People with disabilities are vulnerable to experience exclusion and discrimination in society. Likewise in Indonesia, a common condition for people with disabilities is the low level of participation in various sectors, such as the economy, education, healthcare, and public infrastructure. However, Indonesia has committed and started efforts to improve the equality of people with disabilities’ access. One institution that plays an important role in this regard is the social welfare institution. On a related note, this study discusses the dynamic of the social welfare institution’s roles in Indonesia in providing welfare for people with disabilities. Furthermore, the roles are explored based on the current context of society, which over the last few years, has been changing rapidly due to technological advancements, information acceleration, and big data utilization. This study argues building an inclusive social welfare institution is fundamental to fulfill the people with disabilities’ welfare. This study uses a qualitative approach with literature review and secondary data analysis as data collection methods.

The book “Asistenţa socială şi religiozitatea la persoanele cu handicap” [Social work and religiosity for people with disabilities], authored by Carman Gabriela Mândrilă Lăzăreanu, published by Lumen Publishing House from Iasi, Romania, in 2020, aims from the beginning to be an important guide for young generations, developing both the secular dimension of social work and the religious dimension, specific to theological environments. We welcome the publishing of the book, especially since social discourses and, unfortunately, those of some Romanian public personalities blame the vulnerable condition of the people who depend on financial benefits and other types of intervention and support services. In this sense, the book clarifies from the beginning the importance of changing mentalities, norms, and how these people are perceived, for a solution to the problems they face. Approached in terms of cause and effect, the volume focuses on the social, psychological, medical, and legal dimensions that define the situation of disability in order to build an objective framework for assessing and supporting the condition of disability.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

The management of zakat in relation to economic empowerment means that zakat as an asset of an Islamic economic institution, zakat is a source of strategic potential funds for efforts to build the welfare of the people. Because of that, the Koran gives a sign that the zakat collected is managed appropriately and effectively. The purpose of this research is to describe how the management and distribution of zakat to improve the social welfare of society. The type of research used in this research is library research or library research conducted by collecting data or scientific papers aimed at the research object. The results of the discussion in the article are; 1) in the process of managing zakat, it can be realized seriously, of course, this needs to be supported by good management, as was done in the early days of Islam. Managing zakat effectively and efficiently needs to be managed properly. Therefore, the management of zakat provides the application of modern management functions. 2) Zakat must be distributed to mustahik under Islamic law. 3) the distribution of zakat is carried out based on a priority scale, with due observance of the principles of equity, justice, and territoriality, and 4) Zakat is distributed through two distribution models directly or consumptive zakat, and indirect distribution, namely productive zakat.

<p>The cash waqf funds can be used for financing the construction of infrastructure projects, since basically the purpose between infrastructure and wakaf development is the same that is to improve the social welfare of the people (ummah). However, since waqf funds belong to the general public handed over to the Waqf Board to be managed, in the inclusion of waqf funds as a source of funds for infrastructure projects development, it is necessary to prioritize prudential aspects so that wakaf funds can again provide sustainable benefits and can be used again for the empowerment of other people</p>

Communication requires unconditional respect for the other. Acknowledging the qualities of the people   is a basis for good communication.  Communication starts when you accept the people the way they are. The social, economic and technical development provides opportunities for good professional realization of people with special educational needs.  The resistance, striving for “survival” and successful “introduction” into the social life are a prerequisite for success. The people who are stigmatized and their families are aware that once they have been labeled, they should have to overcome this stigma and to take the maximum possible good out of this label. Positive stigma stimulates the people with disabilities seek more contacts, to become more independent and to realize themselves adequately in the social life. The survey of attitudes and motivation scale contact with people with disabilities give reliable information about what is the attitude of students towards people with disabilities and what were their contacts. The successful integration into society of people with special educational needs depends also on the perceptions and attitudes of the professionals who work with them too. Undoubtedly, the attitudes and models for the disabled people change and will continue to change. In this context the disabled people should develop social identity and public awareness, but not only in their stigmatized group, but in a broad social aspect.

This research of responsibility in the framework of good corporate governance aims to know the responsibility principles in the framework of good corporate governance and governance model of social welfare institution (LKS) in the Special Region of Yogyakarta (DIY). This type of study is a case study. The type of research conducted is descriptive qualitative, that is the researchers give an idea about the responsibility principles in the framework of good corporate governance of social welfare institution in DIY. The result of the research shows that there are fie responsibility principles which happened to social welfare institution in DIY and there are fie governance models of social welfare institution in DIY. Although the study was conducted for 8 years, this study still has weaknesses. It is advisable for further research to analyze thecorrelation between indicators of good corporate governance. The implications of the research are used as a reflection for policymakers, managers of LKS and donors.

Poverty is an urgent national problem and it requires systematic handling steps. This study had purpose to analyze poverty alleviation efforts through the Social Welfare Center (Puskesos) from the perspective of public services. This study used descriptive qualitative method. The data included primary and secondary data and the collecting data used interviews, observation and documentation. Informants determined by using purposive sampling. Data analysis used Miles & Huberman model, that's data reduction, presentation, making conclusions and verification. Validity of the data used triangulation techniques. The results showed that the implementation of Integrated Database services (BDT) through the Social Welfare Center (Puskesos) had run optimally. This is proven by good administrative services, goods, and servicing the poor society from the process of providing goods, preparation, to the proposals. This service implementation is supported and in collaboration with social strength at the RT / RW level, social cadres, employee and village facilitators. The management of mechanism and registration are done by giving information to the society about the programs, procedures, and requirements that must be completed. Then, This data becomes the government's reference for processing data verification and validation in determining the poor society who have a right to receive the facilities will be given. The obstacles of this implementation are services such as access to distant of part area, networks, BDT processor programs, and society's apathy in completing requirements. So, it needs commitment and principle of picking up the village government by involving social cadres and youth cadets who have been given training to provide assistance to the poor society.  Keywords: Poverty, social welfare, service

ABSTRAKPengembangan Kapasitas Usaha Mikro Desa Tanjungsari merupakan upaya untuk memberikan pemahaman dan meningkatkan kemampuan pelaku usaha mikro yang ada di Desa Tanjungsari Kecamatan Tanjungsari Kabupaten Sumedang. Termasuk juga membuka akses pemasaraan melalui pemanfaatan kemajuan teknologi informasi. Program pengabdian pada masyarakat ini merupakan bagian dari tanggung jawab perguruan tinggi dalam hal ini Universitas Padjadjaran kepada masyarakat sekitar yang diharapkan memberi kontribusi pada pengembangan perspektif kesejahteraan sosial dalam pengembangan ekonomi lokal. Metode yang digunakan adalah deskriptif analisis dengan melibatkan 12 pelaku usaha mikro yang menjadi kelompok sasaran pengembangan. Berdasarkan hasil wawancara dan data sekunder yang dikumpulkan dilakukan  pelatihan pembukuan sederhana dan packaging serta pengenalan awal pemasaran melalui berbagai media disambut antusias pelaku usaha dalam rangka meningkiatkan usaha mereka. Pengembangan kapasitas usaha mikro perlu tersu ditingkatkan dan dipertahankan kesinambungannya usaha yang ada di Desa Tanjungsari Kecamatan Tanjungsari Kabupaten Sumedang. This includes opening access to marketing through the use of advances in information technology. This community service program is part of the university's responsibility, in this case Padjadjaran University, to the surrounding community which is expected to contribute to the development of a social welfare perspective in local economic development. The method used is descriptive analysis by involving 12 micro-entrepreneurs who are the target groups for development. Based on the results of interviews and secondary data collected, simple bookkeeping and packaging training were carried out and the initial introduction of marketing through various media was greeted enthusiastically by business actors in order to increase their business. The development of the capacity of micro enterprises needs to be improved and maintained for the sustainability of existing businesses in Tanjungsari Village, Tanjungsari District, Sumedang Regency. Resumo: O presente artigo buscou discorrer sobre o trabalho do assistente social frente a demandas de pessoas com deficiência num ambulatório de saúde. Para tanto, foi realizada pesquisa em documentos de registro de atendimentos do assistente social no respectivo ambulatório. O material foi analisado de forma quantitativa e também qualitativamente, e dentre os principais resultados temos que a maioria dos atendimentos decorreu por busca ativa do assistente social, e a maioria das demandas apresentadas pelos usuários são relativas a orientações sociais, previdenciárias e assistenciais. Na primeira parte do artigo trazemos reflexões, à luz de revisão bibliográfica, sobre o conceito de deficiência e as principais políticas públicas brasileiras para esta população, além de alguns dados estatísticos extraídos do Censo 2010 sobre pessoas com deficiência. Demands of persons with disabilities and intervention of the social worker in the outpatient clinic of HU-UFJF Abstract: The present article sought to discuss the work of the social worker regarding the demands of people with disabilities in a health clinic. To do so, a study was carried out on records of the social worker's attendance at the respective outpatient clinic. The material was analysed quantitatively and also qualitatively, and among the main results we have that most of the attendance was due to the active search of the social worker, and most of the demands presented by the users are related to social, welfare and welfare guidelines. In the first part of the article, we present reflections, in the light of a bibliographical review, on the concept of disability and the main Brazilian public legislation for this population, as well as some statistical data extracted from the 2010 Census on persons with disabilities.
