E-Government Awareness and Adoption by the Residents

This paper presents the results of an empirical survey study conducted on people living in North Cyprus, aiming to measure awareness of e-government practices. Brief information regarding e-government, awareness and adoption concepts, and current situation in North Cyprus is also provided. A particular survey is designed based on preliminary pre-testing methods and academic supervision. This study aims to contribute to a literature that is lacking studies regarding awareness of e-government in small islands. As Cyprus is a Small Island Developing State (SID) member and has the last divided capital, revealing the main reasons for awareness, usage and trustiness of e-government practices is believed to contribute to the literature.

Pulau Kecil Gelasa merupakan daerah yang belum banyak diteliti. Pemetaan ekosistem di pulau kecil dilakukan dengan bantuan citra Advanced Land Observing Satellite (ALOS). Penelitian terdahulu diketahui bahwa ALOS memiliki kemampuan memetakan terumbu karang dan padang lamun di perairan dangkal serta mampu memetakan kerapatan penutupan vegetasi. Metode interpretasi citra menggunakan alogaritma indeks vegetasi pada citra ALOS yaitu NDVI (Normalized Difference Vegetation Index), serta pendekatan Lyzengga untuk mengkoreksi kolom perairan. Hasil penelitian didapatkan luasan Padang Lamun di perairan dangkal 41,99 Ha, luasan Terumbu Karang 125,57 Ha. Hasil NDVI di daratan/ pulau kecil Gelasa untuk Vegetasi Rapat seluas 47,62 Ha; luasan penutupan Vegetasi Sedang 105,86 Ha; dan penutupan Vegetasi Jarang adalah 34,24 Ha.   Small Island Gelasa rarely studied. Mapping ecosystems on small islands with the image of Advanced Land Observing Satellite (ALOS). Previous research has found that ALOS has the ability to map coral reefs and seagrass beds in shallow water, and is able to map vegetation cover density. The method of image interpretation uses the vegetation index algorithm in the ALOS image, NDVI (Normalized Difference Vegetation Index), and the Lyzengga approach to correct the water column. The results of the study were obtained in the area of Seagrass Padang in the shallow waters of 41.99 ha, the area of coral reefs was 125.57 ha. NDVI results on land / small islands Gelasa for dense vegetation of 47.62 ha; area of Medium Vegetation coverage 105.86 Ha; and the coverage of Rare Vegetation is 34.24 Ha.

Carriacou is a small island situated about twenty miles to the north of the island of Grenada, the chief of the Windward group, and furnished an excellent site for the observation of the last solar eclipse. Most of the observers sent by the Eclipse Committee of the Royal Society to the West Indies in August of last year remained at Grenada, or on the small islands in its immediate vicinity, whilst Mr. Maunder and myself occupied the more distant northern station, where the totality was slightly diminished in duration. The work proposed for Mr. Maunder was to secure a series of photographs of the corona, with exposures of 40s. and under, and also to obtain two photographs of the spectrum of the corona with the longest exposures possible.

Small modular nuclear reactors (SMRs) offer the promise of providing carbon-free electricity and heat to small islands or isolated electricity grids. However, the economic feasibility of SMRs is highly system-dependent and has not been studied in this context. We selected three case-study islands for such an evaluation: Jeju, Tasmania and Tenerife based on their system complexity. We generated 100,000 electricity-mix cases stochastically for each island and examined the system-level generation-cost changes by incrementing the average generation cost of SMRs from USD$60 to 200 MWh−1. SMRs were found to be economically viable when average generation cost was <$100 MWh−1 for Jeju and <$140 MWh−1 for Tenerife. For Tasmania the situation was complex; hydroelectric power is an established competitor, but SMRs might be complementary in a future “battery of the nation” scenario where most of the island’s hydro capacity was exported to meet peak power demand on the mainland grid. The higher average generation cost of SMRs makes it difficult for them to compete economically with a fossil fuel/renewable mix in many contexts. However, we have demonstrated that SMRs can be an economically viable carbon-free option for a small island with a limited land area and high energy demand.

This empirical survey is based on a questionnaire which was distributed to 6,000 medium-sized German companies with international activities. The analyses included responses from a total of 533 enterprises. The areas examined include the importance of globalization, the motives for and the obstacles to globalization, the strategic planning of internationalization, the forms of internationalization adopted, the internationalization of a range of business functions and, finally, the geographical regions targeted by medium-sized German companies in their drive for internationalization. The study offers an up-to-date view of the current situation of medium-sized German companies operating within an international context, and insight into their attitudes towards internationalization.

Demand for data analysis skills in the accounting profession is well documented and necessarily informs accounting curriculum and pedagogy. This empirical survey study focuses on small and medium-sized entities (SMEs), finding SMEs continue to use Excel spreadsheets extensively for data analytics tasks. SME cluster research suggests different adoption rates for technology between this segment and large firms. Investigating SME demands for skills and abilities of new job entrants differs from the large organizations that served as the original drivers of analytic skills and technology recommendations. Findings in this study suggest SMEs continue performing their leading accounting tasks using Excel spreadsheets, and lag in adoption of data analytics technology. SMEs are a significant business sector comprising 95-99 percent of firms in the U.S. economy, creating 65 percent of new jobs from 2000-2018 (USSBA 2019), and competing with large firms but with fewer resources. These findings will guide educators in SME markets.

Small Islands face some of the main problems of any coastal area due to climate change and natural disasters. This study aims to analyze the resilience of coastal communities on a small island in terms of disasters and climate change, and to identify the strategies and adaptations that communities have undertaken as anticipatory for disaster and climate change in the future. Qualitative analysis combined with quantitative methods is used in this research to provide a clear estimate of the categories of resilience in each village. The primary data was collected by using interviews and focus discussion group and secondary data acquired through the documentation on related stakeholders. The resilience index provided by the Ministry of Maritime and Fisheries Affairs is used to categorize the resilience scales of villages. The results of this study show that the human aspects and natural resources aspects have high scores in resilience, but disaster and climate change aspects; environmental/infrastructures aspects; and economic aspects should be improved. Furthermore, the community had been taking participation in disaster mitigation.

Small island nations, especially Maldives, encounter a number of limitations in providing services to their people due to their size. These services include education, health, communications, and many other public services. These island nations consist of very small islands with a very low population density on most islands. The low population density on the islands limits the infrastructure developments mainly due to the lack of the economies of scale. For example, building a secondary school on an island with a population of less than 500 people does not provide economies of scale, but rather makes it economically a wastage of resources. An island this size would not have an adequate number of students per teacher, and particularly in developing countries, the public expenditure budget is so much deflated that this cannot be considered an alternative. Distance education is seen as an appealing alternative to traditional face-to-face education in these countries as it can provide education from a central location without having to spend a lot in developing infrastructure on several islands. Although it is easier to achieve economies of scale through distance-mode delivery of education, this alternative poses additional barriers that need to be addressed prior to establishing a distance-mode education system. This chapter looks at these barriers and describes a distance education model that addresses most of these barriers.

The vulnerability is the sequence of condition that determines whether a hazard will cause disaster or not. The small islands are easily affected by the climate change effects. The small islands are particularly vulnerable to the projected of climate change effects. Harapan and Kelapa Islands is a small island in the Thousand Islands Region, DKI Jakarta Province. This study aims to analyze of climate change effects on social, economic, and environmental on small islands. This study using key indicators consist of social, economic, environment, and climate change. The methods applied in this research is GIS and system dynamics or called by spatial dynamics. The result showed that the area of study categorized as the vulnerable area to the climate change effects, this is due to the increasing sea level rise and rainfall, the growing population number and density, and the expanding built area. Therefore, the need for disaster mitigation and adaptation efforts on the climate change effects.

The challenge of protecting communities in tsunami-prone populated small islands is difficult to meet. Likewise, the islands are often found with a lack of disaster mitigation infrastructure. A tsunami that occurred around the Mentawai Islands of Indonesia on October 25, 2010, causing around 500 dead, is the inspiration for this paper. This study was aimed at elaborating practices in protecting communities of small islands from tsunamis by incorporating information about the estimated time of arrival of a tsunami into the islands mitigation measures. A field survey to obtain the impacts of the tsunami on the number of casualties and damages was conducted in February 2011 around the Mentawai Islands. In the survey, a set of questionnaires were distributed in the Mentawai Islands to investigate the small island residents' responses just after the shock from the tsunami waves. This study was also followed by numerical simulations to obtain tsunami wave Estimated Time of Arrival (ETA) for the Mentawai islands. Numerical simulations were conducted using Delft3D software coupled with Tsunami toolkit. This research found that the ETAs for the Mentawai Islands range between 9–20 min. With the existing tsunami early warning system in Indonesia, the ETAs are quite short. Comparing the Simulated ETAs to the findings from the Mentawai Islands tsunami survey led to the recommendation that the best way to increase the community's preparedness for a tsunami would be by managing village-based spatial planning. Such spatial planning may include relocating the residents far away from the coastal area. This would enable the community to have more time to evacuate should a tsunami threat occur.
