies, with a special focus on performance under stress and high workload conditions. To conclude, I discuss, dispute, and finally dispense with the proposition that science and purpose (proximal understanding and ultimate meaning) can be dissociated. I hope to demonstrate why the foregoing principles and their ubiquitous application mean that science in general bears a heavy, if unacknowledged burden with respect to the current failings, especially of Western society.

Recently, there has been a growing trend among information technology (IT) organizations to form strategic alliances to increase competitive advantages in the marketplace. For an organization to exploit the benefits of alliances, human factors and IT factors must be among the basic components of any strategic plan (Kemeny & Yanowitz, 2000). Despite the obvious need to consider human and IT factors when developing a long-term plan, many strategic plans developed in the past that led to alliances have failed to consider human aspects. Examples of failure in the implementation of IT systems due to the lack of consideration of human factors have come to light in recent years, but a comprehensive study of the consideration of human factors in the development of strategic alliances resulting in a major IT system alignment for a firm, is still rare in IT literature.

The need for SMEs to behave in a more concise and coherent competitive fashion is well recognised. This study reports on an empirical study of SMEs in Turkey. Their responses were applied to a behavioural and information technology adoption framework which enabled the identification of areas where changes would be required for these firms to begin operating at a higher level of competence. The findings revealed significant scope for improvements on all strands of the diagnostic framework: attitude, gathering, location, technology support, IT systems support and finally, use of intelligence-based output by decision-makers. Through free form responses, it was also possible to identify barrier to higher level adoption and performance inhibiters, which were subsequently, categorised and assessed for significance.

SummaryA wide range of human factors approaches have been developed and adapted to healthcare for detecting and mitigating negative unexpected consequences associated with technology in healthcare (i.e. technology-induced errors). However, greater knowledge and wider dissemination of human factors methods is needed to ensure more usable and safer health information technology (IT) systems. Objective: This paper reports on work done by the IMIA Human Factors Working Group and discusses some successful approaches that have been applied in using human factors to mitigate negative unintended consequences of health IT. The paper addresses challenges in bringing human factors approaches into mainstream health IT development. Results: A framework for bringing human factors into the improvement of health IT is described that involves a multi-layered systematic approach to detecting technology-induced errors at all stages of a IT system development life cycle (SDLC). Such an approach has been shown to be needed and can lead to reduced risks associated with the release of health IT systems into live use with mitigation of risks of negative unintended consequences. Conclusion: Negative unintended consequences of the introduction of IT into healthcare (i.e. potential for technology-induced errors) continue to be reported. It is concluded that methods and approaches from the human factors and usability engineering literatures need to be more widely applied, both in the vendor community and in local and regional hospital and healthcare settings. This will require greater efforts at dissemination and knowledge translation, as well as greater interaction between the academic and vendor communities.

The small and medium-sized enterprises (SMEs) play a crucial part in county’s economic growth and a key contributor in country’s GDP. In Pakistan SMEs hold about 90 percent of the total businesses. The performance of SMEs depends upon many factors. The main aim for the research is to examine the relationship between Innovation Capability, Absorptive Capacity and Performance of SMEs in Pakistan. This conceptual paper also extends to the vague revelation on Business Strategy in which act as a moderator between Innovation Capability, Absorptive Capacity and SMEs Performance. Conclusively, this study proposes a new research directions and hypotheses development to examine the relationship among the variables in Pakistan’s SMEs context.

Abstract In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author’s own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author’s analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author’s research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.

Chapter 10 provides a summary of the argument of the book. It elaborates some of the benefits of Literalism, such as less conceptual confusion and an expanded range of entities for research that might illuminate human cognition. It motivates distinguishing the questions of whether something has a cognitive capacity from whether it is intuitively like us. It provides a conceptual foundation for the social sciences appropriate for the increasing role of modeling in these sciences. It also promotes convergence in terms of the roles of internal and external factors in explaining both human and nonhuman behavior. Finally, it sketches some of the areas of new research that it supports, including group cognition and artificial intelligence.

Artificial intelligence has been developed since the beginning of IT systems. Today there are many AI techniques that are successfully applied. Most of the AI field is, however, concerned with the so-called “narrow AI” demonstrating intelligence only in specialized areas. There is a need to work on general AI solutions that would constitute a framework enabling the integration of already developed narrow solutions and contribute to solving general problems. In this work, we present a new language that potentially can become a base for building intelligent systems of general purpose in the future. This language is called the General Environment Description Language (GEDL). We present the motivation for our research based on the other works in the field. Furthermore, there is an overall description of the idea and basic definitions of elements of the language. We also present an example of the GEDL language usage in the JSON notation. The example shows how to store the knowledge and define the problem to be solved, and the solution to the problem itself. In the end, we present potential fields of application and future work. This article is an introduction to new research in the field of Artificial General Intelligence.

The prospect and potentiality of interfacing minds with machines has long captured human imagination. Recent advances in biomedical engineering, computer science, and neuroscience are making brain–computer interfaces a reality, paving the way to restoring and potentially augmenting human physical and mental capabilities. Applications of brain–computer interfaces are being explored in applications as diverse as security, lie detection, alertness monitoring, gaming, education, art, and human cognition augmentation. The present tutorial aims to survey the principal features and challenges of brain–computer interfaces (such as reliable acquisition of brain signals, filtering and processing of the acquired brainwaves, ethical and legal issues related to brain–computer interface (BCI), data privacy, and performance assessment) with special emphasis to biomedical engineering and automation engineering applications. The content of this paper is aimed at students, researchers, and practitioners to glimpse the multifaceted world of brain–computer interfacing.
