The article presents the analysis of the current state and development trends of the industry of Ukraine in the context of its industries and regions. As a result of the analysis, a conclusion was made about the stagnation of the industrial complex of Ukraine, which is due to the low efficiency and inconsistency of the state policy in the sphere of industrial development. Priority areas for improving the industrial policy of Ukraine have been identified. Introduction. Despite the important role of dairy farming in agricultural enterprises in ensuring food security of the state, it is now in critical condition. During the period of reforming the agro-industrial complex of Ukraine there was a significant structural restructuring in social production, intra-sectoral and intersectoral relations changed, new market economic approaches to the development of agricultural sectors were formed. The state in which the industry found itself led to low livestock productivity and high production costs compared to countries - leading producers of livestock products, the liquidation of specialized enterprises. The process of unbundling the property complexes of the reformed agricultural enterprises led to the physical destruction of production facilities for keeping farm animals. Goal. On the basis of generalization of data of the State Statistics Service of Ukraine to assess the current state of functioning of dairy farming of agricultural enterprises and on this basis to develop practical recommendations for measures of state and regional support of the industry. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine for the development of the dairy industry of the corporate sector of the agricultural economy. In the process of scientific research, comparative, structural research methods were used. Results. It is established that the main primary reason for the decrease in the number of agricultural enterprises producing milk is the decrease in the investment attractiveness of dairy farming due to the influence of such factors as long payback period, low efficiency of state support; significant variability of the milk and dairy products market. The introduced changes in the provision of state support to agricultural producers in 2019-2019 convince that the system of direct state subsidies will be beneficial primarily to integrated economic entities in the field of agribusiness, engaged in poultry and pig farming. The main benefits from state subsidies will be, first of all, large and economically stable enterprises. Measures of state and regional support of milk production in agricultural enterprises, which are aimed at increasing the number of cows, their productivity and quality, are substantiated.

Introduction. As the industrial sector is of key importance for the economy of Ukraine, the indicators of its functioning are the main factor in the social and economic development of the country. In particular, mechanical engineering is one of the basic sectors of Ukraine's economy and a strategically important sector that affects the development of technological potential and competitiveness of Ukraine's economy as a whole. The level of development of mechanical engineering is one of the main factors that allows to ensure sustainable development of the Ukrainian economy, the level of development of the country depends on its level and dynamics of development. Therefore, the study of the current state of the machine-building industry, the efficiency of machine-building enterprises, identification of current problems will identify tools for recovery and further sustainable development of machine-building enterprises as one of the key sectors of the national economy. Purpose. Analyze the state of Ukrainian machine building, identify the main trends and problems of the industrial complex in modern economic conditions and provide recommendations for their solution to ensure sustainable development of machine building enterprises and increase the level of economic potential of industry. Method (methodology). The research was conducted through the analysis and synthesis of data based on the evaluation of statistical data of the State Statistics Service of Ukraine (2010-2019) in order to study the current state of the machine-building industry of Ukraine; tabular and graphical methods for visual presentation of the material. Results. The study confirms the link between economic growth and industrial development. The peculiarities of the conditions of activity of machine - building enterprises are determined. The tendencies of the lag of the Ukrainian industry on level from the developed countries are revealed. The main factors of reduction of production volumes of machine - building branch are analyzed. The analysis of the level of innovative activity of machine - building enterprises is carried out. The main factors hindering innovation are identified. The existing level and structure of capital investments are analyzed. The main destabilizing problems of the machine-building industry in Ukraine are outlined. A conclusion is made and a number of measures aimed at creating conditions for sustainable development of the machine-building industry taking into account the potential and capabilities of machine-building enterprises are proposed.

The purpose of the research article involves the study of industrial parks, on the one hand, as an institution and an instrument of industrial development, on the other hand, as a factor affecting the productivity and effectiveness of regional state industrial policy. The research object is an industrial park as a factor of reindustrialization and new industrialization. The subject of the study is the regional state industrial policy. The results of the study showed that at the time of the adoption of the relevant law on industrial policy in the Russian Federation (2014), there were three states of the industrial complex in the Russian regions (in our case, in the macro-region of Central Russia (the Central Federal District region)): deindustrialization, the state of industrial stagnation and the state of high-quality industrial growth. The authors focus on the different mission of industrial parks in the industrial policy of the Russian Federation constituents, depending on their conditions.

Relevance of research topic. An institutional mechanism aimed at progressive technical and technological modernization of the production sector as the basis of the national economy is an important component of the transition of Ukrainian industry to an innovative type of development. Formulation of the problem. At the same time, the growth in the level of depreciation of the fixed assets of Ukraine's industry already accounts for two thirds of their initial value, which indicates the gaps in the structure and links between the components of the existing institutional mechanism and leads to its low efficiency. Analysis of recent research and publications. The questions of the essence of the institutional mechanism of economic development and industrial modernization were studied in the works of D. North, C. Polanyi, J. Hodgson, I. Averina, V. Heyets, A. Grytsenko, S. Istomin, G. Kleiner, N. Lebedeva, A. Plotnikova, S. Yashchenko, etc. Selection of unexplored parts of the general problem. Despite the acuteness of the problem of technological renewal of the industrial sector and increase of its competitiveness by means of transition to the innovative type of development, the aspect of industrial modernization has not been studied enough. Setting the task, the purpose of the study. The purpose of the research is to define the essence, structure and directions of development of the institutional mechanism of industrial modernization for overcoming the stagnation and increase the competitiveness of domestic industrial production. Method or methodology for conducting research. Structural-logic, specifically economic methods, method of scientific abstraction, institutional analysis, economic and statistical and expert methods are used in the research. Presentation of the main material (results of work). Institutional mechanism of industrial modernization is a multi-level formation with a large number of vertical and horizontal links between institutions, in which the necessary flows of knowledge, technology and capital are formed with the help of specific instruments, the effectiveness of which is determined by the quality of institutions. Analysis of the state of industrial modernization has revealed a significant share of outdated technologies in the basic industries, a significant outflow of foreign direct investments and insufficient capital investments, which is associated with imperfections in the existing institutional mechanism. They should be managed through a system of monitoring of state of industrial modernization and re-institutionalization of linkages between the state and industrial stakeholders as an important tasks of industrial policy. The field of application results. The results of the study can be used in the improvement of the legal and regulatory framework for industrial development, in the development of programs and action plans of the government to overcome the crisis in the Ukrainian economy. Conclusions according to the article. The research has revealed the essence of the institutional mechanism for modernization of the industrial sector, defined its structure and analyzed its components – institutions, institutes, communication channels and instruments of stimulation. It was determined that its development should be regulated by the state through monitoring of the state of industrial modernization, revision of legislation, selection of effective instruments of industrial policy, reinstitutionalization of communications and formation partnership within the framework “state - industry - science”.

In this article, a model of the mechanism of ensuring public security and orderliness in accordance with the principles and tasks of the relevant institu- tions in public administration, taking into account resources, technologies, mea- sures for the state policy implementation in the spheres of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order. It was found that ensuring public security and order in Ukraine is a mechanism for the implementation of national goals of state policy in the areas of ensuring the protection of human rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, by defining tasks according to certain principles. The idea is that if one considers the state policy in the spheres of ensuring the protec- tion of human rights and freedoms, the interests of society and the state, combat- ing crime, maintaining public security and order as a national priority (purpose, task), then the mechanism of ensuring public security and order in Ukraine needs coordination with the state development strategy. From the point of view of the implementation of the state policy in the areas of ensuring the protection of hu- man rights and freedoms, the interests of society and the state, combating crime, maintaining public security and order, the mechanism of ensuring public security and order in Ukraine can be considered as the main system providing intercon- nection such elements as institutions (implementing the specified state policy), resources (human resources, logistical, natural and so on, with the help of which it is possible to implement state policy), technologies (skills, knowledge, means and so on the implementation of state policy), measures (action plans), as well as external (internal) threats.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

The close relationship between industrial development and environmental pollution is considered the main problem of negative climate changes and the deterioration of life quality leading to an increase in mortality. In this regard, the protection of environmental human rights is of great importance. The paper aims to assess the trends of industrial influence on the human environment and the level of protection of environmental human rights in different countries through reviewing and analysis of the set of relevant studies. The paper brings novelty exploring an array of objectives for protecting human environmental rights in the framework of the Sustainable Development Goals, implementation of a circular and resource-efficient economy, together with the Industry 4.0 technologies for industrialized countries, including Ukraine. Most studies consider contradictions between the economic and environmental goals of both businesses and the state the main obstacle for the ecologization of industrial production. The economic feasibility of introducing more resource-efficient business models has been proved. The impact of Ukrainian industrial companies on the environment and the state of human environmental rights protection is studied. The results of the study allow stating that the resource and energy inefficiency of industrial technology in the country, as well as the weakness of state institutions in the implementation of reforms for sustainable development, is a fundamental threat to human rights and a healthy life.

Introduction. Most developing countries are still struggling for the efficient use of their resources. To overcome the physical and administrative development restrictions, it is necessary to transfer the powers of the central government to local authorities. The distribution of power from improves the management of resources and community participation, which is considered key to sustainable development. For Ukraine, the development of territories is one of the key issues of public administration, especially in conditions of decentralization. This is especially true of rural areas in view of the need to solve their socio-economic problems. Proponents of decentralization argue that the decentralized government is a source of improvement of community participation in the development of rural areas. Goal – to study the state of development of rural areas in Ukraine, the EU, to identify peculiarities and generalize the directions of diversification in order to increase the efficiency of not only agricultural production, but also the social profile of rural territory. Method (methodology). The research methodology is formed on the basis of evaluation of statistical data of the State Statistics Service of Ukraine (2017-2019) regarding the state of development of rural areas in Ukraine. Within the study, problems are identified as low efficiency of state support, and decline in rural areas. In the process of scientific search applied comparative, structural research methods. The results. It is noted that the main attention in public administration should be given to rural territories. It is determined that their development depends precisely from the effective functioning of agrarian enterprises, in particular the farms of the population, in particular farmers, that is, areas of agrarian management as a whole. An analysis of the state of development of rural areas is carried out. Particular attention is paid to the features of rural territories, the normative settlement of decentralization in Ukraine and the main tasks of diversification, which are expedient to implement. It was revealed that Ukraine, seeking to be part of the EU should provide balanced development, in particular rural areas. Supernational support within the EU's efficiency of agriculture is analyzed. Despite the issues with the implementation, it is concluded that decentralization will change the existing policy of rural development in Ukraine as a result of changing the role of united territorial communities and the formation of such a development strategy, which will combine decentralization and economical and social development.
