Agency collaboration is an important function in the management of disasters and catastrophes. For effective emergency management, the need for intergovernmental collaboration grows as the scale of the disaster increases. Several researchers have examined the use of social media by emergency management (and other governmental agencies) during large-scale disasters; however, few have examined the use of social media for intergovernmental collaboration. This study explores the use of social media platforms as a means to establish and maintain intergovernmental collaboration for emergency management-related agencies. More salient is the focus on social media during the preparedness and planning stages of emergency management. Using qualitative observational and coding analysis, this study identifies the types of connections made by topic, level of governance, and established affiliation in the local emergency operations plan (LEOP). The findings show that more than 50 percent of the connections made were established on Twitter and not present in the current LEOP. Furthermore, the most popular topic to initiate online connections was related to public education information. The findings from this study can assist emergency management practitioners in developing social media strategies, which incorporate methods to connect with other agencies on Twitter.

Fear-of-missing-out (FOMO) refers to feelings of anxiety that arise from the realization that you may be missing out on rewarding experiences that others are having. FOMO can be identified as an intra-personal trait that drives people to stay up to date of what other people are doing, among others on social media platforms. Drawing from the findings of a large-scale survey study among 2663 Flemish teenagers, this study explores the relationships between FOMO, social media use, problematic social media use (PSMU) and phubbing behavior. In line with our expectations, FOMO was a positive predictor of both how frequently teenagers use several social media platforms and of how many platforms they actively use. FOMO was a stronger predictor of the use of social media platforms that are more private (e.g., Facebook, Snapchat) than platforms that are more public in nature (e.g., Twitter, Youtube). FOMO predicted phubbing behavior both directly and indirectly via its relationship with PSMU. These findings support extant research that points towards FOMO as a factor explaining teenagers’ social media use.

Social media platforms like Facebook and Twitter permit experiments to be performed at minimal cost on populations of a size that scientists might previously have dreamed about. For instance, one experiment on Facebook involved more than 60 million subjects. Such large-scale experiments introduce new challenges as even small effects when multiplied by a large population can have a significant impact. Recent revelations about the use of social media to manipulate voting behavior compound such concerns. It is believed that the psychometric data used by Cambridge Analytica to target US voters was collected by Dr Aleksandr Kogan from Cambridge University using a personality quiz on Facebook. There is a real risk that researchers wanting to collect data and run experiments on social media platforms in the future will face a public backlash that hinders such studies from being conducted. We suggest that stronger safeguards are put in place to help prevent this, and ensure the public retain confidence in scientists using social media for behavioral and other studies.

Social media platforms have become popular as means of communications in emergency management. Many people use social media sites such as Facebook and Twitter on a daily basis including during disaster events. Emergency management agencies (EMAs) need to recognize the value of not only having a presence on social media but also actively engaging stakeholders and the public on these sites. However, identifying best practices for the use of social media in emergency management is still in its infancy. The objective of this article is to begin to create or further define best practices for emergency managers to use social media sites particularly Facebook and Twitter in four key areas: 1) implementation, 2) education, 3) collaboration, and 4) communication. A list of recommendations of best practices is formulated for each key area and results from a nationwide survey on the use of social media bycounty EMAs are discussed in this article.

BACKGROUND Although emerging adults play a role in the spread of COVID-19, they are less likely to develop severe symptoms after infection. Emerging adults’ relatively high use of social media as source of information raises concerns regarding COVID-19 related behavioral compliance (i.e., physical distancing) in this age group. OBJECTIVE Therefore, the current study investigated physical distancing in emerging adults in comparison to older adults and looked at the role of using social media for COVID-19 news and information in this regard. In addition, this study explored the relation between physical distancing and different social media platforms and sources. METHODS Secondary data of a large-scale national longitudinal survey (N = 123,848, 34.% male) between April and November 2020 were used. Participants indicated, ranging for one to eight waves, how often they were successful in keeping 1.5 meters distance on a 7-point Likert scale. Participants between 18 and 24 years old were considered young adults and older participants were identified as older adults. Also, a dummy variable was created to indicate per wave whether participants used social media for COVID-19 news and information. A subset received follow-up questions asking participants to indicate which platforms they have used and what sources of news and information they had seen on social media. All preregistered hypotheses were tested with Linear Mixed-Effects Models and Random Intercept Cross-Lagged Panel Models. RESULTS Emerging adults reported less physical distancing behaviors than older adults (b = -.08, t(86213.83) = -26.79, p < .001). Also, emerging adults were more likely to use social media for COVID-19 news and information (b = 2.48, SE = .11, Wald = 23.66, p = <.001), which mediated the association with physical distancing, but only to a small extend (indirect effect: b = -0.03, 95% CI = [-0.04; -0.02]). Opposed to our hypothesis, the longitudinal Random Intercept Cross-Lagged Panel Model showed no evidence that physical distancing was predicted by social media use of the previous wave. However, we did find evidence that using social media affected subsequent physical distancing behavior. Moreover, additional analyses showed that most social media platforms (i.e., YouTube, Facebook and Instagram) and interpersonal communication showed negative associations with physical distancing while others platforms (i.e. LinkedIn and Twitter) and Governmental messages showed no to a slightly positive associations with physical distancing. CONCLUSIONS In conclusion, we should be vigilant for physical distancing of emerging adults, but this study give no reason the to worry about the role of social media for COVID-19 news and information. However, as some social media platforms and sources showed negative associations, future studies should more carefully look into these factors to better understand the associations between social media use for news and information, and behavioral interventions in times of crisis.

BACKGROUND The COVID-19 pandemic is the first pandemic where social media platforms relayed information on a large scale, enabling an “infodemic” of conflicting information which undermined the global response to the pandemic. Understanding how the information circulated and evolved on social media platforms is essential for planning future public health campaigns. OBJECTIVE This study investigated what types of themes about COVID-19 were most viewed on YouTube during the first 8 months of the pandemic, and how COVID-19 themes progressed over this period. METHODS We analyzed top-viewed YouTube COVID-19 related videos in English from from December 1, 2019 to August 16, 2020 with an open inductive content analysis. We coded 536 videos associated with 1.1 billion views across the study period. East Asian countries were the first to report the virus, while most of the top-viewed videos in English were from the US. Videos from straight news outlets dominated the top-viewed videos throughout the outbreak, and public health authorities contributed the fewest. Although straight news was the dominant COVID-19 video source with various types of themes, its viewership per video was similar to that for entertainment news and YouTubers after March. RESULTS We found, first, that collective public attention to the COVID-19 pandemic on YouTube peaked around March 2020, before the outbreak peaked, and flattened afterwards despite a spike in worldwide cases. Second, more videos focused on prevention early on, but videos with political themes increased through time. Third, regarding prevention and control measures, masking received much less attention than lockdown and social distancing in the study period. CONCLUSIONS Our study suggests that a transition of focus from science to politics on social media intensified the COVID-19 infodemic and may have weakened mitigation measures during the first waves of the COVID-19 pandemic. It is recommended that authorities should consider co-operating with reputable social media influencers to promote health campaigns and improve health literacy. In addition, given high levels of globalization of social platforms and polarization of users, tailoring communication towards different digital communities is likely to be essential.

The highly influential users on social media platforms may lead the public opinion about public events and have positive or negative effects on the later evolution of events. Identifying highly influential users on social media is of great significance for the management of public opinion in the context of public events. In this study, the highly influential users of social media are divided into three types (i.e., topic initiator, opinion leader, and opinion reverser). A method of profiling highly influential users is proposed based on topic consistency and emotional support. The event of “Jiankui He Editing the Infants' Genes” was investigated. The three types of users were identified, and their opinion differences and dynamic evolution were revealed. The comprehensive profiles of highly influential users were constructed. The findings can help emergency management departments master the focus of attention and emotional attitudes of the key users and provide the method and data support for opinion management and decision-making of public events.

This cross-sectional survey focused on faculty use and knowledge of author identifiers and researcher networking systems, and professional use of social media, at a large state university. Results from 296 completed faculty surveys representing all disciplines (9.3% response rate) show low levels of awareness and variable resource preferences. The most utilized author identifier was ORCID while ResearchGate, LinkedIn, and Google Scholar were the top profiling systems. Faculty also reported some professional use of social media platforms. The survey data will be utilized to improve library services and develop intra-institutional collaborations in scholarly communication, research networking, and research impact.

This paper examines the abduction of the schoolgirls in Chibok Local Government Area of Borno State, Nigeria in 2014. The paper examined how the abduction of the schoolgirls generated responses and support for the rescue of the abducted girls from people and organization from different parts of the globe. The Islamists terrorist organization operating in Borno State has attracted the attention of the world since 2009 when they started attacking government establishments and security installations northeast which later escalated to major cities in Northern Nigeria. Methodologically, the paper utilized secondary sources of data to analyze the phenomenon studied. The paper revealed that the development and innovations in information and communication technology which dismantled traditional and colonial boundaries enabled people to express support, solidarity and assist victims of conflict who resides millions of Kilometers away. This shows that Internet-based communications technology has reduced the distance of time and space that characterised traditional mass media. The campaign for the release of the schoolgirls on the social media platforms particularly Twitter and Facebook has tremendously contributed to the release of some of them. Furthermore, the girls freed from abduction have received proper attention: education and reintegration programmes which enable them to start post-abduction life. In this regard, social media has become a tool for supporting the government in moments of security challenges which the Bring Back Our Girls campaign attracted foreign and domestic assistance to Nigeria in the search of the abducted girls and the fight against the Islamist insurgents.

Many social media news writers are not professionally trained. Therefore, social media platforms have to hire professional editors to adjust amateur headlines to attract more readers. We propose to automate this headline editing process through neural network models to provide more immediate writing support for these social media news writers. To train such a neural headline editing model, we collected a dataset which contains articles with original headlines and professionally edited headlines. However, it is expensive to collect a large number of professionally edited headlines. To solve this low-resource problem, we design an encoder-decoder model which leverages large scale pre-trained language models. We further improve the pre-trained model's quality by introducing a headline generation task as an intermediate task before the headline editing task. Also, we propose Self Importance-Aware (SIA) loss to address the different levels of editing in the dataset by down-weighting the importance of easily classified tokens and sentences. With the help of Pre-training, Adaptation, and SIA, the model learns to generate headlines in the professional editor's style. Experimental results show that our method significantly improves the quality of headline editing comparing against previous methods.

Social media platforms have become an inevitable part of our daily lives. Companies that noticed the intense use of social media platforms started to use them as a marketing tool. Even ordinary people have become famous by social media and companies have been sending their products to them to try and advertise. Many people have gained a considerable amount of money in this way and today new jobs are emerged like "Youtuber" and "Instagram Influencer". Therefore, ordinary people realized the power of social media and many people started to strength their digital identity over social media. The question raising in people’s mind is that “What is the difference between the influencers and the ordinary people who have also digital identity over social media?”. This study examined Instagram influencers for five categories namely fashion, makeup, photography, travel, and fitness in Turkey. As an exploratory study, the relationship between the influencers’ average number of posts, the number of likes, the number of views, the number of comments, number of followers, and the number of following were examined. As well as the engagement rates of the followers to the influencers were calculated. In addition, the words they mostly used in the captions of the posts were examined.
