The article deals with the topic of food security and marketing food sovereignty of Republic of Kazakhstan. The authors analyzed the state of food security in the Republic of Kazakhstan on the criteria of physical and economic access, quality and food safety. Measures of supporting the country’s food security are proposed.

The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.

AbstractThis paper contributes to the discourse on food policy, particularly in relation to organic farming in Indonesia. Organic farming was first adopted by non-state actors in Indonesia, by faith-based organisations and then by small farmer associations, while the state support for organic agriculture followed at a later date. The three groups, represented in this study by three case studies, adopt different positions with regard to the definition of organic agriculture and its relevance to food self-sufficiency, food security and food sovereignty. For Bina Sarana Bhakti Foundation (BSB), organic farming is both a spiritual worldview and a practical philosophy. For the Indonesian Peasant Union (SPI), organic agriculture foremost is a political tool to resist global capitalist agriculture. Despite their very different outlooks, both these two civil society organisations see organic agriculture as a post-materialist enterprise directed towards explicitly social-political goals. By contrast, the government’s engagement in organic agriculture, although laced with evocative phrases such as “back to nature”, is driven primarily by visions of developing a new niche market for Indonesian exports. The Indonesian State adopts a one-dimensional productivist definition that excludes different meanings and traditions of organic farming. The reduction of the meaning of ‘organic’ to ‘organically certified products’ excludes farmers who consider that they are practicing organic agriculture. We conclude that there is a strong case to be made that the State should relax its regulatory grip on the organic sector, to create room for sorely needed innovation and cooperation among the different actors involved.

Food security is one of the main objectives of the agrarian and economic policy of the state. In its general form, it forms the vector of movement of any national food system to an ideal state. Analysis of indicators of the state of the food market and the provision of the population with food, the selection of the most optimal of them for making effective management decisions is an important task in developing a strategy for ensuring the country's food security. Therefore, the purpose of this article is to assess food security in the Republic of Kazakhstan. The article analyses the statistical data of the Republic of Kazakhstan on ensuring food security in the country.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

In 2009, The World Summit on Food Security introduced four pillars of food security namely; availability, access, utilization, and stability. Food security could be substantially improved by increased investment and policy reforms. The ISO 22000:2005 family of international standards is one of leading food safety security management systems and it specifically addresses food safety management. The purpose of this study is to develop an extended framework of standards opposed to ISO 22000:2005 food safety standards considering one additional pillar in food security, which is food safety, with a special reference to edible oil and oil-based products. Among 745 Colombo Municipal Council (CMC) registered food preparation facilities, 75 facilities were selected as a stratified random sample. A self-administered online questionnaire was used to identify gaps in local food security practices in edible oil. Data analysis was performed using SPSS version 21 and characteristics of sample were analyzed using descriptive statistics. The results of the survey revealed that the Sri Lankan food preparation facilities are significantly behind in food security practices. Therefore, in addition to food safety management system, we suggest to include four pillars in food security systems into the existing food safety standard due to lack of food security practices in food preparation facilities. Considering the deviated areas in the practice, which were identified through our questionnaire, we developed a novel model of food security management system for a comprehensive assessment of food preparation facilities.

Street Food provides an important contribution to the fulfillment of children's energy while in school, but street food is very risky for biological, physical, and chemical contamination. These problems caused by several factors, namely the knowledge, attitudes, and actions of the makers, sellers, and buyers, about the importance of food security. Therefore, one of the efforts made by the government to overcome food insecurity is by educating five keys of food safety measures for the school community, students, and vendors of Pupils street food. This study is descriptive research that aims to know the knowledge and attitudes of the pupils in choosing food and vendors in processing street food at SD Inpres Bertingkat Kelapa Lima II Kota Kupang dealing with the five food security keys. The samples in this study were 52 students and 4 food vendors. The results showed that the knowledge of 52 student respondents, specifically 35 (67.3%) students had good knowledge, 14 (26.9%) students had sufficient knowledge, and 3 (5.8%) students had less knowledge. The attitude of 52 Respondents were categorized as Positive (100%). The respondent's actions based on triangulation revealed that the most of respondents still had actions that were not in accordance with the 5 keys food safety measures in the Selection of Snacks for Students.

The aim of the article is to present the state of food security in Poland and the three neighbouring Eastern European countries: Russia, Belarus and Ukraine. The analysed countries differ in terms of the size of their economic potential, the size of the economies, and the level of their development. The economy of each country is also marked by specific characteristics. In the first part, the paper presents the theoretical basis of food security as an element of economic security. In the next part, the characteristics of the analysed countries are presented showing their specificity and main determinants of development. The empirical part describes the state of food security in the examined countries using the Global Food Security Index, which was developed at the request of DuPont by the Economist Intelligence Unit. Three components of the food safety index are presented: price availability, access to food as well as food quality and safety. Considering some determinants of food safety components, an attempt was made to assess the impact of economic development of individual countries on their food security

Currently, the agro–industrial complex (AIC) of the Republic of Kazakhstan has all the advantages and opportunities to become a new driver of economic development. The article examines the state of households of the population provides statistical data on the main indicators of the dynamics and structure of livestock products and the productivity of livestock and poultry for all categories of farms in the Republic of Kazakhstan. The paper shows the role of production of household farms in comparison with other categories of farms. In recent years, households (formerly personal subsidiary farms) play an important role in the country’s agriculture and make a significant contribution to ensuring the food security of the state. Further development of farms of the rural population is directly related, in particular, to the improvement of the living standards of rural residents, and in general to the development of rural areas. The aim of the study is to develop theoretical and practical recommendations for the further growth of the main indicators of livestock production by households and their significant impact in ensuring the country’s food security. In this regard, it is necessary to consider trends in the production of livestock products by all categories of farms, and in particular the contribution of households to the process of trends in the production of livestock products by households in the context of ensuring food security in our state.

The purpose of the study is to study and substantiate the criteria and indicators for ensuring the country's food security - one of the multifaceted problems of international and national character, affecting many social groups of the population. Food security characterizes the state of agro-industrial complex, in which, regardless of external and internal conditions, decrease in the State food reserve, the needs of residents for products are satisfied in accordance with physiological norms, in volumes sufficient for active and healthy life. The article considers FAO's methodological approaches to assessing food supply based on the availability of grain reserves and its per capita production, which are necessary for economic security at the interstate level. The problems associated with macroeconomic situation, production efficiency and the level of profitability of the population of the republic are considered. Data on development of agricultural production, income and quality of food is provided. It is shown that Kazakhstan is moving to a new stage of ensuring food security and price control by creating a national distribution network - a complex of wholesale distribution centers (WDC). A similar system operates in France, Spain and other economically developed countries. This project will be implemented in three stages until 2022, it is planned to build 24 WDC, which will act as a warehouse and manage product flows at retail outlets, distributing it among them.
