Applying a framework for defining emergency management scenarios

Introduction: Scenarios are used extensively to support emergency management (EM). Virtually every user within the community, from policymakers to first responders, uses scenarios in one guise or another. They provide the context to characterize a dynamic problem space, to support the rehearsal of response options, and to facilitate the evaluation of new technology. With such far-reaching implications, there needs to be a means to guide scenario selection.Objective: The Canadian Centre for Security Science sponsored the development of a framework to characterize scenarios and to assist in evaluating EM capabilities, explicitly in the area of chemical, biological, radiological, and nuclear response. The framework also complements capability-based planning and provides a means to share scenarios.Methodology: The Public Safety and Security Planning Scenario Framework assists the EM community, which ranges from the national to the community level, by selecting scenarios based on user perspectives and objectives. In developing the framework, three challenges were addressed: a taxonomy was required to frame and define what constitutes a scenario; parameters were needed to describe and characterize scenarios; and structure was called for to assist in ordering the collection and comparison of representative scenarios.The first challenge involved reviewing existing literature to define the term “scenario.” Typically, scenarios are used to consider near-term threats, to capture planning assumptions, and to provide the perspective necessary to assess concepts and capabilities. The framework proposes a set of criteria or dimensions (eg, risks, triggers, and time horizons) that can be used to characterize scenarios. To test the framework, a representative set of scenarios was cataloged using these dimensions. Analysis of the resulting set was instructive in revealing the differences in planning scenarios across the chemical, biological, radiological/nuclear, and explosive communities. As the framework matures, it is hoped that it will promote information reuse and provide a valuable forum for capturing best practices and developing standards, enhancing efficiency and effectiveness improvements both locally and nationally.

The Barfordshire Police Call Centre project began as an attempt to find a more efficient way of dealing with the public. Arguably, what this study has demonstrated is that often, in the quest for technical efficiency, effectiveness, which requires attention to both technical and human issues, is compromised. By taking a more human centered approach, focusing on the whole information system rather than just the information technology, those factors left unsolved by the new technology have been addressed, and a way has been found to improve both the efficiency and effectiveness of this project.

The most important measures stimulating the increase of efficiency and effectiveness of budget expenditures on road construction are the improvement of pricing mechanisms and increasing efficiency of the procedures of government purchases of goods, works and services. Subject. This article deals with the issue of improving the public investment allocative efficiency. Objectives. The article aims to develop an approach to improve the efficiency and effectiveness of public investment in the economy. Methods. The study is based on a panel data regression with random effects. Conclusions and Relevance. All sectors of the economy have different demand for investment resources attracted, determined by operational and technological aspects. The results of the study can be used to develop an effective system of public investment.

Healthcare delivery systems are evolving with the advances in health information technology (HIT) development and its applications to coordinated or guided care for polychronic conditions. The design features of artificial intelligence in healthcare reflect the public interest in optimizing care coordination and communication between providers and patients. This article offers a practical evaluation and assessment of the relevance of theoretical frameworks and appropriate methodologies to formalize a multi-criteria optimization of a logic model applicable for achieving the system’s efficiency and effectiveness. In specifying theoretical constructs and evaluation methods for HIT evaluation, a three-fold purpose is to show the relevance of personal and behavioral determinants of HIT use, articulate the need for developing a transdisciplinary framework, and formulate appropriate multilevel modeling and causal analysis of the determinants of HIT use and its impacts on chronic care.

Abstract The equine industry is highly variable with many different sectors and management practices. To determine how the public views common management practices and discipline-specific areas of the equine industry, an online study was distributed via email and social media over a 6-week period to U.S. residents over the age of 18 (n = 1,372). Survey questions included demographics, industry connection, definition of welfare and equine classification. Respondents were asked to select the most concerning option from a series of management-related scenarios. The production livestock and equine industries were then segmented by species or discipline, respectively, and respondents were asked which sector was most problematic. To analyze the data, frequency tables (Proc FREQ) and multinomial logistic regression (Proc LOGISTIC) were used in SAS 9.4 (Cary, NC) to test the factors associated with likelihood to select a given management scenario from each series (α=0.05). Respondents who were heavily connected to the industry were four times more likely than lightly connected individuals to select that a blanketed horse or unblanketed horse in 30°F weather with unlimited access to food and water equally presented no concern than to say that a blanketed or unblanketed horse in 30°F weather with unlimited access to food and water and were concerning (OR= 4.09; 95%CL: 2.08,8.04). Of the 1,244 respondents who answered, 563 (45%) said that the gaited horse industry is the most problematic equine industry compared to the racing industry (41%) and stock horse industry (8.7%). Understanding how the public perceives the various animal industries and management scenarios in relation to an individual’s connection to the industry, classification of equines and welfare definition is important to assess and improve educational intervention strategies.

Abstract Purpose Uncertainties exist in how respondents interpret response options in patient-reported outcome measures (PROMs), particularly across different domains and for different scale labels. The current study assessed how respondents quantitatively interpret common response options. Methods Members of the general public were recruited to this study via an online panel, stratified by age, gender, and having English as a first language. Participants completed background questions and were randomised to answer questions on one of three domains (i.e. loneliness (negatively phrased), happiness or activities (positively phrased)). Participants were asked to provide quantitative interpretations of response options (e.g. how many times per week is equal to “often”) and to order several common response options (e.g. occasionally, sometimes) on a 0–100 slider scale. Chi-squared tests and regression analyses were used to assess whether response options were interpreted consistently across domains and respondent characteristics. Results Data from 1377 participants were analysed. There was general consistency in quantifying the number of times over the last 7 days to which each response option referred. Response options were consistently assigned a lower value in the loneliness than happiness and activities domains. Individual differences, such as age and English as a second language, explained some significant variation in responses, but less than domain. Conclusion Members of the public quantify common response options in a similar way, but their quantification is not equivalent across domains or every type of respondent. Recommendations for the use of certain scale labels over others in PROM development are provided.

After the Fukushima accident, initiatives emerged offering the public the possibility to realise measurements of the radioactivity in the environment with various devices and to share data and experiences through collaborative tools. The objective of the OpenRadiation project is to offer the public the opportunity to perform measurements of the radioactivity using connected dosimeters on smartphones. The challenge is to operate such a system on a sustainable basis in normal situations and in order to be useful in an emergency situation. In normal situations, this project is based on a collaborative approach including pedagogical activities. In case of emergency situation, data from the field will be available in “real time” providing an opportunity for the emergency management and the communication with the public. The practical objectives are to develop i) a website centralising measurements using various dosimeters, providing dose rate maps with raw and filtered data and offering dedicated areas for specific projects and exchanges about data and ii) a dosimetric app using a connected dosimeter. This project is conducted within a partnership between organisms’ representative of the scientific community and associations to create links with the public.

Connecticut was impacted severely and early on by the COVID-19 pandemic due to the state’s proximity to New York City. Hartford Healthcare (HHC), one of the largest healthcare systems in New England, became integral in the state’s response with a robust emergency management system already in place. In this manuscript, we review HHC’s prepandemic emergency operations as well as the response of the system-wide Office of Emergency Management to the initial news of the virus and throughout the evolving pandemic. Additionally, we discuss the unique acquisition of vital critical care resources and personal protective equipment, as well as the hospital personnel distribution in response to the shifting demands of the virus. The public testing and vaccination efforts, with early consideration for at risk populations, are described as well as ethical considerations of scarce resources. To date, the vaccination effort resulted in over 70 percent of the adult population being vaccinated and with 10 percent of the population having been infected, herd immunity is eminent. Finally, the preparation for reestablishing elective procedures while experiencing a second wave of the pandemic is discussed. These descriptions may be useful for other healthcare systems in both preparation and response for future catastrophic emergencies of all types.

PurposeThe purpose of this study is to investigate communication on Twitter during two unpredicted crises (the Manchester bombings and the Munich shooting) and one natural disaster (Hurricane Harvey). The study contributes to understanding the dynamics of convergence behaviour archetypes during crises.Design/methodology/approachThe authors collected Twitter data and analysed approximately 7.5 million relevant cases. The communication was examined using social network analysis techniques and manual content analysis to identify convergence behaviour archetypes (CBAs). The dynamics and development of CBAs over time in crisis communication were also investigated.FindingsThe results revealed the dynamics of influential CBAs emerging in specific stages of a crisis situation. The authors derived a conceptual visualisation of convergence behaviour in social media crisis communication and introduced the terms hidden and visible network-layer to further understanding of the complexity of crisis communication.Research limitations/implicationsThe results emphasise the importance of well-prepared emergency management agencies and support the following recommendations: (1) continuous and (2) transparent communication during the crisis event as well as (3) informing the public about central information distributors from the start of the crisis are vital.Originality/valueThe study uncovered the dynamics of crisis-affected behaviour on social media during three cases. It provides a novel perspective that broadens our understanding of complex crisis communication on social media and contributes to existing knowledge of the complexity of crisis communication as well as convergence behaviour.

The highly influential users on social media platforms may lead the public opinion about public events and have positive or negative effects on the later evolution of events. Identifying highly influential users on social media is of great significance for the management of public opinion in the context of public events. In this study, the highly influential users of social media are divided into three types (i.e., topic initiator, opinion leader, and opinion reverser). A method of profiling highly influential users is proposed based on topic consistency and emotional support. The event of “Jiankui He Editing the Infants' Genes” was investigated. The three types of users were identified, and their opinion differences and dynamic evolution were revealed. The comprehensive profiles of highly influential users were constructed. The findings can help emergency management departments master the focus of attention and emotional attitudes of the key users and provide the method and data support for opinion management and decision-making of public events.
