The government want construct garbage transfer station near one residential area, they had to stop construct since the residents resisted, the urban planning need responsible the problem. There are necessary to make the following changes: to emphasis the “public welfare” of basic public facilities and practicability of urban planning; to do research in the protection of such facilities, make the green space system and alliance planning; through improving many methods to improve the schedule management, such as monitoring and feedback of construction, short-term assignments rolling implementation, "construction controllers" training and similar as the first- approval responsibility for patient, etc; to push public prior participation through BBS, public adjustment, community activities and electronic media, to promote the preparation of well-organized system using atmosphere of cooperation, shared responsibility system, contact agencies and volunteer; extension of the trend of planning paradigm to “experience-oriented planning”, set up the renovation of humanism in urban planning field.

The present seminar paper mainly highlight  the concept of  water pollution, causes of water pollution,  Its Effects, Elements of  pollutants, Methods  used to prevent the water pollution in environment  and the mandatory initiatives taken by the concerned authorities for prevention of  water pollution. Water   is essential for survival of all living organisms on the earth. Thus for human beings and plants to survive on land, water should be easily accessible. The term “Pollution” is generally refers to addition of any foreign body either living or non – living or deletion of anything that naturally exists. The basic Sources of Water pollution causes due to Culmination into lakes, rivers, ponds, seas, oceans etc. Domestic drainage and sanitary waste, Industrial drainage and sewage, Industrial waste from factories, Dumping of domestic garbage, Immersion of Idols made of plaster of Paris, Excess use of Insecticides , pesticides, fungicides, Chemical fertilizers, Soil erosion during heavy rains and floods, Natural disasters, tsunami etc. General pollutants  which are also caused for water pollution  which include Organic, Inorganic, and Biological entities, Insecticides, Pesticides, Disinfectants ,Detergents, Industrial solvents, Acids, Ammonia fertilizers, heavy metals, Harmful bacteria, Virus, Micro –Organisms and worms, Toxic chemicals. Agricultural lands become infertile and thereby production also drops, Spread of epidemic diseases like Cholera, Dysentery, Typhoid, Diarrhea, Hepatitis, Jaundice etc. The  basic responsibility of the Government, NGOs, National Pioneer scientific Research Institutions may conduct  research oriented programs on control of water pollution by create  awareness among the public through mass media and Environmental Education on recycling units,  and  water treatment plants must be established both at domestic levels and Industry levels, Every citizen must feel responsible to control water pollution. There have been many water pollution prevention acts that have been set up by the governments of the world. But these are not enough for permanent water pollution solutions. Each of us needs to take up the responsibility and do something at an everyday at individual level. Otherwise we can’t survive in a society forever in a future.

Tujuan dari penelitian ini untuk mengetahui peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif di Semester IV Jurusan Matematika Tahun Pelajaran 2014/2015. Penelitian ini merupakan Penelitian Tindakan Kelas (PTK). Subjek penelitian ini adalah mahasiswa/i semester IV matematika. Objek dalam penelitian ini adalah pembelajaran matematika dalam usaha peningkatan kemampuan koneksi matematika mahasiswa/i melalui pembelajaran metakognitif. Teknik pengumpulan data dengan cara: Observasi, tes, dan dokumen. Instrumen penelitian ini menggunakan: RPS, LKS, Tes dan Lembar Observasi. Penelitian tindakan kelas ini dilaksanakan dalam 2 siklus, yang masing-masing siklus terdiri dari tahap perencanaan, pelaksanaan, pengamatan dan refleksi. Hasil penelitian menunjukkan bahwa untuk untuk siklus I untuk indikator 1, indikator 2, dan indikator 3 berdasarkan kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 63,88%, 77,76%, 80,55%, 63,88%, dan 5,54%. Setelah dilakukan pemberian tindakan dengan model pembelajaran Metakognitif, banyak mahasiswa/i yang berhasil meningkatkan kemampuan koneksi matematika pada akhir siklus II, untuk indikator 1, 2 dan 3 kategori Sangat Kurang (SK), Kurang (K), Cukup (C),  Baik (B) dan Sangat Baik (SB) berturut-turut ada sebesar 13,88%, 44.43%, 33,32%, 116,65%, dan 91,65%. Dari penelitian ini dapat diperoleh simpulan bahwa melalui pembelajaran Metakognitif dapat meningkatkan kemampuan koneksi mahasiswa/i semester IV matematika Universitas Labuhanbatu. Kata Kunci: Kemampuan Koneksi Matematika, Pembelajaran Metakognitif. This study was conducted to determine the effect of household waste to the environment in terms of aspects of biology at the housing complex kel housekeeping earth. nevertheless compass excl. southern shoreline. The results of the research, that rubbish in Housing Complex Graha Pertiwi derived from household waste from residents who live in the complex. The type of waste that is often seen is composed of organic waste and garbage in the complex non organik.Setiap day Graha Pertiwi inmates on average to dispose of waste ranging from 1 kg / perharinya.Kesadaran high community waste management is big enough where their garbage stacked on the front page house and burned, so that the waste could not accumulate too lama.Kendala faced and penanggulangannyamasih efforts in creating public awareness of cleanliness lingkungan.Hal is seen from a habit of throwing garbage on tempatnya.Persepsi community about waste management is still concentrated in the government, whereas hygiene problem is a shared responsibility between the public and the government, the limited space for the collection and final disposal, as well as limited transportation funds rubbish. In urban planning, governments usually hold the decision-making power to shape not only city landscapes but also people's lives with the promoted goals of social welfare. Although states expect their own version of ideal scenarios in mind when carrying out infrastructural developments, after competition, people in reality have their own ways of perceiving and utilizing state-made infrastructures and urban transportation, sometimes in alignment with government plan, and sometimes at odds with it. Abu Dhabi is one of the cities in the world in which the government planned out the whole city and created urban infrastructure from scratch, including the city bus system. Although the Abu Dhabi public buses started operating in 2008, car dependency is still high and many residents consider public buses to be inefficient and time consuming and only used by certain immigrant working population.

Saudi Arabia is in the process of transitioning to e-government. Many of the Saudi government agencies have their own web sites; however, most are ineffective. Based on the findings of this study, the Saudis should consider several reforms, chief among which include the following: Increasing the awareness of its e-government program among its employees and the public at-large; making Internet access more available across the full spectrum of society; equipping public facilities for Internet usage; developing a legal framework for secure e-transactions; adopting a flexible approach to technological change and the IT environment more generally; providing IT training to government employees; partnering with the private sector to establish electronic fund transfers; and, finally, fostering 2-way communication between government agencies and between the government and the public.

In 1989, 96 Liverpool Football Club supporters were killed at the Hillsborough Stadium in Sheffield. It was the biggest sporting disaster in British football. The original inquests returned a verdict of ‘accidental death’. For over 20 years the families of the 96 and the survivors campaigned against this verdict. In 2010 the government set up an Independent Panel with myself as its Chair. Its remit after consultation with the families and survivors was to access and analyse all the documents related to the disaster and its aftermath and to write a report to add to public understanding. The Panel’s Report was published in 2012 and led to the quashing of the original verdicts and the setting up of fresh inquests. After two years and the longest inquests in British legal history, the jury gave its determination of ‘unlawful killing’. Here I reflect theologically on the public and pastoral role of the Church of England and its mission to wider society.

Abstract While the problem of political corruption in mid-nineteenth century Britain has been much studied, the experience of corrupt behaviour in public bodies, both new and long established, is comparatively neglected. This article takes the example of one of the first inspectorates set up after the Great Reform Act, the Factory Office, to examine the extent of corrupt practices in the British civic state and the means whereby it was addressed. It examines the changing processes of appointment, discipline and promotion, the issues of remuneration and venality, and the relationships between inspectors, workers, factory owners, the government and the wider civil service, and the press and public opinion. The article argues that the changing attitudes of the inspectors, especially those of Leonard Horner, were indicative of a developing ‘public service ethos’ in both bureaucratic and cultural settings and that the work of such unsung administrators was one of the agencies through which corrupt behaviour in the civic structures of Victorian Britain was, with public support, challenged. The article concludes that the endogenous reform of bureaucratic practice achieved by the factory inspectorate may even be of equal significance as that which resulted from the celebrated Northcote–Trevelyan Report of 1854.

ABSTRAK Tulisan ini bertujuan untuk mengkaji terjadinya kerusakan lingkungan pantai di negara tropis dan sebagian negara subtropis akibat perilaku manusia. Perilaku manusia yang menyebabkan kerusakan lingkungan adalah memanfaatkan sumberdaya alam pesisir tanpa memperhatikan keberlanjutan sumber daya alam dan daya dukung lingkungannya. Kerusakan lingkungan pantai yang umum terjadi di negara tropis dan sebagian subtropis adalah erosi pantai dan degradasi ekosistem hutan bakau. Kerusakan lingkungan pantai ini akibat alih fungsi lahan menjadi jaringan jalan, permukiman, lahan pertanian/ perkebunan, pertambakan, dan pertambangan pasir. Kerusakan lingkungan pantai mempengaruhi kondisi sosial ekonomi masyarakat setempat seperti hilangnya badan jalan, permukiman, lahan pertanian, dan fasilitas umum akibat abrasi pantai. Upaya penanggulangan kerusakan lingkungan pantai sebagai bagian dari adaptasi manusia mempertahankan kehidupannya berupa pembangunan pemecah gelombang (breakwaters) dan rehabilitasi ekosistem hutan bakau. Upaya penanggulangan bencana tersebut tentunya membutuhkan biaya yang besar dan waktu lama daripada upaya pencegahan. Oleh karena itu, perubahan pola pikir baik pemerintah dan masyarakat dalam memanfaatkan, mengelola dan melestarikan sumber daya alam perlu ditingkatkan melalui perbaikan informasi, ilmu pengetahuan, dan strategi perencanaan yang holistik.Kata kunci: erosi pantai, kerusakan ekosistem hutan bakau, alih fungsi lahan, pemecah gelombang, rehabilitasiABSTRACTThis paper aims to assess the coastal degradation in tropical and subtropical countries in part due to human behavior. Human behavior is causing coastal degradation is to utilize natural resources without regard to the sustainability of coastal natural resources and the carrying capacity of the environment. Degradation of coastal common in most tropical and subtropical countries are coastal erosion and degradation of mangrove ecosystems. This coastal degradation as a result of land conversion into roads, settlements, agricultural/ plantation, aquaculture, and sand mining. Coastal degradation affects the socio-economic conditions of local communities such as loss roads, settlements, land and public facilities as a result of coastal erosion. Efforts to cope to the coastal degradation as part of human adaptation to sustain life in the form of construction of breakwaters and rehabilitation of mangrove ecosystems. The disaster relief certainly require a plenty of cost and time than prevention. This study entitled analysis of functions and applications of siaran mobile (reporting and assignment application system) as a communication facility of South Tangerang City towards smart city. The purpose of this study was to analyze the functions and benefits of the SIARAN Mobile application as a facility of public communication in supporting South Tangerang City towards smart city. Supporting concepts and theories in this research were communication, public relations government, and smart city. This research method was to use a descriptive qualitative approach. The findings showed that the SIARAN Mobile application was a South Tangerang City reporting media based on the mobile application that was officially launched by the government since March 9th, 2017. The function of this application was to become a reporting application for technical problems such as waste problems, damaged public facilities, actions which was detrimental to the community. The benefit of this application was to make it easier for the public to report various problems in the South Tangerang area, and make it easier for the government in handling various problems that were complained of by the community.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

National broadcasters are a standard feature across Africa. Set up by colonial regimes, they dominate media landscapes with their unrivaled geographic reach. Radio continues to be the main—and often only—source of information outside urban centers, where commercial media struggle to survive and illiteracy remains a challenge. Although access to new media has risen exponentially, use of mobile technology continues to be prohibitively expensive. Some national broadcasters are official state broadcasters: owned, run, and editorially controlled by government. However, many claim to be public broadcasters. By definition, these are accountable to the public rather than the government of the day: accessible to a universal audience, inclusive of a wide range of views; and fair, balanced, and independent in their journalism. This aspiration is reflected in national and supranational policy such as the African Charter on Broadcasting and the Declaration of Principles on Freedom of Expression in Africa. In reality, these broadcasters lack de jure independence, the basic condition for them to be considered “public.” They are, in law and in practice, state broadcasters—owed to a range of historical, social, financial, and political determinants despite attempts by journalists and civil society to change this. Principally, the political will has been lacking—in colonial as well as postcolonial elites—to relinquish control of newsrooms and open up space for dissent. There is one exception: the South African Broadcasting Corporation was granted de jure independence following apartheid and enjoys unrivaled (though contested) legal guarantees and journalistic freedom. Its ongoing difficulties to fully meet its public broadcasting mandate despite this relatively conducive environment demonstrate that de jure independence is a necessary but not sufficient condition for successful broadcasting transformation, and that organizational culture is an important variable to be taken into account.
