Development Strategy of Education Tourism in Cibodas Village In West Bandung Regency

The desire of the community to obtain the entertainment and also getting new knowledge is a great opportunity for the development of educational tourism villages. This opportunity occurs because of the saturation in education development in the room. However, in the development of tourism villages we must give attention to the aspects of social life, culture, and livelihoods of rural communities. The purpose of the research is to find out the strategies for the development of educational villages based on the potential of tourism products. This study uses qualitative methods with a case study approach. The process of collecting data used is interviews, observation, F G D, and literature. Descriptive data analysis techniques with stages of data reduction, data presentation, and conclusion. Test Validity and reliability through the source triangulation process. Informants in this study were the government (3 people), community leaders and religion (5 people), and village tourism managers (5 people). The number of respondents is 13 people. The results of the study show that the development model of educational tourism villages in Cibodas Village has six strategies, namely (a) increasing active community participation in the development of tourism villages (b) the development of distinctive tourism villages based on the natural, social and cultural potential of the local community; (c) capacity building of community institutions as tourism village management institutions (d) development of tourism promotion media; (e) improvement of human resources through structured and organized education and training programs; (f) mentoring carried out in a structured manner from the relevant institution / agency.

Community-Based Tourism (CBT) is an approach to tourism presumed to achieve the sustainable development goals (SDGs), especially involved on SDG1-No Poverty and SDG11-Sustainable Cities and Communities. In rural communities, homestays are essential CBT component that have made many contributions to the local economy and quality of life. The Malaysia Homestay Programme (MHP) has received special attention from the government due to its potential to enhance local communities’ livelihoods and economic sustainability. This study assesses factors that measure the successful performance of communitybased tourism on the MHP. Homestay programmes are a form of community tourism, in which the host (operator) provides family-friendly stay facilities for rent to tourists, thus generating additional income for the family. Based on the previous studies, the homestay operators faced the following external challenges such as village landscape, inefficient networking, lack of cooperation and commitment from homestay operators, exploitation of external parties, as well as ineffective promotional and marketing activities. These challenges must be resolved effectively to sustain the MHPs forward momentum. Essentially, the experiences of hosts (homestay operators) in dealing with the above mentioned challenges should be sought and empirically documented for future policy-making activities by the development agencies and the society. The national economy is bound to progress with escalating arrivals of tourists if effective strategies are devised by the stakeholders in resolving the problems faced by the homestay operators. Prior studies have listed the critical factors that dictated the success or failure of CBT programmes from the stance of CBT managers and experts. Nonetheless, insights from the local community pertaining to the success of CBT have been largely ignored despite their significance. A case study approach was adopted in this research paper with a qualitative methodology. Data was collected from 17 key informants in 11 MHPs. A structured and in-depth interview was the primary data collection technique, used together with photos, note-taking, and sound recordings. From the interview analysis, 12 criteria were identified as most of the respondents had mentioned those criteria as success factors for MHPs. The findings also revealed 7 very important dimensions for MHP to receive high numbers of visitors which are: effective marketing and promotional strategies, maintained facilities and utilities, uniqueness and quality products/packages design, community engagement and support, collaboration and networking, leadership, and recognition, as well as previous awards. The new dimensions on homestay development identified in this study are recognition and previous awards, entrepreneurship and uniqueness of product and package design. The study outcomes signify that most of the respondents claimed that the MHP success is dictated by the quantity of tourists. This is because; the volume of tourists generates additional income to those involved in the MHP. However, there are other dimensions that should be weighed in by homestay operators to ensure that their homestays can succeed and survive for a longer period and can be contribute to SDG1 and SDG11.

Penglipuran Tourism Village feels the negative impact of the Covid-19 pandemic on its tourism activities. Before the pandemic, the rapid tourism activity in Penglipuran Tourism Village made many rural communities dependent on the tourism sector. However, due to the prolonged pandemic, many people have to change professions to be able to survive and the economy can not run properly. Therefore, this study aims to analyze the economic resilience of the local community of Penglipuran Tourism Village in the midst of the Covid-19 pandemic. This study uses quantitative and qualitative methods (Mix Method). The study showed that the economic condition of the Penglipuran Tourism Village Community experienced a decline in the midst of the Covid-19 Pandemic, this was influenced by several things, namely the decline in tourism activities in the village due to restrictions on activities and government policies, livelihood sources that changed for the worse and a decrease in income and public spending. The Economic Resilience of the Penglipuran Tourism Village Community is carried out in tourism activities by implementing the CHSE health protocol, village promotion, and village planning through improvements and additions to facilities and infrastructure support livelihood resilience efforts are carried out by digitizing products with online promotions, as well as the existence of delivery services that benefit buyers, the role of the government in resilience is to provide direct cash assistance to the community.

Humans as caliphs in the world must preserve the environment because human survival is very dependent on the environment. In encouraging the preservation of the environment, the community must live up to the values of wisdom that support the maintenance and preservation of the environment. However, in the digital age, this has led to a shift in cultural values of local wisdom. These values are increasingly fading because media exposure is increasingly dominating all human life. As experienced by the community in Cimanggu Village, Ngamprah District, West Bandung. They recognize that there are changes and shifts in cultural values. The focus of this research is to look at the cultural values  of local wisdom that exist in the village and how the meaning of the shift in cultural values  of local wisdom by the media for the local community. This research is qualitative research with a phenomenological study approach. Data collection techniques using observation, in-depth interviews, and documentation studies. The results of the study revealed that the cultural values  of local wisdom in the Cimanggu village were (1) Ngahiras, (2) Nyalin, (3) Tarawangsa, (4) Palak Science, (5) Palakiah, and (6) Kotok Jewer. The meaning of shifting the cultural values of local wisdom by the media for the local community includes: (1) Village communities perceive technological media as making rural communities more consumptive, (2) creating a shift in the professional direction of rice farmers into vegetable growers, and (3) Media exposure has a positive side as well as the negative side.

This study sought to evaluate the impact of the Indigenisation Policy on the socio-economic emancipation of rural communities in Zimbabwe. A case study approach was taken focusing on the Marange and Zimunya communities in Manicaland Province of Zimbabwe, where diamonds are being mined. Both qualitative and quantitative research methodologies were applied to get a balanced view from these two communities on their socio-economic improvement because of the mining of diamonds, which are a valuable natural resource found in these two communities. Purposive sampling was applied to come up with the sample of senior politicians and traditional leaders. Two Focus groups were formed in the two communities. The study established that the five diamond mining companies doing business in the two communities had failed to honour their pledges of contributing USD10 million each towards the development of the two communities. Only USD400 000 was contributed by two mining companies at the time of the study. Ninety five percent (95%) of the respondents reported that there were no projects that were being implemented to benefit the local communities. It was therefore, concluded that there was limited socio-economic empowerment of the Marange-Zimunya communities by the diamond mining companies. The study recommended the intervention by the Government in order for these mining companies to honour their pledges by coming up with empowerment projects and also by allowing the two communities to have shares in these companies so that they could be economically empowered.

Elections for Regional Heads always experience the complexity of problems that lead to prolonged social conflicts without massive evaluation to minimize them. Not a few also happened, which involved various society and government institutions that participated in the contest. The research objective was to analyze and find the resolution of conflicts in Bulukumba Regency due to the democratic party of the Regional Head General Election. The research method is presented in a descriptive qualitative form with a case study approach. Primary and secondary data sources with data collection techniques, observation, interviews, and documentation. The analysis was data carried out through reduction, presentation, verification, and conclusions based on the data's validity. Among the conflict resolutions formulated, namely: a) local wisdom is the locomotive of peace to minimize social conflicts that lead to social disintegration. The implementation stage is a collective awareness built by the local community itself as an essential building for existing values and norms, b) The adaptation roles and of institutional functions in breaking down and applying rules is a potential superior as a latent function and a real function in preventing social conflicts that will occur, both micro and macro aspects that lead to movements preventive, persuasive and repressive role, and c) To suppress behavior deviant during the democratic party process, money politics must be stopped and avoided by the existence of associative relationships between the community and local wisdom values and the government through adaptive roles and functions. Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

Religious Tourism Development of Gus Dur Sanctuary in Jombang Regency: Community Based Tourism Approach Community based tourism is the concept of tourism development by involving the people or community in its activities and management. This study aims to determine priority factors that may affect community based tourism and development strategy of Gus Dur sanctuary religious tourism in Jombang Regency. The analytical method used in this case is Analytical Hierarchy Process (AHP) and Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. Based on the results of AHP analysis, it was found that the activity of the organization or society groups (0.382), increased cooperation government and society (0.269), the addition of facilities and infrastructure (0.182), and manufacture of regulation (0.167), factor activity of organizations/communities are considered most important in determining the priority development of religious tourism of Gus Dur sanctuary. The results SWOT analysis obtained, six development strategies, namely to involve the local community in tourism development and empowerment activities, to facilitate the development of business/industry through microcredits that can support people’s economy, to optimize the role of the government to increase the planned development targets, to facilitate development of home business/industry through courses and training institutions, improve cooperation with private sector to support tourism development, and improve cooperation between community and government or private sector in developing local economy.

AbstractThis study is motivated by a phenomenon of the low level of welfare and the economy of the Indonesian people. The concept of Local Economic Development (LED) by utilizing local institutions in developing the economy can be one solution. This study aims to find out the role of the Jogokariyan Mosque institutions in efforts to develop the local economy. Yogyakarta Jogokariyan Mosque is one example of successful mosque institutions in efforts to encourage local economic development by looking at the effects of change and the many achievements. The type of this study is qualitative research, with a case study approach. The results show that there are four roles played by the Jogokariyan Mosque institutions in local economic development efforts, namely expansion of opportunities for small communities in employment and business opportunities, expansion for the community to increase income, empowerment of micro business institutions in the production and marketing process and institutional empowerment of partnership network between the government, private sector entity and local community. This study shows that the existence of mosques in Indonesia is very strategic and has the potential to overcome public problems, especially economic problems in local communities.AbstrakPenelitian ini dilatarbelakangi oleh fenomena rendahnya tingkat kesejahteraan dan perekonomian bangsa Indonesia. Konsep Pembangunan Ekonomi Lokal (PEL) dengan pemanfaatan institusi lokal dalam pembangunan ekonomi dapat menjadi salah satu solusi atas permasalahan tersebut. Penelitian ini bertujuan untuk menganalisis peran Masjid Jogokariyan Yogyakarta terhadap pembangunan ekonomi lokal. Masjid Jogokariyan Yogyakarta merupakan salah satu contoh insitusi masjid yang berhasil mendorong pembangunan ekonomi lokal terbukti dengan dampak perubahan dan banyaknya prestasi yang diperoleh oleh Masjid Jogokariyan Yogyakarta. Penelitian ini menggunakan metode penelitian kualitatif, dengan pendekatan studi kasus. Hasil penelitian menemukan bahwa terdapat empat dampak atas peranan yang dilakukan oleh institusi Masjid Jogokariyan dalam upaya pembangunan ekonomi lokal yaitu perluasan kesempatan bagi masyarakat kecil dalam kesempatan kerja dan usaha, perluasan bagi masyarakat untuk meningkatkan pendapatan, keberdayaan lembaga usaha mikro dalam proses produksi dan pemasaran dan keberdayaan lembaga jaringan kerja kemitraan antara pemerintah, entitas swasta, dan masyarakat lokal. Penelitian ini membuktikan bahwa keberadaan masjid sangat strategis dan potensial untuk mengatasi permasalahan publik khususnya masalah ekonomi di masyarakat lokal.

Deli Serdang Regency with its capital Lubuk Pakam consists of 22 sub-districts, 14 sub-districts and 380 villages. Law no. 6 of 2014 states that the Villages are very important because they aim to realize community welfare services through improvement, empowerment, and participation of rural communities, as well as increasing regional competitiveness by taking into account the principles of democracy, equity, justice, privilege and specificity of a village regions in the system of the Republic of Indonesia. Tourism Villages will be a way to develop villages and realize community welfare. Denai Lama Tourism Village is one of the tourism villages that has the potential to be developed into a tourist attraction in Deli Serdang Regency. Of the 6 (six) elements needed by Denai Lama Village in the strategy of developing a tourist village, they are quite capable, but there are some things that are still missing and require a mentoring process. Homestay development is still not developed. Homestay is important to be developed so that visiting tourists can stay in the village of Denai Lama so that there will be an increase in the length of stay of tourists in the tourist village of Denai Lama which is an increase in tourist spending (spending power) in the tourist village. The existence of public toilets, facilities and infrastructure, sufficient parking space, markings and directions as well as the CHSE health protocol (Cleanliness, Hygiene, Sanitation, and Environment) are important to note. Cooperatives should be formed by involving the community in order to further develop the village. Another thing that has not been optimally implemented but is no less important to develop Denai Lama Tourism Village, one of the tourist attractions is Branding, Advertising (Ads) and Selling (Sales Mission). Denai Lama Village has branded its village as a Tourism Village with Educational Tourism, but does not yet have a slogan/tagline that tourists can remember. It is necessary to make a slogan/tagline that is in accordance with the characteristics and concepts of the village that you want to form as a characteristic of the tourist village. In terms of advertising the tourist village of Denai Lama must aggressively promote both using print and online media to attract tourists to visit the tourism village. This tourism village promotion can be done using social media such as Facebook, Instagram, YouTube and if necessary promotions create a village website. And for sales , the tourist village of Denai Lama can take part in events such as tourist exhibitions, bazaars, exhibitions with attractions and tourism products in touristm villages. By carrying out the development strategy above, Denai Lama Tourism Village can become one of the leading tourist attractions in Deli Serdang district, North Sumatra province and even the Indonesian National

This article is an analysis of the powerless stigma of people with disabilities that still occurs in social life. The study was conducted to find out the process and method specifically carried out by the village government of Panggungharjo in initiating the presence of an environment that is inclusive of persons with disabilities. The study was conducted qualitatively through in-depth interview techniques, observation, and secondary data collection.  As a result of the research shows that the village government of Panggungharjo can be changing the stigma of discrimination for people with disabilities more meaningful in their life. This acts as an empowerment strategy that can people with disabilities not only an object but also a subject of development programs. The people with disabilities were given the role of advancing village in the concern of artistic and cultural programs. The role creates people with disabilities to able independently in social life and accepted by village people. Therefore, the debate continues with the viewpoint of society that is the persons with disabilities identically stigma on an inability to work. This condition brings to the trouble of reaching their economic independence. Moreover, for the local community in rural areas, persons with disabilities are still often regarded as cursed creatures or carriers of disasters in the family which causes them to experience psychological disorders and difficulties in socializing. Hence, a draw of discrimination fend stigma it's needs of the strategy steps by the government village on sustainability.Artikel ini menganalisis stigma ketidakberdayaan penyandang disabilitas yang masih terjadi dalam kehidupan bermasyarakat. Penelitian ini juga dilakukan untuk mengetahui proses serta cara yang secara spesifik dilakukan pemerintah Desa Panggungharjo dalam menginisiasi hadirnya lingkungan yang inklusif bagi difabel. Penelitian dilakukan secara kualitatif melalui teknik wawancara, observasi, dan pengumpulan data sekunder. Hasil penelitian menunjukkan bahwa pemerintah Desa Panggungharjo mampu mengubah stigma diskriminatif bagi penyandang disabilitas kepada tindakan yang lebih bermakna. Tindakan ini sebagai strategi pemberdayaan untuk menjadikan penyandang disabilitas tak lagi sebagai obyek melainkan subyek pembangunan. Masyarakat penyandang disabilitas diberikan peran dalam memajukan desa dengan terlibat dalam program budaya dan kesenian. Peran ini menciptakan masyarakat penyandang disabilitas mampu mandiri untuk mencukupi kebutuhan hidup dan diterima oleh masyarakat desa. Namun perdebatan masih berlanjut tatkala cara pandang masyarakat yang kerap mengindentikkan penyandang disabilitas dengan ketidakmampuan untuk bekerja. Kondisi ini menyebabkan mereka sulit mencapai kemandirian secara ekonomi. Terlebih, untuk lingkungan masyarakat pedesaan, penyandang disabilitas masih sering dianggap sebagai kutukan dan aib keluarga. Hal ini menyebabkan mereka mengalami gangguan secara psikologis dan kesulitan untuk bersosialisasi. Untuk itu, tawaran menarik untuk menepis stigma diskriminatif tersebut membutuhkan langkah strategis pemerintah desa secara berkelanjutan.
