The digital transformation of education is one of the federal priorities of the Russian Federation, the implementation of which in the vocational education system is designed to provide effective training for the digital economy. The study of the digitalization process of secondary vocational education and the identification of the organizational and pedagogical conditions for its effectiveness is carried out on the basis of an interregional network of experimental sites - professional educational organizations that have been implementing online training programs for several years. Describes the problems and limitations associated with the introduction of online into the secondary vocational education system, as well as possible solutions. It is shown that distance learning technology can be used in the implementation of vocational education programs only in force majeure circumstances (forced self-isolation in the fight against a pandemic) with a significant loss in the quality of education and its practical orientation. The optimal form of introducing online courses in the educational process of secondary vocational education is the technology of blended learning, combining online work with contact forms of training. The key condition for ensuring the effectiveness of the digital transformation of the educational process is the development by teachers of a complex of general competencies, including: self-organization, remote motivation management, work with granular educational content.

Стремительно развивающийся процесс цифровизации экономики обусловил динамические изменения в среднем профессиональном образовании. Цифровая экономика выступает одним из основных источников образовательного целеполагания. Социальный заказ к результатам среднего профессионального образования (СПО) сформулирован в перечне формируемых профессиональных и общих компетенций, содержание которых существенно меняется под влиянием цифровизации. Введение федеральных государственных образовательных стандартов ставит перед профессиональными образовательными организациями задачу по выполнению их требований. Актуальной становится проблема выбора методов, технологий обучения, направленных на формирование у студентов общих компетенций и принципов, способов, методов их оценки. Вопрос формирования общих компетенций студентов на всех этапах обучения и воспитания является одним из актуальных в практике среднего профессионального образования России. Анализ нормативно-правовых документов, теоретических подходов, условий и результатов практической учебно-воспитательной деятельности позволил выявить актуальность и специфику процесса формирования у студентов СПО общих компетенций в условиях цифровых возможностей. Рассмотрены определяющие факторы, возможности внеурочных дистанционных состязательных технологий. Определена структура и разработана структурно-функциональная модель формирования общих компетенций студентов системы среднего профессионального образования в процессе внеурочных дистанционных состязательных образовательных мероприятий, представляющая целостную дидактическую систему, состоящую из структурных компонентов: целевого, средового, содержательного, процессуально-оценочного блоков. В представленной педагогической модели отражены необходимые элементы, образующие педагогический процесс. Включенные в модель составные части взаимосвязаны, несут определенную смысловую нагрузку и обусловливают друг друга. Особенностью педагогической модели является целенаправленное применение специальных механизмов формирования общих компетенций студентов, используемых в дистанционных образовательных технологиях для организации внеучебной состязательной деятельности. Практическая значимость исследования заключается в определении организационно-педагогических условий формирования общих компетенций студентов и использовании разработанной модели в образовательном процессе СПО в условиях цифровизации. The rapidly developing process of digitalization of the economy has led to dynamic changes in secondary vocational education. The digital economy is one of the main sources of educational goal-setting. The social order for the results of secondary vocational education is formulated in the list of formed professional and general competencies, the content of which changes significantly under the influence of digitalization. The introduction of Federal State Educational Standards sets professional educational organizations the task of meeting their requirements. The problem of choosing methods and technologies of teaching aimed at forming student’s general competencies and principles, ways and methods of their assessment becomes urgent. The issue of the formation of general competencies of students at all stages of training and education is one of the most relevant in the practice of secondary vocational education in Russia. The analysis of normative legal documents, theoretical approaches, conditions and results of practical educational activities allowed us to identify the relevance and specifics of the process of forming general competencies among students of secondary vocational education in the context of digital opportunities. The article considers the determining factors, the possibilities of extracurricular distance competitive technologies. The structure is defined and the structural and functional model of formation of general competences of students of the system of secondary vocational education in the process of extracurricular distance competitive educational events is developed, which represents an integral didactic system and consists of structural components: target, environmental, content, procedural and evaluation blocks. The presented pedagogical model reflects the necessary elements that form the pedagogical process. The components included in the model are interrelated, carry a certain semantic load and determine each other. A special feature of the pedagogical model is the purposeful application of the conditions and opportunities used in distance educational technologies to the extracurricular competitive activities of students in order to form common competencies. The practical significance of the study is to determine the organizational and pedagogical conditions for the formation of general competencies of students and the use of the developed model in the educational process of secondary vocational education in the context of digitalization.

The program-project “Organization and development of psychological services in the system of professional education of the Tomsk region for the period up to 2025” promotes the organization, systematization and development of the activities of psychological services in the system of profession-al education in the Tomsk region. In the system of professional education of the Tomsk region today, the activities of social and psychological services, mediation services, reconciliation services, psychological support services and others, which include a fairly narrow circle of specialists (education-al psychologists, social educators). The program-project is being implemented in the following areas: psychological, social, educational. An important advantage of the program-project is the possibility of creating a model of professional psychological and pedagogical support of participants in the educational process in professional educational organizations and its integration into the activities of psychological services of professional educational organizations of the Tomsk region.

В статье обоснована актуальность обновления библиотечных фондов, фондов электронных образовательных и информационных ресурсов в соответствии с содержанием образовательных программ системы среднего профессионального образования по специальностям, востребованным в настоящее время в связи с запросами конкретных отраслей экономики и перспективными потребностями рынка труда. Рассмотрены вопросы обеспечения и мониторинга занятости выпускников образовательных организации среднего профессионального образования, как индикаторов качества и развития системы подготовки квалифицированных рабочих, служащих и специалистов среднего звена с целью соответствия запросам реального сектора экономики, социальной сферы, сферы услуг, малого и среднего предпринимательства, в том числе с учетом обновления перечня профессий рабочих, должностей служащих, по которым осуществляется профессиональное обучение, перечней профессий и специальностей среднего профессионального образования. The article justifies the relevance of updating library funds, electronic educational and information resources in accordance with the content of educational programs of the secondary vocational education system in specialties currently in demand in connection with the needs of specific sectors of the economy and the promising needs of the labor market. Issues of ensuring and monitoring employment of graduates of educational organizations of secondary vocational education, as indicators of the quality and development of the system of training of skilled workers, employees and middle-level specialists in order to meet the needs of the real sector of the economy, social, services, small and medium-sized enterprises, including by updating the list of professions of workers, positions of employees in which vocational training is carried out, lists of professions and specialties of secondary vocational education.

The paper aims to assess how the existing imbalance between the education system and the regional economy influences the formation of spatial inequality and uneven economic development. Based on the structural and comparative analysis of data on Russia and China as the members of the Organization for Economic Co-operation and Development, we demonstrate that the technologies of the 4th Industrial Revolution shift the demand for highly skilled labour force. This situation leads to the gap between labour demand and supply, as the education systems are oriented to the economic needs of the 3rd Industrial Revolution. We consider cross-country differences in the quantity of STEM graduates and researchers (science, technology, engineering, and mathematics) as a possible cause of spatial inequality in the context of digital transformation. Further, on the example of Russia, we apply correlation and regression analysis to show that the discrepancy between the skill level of graduates and market expectations contributes to regional development inequality. We demonstrate the strong relationship between the share of unemployed persons among the economically active population and the skills of the labour force for all federal districts of the Russian Federation. On average, an increase in the share of employees with higher or secondary vocational education by 1 % decreases unemployment by 0.32 %. Additionally, in all federal districts of Russia, there is a discrepancy between the economic need for highly qualified workers with higher education and the education system producing too many specialists with secondary vocational education. The discrepancy between the structure of skilled labour force produced by the education system and the employment structure in the labour market by 10 % increases unemployment by almost 1 %. The results of the study can be used by the government for creating the development strategy of the education system and reducing spatial inequality.

A future college graduate must have the appropriate competencies that will allow him to be competitive in the labor market, be able to adapt to the requirements of the profession, and navigate the flow of changing information. The article shows the need to take into account the features of the system of secondary vocational education, these features are considered. Identified the risks associated with digitalization and their impact on the quality of education in the secondary vocational education system.

Today, an urgent problem for applicants and employers is to obtain complete and reliable information about the quality of training of students by educational organizations of various levels, including secondary vocational education. One of the most demanded tools is an independent assessment of the quality of education and the creation of ratings of educational organizations. Of interest are the ratings generated by employers, which do not assess formal signs of compliance of the conditions for the implementation of the educational process with regulatory requirements, but include indicators that allow assessing the level of graduates ‘compliance with employers' requirements and the demand for graduates in the transport industry.The All-Russian Industry Association of Railway Transport Employers (Zheldortrans) this year for the first time held a rating of educational organizations that implement programs of secondary vocational education in railway specialties. This rating included the main indicators that allow assessing the quality of personnel training for railway transport enterprises. Information about the goals and criteria of rating formation, as well as its results is provided. According to the results of the work of the expert commission, formed from representatives of Zheldor-trans and the Russian Railways holding, the Chelyabinsk Institute of Railways, a branch of the Ural State University of Railways, was recognized as the best educational organization that implements training programs for specialists in secondary vocational education in the areas of rail transport.

The international experience shows that the mechanism of the WorldSkills competitive movement contributes to the development of the vocational education system. The study aimed to consider the Russian competition movement Worldskills Russia (WSR), as part of the international movement in terms of research problems: what is the pedagogical potential of WSR technologies and how effectively it provides the formation of the necessary professional and general competencies of students of secondary vocational institutions in blended learning (for example, medical college). The subject of the analysis was Russian and foreign research related to the formation of the competition movement; special attention was paid on materials that reveal the use of WSR technologies in educational institutions of the secondary vocational education system. The questionnaire was used to get students’ vision of WSR, their motivation for participating in the WSR. It was determined that the development processes of WSR included: the formation of the legislative framework; the allocation and use of significant state budget funds for professional training of teachers with the receipt of certificates of WSR Experts; significant costs for conducting exams according to the WSR standard, aimed at increasing the competitiveness of specialists for the innovative economy of the Russian Federation. A survey of medical college students shows that the involvement of the student audience in professional competitions is not ubiquitous; only 24.6% of first-year students of the first-year vocational education system are informed about the WSR movement. Only 16.9% of students were motivated to participate in Worldskills competitions. The integration of Worldskills technologies into the educational process in the blended learning model, along with project activities, ensures the formation of the necessary professional and general competencies of students of secondary vocational institutions. Methodological guidelines for the practice of vocational education in preparation for Worldskills require the solution of a set of related pedagogical and didactic problems. The research results can be used in the educational process of the secondary vocational education system.

The technology of blended learning is one of the modern trends in education both in the world and in Russia. The article explores the various possibilities of blended learning technology. As a means of implementing online learning, it is proposed to use LMS Moodle, which is widely used among educational organizations. The categorization of the main elements of Moodle from the perspective of the organization of pedagogical control, forms of presentation of teaching materials is presented. Examples of the use of basic resources and elements of Moodle in the educational process are given. The interactive properties of individual elements those allow you to more effectively implement online learning in blended learning technology are revealed. An approach is proposed to understand the essence of blended learning technology as a technology that allows to activate a student’s activities in the framework of full-time education by using online training and transferring (from full-time education) those activities that students are able to implement in the absence of a teacher.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.
