Rural settlements occupy a significant part of the territory of Russia, where about 25% of the population lives and significant natural resource potential is concentrated, but the level of their socio-economic development is significantly inferior to urban ones. Increasing depressiveness of rural areas and spatial socio-economic differentiation is a systemic problem and an obstacle to the balanced development of the national economy, reduces its competitiveness due to insufficient use of economic potential, creates challenges to the economic and national security of the state. A powerful tool for countering such trends is the formation and implementation of the potential for the development of small agribusiness, which is mainly based on households created in the form of peasant (farmer) and personal subsidiary associations. The article ana-lyzes the potential of small agribusiness development in rural areas.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The current stage of economic development requires the integration of environmental development, taking into account: environmental boundaries, biosphere processes, social problems, human needs and environmental processes. A green economy can become the main point of growth for the modern global economy. The article presents a complex of measures for the transition to a green economy, as well as tools for their implementation.

The basic elements of the national security of the individual, society and the state that are to be taken into account in the development and implementation of the practice of the management of doctrines and strategies for sustainable development are revealed. The complex of potential factor determinants and motivational factors of de-evolutionary development of the national socio-economic system at the present stage of its functioning are determined. The methodological substantiation of the specificity of modern processes of state development of Ukraine on its key meta-spaces is accomplished. The formalization of the interconnection and interdependence of spatial management of natural resource assets has been made on six planes: ideological; political; spiritual-moral and politico-ideological; institutional; value-ideological; the goal is conceptual.

Despite substantial improvements over the past 23 years in many key areas of sustainable development, the world is not on track to achieve the goals as aspired to in Agenda 21, adopted in Rio de Janeiro in 1992, and reiterated in subsequent world conferences, such as the World Summit on Sustainable Development held in Johannesburg in 2002. While there have been some achievements in implementing Agenda 21, including the implementation of the chapters on “Science for Sustainable Development” and on “Promoting Education, Public Awareness and Training”, for which UNESCO was designated as the lead agency, much still remains to be done. This decade had seen the idea of a “green economy” float out of its specialist moorings in environmental economics and into the mainstream of policy discourse. It is found increasingly in the words of heads of state and finance ministers, in the text of G20 communiqués, and discussed in the context of sustainable development and poverty eradication. The research paper focused to establish a relationship between sustainable development and green economics. The research paper is descriptive and analytical in nature. The data collected from secondary sources such as report from niti aayog, IMF indicators, RBI reports, newspapers, journals. The research design was adopted to have greater accuracy and in depth analysis of the research study. The statistical tools for the analysis are also being used.

“Innovation driven” is the proper term for promoting regional sustainable development under the general goal of national high-quality development. University–industry collaboration (UIC) has become an important innovation resource for regional sustainable development. The study aims to analyze the influencing factors and mediating mechanisms of university–industry collaboration scientific and technological (S&T) and business activities oriented for regional sustainable development in 30 provinces in China (excluding Tibet). Specifically, we used the partial least squares (PLS) structural equation modeling method to test the effects of innovation climate and resource endowments on regional sustainable development through two mode pathways of university–industry collaboration activities. The results show that the innovation climate and resource endowments significantly affect UIC in scientific and technological innovation activities, and then affect the regional economic development and human capital. UIC S&T innovation activities play positive mediating roles in promoting regional sustainable development. In addition, the innovation climate does not significantly impact the business activities of UIC. Therefore, region can get a greater sustainable development through UIC S&T innovation activities than business activities. Much more UIC S&T activities can improve the economic development, human capital, and environmental conditions in the region.

Sustainable development has always been an important issue for all policy makers, even more so now, as global warming has seriously threatened the whole world. To understand the efficacy of regional sustainable policies, we proposed a dynamic, two-stage, slacks-based measure (SBM) model with carry-over and intermediate variables, highlighting the importance of an electricity portfolio, to measure overall energy performance for the purpose of regional sustainable development. In this unified linear programming framework with intertemporal evaluation, we estimated the effects of a clean electricity supply by the abatement of CO2 emissions and the gain of economic growth. The results can be used as a reference for decision makers to shape regional sustainable development policies. Using data of 30 provincial administration regions in China for the period of 2012–2017, we postulate that the lower energy performance of the Chinese regional economic system for sustainable development may be attributed to a lower electricity portfolio performance. We then postulate that investment in low-carbon energy infrastructure can combat CO2 emissions, and is also a major driving force in the regional economic growth.
