This article analyzes the most important strategic planning documents in the field of migration policy of the Russian Federation — the Federal Migration Program (1994), the Concept for the Regulation of Migration Processes (2003), the Concept of Migration Policy for the period 2012–2025 (2012), Concept of Migration Policy for 2019–2025 (2019). Normative legal documents in the field of migration were selected as the object of research, and the principles of migration policy proclaimed by them were selected as the object of research. The aim of the study is to classify these principles and establish continuity between strategic planning documents in the field of migration. Research objectives: consider strategic planning documents; analyze the principles of migration policy proclaimed by them; classify the selected principles of migration policy into groups. As a result of the work carried out, universal principles (contained in all analyzed strategic planning documents) and particular principles (contained in only one or several strategic planning documents) were determined. Based on the analysis of these principles, both universal and particular, it is concluded that the proclaimed priorities of the policy in the field of migration ensure the competitiveness of Russia as a recipient country of migration in the world arena.

The assessment of strategic planning documents at various levels of the system of state and municipal governance should allow not only to track the degree of achievement of planned results and the type of development of allocated resources but also to contribute to a fuller and completer understanding of the essence of processes and changes in the social and economic system of the territory (country, region, municipality). The methodological approach to the development of the system of indicators of government programs of a Russian region in relation with the indices from strategic documents of federal and regional levels is suggested. It is proved that the methodology of development of target indices of strategic papers of a region of the Russian Federation must be founded on a continuous system of coefficients and indices of strategic papers of various governance levels for the increase of assessment efficiency and obtaining the possibility of using the results for the assessment of their impact on the achievement of the goals set. Based on the analysis of the content of the federal legal documents (Order of the Ministry of Economic Development of the Russian Federation of September 16, 2016 No. 582 and Decree of the Government of the Russian Federation of August 2, 2010 No. 588), the main requirements for the indices (coefficients) for strategic papers of the regional level are specified. The specific measures and practical recommendations on the development of common approaches to the system of indices (coefficients) of government programs of regions of the Russian Federation in relation with indices (coefficients) of federal government programs and the indices (coefficients) developed by other regions are suggested.

The adoption of the Strategy for the Spatial Development of the Russian Federation marked a new stage in the development of the practice of territorial strategizing. However, the lack of terminological clarity is one of the factors limiting the potential of this institution. Thus, the sustainability of socio-economic development, which is somehow present as the main goal in most territorial strategies, raises a number of questions. Taking into account the accumulated domestic and world experience, there are several interpretations of this concept: sustainability as stable rates of economic growth; sustainability as a concept developed at the UNO, requiring a balanced account of the environmental, social and economic components of social development; resistance to counteraction to various challenges and shocks. This article attempts to outline the main problems that arise due to the lack of clarity in the “dilution” of these concepts. In the world scientific literature and practice, the territorial potential for resilience to disasters has long been described by the concept of “resilience”, the content of which is considered in the paper.

This article discusses investment opportunities and business migration in the Russian Federation in the context of the experience of foreign countries . The author treated investment migration as an aggregate of the cost of materials, labour and money in artificial body and/or natural foreign persons, legitimate and free-roaming in the recipient country, aimed at expanded reproduction, fixed assets of all branches of the host economy . In this regard, analyses the mechanism of regulation of economic migration in Russia . Attention is paid to the innovations of migration law and public policy objectives of the Russian migration policy . Investment migration of individuals is stimulated by the recipient in modern states preferences in obtaining a temporary residence permit, residence permit or citizenship . Legal entity investing abroad, encouraged by the tax, credit preferences, banking programs, favourable economic conditions, legal regimes, the reduction of administrative barriers . Each recipient country strives to create favourable conditions for foreign investment in the priority areas of economic and social development . The Russian Federation, as one of the leading contemporary recipients, poses a strategic task of creating an effective model of economic migration, which directly involves labour and migration investment .

Migration processes are highlighted as a social phenomenon that determines the state of both individual states and the entire world community. It is emphasized that today migration is one of the most urgent problems not only of social, but also economic and political spheres. In recent decades, there has been a significant revival of migration processes associated with political and socio-economic upheavals in the lives of many countries in the world. The complexity of this phenomenon often leads to contradictions between the interests of the state (including the entire world community as a global mechanism of social organization) and the rights of an individual, nation, ethnic group. In this regard, migration processes are a means of adapting people to the changes that are happening, which explains the relevance of their comprehensive research. Numerous statistics on migration processes, as well as other data in the field of migration research, need to be considered, which will make some migration fluidity more understandable and possibly more controlled and manageable. Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

A country needs to make contact with each other based on the national interests of each country related to each other, including among others economic, social, cultural, legal, political, and so on. With constant and continuous association between the nations of the world, it is one of the conditions for the existence of the international community. One form of cooperation between countries in the world is in the form of international relations by placing diplomatic representation in various countries. These representatives have diplomatic immunity and diplomatic immunity privileges that are in accordance with the jurisdiction of the recipient country and civil and criminal immunity for witnesses. The writing of the article entitled "The Application of the Principle of Non-Grata Persona to the Ambassador Judging from the Perspective of International Law" describes how the law on the abuse of diplomatic immunity, how a country's actions against abuse of diplomatic immunity and how to analyze a case of abuse of diplomatic immunity. To answer the problem used normative juridical methods through the use of secondary data, such as books, laws, and research results related to this research topic. Based on the results of the study explained that cases of violations of diplomatic relations related to the personal immunity of diplomatic officials such as cases such as cases of persecution by the Ambassador of Saudi Arabia to Indonesian Workers in Germany are of serious concern. The existence of diplomatic immunity is considered as protection so that perpetrators are not punished. Actions against the abuse of recipient countries of diplomatic immunity may expel or non-grata persona to diplomatic officials, which is stipulated in the Vienna Convention in 1961, because of the right of immunity attached to each diplomatic representative.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

The present article considers the need to predict migration flows using Predictive Analytics. The Russian Federation is a center of migration activity. The modern world is changing rapidly. An effective migration policy requires effective monitoring of migration flows, assessing the current situation in our and other countries and forecasting migration processes. There are information systems in Russia that contain a wide range of information about foreign citizens and stateless persons that provide the requested information about specific foreign citizens, including grouping it on various grounds. However, it is not possible to analyze and predict it automatically using thousands of parameters. Special attention in Russia is paid to digitalization. Using information technologies (artificial intelligence, machine learning and big data analysis) to forecast migration flows in conditions of variability of future events will allow to take into account a number of events and most accurately predict the quantitative and so-called "qualitative" structure of arrivals. The received information will help to develop state policy and to take appropriate measures in the field of migration regulation. The authors come to the conclusion that it is necessary to amend existing legal acts in order to implement information technologies of Predictive Analytics into the practice of migration authorities.
