Penglipuran Tourism Village feels the negative impact of the Covid-19 pandemic on its tourism activities. Before the pandemic, the rapid tourism activity in Penglipuran Tourism Village made many rural communities dependent on the tourism sector. However, due to the prolonged pandemic, many people have to change professions to be able to survive and the economy can not run properly. Therefore, this study aims to analyze the economic resilience of the local community of Penglipuran Tourism Village in the midst of the Covid-19 pandemic. This study uses quantitative and qualitative methods (Mix Method). The study showed that the economic condition of the Penglipuran Tourism Village Community experienced a decline in the midst of the Covid-19 Pandemic, this was influenced by several things, namely the decline in tourism activities in the village due to restrictions on activities and government policies, livelihood sources that changed for the worse and a decrease in income and public spending. The Economic Resilience of the Penglipuran Tourism Village Community is carried out in tourism activities by implementing the CHSE health protocol, village promotion, and village planning through improvements and additions to facilities and infrastructure support livelihood resilience efforts are carried out by digitizing products with online promotions, as well as the existence of delivery services that benefit buyers, the role of the government in resilience is to provide direct cash assistance to the community.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

<p>The Tegalsari village is the large village with the second largest population in Bruno District, Purworejo Regency. It makes Tegalsari village have several potentiality to become ecotourism place. The government wants to develop ecotourism in Tegalsari Village to boost the economy and the welfare condition that categorized as poor village. The first stage of ecotourism development is planning stage to know the public perception of the development of ecotourism in Tegalsari Village.This research aims to examine public perceptions of the development plan of Tegalsari Village ecotourism, Bruno District, Purworejo Regency. This research uses qualitative basic methods with interactive inductive data analysis methods. The research location was chosen intentionally or purposively. Determination of informants in this study using the snowball sampling technique. The number of informants is 14 informants. The validity of the data is obtained using data triangulation. The results of this study indicate that the community provides a positive perception of ecotourism development. Ecotourism development was initiated and welcomed by the local community. The community hopes that Bukit Sitetepan ecotourism development can improve people’s welfare. There are several supporting factors and obstacles to the process of developing ecotourism and ecotourism development also bring positive and negative impacts. According to the community, the positive impact caused is greater than the negative impact.</p>

Village community-based nature tourism is currently getting a lot of public attention. The government through its empowerment program also provides support to village communities when developing natural tourism in their area. The effectiveness of this empowerment program will later be able to improve the economy of rural communities sustainably. As is done in Coban Putri nature tourism, Tlekung Village, Junrejo District, Batu City. This research is qualitative, using a descriptive approach.While the sampling technique used is the purposive sampling technique, where informants are determined based on their role related to the development of natural tourism in Coban Putri. The purpose of this study was to determine how influential the Coban Putri natural tourism area is on the improvement of the economy of the Tlekung Village community after developing tourist attractions. The results obtained from this study indicate that the Coban Putri natural tourism area has sufficient influence on the economy of the Tlekung Village community, especially after development, so it is important for the government and the community to participate in developing Coban Putri natural tourism through empowerment programs so that it always has more appeal for tourists who visit.

Rural communities that are part of the unitary state of the Republic of Indonesia need attention and the role of the government to improve the lives of its citizens to achieve a just and prosperous society according to the mandate of the Constitution. For this reason, the use of village funds which is a manifestation of government assistance for equitable development must be formulated and managed appropriately, transparently and accountable. This research method with a population of six villages in the coastal areas of East Java carried out by collecting data quantitatively namely the factual management of village funds based on histories from four research objects, which were analyzed based on the formulation of budget effectiveness. While the data obtained qualitatively obtained by questionnaires and interviews with respondents of the object of research, which is then analyzed to obtain the influence of independent variables on the dependent variable using the IBM SPSS Statistics software Ver.20. The results show that: quantitatively village budget management can be said to have effective assessment criteria, which is indicated by the percentage value above the specified effectiveness threshold. Whereas qualitatively it was found that the Village Fund variable did not show a positive and significant effect on the variables of budget effectiveness. Village Program variables do not show a positive and significant impact on the variable effectiveness of the budget. The Program Urgency variable does not show a positive and significant impact on budget effectiveness variables. The Program Implementation variable shows a positive and significant effect on the variable of budget effectiveness. Monitoring and Reporting variables show a positive and significant influence on budget effectiveness variables. Furthermore, the Budget Effectiveness Model is formulated which will be used as a reference in using village funds for the development and welfare of coastal communities in East Java.

ArgumentState patronage and the modernizing role of the government have been considered crucial for the development of science in Russia during both Imperial and Soviet periods. This paper argues, on the contrary, that the start of Russian agricultural science had predominantly local and non-governmental sources of support. Amateur experiments by nobles aspiring to become “cultured” landlords, university professors applying their scientific knowledge to their own estates, and the efforts by local community administrations, zemstvo, to compete for grain markets all contributed, by 1900, to the establishment of various stations for agricultural research. The Imperial government became involved in this process rather belatedly, with an effort to further stimulate and coordinate the institutional network of agricultural science. By 1917, this network included more than 300 breeding and experimental stations. Despite revolutionary violence and the loss of former patrons, most of these stations managed to maintain their functions throughout the Civil War and formed the basis of Soviet agricultural science.

Banyuwangi as the eastern end of the island of Java with its unique and interesting maritime natural nuance mainly due to its position in the South Coast Sea region. Although this positive value also has a negative impact due to Indonesia's geographical conditions located in areas prone to earthquakes and tsunamis, this is a result of the three seabed plates, namely the Eurasian Plate, the Indo Australia Plate and the Pacific Plate. The tsunami disaster finally came to Banyuwangi June 3, 1994 with a major impact on the socio-economic conditions of the maritime community, especially in the southern coastal area of Banyuwangi, namely Pesanggaran Subdistrict. Forests and beaches in Kecamatan Pesanggaran are still natural and very interesting and have the characteristics of each of them. After the disaster, the community prioritizes conditions as the beginning of the change. However, changes with additional assistance from the Banyuwangi District Government have not yet had an impact to strengthen the socio-economic conditions of the maritime community in Hamlet. This research is to find out about the socio-economic conditions of the maritime community in Pesanggaran Village with a unique and interesting place after the tsunami disaster until now. The results of the study are used as a reference and basis for consideration for the maritime community in the Ringinagung Village and the Banyuwangi Regency Government to hold a number of socio-economic reforms related to the world of tourism. This research uses a qualitative approach with a case study design that uses a phenomenological perspective. The selection of respondents using snow ball, where the sample in this study is the maritime community located in Pesanggaran Subdistrict, Banyuwangi Regency. The method used in data analysis is descriptive qualitative. The results of the study will be a recommendation for an in-depth understanding of the socio-economic conditions of the community through the use of the surrounding natural environment and the role of the government in granting new policies to the maritime community on the southern coast of Banyuwangi.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Announcement board in the city is somehow disturbing because of the illogical linguistic rules therefore it does not support the development of the smart city.The banned boards are indicated to have less educative meaning because they contain elements of swearing, diatribe, bad prayer, and spelling and writing errors. The role of the government in this matter that is responsible for making writing standards and the contents of prohibition boards and notice boards must be in line with the standard rules of language. Therefore, the researcher wants to collaborate with the City Planning Office, which in this case is responsible for arranging the prohibition and announcement boards in the municipal, regency, and sub-district cities in the Bangka Belitung Islands Province. Therefore, the view of Sociology studies is needed to recommend the concept of an ecology city based on smart city. The research method used is mixed method, namely qualitative research conducted  by interviewing the local community and quantitative research by conducting a questionnaire and counting the prohibition boards and announcements that are indicated not in accordance with the language rules.

Currently, any part of the world is facing a virus called Covid-19. Since the emergence of this case, all access has been hampered, especially in the economic field. Increasing unemployment is one of the current problems, for that we need a legal protection to ensure life for workers during this pandemic. The purpose of this study to analyze. Arrangements for termination of employment for workers due to the COVID-19 pandemic as well as legal protection for workers due to termination of employment due to the COVID-19 pandemic. This research is a type of normative legal writing with a conceptual approach and legislation. Sources of data used in the form of secondary and primary data sources. Data collection techniques by classifying primary legal materials with secondary legal materials as research support. The analysis of legal materials obtained by qualitative analysis. The results of the study indicate that Termination of Employment has a negative impact on workers because they lose their jobs so that it also has an impact on increasing the poverty level of the Indonesian people. Because the emergence of PSBB regulations from the government of course makes the space for work narrower and layoffs are increasingly prevalent, therefore the regulation of Law no. 13 of 2003 concerning Manpower and also the role of the government is very important to overcome the occurrence of layoffs that are not in accordance with the laws and regulations. The legal protection is divided into 2 things, namely preventive legal protection and repressive legal protection.
