The development of information technology has spawned the innovation of learning technology, one of which is the application of E-learning that develops along the paradigm of learning changes. Implementation of E-learning in addition to providing benefits are also still faced with various problems that become challenges in the application of E-learning resulting in a variety of perceptions that develop in society. This article aims to describe the opportunities, challenges, and implementation of E-learning in Indonesia. This paper is a literature review by using relevant sources related to theoretical and empirical reviews of E-learning challenges, opportunities, and implementation. Sources of theoretical reviews use books, other documents on E-learning, while for empirical reviews using research results published in scientific journals.

Electronic readiness is an important issue in developing organizational e-learning. It focuses on organizational capabilities and capacities to use electronic resources in the learning process. Organizational culture is an important factor in successful e-learning readiness. This research is aimed to evaluate the impacts of organizational culture on e-learning readiness. A sample of 68 questionnaires consisting of both culture and readiness questions was analyzed. To test the research hypothesis, a Beta coefficient test was used. Research results indicate a significant positive impact of clan and adhocracy cultures on e-learning readiness. It also found that market culture has a negative impact on e-learning readiness, while findings cannot justify a relationship between hierarchy culture and e-learning readiness.

Abstract The paper presents some results of the analysis of social networks as a constituent of e-learning environment. The paper defines the concept “social network”, the basic principles and characteristics of social networks are singled out. Based on the analysis of the results of sociological research, it was discovered that social networks are a common type of network communication that is used by both teachers and students. The advantages and peculiarities of using social networks for educational purposes are established. The authors analyze prospects of using such social networking options and services as exchange of messages, documents and news; ways of boosting teamwork by creating interest groups in social networks; improving teacher-student interaction via personal pages for public and mass communication. The most problematic questions about the use of social networks in the educational process are singled out.

The chapter presents European Learning Resource Exchange (LRE) system and scientific research results used for its development. LRE is a platform for collaboration of researchers, policy- and decision-makers, content providers (publishers), and practitioners (teachers) to share digital learning resources/ objects – LOs and new e-learning practices. The chapter presents research on LRE architecture, interoperability, reusability and quality of LOs, and new e-Learning practices using LOs. Importance of pan-European collaboration of scientists, policy makers, publishers and practitioners is shown using examples of several LRE best practice networks. Scientific models and methods to evaluate quality and reusability of LOs are presented in more detail. The chapter also presents the results of several large scale R&D projects co-funded by EU programmes that were and are implemented currently to support LRE. The author believes that research results and best practices presented in the chapter will be useful for all aforementioned educational stakeholders groups.

According to the systematic approach, the paper reveals the theory and experience of digitalization of the inclusive education system. Research methods: retrospective analysis of the development of digitalization of the educational process of inclusive education in Russia and abroad, conversations, analysis of portfolios, situations, experience of the Pedagogical College named after N.K. Kalugin (Orenburg), assessment and self-assessment of bachelors, teachers, generalization and systematization of the data obtained; statistical methods, cluster analysis, questionnaires, analysis of parents opinions on the conditions and quality of inclusive education, analysis of students opinions on the conditions and quality of vocational training. Research results: the paper provides a theoretical analysis and analysis of research results, which made it possible to: clarify the essence of digital technologies as a set of digital devices and information and communication technologies; identify assistive means for solving corrective and compensatory problems; categories of digital devices for solving the problems of inclusive education; identify the principles, methods and technologies of digital (e-learning) in the context of inclusive, advantages and disadvantages of e-learning; models of organizing inclusive education using e-learning; free services, paid educational platforms, their opportunities, advantages and disadvantages in inclusive education; to identify the means of intellectual information support in the digital educational environment, the didactic potential of the educational platform; virtual fund of scientific effects, providing educational and methodological support for the inclusive educational process, its architectural components; to determine the directions of the virtual fund of scientific effects. Effectiveness and quality of inclusive education is provided by individual educational trajectories, the methodological resource integrates methods of educational activities in an electronic environment, online learning, and access to digital technologies. The experience of organizing distance inclusive education and inclusive group virtual learning has been clarified. Conclusions and recommendations: it has been proven that digitalization is the goal and means of ensuring the effectiveness of inclusive education; revealed the difficulties of students and the role of teachers as professional partners in their elimination; identified digital devices for solving the problems of inclusive education. The principles, methods and technologies of digital (e-learning) are presented in the context of the interaction of students and teachers.

The purpose of this study is to identify the use of quizzes for students during online learning. This research is descriptive qualitative research. Data will be collected through questionnaires and interviews on research subjects. The data collected will be analyzed qualitatively to describe the phenomena that occur in the field. Based on data from the research results, there are 47 students (29%) who chose E-learning quiz as a quiz that they often use.; 34 students (22%) who chose Quizizz; 30 students (18%) who chose Google Form Quiz; 23 students (14%) who chose quiz on the website as a quiz that they often get / use in learning; 19 students (11%) who choose Kahoot as a quiz that they often get / use in learning; and five students (3%) who choose Wondershare Quiz Creator as a quiz they often get / use in learning. This study proves that all types of quizzes are very helpful for students to review previous learning materials. In addition, this quiz can attract students to increase the duration of study at home.Keywords:  Identification,  Quiz, Online Learning

The aim of this research is to determine the level of university professors’ technological skills and its relationship to the orientation towards electronic education. To achieve the objectives of this research, five null hypotheses were formulated. We used the descriptive method and chose a random sample of university professors totalling around (200) professors distributed among (14) colleges of Dhi Qar University. In order to achieve the research objectives, we prepared two tools: the first is a technological skills questionnaire consisting of (45) constructs which included six main skills (preparation and planning skill, implementation skill, mastery of scientific material, skill of using pedagogical techniques, evaluation skill, classroom management skill). The validity and robustness of the questionnaire were verified. The second tool is a scale to measure the orientation towards e-learning that included five areas (university professors' vision of e-learning, motivation in e-learning, the desired benefit of e-learning in society, fun in e-learning, self-concept in e-learning). The scale consisted of of (54) constructs the validity and robustness of which were also verified. The research tools were applied to the research sample of (200) professors and the research results were statistically treated using the Statistical Package for Social Sciences (SPSS) program. The results showed that the sampled professors have a higher-than-average level of technological skills as well as statistically significant positive orientation towards electronic education. Results also showed that there is a positive relationship between the level of university professors' mastery of technological skills and their orientation towards electronic learning. In light of the research results, we presented a number recommendations and proposals.

The main task of the state social policy is formation of a digital society, the development of the digital economy as an urgent sphere of people's life. This has led to the transition of many areas to digital technologies: education, healthcare, services, etc. Objective circumstances of the global scale of spring 2019, associated with the widespread spread of coronavirus infection has caused optimization of distant educational technologies. The implementation of the new idea of e-education is inextricably linked with the process of its digitalization. The research problem: what are the factors of e-learning as a new educational paradigm in a university? The purpose of the research is to reveal the essence of e-learning at a university, its goals, components and functions. The research methodology is composed of a set of methods of scientific knowledge: generalization, analysis, synthesis. The research results. Theoretical and methodological prerequisites for the digitalization of education as a new educational paradigm have been revealed; the functions of digital education have been defined; technology brands of e-education have been identified; the concept of «digital literacy» has been disclosed. Key findings: e-learning is an innovative educational paradigm based on the transformation of the educational process (change in guidelines, organizational and managerial forms, technologies, teaching aids) and the use of a digital educational environment; e-education serves as a tool, an environment that opens up new learning opportunities through the use of technology brands (cloud technologies, online courses, «mobile» learning, adaptive learning, artificial intelligence, behavioral analytics, gamification). The research results can be used for further theoretical and methodological substantiation of the problem of e-learning in higher education, and in activities of modern scientific and pedagogical workers in the context of digitalization of the educational space.

An analysis of various research papers reveals that an increase in public debt has helped nations to restart economic growth; therefore, the research on public debt is still urgent and relevant.The aim of the present research is to examine trends and the implications of change in the public debt of Latvia.The research results revealed that over a ten-year period (2009-2018), the government budget of Latvia had a surplus only in one year (2016), which was due to the fact that the growth rate of budgetary revenues exceeded that of the national economy. The research results also revealed that public debt explicitly had more negative than positive implications. The positive implications involve increases in income for the population (interest payments on debt securities) and revenue for the government budget (to cover expenditures). The negative implications of public debt for the national economy mostly involve a potential downgrade of the country’s credit rating, which could lead to difficulties in raising funds during a crisis.The research employed the following methods: monographic, induction and deduction, graphical, comparison, a sociological research method – expert surveying – and statistical analysis.
