The article discusses the problem of exceeding the planned cost of construction, sources of origin and ways to manage the risk of the need for additional financing of construction at the stage of project preparation. The possibilities of solving the problem by substantiating the reserve funds for unforeseen works and costs on the basis of the process approach and the digital model of distributed risk assessment are considered. In order to improve the reliability of determining the cost of construction, the dependence of the reserve funds for unforeseen works and costs, risk cost and risk degree is determined. An example is given of substantiating the reserve funds for unforeseen works and costs in the composition of the summary budget calculation of capital repair of the 1st Yelagin bridge over the Srednyaya Nevka river in Saint-Petersburg taking into account project design, production, technology, pricing, contractual and inflationary risk factors.

The author develops a simulation model to estimate the optimum timing and maximum impact of full rehabilitation of New Zealand housing stock. The model is based on the theories of classical population dynamics. Data used in the model include empirical estimates of the mortality of New Zealand housing stock, assumed schedules of depreciation of dwelling services, and assumed schedules of annual maintenance costs. The dwelling service years provided by dwellings serve as a proxy for benefits of rents or imputed rents (excluding rent for land). The cost to construct one dwelling and fractions thereof serve as a proxy for costs of maintenance, rehabilitation, replacement, and new construction. Optimum timing of rehabilitation can increase the quantity of benefits provided by the housing stock per unit total cost but a reduction in the growth rate of new dwellings has a greater impact in achieving the same objective. A stationary and stable housing stock can provide 45% more dwelling services per unit total cost than a housing stock which doubles in size every 35 years.

Possible solutions for reconstruction of residential buildings of standard series are considered. The analysis of studies on the reconstruction of buildings in the world practice is conducted. The existing methods of technical and economic assessment of the effectiveness of the reconstruction of apartment buildings are analyzed. Using the example of the housing stock of the Tambov region, a study of the values of the technical and economic indicators of the space-planning solution of the building was carried out; the cost estimation of reconstruction with the construction of superstructures or extensions to the building was made in order to find the most optimal solution.

When there is high competition between universities for applicants, research into the applicants’ motives becomes relevant. This research used a survey questionnaire, the results of which were subjected to correlation analysis. The survey involved students from four Moscow universities, differing in both rating and quality of admission. The main reasons why applicants choose their university were the availability of budget places and the cost of training. The source of information about the university is also important. Modern youth (and also their parents) focus mainly on Internet sites for applicants and on the university’s website social networks. The role of Internet resources will only increase in the future although traditional forms of attracting applicants, such as open days and Olympics should not be discounted. They attract at least a quarter of the admissions. The research revealed that school graduates who are strongly oriented toward higher education prepare for exams very seriously. More than two-thirds of all students surveyed noted several options for preparing for the exam. However, not all applications had a solid life position with regard to their future profession. Many have chosen those courses that are easier to pass. One of the important factors in making a choice and in preparation is the image of the university. The higher the rating of the university, the more motivated applicants it attracts and as a result, the level of training of graduates also increases. It is proposed that distance forms of participation in university events are developed so as to expand coverage.

the main issue of the study is the problem of improving the efficiency of the housing sector. The current state system does not ensure the proper efficiency of the housing stock, which is increasingly manifested in the growing gap between the cost of operation of apartment buildings, aimed at ensuring the quality of their functioning and the real state of this quality. In recent years, numerous regulatory documents have been adopted to ensure the normal maintenance of buildings, but a comprehensive understanding of the relationship of various activities with technical and economic solutions, in most cases, has an empirical nature, not confirmed by a strict analytical justification. The purpose of the study is a systematic integrated approach to solving problems to improve the efficiency of maintenance of housing using the proposed mathematical apparatus, which allows you to objectively, fully and accurately assess the relationship of economic and technical indicators. All total socially significant economic indicators of operational measures can be the basis of legislative regulation in the industry. Conclusions: criteria for assessing the effective and safe operation of buildings, optimal for residents of apartment buildings and management companies serving these houses.

New recast of the EPBD requires that that Member States shall establish a long-term strategy facilitating the cost-effective transformation of existing buildings into nearly-zero energy buildings. Lack of fund and lack of awareness is often considered to be the main barrier for the renovation. Experiences with renovation grant scheme in Estonia showed that large scale renovation scheme is a challenge to the construction industry and increased demand creates new problems like labour shortage and increased construction costs. Current renovation rate of apartment buildings in Estonia is approximately 200 buildings (~1%) per year. Demand is higher but current renovation technologies makes it difficult to significantly increase the renovation rate. Achieving the deep renovation goals with current technologies would require expansion of the whole construction sector (designers, contactors, material industry), which is difficult to achieve. Therefore, innovation and new technologies are needed. The prefabrication would be one solution to allow automation of the renovation process and renovate the existing housing stock within a reasonable time period.

The practice of using recycled concrete from the broken concrete of substandard reinforced concrete products can become widespread in practice. The undoubted relevance of this topic is explained by the program for the renovation of the housing stock in the city of Moscow, which provides for the demolition of 5-storey residential buildings until 2032. The problem of recycling and reuse of construction waste becomes obvious to improve the environmental situation, as well as to reduce the cost of materials in construction and preserve natural resources. The article deals with the nanostructuring of cement systems by means of introduction of ultra- and nanodispersed mineral additives. In this case, additional grinding of mineral additives is carried out in cavitation units. Nanostructuring provides the compaction of concrete structures and an increase in the strength properties of concrete.

The article deals with the task of developing information technology for the provision of copywriting services. The topic of the article is due to the fact that any Internet resource requires the availability of relevant content for further development. An important component for information and news portals, author's blogs, online stores, corporate and personal sites are texts. The main activity of the copywriter is the writing of texts on an order, the creation of content for sites with the deduction of audience prestige, and the requirements of search engines. A review of the dynamics of changes in popularity, seasonality, growth and fail from the side of users is presented. The existing most common providers of copywriting services are considered: the stock exchange – the site of Advego, the studio of Denis Kaplunov, freelance. The advantages and disadvantages of all types of services are revealed. An overview of the most powerful and most popular free content management systems (CMS – Content management system) Joomla, WordPress, Drupal is also presented. Taking into account the obvious advantages and disadvantages of each of these systems, it is defined that CMS is most suitable for solving the tasks and is optimal for the development of the site. To search for fuzzy duplicate Web documents, it is suggested to use the shingle algorithm. The diagram of variants of using the work of providing copywriting services is developed. To support the work of the site a database model was developed. The environment, development tools, language tools and the operating modes of the site are described. The presented site allows companies to solve such issues as reducing the cost of searching for copywriters, checking their level of qualification, time spent on organizing the process, maintaining the necessary documentation, including accounting. The texts for the customer are created faster because several people can work on them and order some other additional services presented on the site. The developed site for providing copywriting services is designed for use by large and small companies, private enterprises, individual individuals and owners of Internet resources
