Provisions for the direct recall of elected representatives before the completion of their terms allow unsatisfied citizens to gather a number of signatures and submit to a vote his or her continuity in office. Following a Latin American trend, it was introduced for the first time in Bolivia with the 2009's Constitution. Since then, according to the regulation, there were two periods in which recall petitions were enabled–2013 and 2018–in which a total of 369 requests were registered at the subnational level. However, despite the number of initiatives, with only one exception (Bolpebra, Pando), none of them achieved a recall election. This chapter explores the reasons explaining the low number of initiatives achieving a vote. The study offers a comparative analysis of institutional designs and an in-depth study of attempts as well as the vote in Bolpedra.

Purpose of the study: The main task of the article is to represent the English, Russian and Kazakh proverbs and sayings’ equivalents about the labour. The semantic characteristics of the paremiological units’ on the thematic group "labour" in English, Russian and Kazakh languages are examined comparatively for the first time. Methodology: The semantic components of paremiological units about labour were analyzed, considering their general and specific characteristics by using the qualitative method. Until now three genetically not related paremiological units in English, Russian and Kazakh languages were not fully investigated in linguistics contrastively and comparatively. Component analysis, descriptive analysis, contextual and comparative analysis were used as a tool for investigation of the following work. Main findings: Paremiological units of three different people and from various group languages can have universal lexemes in their components. The similar paremiological units of several languages are considered as a typological phenomenon, because of having similar life stages and historical correlation. Studying the paremiological units, we have the opportunity to get acquainted with the peoples’ culture, the range of interests, worldview, and psychology of the people. Applications of this study: The results and conclusions of the work can be used in the preparation of language textbooks and seminars, teaching textbooks, and special courses in comparative typology and general linguistics in the future.As well as, the following work can be the beginning of the composing the trilingual dictionary in English, Russian and Kazakh languages. The novelty of the study: The proverbs and sayings about "labour" of unrelated languages in terms of comparative and contrastive study have so far been little studied, especially in linguistics, and such study of this field will reveal universal and nationally specific features between English, Russian and Kazakh proverbs, which will have practical and theoretical significance.

This note examines the relationship between affirmative action (AA) program perceptions and women’s self-ascribed capacity and desire to become leaders. We propose that women who believe that their organization implements a program of preferential selection toward women will experience negative psychological effects leading to lowered self-expectations for leadership, but that this effect will be moderated by their justice perceptions of AA programs. We test this proposition empirically for the first time with a Latin American female sample. Among Brazilian women managers, desire but not self-ascribed capacity to lead was reduced when they believed an AA policy was in place. Both desire’s and capacity’s relationships with belief in an AA policy were moderated by justice perceptions.

Study abroad begins long before students leave their own shores. The moment that children enter daycare, nursery school, or kindergarten for the first time, they are in foreign territory, and all their antennae are out, testing, absorbing, learning. They begin to develop the first of their many multiple identities. They are no longer "Johnny" or "Sarah" whom everyone knows and loves at home, but Johnny or Sarah whom no one knows nor initially cares about, and they have to figure out what kind of a new identity they will develop so the danger zone becomes as safe as home.  Leaving familiar surroundings- the sounds, smells, safety, and food of home- and realizing, quite abruptly, that they must learn to adapt to the demands and needs of strangers, is the first and the most challenging "trip abroad" they will ever take. They will use the same set of skills, more mature, more polished (we hope) when they arrive on a foreign campus and move in with a host family or into an international dormitory.  Learning to make the journey with ease, whether it is on the first day of school or the day a plane drops one in a foreign field, is a necessary accomplishment. We have to make friends out of our peers; we have to gain the respect of our teachers; we have to develop curiosity and concern about the people around us. The stranger they seem, the more there is to learn. To fear diversity is to fear life itself. As the world becomes smaller and more integrated, the more crucial this accomplishment grows.

Analysis of variance (ANOVA) is an important method in data analysis, which was developed by Fisher. There are situations when there is impreciseness in data In order to analyze such data, the aim of this paper is to introduce for the first time an intuitionistic fuzzy two-factor ANOVA (2-D IFANOVA) without replication as an extension of the classical ANOVA and the one-way IFANOVA for a case where the data are intuitionistic fuzzy rather than real numbers. The proposed approach employs the apparatus of intuitionistic fuzzy sets (IFSs) and index matrices (IMs). The paper also analyzes a unique set of data on daily ticket sales for a year in a multiplex of Cinema City Bulgaria, part of Cineworld PLC Group, applying the two-factor ANOVA and the proposed 2-D IFANOVA to study the influence of “ season ” and “ ticket price ” factors. A comparative analysis of the results, obtained after the application of ANOVA and 2-D IFANOVA over the real data set, is also presented.

The author describes the main characteristics of the English judicial system and its methodology. A central topic is the so-called judicial legislation, as is illustrated by the developing case lawwith respect to the tort of negligence. The method has the twin advantages of flexibility and pragmatism and it also has the advantages of speed. But there is a minus side also. First, the development of the law in this way can only be achieved at the expense of certainty. Secondly, it involves the alteration of the law, sometimes a quite radical alteration, without any extensive consideration of the practical and economic results such as would take place in the course of parliamentary scrutiny and debate. Judges are not the elected representatives of the people and the methodology of English Judges which results in the development and alteration of the law without the benefit of parliamentary debate may not perhaps be altogether a satisfactory democratic process to a constitutional purist.

The main direction of the educational process is to develop the education system in accordance with the strategic directions of social and economic development of the republic, integrating it into the world educational space, preserving its national essence through the use of national customs and traditions, as well as cultural values, creating conditions for the formation of a personality in the national spirit, development of a high level of outlook and creative potential of the personality, cognitive competences. The implementation of these tasks requires a review of the content of the educational process in the country's schools from a new methodological standpoint, based on the use of elements of national customs and traditions. Such a new methodological system shows the need for radical changes in the traditional educational process, the development of a creative approach to teaching, and the updating of the content of education on a national basis.In the modern period of the development of society in the educational process of educational institutions the principle of education is implemented, taking into account the comprehensive development of students, such a system of education and upbringing provides an opportunity for the formation of cultural and ethnic identity, it is aimed at an in-depth study of the spiritual culture of the people and the ability to connect it with modern values. This system of education and training is based on the link between national customs and traditions (customs and traditions related to children's upbringing, household customs and traditions, social customs and traditions) and the educational process.

Angesichts des markanten Aufstiegs des Rechtspopulismus in den vergangenen Jahren drängt sich die Frage immer wieder auf, ob oder inwiefern das Parlament den eigentlichen Volkswillen (noch) vertreten kann, und wie im Zeitalter der Globalisierung und Digitalisierung der eigentliche Volkswille überhaupt festzustellen und effektiv durchzusetzen ist. In dieser Hinsicht steht das Vertrauen in die Fähigkeit des Parlaments, den wahren Volkswillen herauszubilden und zu artikulieren, erneut vor großen Herausforderungen. Durch eine vergleichende Analyse zwischen den Demokratietheorien Böckenfördes und Kelsens zeigt der vorliegende Beitrag, weshalb und inwiefern das weitverbreitete Verständnis des Volkswillens und dessen Rolle in der parlamentarischen Demokratie gerade vor dem heutigen Hintergrund eine kritische Besinnung verdient. Es wird argumentiert, dass gerade in demokratischer Hinsicht nicht die Suche nach dem „wahren Volkswillen“, sondern nach wie vor die Gewährleistung der Menschen- bzw. Grundrechte der Einzelnen und insbesondere der Minderheiten von zentraler Bedeutung sein soll. In view of the spread of right-wing populism in recent years, the question as to how the will of the people is to be ascertained and expressed has attracted much attention in constitutional scholarship. In particular, the issue of whether or to what extent the parliament is (still) capable of representing and demonstrating the will of the people has been repeatedly discussed and debated. Through a comparative analysis of Böckenförde’s und Kelsen’s democratic theories, this article critically examines the problems of the widespread understanding of the will of the people as a real-empirical existence and its significance for the realization of democracy. Accordingly, it points out why and in what sense the reference to the so-called real will of the people would undermine rather than promote democracy. This article concludes by arguing that, precisely for the sake of democracy, what is crucial is not to determine what the “real will of the people” is, but rather to guarantee the freedom of the individual and especially of the minorities.

The study carried out a comparative analysis of the effect of 24 epibrassinolide (EB) and 6-benzylaminopurine (BAP) on the growth and state of the main components of the glutathione system in the roots of wheat seedlings under the action of 2% NaCl, which for the first time revealed the ability of these phytohormones to similarly stabilize stress-induced decrease GSH / GSSG ratio, positively regulate the activity of glutathione reductase and glutathione-S-transferase. A comparable level of protective effect of BAP and EB on root length was revealed. The data obtained indicate that endogenous cytokinins may play the role of hormonal intermediates in the implementation of the protective.

AbstractEven though Italy officially joined the IAU in 1921, Italian astronomers were involved in its birth as early as 1919, when Annibale Riccò, Director of the Astrophysical Observatory of Catania, proposed to the IAU Committee to hold its first General Assembly in Rome. This contribution will analyze the role played by Italian astronomers in the development of the IAU from its foundation to the Second World War. The recent project of reordering of the astronomical historical archives in Italy permits for the first time a more in-depth study of the relations between Italian astronomers and the international scientific community.
