With the advancement of human ecology civilization construction process, low-carbon economies is increasingly influence and guide the human production and way of life. Since the carbon tourism been put forward at the end of 2009, it received widespread attention at home and abroad. As a new type of environmentally friendly travel mean, low-carbon tourism becomes the future strategic direction of the development of the tourism industry. Based on the related theory of low-carbon tourism, the paper, puts forward the problems existing in the development of low-carbon tourism, and puts forward some suggestions on its development.

Low-carbon tourism is proposed as a new pattern to develop the global low-carbon economy, which goes with the tide in the global climate of change. Because tourism industry has a so close association with another industries that almost every link of tourism activities could be related to energy consumption and CO2 emission. So, energy conservation and emission reduction constitute an important part of developing low-carbon tourism. This article selects GanSu Province, the weak ecological environment, as the research object. In accordance with the documents research and mathematical statistics , and the "bottom-up" study method., we made an research on energy consumption and the CO2 emission of GanSu province from the tourism travel , tourism accommodation, and tourism activities, respectively. From the result, GanSu's tourism with low-carbon and energy-saving characteristics, accounting for 0.45% energy consumptions and 0.86% CO2 emission in that of the GanSu's tourism. It shows that tourism fits in with the requirements of low-carbon tourism development. However, one of the most important factor in the tourism energy consumption and the CO2 emission is the tourism transportation, accounting for 68.83% energy consumptions and 65.96% CO2 emission in that of tourism respectively, which should be focus on as the key link in low-carbon tourism development.

Under the background of low-carbon economy, low-carbon tourism has become the response of tourism industry to low-carbon economy. The low-carbon development of eco-tourism areas is the inevitable choice of the tourism industry to achieve sustainable development. The paper uses stakeholder theory to analyze the various stakeholders in the position, function and interest demands in low-carbon tourism development in Qinghai Province of China, and puts forward that the low-carbon tourism development needs to strengthen the leading role of the government and the main role of tourism enterprises, practicing low-carbon tourism consumption patterns as well as establishing the low-carbon life values.

With the intensification of global warming, the development of low-carbon tourism is not only an inevitable requirement for human development, but also an important way to enhance tourism, improve the quality of tourism, and obtain greater economic and social benefits from tourism. Scientifically and effectively constructing a low-carbon tourism development level evaluation index system is conducive to the healthy and sustainable development of the tourism industry. However, the current evaluation of the development level of low-carbon tourism mainly focuses on low-carbon development, energy conservation, and emission reduction. There are few studies and a lack of specific empirical research evaluating the development of low-carbon tourism. In this research, the Delphi method and analytic hierarchy process were used for data collection and corresponding weight analysis. This research refers to the results of existing studies on low-carbon tourism evaluation index systems, and constructs an objective and quantitative evaluation model. It establishes a low-carbon tourism development evaluation model with 34 specific indicators from the three dimensions of the tourism economic support level, the tourism low-carbon development level, and the tourism policy support level. The research results were applied to the Daxinganling region for verification. The results show that the development of tourism in the Daxinganling region has changed from a mode dominated by economic interests to a mode in which tourism-related parties begin to seek effective low-carbon methods to maintain low-carbon tourism activities. In addition, the Daxinganling region has the lowest level of low-carbon tourism development and the highest level of financial support. Based on the research conclusions, corresponding suggestions for the development of low-carbon tourism in the Daxinganling region are provided. The results are also intended to provide a reference point in the optimization of low-carbon tourism development models in this and other regions.

This article establishes a multiobjective optimization model for discussing tourism development issues. Tourism direct gross value added (TDGVA), tourism employment (TE) and tourism carbon emissions (TCEs) are integrated in the model, and sets of Pareto solutions are defined. By solving multiobjective optimization model through genetic algorithm, we design three tourism industry structure optimization schemes, namely, the growth-biased scheme, low-carbon emissions-biased scheme and employment-biased scheme. Compared with the actual data for 2012, TDGVA increased by 23.8 billion yuan rising by 14.8% in the growth-biased scheme, TCE fell by 4.97 million tons decreasing by 11.3% in the low-carbon emissions-biased scheme and TE increased by 83.53 thousand jobs increasing by 2% in the employment-biased scheme. The selection of tourism policy depends on the preference of decision makers.

The idea of low carbon has found its way into tourism industry and caused revolution of tourism development mode. Therefore, the integrated management mode for low carbon scenic zones has become our new pursuit. Taking Taishan, the world material and cultural heritage, for example and based on investigating the status quo of low carbon tourism of Taishan scenic zone, this paper analyzes the problems and their causes with the integrated management mode for scenic zones and then forwards two new ways, that is, forming an industry league to develop exhibition tourism in scenic zones and building integrated management modes for Taishan low carbon scenic zone of low carbon tourism industry chain within scenic zones, thus providing idea and reference for the low carbon tourism development of Taishan scenic zone, and even other areas across China.

The article considers modern tendencies in tourism development and analyzes the existing approaches to greening tourism; ecological problems of managing tourism development in Ukraine. The article aims at substantiating scientifically and theoretically the prospects for developing the national tourism market in Ukraine, taking into account the environmental factor. To attain the aim, the following general scientific and special methods were used: analysis and synthesis were used to study the scientific principles of tourism development; statistical analysis, comparison and generalization helped us to study the impact of environmental factors on the tourism market development in Ukraine. The authors draw attention to the need to increase the level of environmental safety of travelling in accordance with the sustainable development criteria. It is determined that greening tourism is a consistent implementation of the ideas within the "green" economy paradigm and international experience in nature conservation and sustainable environment in environmental legislation, recreational tourism, regional management, development of "green" technologies, environmental education and recreational nature management. The main directions of greening tourism at the macro- and micro-levels have been identified by analyzing the state of the environment and the tourism industry in Ukraine. Thus, the authors believe that an ecologically safe tourist product should include the following points: environmentally friendly transportation, food consumption, garbage collection and processing throughout the journey; environmentally friendly building materials used for tourist accommodation; participation of tourism business entities in solving environmental problems in the region
