This article discusses investment opportunities and business migration in the Russian Federation in the context of the experience of foreign countries . The author treated investment migration as an aggregate of the cost of materials, labour and money in artificial body and/or natural foreign persons, legitimate and free-roaming in the recipient country, aimed at expanded reproduction, fixed assets of all branches of the host economy . In this regard, analyses the mechanism of regulation of economic migration in Russia . Attention is paid to the innovations of migration law and public policy objectives of the Russian migration policy . Investment migration of individuals is stimulated by the recipient in modern states preferences in obtaining a temporary residence permit, residence permit or citizenship . Legal entity investing abroad, encouraged by the tax, credit preferences, banking programs, favourable economic conditions, legal regimes, the reduction of administrative barriers . Each recipient country strives to create favourable conditions for foreign investment in the priority areas of economic and social development . The Russian Federation, as one of the leading contemporary recipients, poses a strategic task of creating an effective model of economic migration, which directly involves labour and migration investment .

Introduction. The article is devoted to the transformation of migration policies during the COVID-19 coronavirus pandemic. The article discusses changes in migration processes in connection with the COVID-19. The aim of the article is to illustrate how the countries’ migration policy has changed due to the pandemic and what measures have been developed to support migrants. Methods and materials. The research methodology includes general scientific research methods, such as analysis, synthesis, content analysis and the aristotelian method. As well as specific scientific methods, such as comparative legal and system analysis. The empirical basis of the study is the data of the General Administration for Migration Issues of the Ministry of Internal Affairs of Russian Federation, the International Organization for Migration (IOM), and the United Nations (UN). Analysis. The authors conducted a comparative analysis of migration policies of various countries during the COVID-19 coronavirus pandemic. Considerable attention is paid to the measures taken by countries to provide various types of support to migrants. The authors also analyzed the activities of international organizations and the civil society. The authors concluded that measures to restrain the pandemic affected the implementation of funded integration projects in the European countries, some activities were postponed, however, the European countries made certain efforts to adopt new integration practices to support migrants during the COVID-19 pandemic. Discussion. The authors assessed the further development of migration processes and countries migration policies. Results. The authors effectuated a conclusion that the COVID-19 pandemic has had a significant impact on the transformation of migration processes and migration policies. The authors focused on how events in the migration sphere would develop, and what changes would take place in the migration policy of the Russian Federation. The research results presented in the article can be used to improve the migration policy of the Russian Federation in relation to labour migrants and to develop regulatory migration measures.

The problem of depopulation in the Russian Federation is considered in this article. The population of the country decreased by 99.7 thousand people during 2018. This circumstance occurred as a result of the natural and mechanical population movement. The natural population decline amounted to 224,6 thousand people, while the migration increase amounted to 124,9 thousand people at the end of 2018, which determined the reasons for population decrease. In these terms, the role of effective demographic and, in particular, migration policy of the state increases. At the present time, a set of legal documents aimed at solving these problems has been developed and implemented in the Russian Federation. The author analyzes the main documents reflecting the targets and priorities of the state demographic and migration policy for the future period. A number of shortcomings were identified. They include the problems of the content of the documents, inconsistency of documents of one direction, insufficient attention to the problems of internal Russian migration, low efficiency of measures, etc. In this regard, the need to make certain adjustments to the documents under consideration arises. It is also necessary to develop and organize measures aimed at improving the effectiveness of their implementation, including the creation of conducive conditions for potential migrants in the regions of the Russian Federation. In addition, it seems necessary to develop a separate document dedicated to solving the problems of uneven distribution of the population in the country, including by reducing the level of socio-economic regional differentiation.

The article analyzes the policy of the Russian Federation towards skilled foreign labor in retrospect — from the moment of the collapse of the USSR to the present day. It is shown that throughout the recent history of law-making and in practice, labor migrants have been considered mainly as a temporary phenomenon despite the country’s need for qualified personnel who could become a part of its resident population. The article attempts to systematize existing channels of skilled migration and provides main principles of their operation. It is shown that, with the exception of a program aimed at the so-called highly skilled specialists (HSS), other forms of attracting foreign workers do not offer a package of conditions that can interest potential migrants in moving to Russia. The system of attracting HSS has not yet shown its effectiveness and is mainly used for simplified temporary access to the Russian labor market. The State Program of assistance to the resettlement of compatriots, formally intended for migrants with ethnic and cultural affinity to the population of Russia, actually uses the principles of selection of skilled labor migrants. Only at the end of 2019, steps were taken that made it easier for graduates of Russian universities and technical schools, as well as specialists with professions in demand, to obtain a residence permit. However, these steps look half-hearted. Comparing the Russian experience with the practice of some foreign countries gives grounds for thinking about what tools and approaches can improve the effectiveness of the Russian policy towards qualified migrants and arouse their interest in moving to our country for permanent residence.

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

The article presents an analysis of the dynamics of the population of the priority geostrategic territories of the Russian Federation. They are highlighted in the "Strategy for the Spatial Development of the Russian Federation until 2025" as territories that are of particular importance for the development of the country as a whole and are distinguished at the same time by special life conditions and the functioning of the economy due to their geographical location. Population dynamics for such territories is both a factor determining socio-economic development and an indicator of the effectiveness of this development. The components of the population dynamics - natural growth and migration flows - are of particular importance. The article describes all four groups of priority geostrategic territories of Russia - isolated from the main territory of the country (exclaves), located in the North Caucasus and the Far East, in the Arctic zone of the Russian Federation. For each group, trends in population dynamics have been identified since the 2010 census, taking into account the components of natural growth and migration. The multidirectional aspect of the main demographic processes in the priority geostrategic territories of the country is revealed - natural growth is combined with the migration outflow of the population, and the migration inflow - with natural decline. At the same time, in the exclave and North Caucasian territories, the population is growing, and in the Far Eastern and Arctic territories it is decreasing. The features of both groups of priority geostrategic territories in comparison with Russia as a whole and of individual constituent entities of the Russian Federation and municipalities within groups of territories are shown. The latter became possible due to the use of the database "Municipal Russia", that summarises demographic statistics for all urban districts and municipal areas of the country, including those located in priority geostrategic territories. As a result of the analysis of the population dynamics, directions have been identified that can lead to an improvement in the demographic situation in the priority geostrategic territories of the country, and, accordingly, will contribute to the socio-economic development of not only these territories, but the entire Russian Federation

The author considers main external and internal factors of the formation of the Eurasian track in foreign policy of the Republic of Moldova from 2009 to 2020. Among main internal factors of the development of the Eurasian (as opposed to European) track of foreign policy, the author singles out: 1) coming to power of the pro-Russian president I. Dodon; 2) current orientation of the economy on the market of the CIS countries; 3) pro-Western parliamentary contingent and representatives of the Party of Action and Solidarity led by M. Sandu, who, on the contrary, helps to blur this track. Among external factors, the author does put an accent on: 1) the influence of the Ukrainian crisis on public opinion of Moldovan citizens towards Western institutions, and as a result, the growing popularity of the «pro-Russian» foreign policy direction; 2) «soft power» of the Russian Federation, mostly concentrated on a common language (Russian) and cultural values (literature, historical past, etc.); 3) willingness of Eurasian partners (mainly the Russian Federation) to provide assistance in crisis situations at no cost, unlike European and Western institutions, which traditionally indicate a number of democratic transformations in the recipient country as one of the conditions for providing assistance. The author comes to the conclusion that the Eurasian track of the foreign policy of the Republic of Moldova is still in its «infancy», but it has great potential and promises interesting prospects for a small state with a favorable geographical position, located at the crossroads of the most important transport routes between the West and the East.

The article discusses the formation of the demographic situation in Russia, considering the influence on them of the parameters of the development of social infrastructure. Today, most regions of the country are characterized by a decrease in population. Moreover, it is the level of development of medicine, education and other components of social infrastructure that determine the living conditions of the population and, as a result, the processes of natural and migration movement of the population. The study aims to determine the quantitative parameters of this relationship and the formation based on the results of the received rating of the administrative entities of the Russian Federation. In the framework of the work, we used methods of retrospective analysis, grouping, cluster analysis, correlation and regression analysis, and other methods. Further, we formed a list of indicators characterizing the level of development of the social infrastructure of the territory and highlighted groups of indicators. We proposed An approach to the formation of integral indicators of the level of development of social infrastructure for individual components of the population movement. The regions of the Russian Federation were grouped by the totality of the parameters of the demographic situation and socio-economic factors. As a result of testing the approach, we formed private and integral ratings of the regions of Russia according to the ratio of the parameters of the demographic situation and the level of development of social infrastructure. The results can be used in the development of the state demographic policy.

The article deals with the establishment, formation and activity of the Supreme representative (legislative) body of the Russian Federation. It is shown that the bicameral Parliament of the Russian state was formed under the influence of international, national political, legal and social development. It is noted that the essence of the bicameral Parliament is a legal reflection of the specifics of the development and state structure of Russia. The influence of reception and succession on the formation of the Federal Assembly of the Russian Federation is considered. The article analyzes the consequences of modern constitutional changes in the sphere of political and legal status of the Russian Parliament and their subsequent impact on the state mechanism of the Russian Federation.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated
