The Importance of Rural Library Services Based on Social Inclusion in Indonesia

Libraries provide services for anyone, regardless of their social or economic interests, so that they have a non-discriminatory nature in providing good services in the library. Rural library into the container provision of reading materials as a source of education and community empowerment. Facing COVID-19 is not easy. It becomes a challenge for community to stay active and productive. Social inclusion has been introduced in many public libraries in Indonesia. Through this social inclusion, the library wants to further improve the welfare of community, especially in the rural areas. This chapter discusses the conceptualization of information for development which accommodates the concepts of advancement of literacy and development information for the community. The purpose of this service is to be able to provide services to rural communities so that it is easier to access information.

This paper investigates the challenges faced by the rural dwellers in seeking and using information from public libraries in the North West zone of Nigeria. A quantitative research method was employed in the study. The population of this study consisted of 5 directors of state library boards and 10 574 registered library users as rural dwellers which comprised both literate and illiterate users. All five directors were chosen to form part of the sample size of the study. Similarly, a sample of 370 was drawn from the registered library users of the libraries under study. Semi-structured interviews were used for the directors. Two sets of questionnaires were used to collect data for the study. These included the English version and the Hausa version for the literate and illiterate library users respectively. The qualitative data were analysed using thematic and content analysis techniques. The quantitative data were also analysed using the Statistical Package for Social Sciences (SPSS) computer software and descriptive statistics. Among the major challenges faced by the rural dwellers in seeking information from public libraries were the centralisation of the library services at the local government headquarters, the absence of library services in the rural communities, inadequate information resources, the absence of community information resource centres in rural communities, and the high illiteracy level among the rural dwellers. The study recommends adequate funding of public libraries to provide relevant and adequate information sources and effective services in various formats and languages among others.

The content of the concepts of “public administration”, “rural area”, “integrated rural area development” and “public administration of integrated rural areas development” are determined. The conceptual principles of public administration of the integrated rural area development are substantiated due to the activation of servicing cooperatives to solve the most actual problems of territorial communities. It is determined that its essence consists in administrative decisions by the administrative management through introduction of effective mechanisms, tools and levers of state and regional policy. It is summarized that public administration should be carried out taking into account the project-targeted approach to increase the level of social and economic development of rural communities, rational use of natural resources and preservation of the environment. It is proved that servicing cooperatives are the effective tool for self-organization of community representatives and serve as a unifying center for rural population. Their capabilities are not only in combining of commodity producers to meet economic interests in harvesting, processing and marketing of agricultural products, but they could be engaged also in providing quality services in the spheres of housing and communal services, servicing of communal property, the carry out and utilization of solid household waste, organization of civilized landfills, provision of landscaping. Due to the public-private partnership the local self-government bodies could be delegate some of their powers to cooperatives and support them through financing of measures of social and economic programs of integrated development of rural areas.

This chapter presents a case study of community e-Centers in the Philippines. Developed as part of the pilot multi-purpose community centres program in the late 1990s and expanded as part of Philippine Development Plans, the centres were envisaged as local entry points for residents to access information and services, especially in rural areas of the country. The case study touches on the problems when content lags behind the provision of hard infrastructure, a problem associated with many e-government projects, especially in less-developed countries.

The article presents the history of interaction between the government authorities and the library and information sector in the project of development of municipal libraries. The project resulted in the “model libraries”. The project has been operating since the early 2000s. The purpose of the article is to reveal the implementation and analyse the support at the level of federal and regional government management of the program until 2018 (the start of work within the frames of the National project “Culture”). The author presents periodization of the project, as well as quantitative characteristics and approaches to the understanding the concept of “model library”.Model library is a public library of municipal level that has standard and optimal set of material and information resources. At the same time, there is no approved definition of this phenomenon. It is assumed that the model rural library in its functions, content and equipment meets international and domestic standards and serves as a model for other institutions. The “model” indicators are reflected in the “Model Standard for Public Library Services”.The project on creation of model libraries on the basis of municipal public libraries in rural areas of Russia started in 2002 with the emergence of the all-Russian project “Creation of model public libraries in rural areas”. Since 2012, funding under the federal target program “Culture of Russia (2012—2018)” is carried out in the form of subsidies allocated on a competitive basis. The project became a “catalyst” for modernization processes in rural libraries of Russian regions. The transformation program included the following stages: repair and equipment of the library premises; acquisition of books and electronic publications; conducting training seminars for staff. The rural model library targeted the goals of ensuring equal and free access to information, creation of a comfortable library space, etc.After the approval of the “Model Standard for Public Library Services” (2014), it was decided to test its feasibility by creating so-called “pilot libraries of a new type”. According to this document, model libraries are intellectual centres equipped with high speed Internet, access to modern domestic information resources, which should provide access points to the National Electronic Library.The regional leaders in creation of model libraries are the Republic of Chuvashia, the Belgorod Region, the Republic of Bashkortostan, the Kursk Region and the Republic of Mari El. As of January 1, 2019, there were 3,310 model libraries operating in the country. The creation of model municipal libraries has become one of the departmental projects of the National project “Culture”.

The rural community economic development program in order to reduce poverty in rural areas is carried out with the development of a balanced industry, improving the structure of agriculture and programs to improve the education of rural communities, so as to maintain urbanization. The next program is to increase rural community empowerment programs by environmental preservation programs and strengthening of rural institutions and facilities and infrastructure. By realizing the horizontal top-down policy that includes rural communities, the government is only the general policy holder. Pilot project program by supporting rural production at a competitive level, by strengthening rural institutionalism and improving information and management for rural communities. Various ways in which countries reduce poverty and hunger through sustainable food production and consumption have been established within the framework of global sustainable development goals. This type of research is a qualitative study, where qualitative research by describing activities, phenomena, opinions / thoughts / views and documents, with data analysis techniques systematically compile the data obtained.

In Japan, most public libraries do not provide sufficient easy-reading materials or offer reading facilities that are suitable for children with dyslexia. In contrast, in Europe, public libraries provide special facilities for children with reading disabilities, allowing them to see, read or listen to books in various ways. This study compares support services for children with reading disabilities at public libraries in Europe and Japan, focusing on support for children with dyslexia. Information was gathered through interviews with librarians. After interviewing European librarians working in children’s libraries, we found that each of them runs events for children, where the children have the opportunity to discover books. Children were able to acquire knowledge through these events and pursue knowledge using these newly-discovered books. It is suggested that adopting the concept of the European children’s library in Japanese libraries might give all Japanese children the opportunity to read more books.

<p>Rural libraries have an essential role in providing information services for rural communities. The heterogeneity of rural communities from social, economic, and religious aspects is the basis for the importance of social inclusion-based library services. This study uses qualitative methods to describe the implementation of an inclusion-based village Perpustakaan Muda Bhakti (Permubha) Ngablak Village, Srumbung District, Magelang Regency and its role in the social, economic, and religious life of the village community. Through a SWOT analysis, this study resulted in several research findings. First, three things become Permubha's strengths in providing services: information disclosure and access policies, communication in services, and circulation of library facilities. Second, Permubha's weakness is the unavailability of a computer-based library catalog. Third, the opportunities/opportunities that exist in Permubha are descriptive and normative officer ethics, responsibility in providing services, the role of citizen donations, and infrastructure. Fourth, Permubha has several challenges ahead in terms of service evaluation, increasing the competence and qualifications of officers, and increasing responsibilities. Fifth, in addition to library services, Permubha plays a role in social, economic, and religious activities through programs that can be participated in by the Ngablak Village community, such as the salak library program, Suluh Libraries, satellite reading, and commemoration of Islamic holidays.</p><p> </p><p><em>Perpustakaan desa memiliki peran penting dalam memberikan layanan informasi bagi masyarakat desa. Heterogenitas masyarakat desa dari aspek sosial, ekonomi, dan agama menjadi dasar pentingnya layanan perpustakaan berbasis inklusi sosial. Dengan menggunakan metode kualitatif, penelitian ini bertujuan untuk mendeskripsikan penyelenggaraan perpustakaan desa berbasis inklusi pada Perpustakaan Muda Bhakti, (Permubha) Desa Ngablak Kecamatan Srumbung Kabupaten Magelang serta perannya terhadap kehidupan sosial, ekonomi, dan keagamaan masyarakat desa. Melalui analisis SWOT, penelitian ini menghasilkan beberapa temuan penelitian. Pertama, ada tiga hal yang menjadi kekuatan Permubha dalam memberikan layanan, yaitu keterbukaan informasi dan kebijakan akses, komunikasi dalam layanan, dan sirkulasi sarana perpustakaan. Kedua, kelemahan yang dimiliki Permubha adalah belum tersedianya katalog pustaka berbasis komputer. Ketiga, peluang/kesempatan yang ada di Permubha adalah adanya etika petugas secara deskriptif dan normatif, tanggungjawab dalam memberikan layanan, adanya peran donasi warga, dan sarana prasarana. Keempat, Permubha memiliki beberapa tantangan ke depan dalam hal evaluasi layanan, peningkatan kompetensi dan kualifikasi petugas, dan peningkatan tanggung jawab. Kelima, selain layanan pustaka, Permubha berperan dalam kegiatan sosial, ekonomi, dan keagamaan melalui program-program dapat diikuti oleh masyarakat Desa Ngablak, seperti program salak pustaka, suluh pustaka, satelit baca, dan peringatan PHBI.</em></p><p><em><br /></em></p>

Abstract Purpose: The use of technology in dementia care has shown promising benefits for both people living with dementia and their family caregivers, however, little is known regarding how technology is used among families affected by dementia who reside in rural communities. The purpose of this study was to explore technology use and barriers among people living with dementia, family caregivers, and service professionals who live in rural areas of Michigan. Methods: This study was based upon focus group data from six groups of family caregivers (n=32); one group of people living with early stages of dementia (n=4), and one group of service professionals (n=4) recruited from rural counties in Michigan. Results: Technology use included assisting caregiving tasks (e.g., monitoring a wandering care recipient), facilitating treatment (e.g., access treatment through telemedicine), and providing social connection and support. Themes related to strategies included addressing educational needs of young older and old-older caregivers, providing step-by-step toolkits, and collaborating with multi-sectors (e.g., public libraries, grocery stores, and churches). Discussion: Findings suggest a great need to facilitate technology literacy and competency for rural family caregivers to access caregiving resources. To effectively reach out to this population, technology methods such as local TV news network, radio, and newspaper are still beneficial. Health and social service professionals should consider collaborations with public service institutions (e.g. libraries) and faith-based organizations to include educational workshops about technology in their curriculum and training programs for dementia family caregivers.

Purpose CELA, the Centre for Equitable Library Access, is a national not-for-profit organization whose mission is to support public libraries in providing accessible collections for Canadians with print disabilities and to champion the fundamental right of Canadians with print disabilities to access media and reading materials in the format of their choice. This paper aims to examine the history of the organization, the events that led to its creation, the issues with which it has and continues to struggle with – political, technological, structural – and the successes it has enjoyed. Design/methodology/approach This is a case study intended shine light on the development of a service sorely lacking in Canadian public libraries – consistent and sustainable publicly funded access to reading materials for Canadians with print disabilities – by providing related history and context and outlining current and future offerings. Findings The decision to centralize a service that most public libraries struggled to deliver within their own capacities was wise and has greatly benefited Canadians with print disabilities. Originality/value This paper provides a profile in determination, collaboration and the value of inclusivity in public libraries.
