Under the background of the integration of transport industry and tourism industry, the highway can expand many functions such as ecology, tourism, scenic view, nostalgia and so on. By this, it replaces the traditional single road traffic function, organically combine the appreciation of natural landscape, ecological environment protection and the pursuit of human history, and closely connects the highway with the tourist area. Relying on the typical projects and the regional characteristics of rich tourism resources, this paper deeply digs the regional natural ecological elements of the “Home of Mountains and Rivers” and the regional cultural characteristics of “Millennium Poetry Road”, and connects the pearls on the golden tourism line. Low-carbon tourism is proposed as a new pattern to develop the global low-carbon economy, which goes with the tide in the global climate of change. Because tourism industry has a so close association with another industries that almost every link of tourism activities could be related to energy consumption and CO2 emission. So, energy conservation and emission reduction constitute an important part of developing low-carbon tourism. This article selects GanSu Province, the weak ecological environment, as the research object. In accordance with the documents research and mathematical statistics , and the "bottom-up" study method., we made an research on energy consumption and the CO2 emission of GanSu province from the tourism travel , tourism accommodation, and tourism activities, respectively. From the result, GanSu's tourism with low-carbon and energy-saving characteristics, accounting for 0.45% energy consumptions and 0.86% CO2 emission in that of the GanSu's tourism. It shows that tourism fits in with the requirements of low-carbon tourism development. However, one of the most important factor in the tourism energy consumption and the CO2 emission is the tourism transportation, accounting for 68.83% energy consumptions and 65.96% CO2 emission in that of tourism respectively, which should be focus on as the key link in low-carbon tourism development.

At present, while pursuit the spiritual enjoyment, attention has gradually paid to the tourism and tourism industry has developed very rapidly. But at the same time, the rapid development of the tourism industry also brings the problem of ecological environment protection, which is become increasingly outstanding contradiction. All sectors of the community is generally pay close attention to the tourism environment problems, and regard it as a hot spot for research. However, low-carbon tourism concept, the interaction principle of development of tourism activities and tourism environment protection, need from a holistic perspective to do the evaluation research. This paper based on DPSIR model, introduced low-carbon concept into the development of tourism industry, combined with the basic theory of low-carbon tourism, and constructed the development model of low-carbon tourism industry, combined with the actual tourist attractions for empirical research, to make more favorable exploration on direction and way of tourism to achieve low-carbon sustainable development.

Low-carbon development is the common direction of the tourism industry and regional economic development. Research on low-carbon tourism resources in wetland makes the low-carbon tourism theory applied to the practice of wetland tourism resources. Through ecological value, low-carbon, operation and management this paper establishes the evaluation index system, and it uses analytic hierarchy process and grey correlation analysis method to evaluate, and on the basis of the results, it proposes daqing wetland specific suggestions on the development of low-carbon tourism.

The article describes the development of the tourism industry on the use of tourism resources as the basis for the formation of the tourist product. The peculiarities of the formation of the tourism industry in Khmelnitsky region have been revealed. The definition of the concept of “tourism resources” has been offered. The list of nature monuments, historical and cultural monuments, and state reserves has been used. It is noted that historical-cultural and agricultural sights of the region are included in the State registry. The regional problems of tourism development and the reasons that hamper the development at the tourism industry have been analyzed. The implementation and realization of the program of tourism development in Khmelnytskyi region for 2013-2015 have been disclosed, it was developed in accordance with the requirements of the law of Ukraine “Of Tourism”, the regional development Strategy of Khmelnytsyi region for 2011-2020, the order of the Cabinet of Ministers of Ukraine “Of Approval of Strategy of Development of Tourism and Resorts”. Among other important factors restraining the development of the tourism industry relate to the marketing component of tourism policy, which should be called the underdevelopment of the information infrastructure of tourist business, which makes domestic and foreign tourists to quickly obtain useful information about tourist and recreational potential of Ukraine, book in advance and book travel services. The factors that constrain the development of the tourism industry have been shown. They relate to the marketing component of tourism policy and they are component of the development of the tourism industry in Khmelnytskyi region. The natural potential of the National Park “Podilski Tovtry” has been in details. Today, especially increase the importance of regional tourism policy, Khmelnytsky region is one of the perspective regions of tourism development our country. This is due to the favorable peculiarities of its geographical location, favorable climate, and rich natural resources, historical-cultural and tourist-recreational complex, which would satisfy the needs of the population in sanatorium-resort treatment, recreation and tourism.
