The article describes the origin and current state of Polish integration policy as a part of the state migration policy. The authors provide a list of state bodies and nongovernmental organizations involved in the inclusion of immigrants into Polish society, evaluate their activities, and also declare the need to create a coherent state policy for the integration of foreigners.

Introduction. The reintegration of migrant workers is the renewal and accelerated development of ties between the individual and the society, the economic and cultural systems, the restoration of the impact of the individual on socio-economic, socio-cultural and political processes and phenomena, increasing participation in the processes of sustainable development on the basis of introducing elements of economic culture countries of pre-migration. The methodological bases for improving the mechanisms of reintegration of labor migrants should be assessed on the basis of available political and legal support. The problem of labor migration has now taken on a national scale, which brings it out of the limits of the influence of any organization, cluster or individual state authority. The formulation of a strategy for regulating labor migration should be made on the basis of the status of this problem as a national one, therefore, requiring macroeconomic regulation, which will be supported by a strong institutional and regulatory framework. The purpose of the paper is to substantiate the method of reintegration of Ukrainian labor migrants in the context of state migration policy. Results. Theoretical aspects of reintegration of labor migrants are covered. The content analysis of the legal acts of the President of Ukraine is carried out. A number of significant legal acts that have or can have a significant impact on state migration policy are characterized. The peculiarities of the functioning of the central executive body, which implements the state policy in the sphere of migration, and the recent changes in determining the range of subjects of formation and implementation of the state policy in the sphere of labor migration are analyzed. The importance of regulating the issue of investments earned during the emigration of funds into the national economy is substantiated. Conclusion. According to the conducted research, the method of reintegration of Ukrainian labor migrants in the context of the state migration policy is formed under the influence of debates about the factors, directions and forms of support of the respective processes by the state authorities. We believe that the main disadvantage of reintegration institutional support is the lack of a unified approach to the role and importance of repatriates for the sustainable development of the national economy. In our opinion, this approach should be consolidated in the form of the Law of Ukraine with a clear definition of the subjects of assistance to repatriation and reintegration of labor migrants, as well as to strengthen with additional measures of informational, organizational character, tax privileges for investing the money earned abroad for search, development of employers of skilled migrant workers returning to Ukraine.

Adaptation and integration of migrants are the final stages of the migration process, the quality of which largely determines the final result: either serious socio-economic problems will arise that threaten the security of host societies, or migration will contribute to the socio-economic development of host countries. The dependence of migration results on the final stages of migration processes necessitates the implementation of effective adaptation and integration policies by states. In the scientific literature, the terms “adaptation” and “integration” are most often used as synonyms. However, this approach makes it difficult to develop common ideas about the essence of the processes of adaptation and integration of migrants. All this gave rise to theoretical uncertainty regarding these phenomena, led to scientific disagreements that impeded the formation of an effective state policy of adaptation and integration, and complicated the development of scientifically-based programs for solving acute problems in the migration sphere. And as a consequence of this, the problem of a separate theoretical understanding of the above concepts has become actualized. The purpose of the article is to theoretically substantiate the essence and content of the processes of adaptation and integration of migrants, the state policy of adaptation and the state policy of integration, and thereupon to create a scientific methodological base intended for future use in the state migration policy of the Russian Federation and other countries. The authors set the tasks: to analyze theoretical approaches to the study of the phenomena of adaptation and integration of migrants; to formulate the concepts of “adaptation”, “integration”, “state policy of adaptation”, “state policy of integration”; to present the authors’ vision of these phenomena and identify the relationship between them. With the development of globalization processes and sufficient free movement of labor, and skilled personnel, the problem of legal and illegal migration has gradually become part of public policy for many countries. The aim of the article is to determine the priorities of the state migration policy for legal, illegal migrants and refugees and to form recommendations for the development of clear and transparent rules of the state migration policy taking into account the international legal field and in the context of economic security. An analysis of the main trends in the migration processes was conducted and it was found that over the past 30 years there has been a rapid increase in the number of international migrants and refugees, which puts pressure on the economies of host countries. It has been proven that migration affects the main components of national security, and the impact on the country's economic security is particularly pronounced. As a result, national security requirements must be taken into account when formulating state migration policy. The main components of the state migration policy were identified, the analysis of the main theories and approaches to the migration policy in relation to legal migration was carried out. The main problems of the state policy on illegal migration and refugees have been identified. The state migration policy is analyzed on the example of the EU countries and their overcoming of the migration crisis and the refugee crisis. The state determines the main priorities of migration policy based on national and economic security requirements. There are two main aspects of state migration policy: targeted attraction of immigrants and policy on illegal migration and refugees. There are three main approaches to attracting immigrants - encouraging all types of immigration, creating maximum barriers to immigration, and encouraging specific target groups of immigrants. With regard to illegal immigration, the state can take a tough stance or allow it to replenish the workforce. State policy on refugees is determined by the norms of international law. It has been argued that national migration policies need to be adapted to the current world economy, and that the main priorities include transparency, long-term forecasting of labor market needs, clear criteria for migrant admission and combating illegal migration, which is part of international crime.

Authors consider the impact of migration processes on the state of country’s security. The other actual direction of this research is to identify the dependence of country’s economic security on the intensity of migration regulation.  The complexity of assessing global trends in migration policy leads to the need for a comparative analysis of the conditions for their implementation in the context of world labor migration centers. The paper analyzes the main tools of migration policy, the study of which made it possible to summarize and identify measurable indicators of the impact of migration processes on the state of economic security. The complex of designated challenges and threats to the economic security of the state will allow to form an overall picture of the current state of the object and a qualitative medium-term forecast.

The article is devoted to the analysis of European models of water supply and wastewater management and their implementation in Ukraine. The authors review the classical models of EU water supply and water dsposal management: English, French and German, their historical and political roots, the theoretical basis. In parallel, the authors analyze the state policy in the sphere of water supply and wastewater of Ukraine, the principles of its formation and features, the current state of the sphere of water supply and wastewater, organizational and legal forms of water supply and wastewater enterprises. The article analyzes the current state of realization of public- private partnership in the field of water supply and wastewater with indication of existing contracts and contracts that have become invalid. It is proved that the difference between the water supply and wastewater companies of different management models in Ukraine is not marked, as the general state of the water supply and wastewater sector shows the existence of common problems characteristic of all enterprises. In particular, the ineffectiveness of tariff policies, depreciation of fixed assets, low quality of services, difficult financial condition, inadequate investment, etc. The authors discuss the possibilities of adaptation of classical management models in Ukraine and possible consequences. The article defines the institutional problems of the state policy of Ukraine in the sphere of water supply and wastewater, which influence the efficiency of the implementation and functioning of any model of management and regulation.

The article presents the analysis of the current state and development trends of the industry of Ukraine in the context of its industries and regions. As a result of the analysis, a conclusion was made about the stagnation of the industrial complex of Ukraine, which is due to the low efficiency and inconsistency of the state policy in the sphere of industrial development. Priority areas for improving the industrial policy of Ukraine have been identified. Relations between Yugoslavia and the USSR in 1961–1964 differed for the better in comparison with the previous period. Intensive cooperation in the field of culture and literature characterized those years. The article traces the activities of Yugoslav diplomats in maintaining literary ties between Yugoslavia and the USSR. Yugoslav diplomats, in negotiations with their Soviet colleagues, publishers and editors of magazines, presented their country’s literature as a reflection of the current state policy of Yugoslavia. According to the reports of the embassy, Soviet partners were unofficially recommended to publish contemporary Yugoslav works. By encouraging Soviet publishers to negotiate directly with Yugoslav writers and their union, which was more competent in matters of literature, the embassy tried to present the matter as if the state in Yugoslavia did not interfere in the activities of independent creative associations. An exhibition of Yugoslav books, including political ones, organized in the USSR, was supposed to present the Yugoslav path to socialism. The mutual trips of the writers demonstrated the closeness and friendship of the two countries. The Yugoslav diplomats were faced with the task of maintaining positive relations between Belgrade and Moscow through interaction with Soviet partners, on the one hand, and with Yugoslav publishers and the Writers’ Union, on the other. It was necessary to prevent cultural contradictions that could darken bilateral political relations. This instrumentalization of culture, reflected in diplomatic reports, demonstrates that despite the public demonstration of the differences between Yugoslavia and the USSR, in practice, both states had a similar approach to culture policies.

AbstractIn this paper, the problem of the functioning of the juvenile justice as a system of all parts of the state mechanism, that deal with the problems of protection and socializing of children is considered. It is determined that the protection of children's rights in Ukraine is an urgent question. That is why providing proper conditions for life, development and socialization of the younger generation has become one of the priorities for the state policy of Ukraine. Hence, juvenile justice is one of the most effective ways to protect the rights and interests of children and youth. However the tendencies of formation of the juvenile legal policy of the state influence whether legal regulation of children’s protection can be implemented in the legal system of the state to that extent that it promotes the development of children's protection. Thus, there is a necessity to analyze the genesis, development and the current state of the juvenile law in Ukraine taking into account the practice of foreign states and defining the further perspectives of the juvenile law.

This article discusses the state of food security factors and indicators in Uzbekistan and its regions. Relevant comments were also made on the state's participation and support in ensuring these indicators. Special attention is paid to the factors and indicators of food security. Agricultural production indicators are taken as one of the key factors in ensuring food security in the country and its regions, and these indicators were analyzed by republic and its regions. In the course of this analysis, the analysis of indicators of growth of agricultural production in the country and its regions, the structure of agricultural production was carried out. Based on the data studied, conclusions are drawn about the current state of development in terms of food security and recommendations are made on the main directions of state policy in the country and its regions.
