Nowadays the concept and practice about technology management should be thought inside a complex environment in relation with the dynamics information came from other areas. A interdisciplinary concept involved with the dynamic relationship that should be oriented to harness collaboration and integration among the actors and knowledge into digital environment. This perspective reflects the technology management practices and concepts in the context related with other areas, therefore, this point of view is necessary to apply innovated process in order to develop product and service onto Internet environment.  So, this article fills a knowledge gap lived currently in most organizations. Objective: Development a set of directives to be considers during managements practices within organizations and project for developing product and services onto digital environment. This article does not have a proposal to present a method for enabling a kind of innovation solution, but a set of policies and recommendations necessary to achieve the best result in order to develop a product and services via innovation mindset. Method: Review and analysis problems with adaptive comprehension involved with management practices and concept. We present these approaches with and interrelationship environment, which can improve the comprehension analyzing approaches from others areas and body of knowledge.  This mindset is necessary to mitigate many of the problems and improve the innovation idea applied on developing product and services on internet environment. We present this concept of a “management oriented to innovation” as a pattern of  thinking to be argue from managers, used to perform an innovation process and task at various levels and development product and services. A kind of prototype implementation called Innovation that is a process related with a some others areas outside technology . Results : On the basis of these analyses, we propose a policy and guidelines for supporting an innovation initiative is a result of interactions with others areas and concept not necessary inside of technology respects. We develop an mind set architecture for innovation system based on the metaphor of a “innovation” . Finally, we describe this   architecture, with an interface with others concept , for planning and implementing products and services for WEB.  A set of adaptive and interrelationship subjects to insight management practices necessary to improve and follow the tendency of technology applied to new market and business. Conclusion: This article offers multi-level reflections and references to enhance the performance manager skill at manageable practices to deal with developing process to create innovative environment, products and services for digital environment.   Hoje em dia, o conceito e a prática sobre gestão tecnológica devem ser pensados dentro de um ambiente complexo em relação com a informação dinâmica proveniente de outras áreas. Um conceito interdisciplinar envolvido com a relação dinâmica que deve ser orientada para aproveitar a colaboração e a integração entre os actores e o conhecimento no ambiente digital. Esta perspectiva reflecte as práticas e conceitos de gestão tecnológica no contexto relacionado com outras áreas, portanto, este ponto de vista é necessário para aplicar processos inovadores a fim de desenvolver produtos e serviços no ambiente da Internet.  Assim, este artigo preenche uma lacuna de conhecimento vivida actualmente na maioria das organizações. Objectivo: Desenvolver um conjunto de directivas a serem consideradas durante as práticas de gestão dentro das organizações e projectos de desenvolvimento de produtos e serviços para o ambiente digital. Este artigo não tem uma proposta para apresentar um método que permita uma espécie de solução inovadora, mas um conjunto de políticas e recomendações necessárias para alcançar o melhor resultado, a fim de desenvolver um produto e serviços através de uma mentalidade inovadora. Método: Revisão e análise de problemas de compreensão adaptativa envolvidos com práticas e conceitos de gestão. Apresentamos estas abordagens com e ambiente de inter-relação, que podem melhorar a compreensão analisando abordagens de outras áreas e corpo de conhecimento.  Esta mentalidade é necessária para mitigar muitos dos problemas e melhorar a ideia de inovação aplicada no desenvolvimento de produtos e serviços no ambiente da Internet. Apresentamos este conceito de "gestão orientada para a inovação" como um padrão de pensamento a ser defendido pelos gestores, utilizado para realizar um processo e tarefa de inovação a vários níveis e desenvolvimento de produtos e serviços. Uma espécie de implementação de protótipo chamada Inovação que é um processo relacionado com algumas outras áreas fora da tecnologia . Resultados : Com base nestas análises, propomos uma política e orientações para apoiar uma iniciativa de inovação é o resultado de interacções com outras áreas e conceitos não necessários dentro dos aspectos tecnológicos. Desenvolvemos uma arquitectura de conjunto de mentes para um sistema de inovação baseado na metáfora de uma "inovação" . Finalmente, descrevemos esta arquitectura, com uma interface com outros conceitos , para o planeamento e implementação de produtos e serviços para a WEB.  Um conjunto de temas adaptativos e de inter-relação com as práticas de gestão de insight necessárias para melhorar e seguir a tendência da tecnologia aplicada a novos mercados e negócios. Conclusão: Este artigo oferece reflexões e referências a vários níveis para melhorar a capacidade do gestor de desempenho em práticas geríveis para lidar com o desenvolvimento de processos para criar um ambiente inovador, produtos e serviços para o ambiente digital.

The discussion revealed the main positions of researchers on the lines of “state – market” and “national – global”. The dominant point of view is the recognition of the irreplaceability of the market and, above all, the demand for science and innovation on the part of the hightech industry, as well as the recognition of the special role of the state in the development of the institutional environment and the fear of bureaucratization. For all the tempting idea of connecting the country to the global innovation mechanism, the formation of an effective national innovation system (ecosystem) is recognized as more realistic under current conditions. In this regard, the development of human capital and the institutional environment, as well as the digital transformation of the main spheres of the life of society, including the scientific, technological and innovation spheres, are of particular importance. Deep integration of science into the national innovation system is required, which implies the participation of science in the innovation process at all its stages and the connection of science with all types of innovations from technological to organizational.

In order to counteract the spread of aggressive polycode texts in the Internet environment, a legal linguistic approach is required: the legal regulation of counteracting “speech” offenses should be based on a comprehensive study using special knowledge from the field of judicial speech, integrating the provisions of linguistics, social psychology, psycholinguistics, cognitive science and other sciences speech cycle. The authors examine (from the point of view of substantive law and judicial speech) the main speech actions that constitute a threat to the worldview security of communication in a digital environment and are implemented through the generation of polycode texts. The paper proves that the concept of a “multimodal text” is not equivalent to the concept of a “multicode (creolized) text”, because the selection of data from linguistic entities is based on different criteria: sensory modality and communication channel. The classification of communication channels proposed by the authors, the types of relations between the verbal and iconic components of multicode texts, and other abstracts of the paper are the starting points for further legal and linguistic research of criminogenic Internet communication that threatens information (worldview) security in the aspect of judicial linguistic examination.

Purpose – This paper aims to look at the peripheral management practice that facilitates employee learning. Such management practices are embedded or inseparable to working and being a good manager. Design/methodology/approach – Point of view. Findings – For many frontline managers and their employees, the separation between working and learning is often not apparent. There appears to be no clear distinction between when they are working and when they are learning. Practical implications – Better development of organizational managers. Originality/value – This paper highlights the informal nature of learning and working and builds on the understanding that much of the learning that occurs at work occurs as part of a social act, often involving managers and their employees. In this way, employee learning that is identified and facilitated by frontline managers is so often entwined in other management activity. Furthermore, this paper outlines some practical actions that organizations can undertake to aid greater frontline management involvement in employee learning.

For more than 100 years efforts have been made to increase the abundance of the various species of Pacific salmon. The success of these ventures is largely a matter of conjecture because the scale of natural fluctuations is sufficient to mask the effect of human intervention. No well-defined program for salmon enhancement has yet been developed for British Columbia as a whole. This is mainly attributable to the pressures for providing protection for the existing stocks in the circumstances of an intensive fishery and increasing effects of other resource uses.From a social point of view, salmon enhancement is a highly desirable activity. Salmon occupy a special place in the culture of residents of the Pacific coast. Salmon arc economically valuable and salmon fishing provides a rich source of employment. Recreational fisheries are valuable but their true economic worth is difficult to judge. Benefit:cost ratios for salmon enhancement should be calculated for whole programs rather than for individual projects to obtain an approach consistent with the desirable strategy of development.From a biological point of view, salmon enhancement is feasible. There is potential in the ocean for growing more salmon; many historic runs can be rebuilt and there are many opportunities for colonizing watersheds that are currently inaccessible to salmon. Harvesting of increased stocks of salmon could pose risks for natural stocks that are relatively unproductive. More effective management and development of new strains of salmon may be required in these circumstances. Predator-control programs may in some instances be useful adjuncts to salmon-enhancement projects.The types of enhancement activity that will most likely be rewarding are those that interfere least with the natural life history. Removal of obstructions, regulation of stream flow, construction of artificial spawning channels, are typical simple measures that involve less research information and less risk than rearing hatcheries.Priorities for different salmon-enhancement projects involve consideration of the regional economic and social conditions as well as appreciation of the biological and physical problems. Regardless of priorities it is essential to a successful program that there be a commitment to continuity. Additionally, the total administrative complex for salmon enhancement should involve research components.The execution of a successful salmon-enhancement program depends on the establishment of an agency with the single responsibility of salmon enhancement. The financing of a successful program should depend partly on revenues generated from the resource users, such as a tax on commercially caught salmon, a license for saltwater angling. Special grants from federal and provincial governments would also be appropriate. Regardless of the administrative arrangements, it is urgently necessary that provincial government involvement be more substantial than it is at present. With their control over resource management practices, the provincial government is in a vital position for maintenance of freshwater environments.An investment of at least $100 million, and probably twice that amount, could be undertaken in a salmon-enhancement program that could be executed within 10 years. There are compelling reasons for starting on this enhancement program immediately.

PurposeThe purpose is to explore how the process of action research (AR) can support building legitimacy and organizational learning in innovation project management and portfolio practices in merger contexts.Design/methodology/approachMeta-reflection on method issues in Action Research through an action research case study with an innovation group during an organizational change process. This case demonstrates an example of an action research cycle focused on building practitioner legitimacy rather than problem-solving.FindingsKey findings include (1) demonstrating how AR can be used for building legitimacy through visualizing the innovation process, and embedding those visuals in top management practices of the organization; and (2) demonstrating how AR can work as an organizational learning tool in merger contexts.Research limitations/implicationsThis study focuses on an action research cooperation during a two-and-a-half-year period. Thus, findings offer the depth of a medium term case study. The processes of building legitimacy represent this particular case, and can be investigated in other organizational contexts to see the extent to which these issues can be generalized.Practical implicationsFor researchers, this paper offers an additional type of AR cycle to consider in their research design which can be seen as demonstrating a form of interplay between practitioner action and organizational level legitimacy. For practitioners, this paper demonstrates a connection between legitimacy and organizational learning in innovation contexts. The discussion of how visuals were co-created and used for building legitimacy for an innovation process that differs from the standard stage gate model demonstrates how engaging in AR research can contribute to developing visuals as resources for building legitimacy and organizational learning based on connections between theory and practice.Originality/valueThis case rethinks AR practice for innovation project management contexts to include legitimacy and organizational learning. This focus on legitimacy building from organizational learning and knowledge conversion contributes to our understanding of the soft side of innovation project management. Legitimacy is demonstrated to be a key concern for innovation project management practices.

This article is about some lessons of the multi-cultural analysis of a joint Russian-British educational project. The analysis, based on the achievements of Russian pedagogical science, about the achievement of the most effective cross-cultural communication, can be listed among the outcomes of the project, along with the applied results, which consists in developing an educational management training program. The growth of innovation process and international contacts in education testifies to the fact that education culture is evolving toward a new quality. In the evolution/process, the basic needs of schools, teachers and education managers are identified and conceptualized. Sharing achievements and discoveries in professional growth should be kept in mind and that fulfilling the needs can only take place within the context of the cultural-pedagogic position inherent to an individual teacher, a group of teachers, or a school. From the point of view of cross-cultural analysis, the specifics lie in the inherent values and the level at which the activity is typically performed. This analysis equips the researcher with the criteria necessary for identifying the culture type dealt with. This latter can be used then as a tool for analyzing and designing innovations.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.
