An ecomuseum guides its conservation, training, and identity building and heritage reproduction, based on proximity to the territory and its populations. This entails a flexible management system that adapts to contextual specificities, empowering local populations to govern themselves in relation to a common project. This study explores the activation in ecomuseum governance processes, in particular The Cultural Community Development Project of the Village on the island of Gran Canaria (Canary Islands, Spain), consisting of 15 museums related to traditional crafts and work. From the analysis it is possible to confirm that co-management, in accordance with governance, is an effective tool for sharing responsibilities and competencies in resource management, being sustainable over time and contributing to overcoming intermediate crisis (economic and social).

An ecomuseum orients its conservation, formation and reproduction of identity and patrimonial tasks based on the proximity to the territory and the population area it serves. This entails a flexible management system that adapts to contextual specificities of this socio‑cultural and geographical area, empowering local populations to govern themselves in relation to a common project. This study explores the activation of governance processes in ecomuseums, The Cultural Project of Community Development of La Aldea on the island of Gran Canaria (Canary Islands, Spain) is taken as a case study, related to manners and traditional work. Methodologically, interviews, informal conversations and direct observation have been conducted to determine the presence of governance in the management. Brown macroalgae within the genus Cystoseira are some of the most relevant “ecosystem-engineers” found throughout the Mediterranean and the adjacent Atlantic coasts. Cystoseira-dominated assemblages are sensitive to anthropogenic pressures, and historical declines have been reported from some regions. In particular, Cystoseira abies-marina, thriving on shallow rocky shores, is a key species for the ecosystems of the Canary Islands. In this work, we analyse changes in the distribution and extension of C. abies-marina in the last decades on the island of Gran Canaria. This alga dominated the shallow rocky shores of the entire island in the 1980s; a continuous belt extended along 120.5 km of the coastline and occupied 928 ha. In the first decade of the 21st century, fragmented populations were found along 52.2 km of the coastline and occupied 12.6 ha. Today, this species is found along 37.8 km of the coastline and occupies only 7.4 ha, mainly as scattered patches. This regression has been drastic around the whole island, even in areas with low anthropogenic pressure; the magnitude of the decline over time and the intensity of local human impacts have not shown a significant correlation. This study highlights a real need to implement conservation and restoration policies for C. abies-marina in this region.

Assumptions that local communities have an endogenous capacity to adapt to climate change stemming from time-tested knowledge and an inherent sense of community that prompts mobilisation are becoming increasingly common in material produced by international organisations. This discourse, which relies on ahistorical and apolitical conceptions of localities and populations, is based on ideas of timeless knowledge and places. Analysing the water-place nexus in Ladakh, in the Indian Himalayas, through a close study of glacier practices as they change over time, the article argues that local knowledge is subject to change and must be analysed in light of changing conceptions and experiences of place by the state and by local populations alike.

The success of the development of a nation is determined by the Human Development Index (HDI). International scale parameter indicates the level of development of human resources emphasizes on three areas: education, health, and income per capita. The various dimensions of community development was a collective responsibility to make it happen. One way to do is through the proselytizing activities of community empowerment. This is as done in the village of Pemalang district, Danasari that has HDI levels is low compared than other villages. Community development in this village was done by taking three primary focus , they are the field of economics, health, and education and religion.

***

This chapter introduces the concept of extralegal groups and a theoretical framework for analyzing them—how they emerge, develop, and become entrenched over time. It explores their dual nature as threats to the state and as local statebuilders. Formally, an extralegal group is defined as a set of individuals with a proven capacity for violence who work outside the law for profit and provide basic governance functions to sustain its business interests. This framing shows how political authority can develop as a by-product of the commercial environment, even where the state has little or no presence. In post-conflict societies, the predatory nature and historical abuses of citizens conducted in the name of the state means that government is not always more trusted or better able to look after the interests of local populations than an extralegal group. Ultimately, extralegal groups blur the lines between the formal and informal; the licit and illicit.
