A number of factors that determine the introduction of competencies in professional education is presented in this article. The analysis of competence features contained in the European Qualifications Framework, communiqué materials, the Tuning project, the National Qualifications Framework and the professional standard «Teacher» of the Republic of Kazakhstan is carried out. The article provides a definition of the model of a specialist, as well as the norms of requirements for his or her qualifications and competencies. Moreover, the need to include employers in educational systems of all levels is considered, but not only as an order for personnel training, but also as carriers of initiatives in education. A holistic set of competencies is presented, tied to certain tasks, which reflects the competence model of a university graduate. The study identifies professional and personal requirements for a modern teacher. Such areas of the teacher’s activity as the development and planning of educational activities and training programs, teaching, assessment and reflection, professional development, the use of appropriate learning technologies, showing respect for certain students and promoting equality of opportunities for students are considered.

The article is devoted to the planning of business career and professional training of personnel. It is noted, in particular, that the most important problem of forming personnel potential of employees is their career growth and training. The article emphasizes that the priority tasks of increasing the efficiency of the operation of enterprises is to equip them with workers who have the necessary qualities to successfully own a chosen profession, to create a system that allows them to maintain and develop their working capacity, as well as reliability. To perform such tasks, periodic control of the employee's functional status and the definition of objective criteria characterizing the qualitative composition of such units and bodies are necessary. The peculiarities of career growth and professional training of the personnel are investigated. The efficiency of the existing system at the enterprise level is analyzed. The authors noted that the key to a successful career is a symbiosis of such factors as the employee's inner desire to grow professionally, hard work and charisma. It is also emphasized that personnel training plays an important role. Advanced advanced countries of the world have long been exploring the impact of training on human productivity. Consequently, one of the strategic goals of modern Ukrainian firms and organizations should be to train managers to develop their own development and manage the development of their subordinates in the most effective way. For this purpose it is necessary to create a system of career growth, training of managers of all levels.

The model of distance learning in the Institute of Economics, Management and Law (Kazan city, Russia) is created on the basis of educational sphere diagnosis taking into account foreign and Russian experience. The specificity of the model is the permanent diagnosis of the components of the educational environment such as teacher qualifications, level of students’ actual knowledge, filling the educational process with information technologies, availability and quality of electronic resources, the correct choice of learning technologies, and policy in the field of the computerization of the professional education process.</p>

The definition of abilities and their correct development act as one of the most important pedagogical tasks that require special attention, solution, approach, especially during the period of changes in the content of the educational process connected with its reform. According to the author, to update educational approaches related to improving the effectiveness of the educational process, it is necessary to pay attention to the development of author’s training programs. They will control planned and systematic activities of all participants in the educational process, regardless of the form of its organization. The article considers the main provisions of the author’s program that contribute to the development of the artistic abilities of schoolchildren in the conditions of modernization and reform of modern Russian education, including the changes caused by COVID 19. The author’s program is designed to expand the content of the concept of the continuity of secondary vocational and higher education. Its structure includes content components of general education and training of future designers and teachers of technology and design in multilevel professional education as potential directions for its development in the context of global challenges.

In this paper, we present a thought piece examining recent core policing reforms introduced in the Republic of Ireland (ROI), responding to a perceived crisis of legitimacy, for An Garda Síochána (AGS) (translated: ‘The Guardian of the Peace’). Central to this process is the critical reform of the education and training of police and their relationship to the professionalisation and legitimacy of policing. In this paper, we put forward an explorative analysis of the potential link between the professional education of police and their perceived legitimacy. A literature review was carried out on the reform process, including the related elements of police education, training, professionalisation, community policing, police legitimacy, code of ethics (CoE) and police culture. We consider the espoused ambition to professionalise policing via processes including the provision of professional learning in universities and how this might be deemed to contribute (or not) to legitimacy. While no empirical research to date has been carried out on these specific reforms in the ROI, the reform recommendations had several resonances with broader examination of the themes and challenges (in particular police ethics and culture) associated with reform of democratic policing in other jurisdictions, particularly with respect to increasing professional learning and perceived police legitimacy.

Purpose The purpose of this paper is to describe a revised approach describing occupational competence, with particular reference to its application in two European countries at the level of specific occupational fields and in relation to the models used in national vocational education and training (VET) systems. Design/methodology/approach An Erasmus+ project involved partners in five countries developing and trialling competence standards, following principles developed from approaches that have recently emerged in some British self-governing professions. Findings The model used in the project avoids the narrowness that was characteristic of earlier British approaches to occupational competence. It provides a template that can be used for articulating the essentials of practice, including in emerging fields and those that cut across professions and occupations. It is also flexible enough to provide underpinnings for different types of VET system without making assumptions about the way that economies, labour markets and education systems are organised. Practical implications A number of factors are outlined that improve the applicability of practice-based competence descriptions, including starting from occupational fields rather than job roles, focussing on the ethos and core activities of the field, and using concise and precise descriptions that are not limited to specific roles and contexts. Originality/value A tested, practice-based model of competence is put forward that can be applied at the level of broad professional or occupational fields, is neutral in respect of national labour markets and educational systems, and offers a means of developing a common “language” of competence at a European level.

Clusters are the primary vehicle for smart specialization strategies, as they can make the greatest contribution to economic development by supporting research, development and innovation within the identified areas of specialization. This determines the relevance of the research topic. The theoretical foundations of clusters as network structures are considered in the article: the definition of the concept of «cluster» is given, the signs of a cluster are indicated, the significance of cluster structures for the economy is substantiated. An analysis of the experience of the Republic of Belarus in the creation and functioning of clusters is carried out. Active, emerging and potential clusters are considered. Their models are built. Conclusions about cluster processes in the Republic of Belarus are made. Clustering directions in the context of digitalization of the economy of the Republic of Belarus are proposed. These are the following directions: education and training for public sector and business representatives; creation of a cluster infrastructure to manage the clustering process; providing cluster initiatives and cooperation through organizational and economic methods; digitalization of training for cluster members; communication support for cooperation; digitalization of communications between the subjects of the cluster; digitalization of production in the subjects of the cluster.

He made a great contribution to library professional education and training librarians in the Republic of Dagestan and Northern Caucasus on the whole. Omarov’s biography is reviewed — his pedagogical, academic, research and public activities. His contribution as the head of library studies and bibliography (1983—2008) is emphasized.

An engaged and perceptive contemplation of the Qur'an forms one of the most important bases for the cultural and social advancement of Muslims in all walks of life, and the absence of such study is one of the reasons behind the general cultural attenuation in the modern world. Reflection is one of the means of the construction and formation of a civilised society. The applied faculty of intellect creates an environment which allows reflective and considered thought to be developed from a functional perspective for the general well-being of society. Meanwhile the effective neglect of such study leads to the proliferation of superstition, dissent and social conflict. Indeed it can even be argued that it diminishes the significance of the laws and conventions which serve as the backbone of society. This paper reveals a number of factors which can impede the achievement of such an engaged study of the text: thus, for instance, thoughtless obedience to societal conventions; shortcomings in educational systems and syllabi; and a failure to encompass the significance of the Arabic language. Furthermore this paper presents several effective suggestions for nurturing students' potential, encouraging an environment which allows freedom of thought, and its refinement.
