Trends in the development of vocational education in railway transport: expert opinions

The popularity of secondary vocational education is growing rapidly. Today it is an open system that develops in alliance with employers, students and educators. The openness of the system, constant updating of the content, prompt flexible response to socio-economic changes and problems, harmonization of learning outcomes with the requirements in the world of work determine the possibilities of adapting secondary vocational education to external changes.The issues of training mid-level personnel for the transport industry are in the center of attention of the Ministry of Education and Science, the Ministry of Transport and universities under the jurisdiction of Roszheldor. Thus, representatives of the Public Council under Roszheldor spoke about the need for full funding of secondary vocational education, which will allow the implementation of training programs for secondary vocational education for the railway industry of better quality and ensure a greater flow of young specialists.The editors invited leading scientists and leaders of the first level of the universities of communications to speak on the pages of the journal about the main trends in the development of vocational education in railway transport, share the experience gained, highlight particularly topical issues.

The main tasks of the Olympiad of diploma projects of the Federal Agency for Railway Transport are to improve the quality of training, develop the creative abilities of students, increase the interest of students and teachers in the development and improvement of the railway industry, and form highly qualified human resources. The practice of participation of branches (structural units) of secondary vocational education of the Irkutsk State Transport University shows that not all indicators can be achieved.The educational process in secondary vocational education is focused on preparing for practical activities in production. In accordance with federal state educational standards for secondary vocational education programs, a student must master general and professional competencies, acquire certain knowledge, skills and practical experience. It is proposed to make a number of changes in the system of evaluating the Olympiad of diploma projects in terms of criteria. The assessment system of the Olympiad must be adapted taking into account the possibilities of secondary vocational education to stimulate the participation of structural units in their conduct.

The experience of the Federal Agency for Railway Transport (Roszheldor) conducting annual training courses for the heads of educational institutions of secondary vocational education and heads of state universities of railways supervising their work, organized by the Training and Methodological Center for Education in Railway Transport, considered. The main issues and problems that were discussed from September 13 to 16, 2021 at the courses “Improving the quality of secondary vocational education in the field of railway transport: prospects and ways of development”, held on the basis of the Emperor Alexander I St. Petersburg State Transport University.The topical issues, the study of which is devoted to the event: the results of the work of educational institutions of secondary vocational education of Roszheldor; interaction of educational organizations of Roszheldor with the main employer — JSC Russian Railways; educational and methodological support of basic professional educational programs of secondary vocational education; new organizational and methodological mechanisms in the system of secondary vocational education through Federal educational and methodological association; introduction of technological innovations into secondary vocational education in railway transport through professional skill con-tests; WorldSkills championships; informational, organizational, scientific and methodological resources for solving problems of training mid-level specialists for railway transport.

Considered the experience of federal educational and methodological associations in the system of secondary vocational education for enlarged groups of professions, specialties created in 2015 by the Ministry of Education and Science of the Russian Federation The main objects of their activity are federal state educational standards, sample programs, quality assurance and development of the content of secondary vocational education, professional improvement of the activities of scientific and pedagogical workers. They showed the formation of a new project team. It is important to collect all railway specialties in one group to ensure the unity of approaches in the development of the content of federal state educational standards of secondary vocational education of secondary vocational education, exemplary educational programs and examination of their content, as well as to improve the quality of educational content and continuity with higher education. The corresponding specialties of higher education are included in one group 23.00.00 “Engineering and technology of ground transport”. Federal educational and methodological associations in the system of secondary vocational education provide expert services in the field of their activities. For this, an Expert Council has been created. The composition of the Expert Council is formed from the number of teachers of educational institutions of open source education. In total, during the work of the Expert Council, more than 130 examinations of educational publications on road and rail transport have been carried out.

The article presents the stages of implementation of complex automation of colleges in the Chuvash Republic. The regulatory framework for the use of information technologies and automation processes in educational institutions is described, in particular, the “Concept of regional automation”, approved by the Government of the Russian Federation on December 29, 2014, which sets the main goals and areas of activity for the use of information and communication technologies in the subjects of the Russian Federation. The article provides information on the inclusion of the Chuvash Republic in the all-Russian process of automation of organizations of secondary vocational education, which was determined by the order of the Ministry of Education and Youth Policy of Chuvashia “On the implementation of a set of measures for the development and implementation of an automated information system in state professional educational organizations of the Chuvash Republic” dated September 11, 2014. The process of automation of the educational process in the system of secondary vocational education of the Chuvash Republic based on 1C is traced. Provides information on the implementation of the software 1C:College in educational institutions of the republic; creation of an information and analytical system of secondary vocational education of the Ministry of Education and Youth Policy of the Chuvash Republic, through which reporting information is collected and aggregated; development of the module “Personal web account of an applicant for 1C:College” for receiving documents from applicants on the basis of the Novocheboksarsk Chemical and Mechanical College.

The appearance of the new federal educational standards for secondary vocational education has given rise to two tools: the WorldSkills competitive movement and the independent assessment of qualifications. Today, the state final certification should be conducted in the form of a defense of the final qualification work, in the form of a thesis (diploma project) and a demonstration exam, which requires specialized sites (equipped with modern technological equipment) that allow you to perform tasks that are provided for in the passport of competencies according to the WorldSkills model. This entails financial costs for educational organizations: either for the participation and use of a specialized site on the basis of a third-party organization, or for the creation of new competencies and the development of the material and technical base of their educational institution.The article describes the experience of the teachers of the Tikhoretsk Technical School of Railway Transport in developing competencies according to WorldSkills standards, as well as the problems and ways of developing championship lines in railway specialties. The creation of new competencies, the development of an expert community, the interaction of educational organizations and the holding of competitions according to WorldSkills standards brings changes to the system of secondary vocational education and sets the pace in the development of championship lines.

The methods of formation of motivation of students of secondary school to continue education in secondary vocational education are given. The new approaches to the use of the learning outcomes of students in the subject “Technology” in the educational process in college are disclosed. The author justifi ed the expediency of the formation of understanding the creative content of the work of mid-level professionals, career opportunities and getting fair remuneration and opportunities for personal self-realization in professional activity of specialists of this level and prospects of continuing education in higher education.

Volunteer activity is gaining popularity among students of professional educational organizations as one of the forms of social activity of the younger generation.Today, in many educational organizations, not only higher, but also secondary vocational education, volunteer associations operate on a permanent basis. The number of young people in Russia engaged in volunteer activities is constantly growing.Volunteering today is a driving force that helps to effectively solve many educational problems. Involving young people in volunteer activities is of great importance: by taking part in certain events or social projects, children gain invaluable practical experience; help specific people. And communication with people of different ages, social status, assistance in solving their problems, experience contribute to the moral development of young people. Based on modern scientific literature, of Internet sources identified the key characteristics of volunteering: independence, versatility, cohesion in certain situations of a team of like-minded people, creativity, interest, decision-making, socialization of volunteers. The movement of volunteering and its dynamics in modern Russia are considered on the example of the Elets Technical School of Railway Transport — branch of the Rostov State Transport University.

Introduction. In recent years, the structure and content of training of specialists of further education have significantly improved. The increased popularity of the secondary vocational education system is evidenced by the fact that more than half of the Russian teenagers after graduating from the main stage of secondary school become applicants of technical schools and colleges. In order to manage students’ education more effectively, among other measures, it is necessary to diagnose the motivation of enrolled students at the stage of admission to the educational institution and to identify the degree of awareness of their future career choice, as these factors directly depend on the success of educational programmes.The aim of the article was to reveal the trends of influence of students’ results at the Basic State Exam (OGE – the exam, which is taken when finishing education in the 9th (final) form of comprehensive school) on the level of knowledge of Computer Science in colleges and to find out the subjective reasons of students’ preferences for the secondary vocational education system to continue studies and to enter a profession.Methodology and research methods. In the course of the study, a review and generalisation of the content of scientific sources related to the problems of professional choice and training motivation were used. Diagnostics of motivation of college students in Moscow, Moscow region and the regions of Russia was conducted through the methods of testing, surveys and anonymous questioning. Processing of the obtained data was carried out by the methods of correlation, variance and regression analysis; the degree of statistical reliability of the results was evaluated by calculating the Student’s t-test and the Fisher’s F-test.Results and scientific novelty. The authors have calculated the numerical indicators of relationship between students’ academic performance in computer science and the Basic State Exam taking, the reasons for choosing the secondary vocational education and the specialty. Constructed graphs and approximating curves prove the fact that the success degree when learning the certain discipline in college results from the assessment within the discipline taken at the Basic State Exam in school. In the regions of Russia, this factor guarantees a higher level of knowledge on Computer Science – by about 20%, and in the Moscow region – by 10%. The statistics on respondents’ professional orientation were collected. A regression model, demonstrating the impact of students’ motivational attitudes on their training in the subject discipline, is presented. It was found out that the motives “subsequent admission to a specialised university”, “obtaining a profession”, “business attitude to a profession” and “prestige of a profession” have the most positive influence in this context. The variance analysis confirmed the determinism of the learning outcomes by the reasons for the choice of secondary vocational education and profession. It is concluded that the reasons for the low or medium students’ performance include not only their weak motivation for education, but also the state of the entire education system, including the institutions of the Basic State Exam (OGE) and the Unified State Exam (EGE – high school final and university entrance exam taken upon completion of the 11th form), as well as the lack of clear criteria for the admission of applicants to the institutions of secondary vocational education. To get a specific specialty, the desire to study, its informed choice and prestige of profession positively affect students’ learning outcomes in Computer Science education.Practical significance. The research materials can be useful for teachers of secondary vocational education and for specialists involved in career guidance.

The modern system of secondary vocational education must meet the requirements of practice-orientedness, take into account the requirements of employers to the level of development of general and professional competencies of employees in specific specialties, taking into account the specifics of the type of professional activity. The core of the national qualifications system is represented by professional standards developed jointly with leading companies in the Russian national economy. Actual expectations and needs of employers are guidelines for them educational system of secondary vocational education in the process of modernizing educational standards and programs. Russian Railways, as a natural monopoly, takes an active part in the development of industry education and training for railway transport. The content of requirements for middle-level employees, who make up more than a quarter of the company’s staff, in specific areas of training is reflected in corporate standards.A brief historical review confirms the conclusion about the practical orientation of secondary vocational education in the field of railway transport, the significant accumulated experience of industry vocational education, the active participation of the relevant department, and then Russian Railways, in its optimization. The growing demand of the company for middle-level employees, skilled workers and employees is matched by the growth in the number of graduates of secondary vocational education institutions.The results of a comparative analysis of the content of the provisions of the Federal State Educational Standard of secondary vocational education and local acts of JSC Russian Railways related to the educational and professional training of technicians in the field of communication in railway transport are presented. The purpose of the study is to determine the similarities and differences in the requirements of corporate and educational standards for the composition and level of development of professional competencies among employees of this specialty. The findings will make it possible to identify ways to optimize the FSES of secondary vocational education in relation to the results of educational training, taking into account the expectations of the employer.

Today, an urgent problem for applicants and employers is to obtain complete and reliable information about the quality of training of students by educational organizations of various levels, including secondary vocational education. One of the most demanded tools is an independent assessment of the quality of education and the creation of ratings of educational organizations. Of interest are the ratings generated by employers, which do not assess formal signs of compliance of the conditions for the implementation of the educational process with regulatory requirements, but include indicators that allow assessing the level of graduates ‘compliance with employers' requirements and the demand for graduates in the transport industry.The All-Russian Industry Association of Railway Transport Employers (Zheldortrans) this year for the first time held a rating of educational organizations that implement programs of secondary vocational education in railway specialties. This rating included the main indicators that allow assessing the quality of personnel training for railway transport enterprises. Information about the goals and criteria of rating formation, as well as its results is provided. According to the results of the work of the expert commission, formed from representatives of Zheldor-trans and the Russian Railways holding, the Chelyabinsk Institute of Railways, a branch of the Ural State University of Railways, was recognized as the best educational organization that implements training programs for specialists in secondary vocational education in the areas of rail transport.
