This article analyzes the scientific potential, its structure, and dynamics of development in Kazakhstan to develop strategic recommendations for the further development of science. The main purpose of the scientific work is to obtain accurate data on the state of the dynamics of the development of Kazakh science. The main research methods were generalization, systematization, and the economic and statistical method. The statistical base of the study was the data of the Statistics Committee of the Ministry of National Economy of the Republic of Kazakhstan for the period from 2010 to 2020. According to the analysis, it was revealed that the state budget plays the main role in the financing of R&D in the republic, and the priority direction of R&D is research in the field of engineering developments and technologies. While there are several problems in the field of social sciences and humanities in Kazakhstan: the tendency to reduce the sphere of social sciences, a low proportion of highly qualified personnel in the humanities, a low material and technical base of social and humanitarian research, which is manifested in a high share of labor costs. Positive trends in the growth of costs for R&D, the development of the entrepreneurial sector of science, as well as negative trends in reducing costs for medical sciences were revealed. It is shown that there is a critical situation with the reproduction of scientific personnel, especially highly qualified personnel. The results of the study may be of interest to government authorities in the field of science.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

Introduction. The formation of the territorial image of the region popularize and present the territory in a positive light. The conditions available in the Republic of Mordovia for creating a successful image, especially historical-cultural and natural zones, allow creating a recognizable and attractive image of the Republic not only for the residents of Russia, but also abroad. primarily in the countries of the Finno-Ugric world, with which -cultural factor for interaction and cooperation. Building the image to a large extent is based on the historical aspect of the image background, which is inseparable from the rich Finno-Ugric culture and geographical diversity of the territory, while historical and cultural objects contribute to creating the attractive image of the region. History plays a fundamental role in creating a recognizable image, without it, it is impossible to build a meaningful view of the republic. Materials and Methods. The main research approaches were the historical-evolutionary method, the hermeneutic and axiological paradigms, the systems approach, and the elements of the theory of dependence on previous development. Among the applied methods the authors used a focus-group study, a case study, and an expert survey. The materials of the survey «Republic of Mordovia: problems and prospects for the formation of the image of the region» were employed. Results and Discussion. Mordovia has a long history, when Mordovian territorial units joined vast family of peoples living in Russia. The attainment of statehood by Mordovia in the 20th century was a significant step in preserving the distinctive culture and eventful memory of the region. Rich tourist and recreational potential, geographical location, natural resources, natural and water objects protected by the state, myths and legends, important historical events, preserved cultural and historical objects, folk traditions and customs have not lost their originality and can be a significant basis for the formation and promotion of a positive image of the Republic of Mordovia and can help to level existing negative stereotypes about the region as “territories of prisons and camps”, “provinces with a low standard of living, culture and education”, etc. Conclusion. The existing image background of Mordovia can become the basis of a unique positive image of the region, turning it into a well-known and popular brand. Adequate building of a regional image by each of the subjects of Russia, in turn, will help create a positive view of the state itself in the international arena.


Large-scale reforms and complex modernization carried out in the country after independence are studied from the positions of various social sciences and humanities. However, the history of modernization processes in our country has not been paid sufficient attention to the problem of chronological cycles. This chapter examines the philosophical and historical foundations of the complex state of modernization in the republic, and they are divided into specific chronological stages. At the same time, the comprehensive development programs ("Uzbek Model" of Development, the Concept of Intensification of Democratic Reforms and Formation of Civil Society in the Country, Strategy of Action for the Further Development of the Republic of Uzbekistan) for the reform of the Republic of Uzbekistan are taken as a determinant. Accordingly, the peculiarities of the stages of modernization in the Republic of Uzbekistan will be determined and the transformation model of the republic will be opened.

The article is devoted to the study of the distance learning system in the context of a modern university, aimed at the formation of a highly qualified personnel potential of the country. Particular attention is paid to consideration of the essence and specifics of distance learning, its separately taken technologies and resources. The system of monitoring the students’ knowledge has become the key object of the study, in the context of remote supplying the specialists of different levels and directions with professional training. The role of distance technologies in the process of regular quality control of students’ knowledge is comprehended and actualized, the main theses regarding the variants of control are revealed. The questionnaire method was defined as the main method of research, which was carried out in the conditions of the leading university of the Republic of Crimea - V.I. Vernadsky Crimean Federal University. The subject of the questionnaire was to identify the role of distance technologies in the knowledge control system, as well as to determine the most effective options for such control in a modern university. The respondents were the teaching staff of the University of various areas of training, degrees, forms and levels of education. The results of the study can be found in the final part of it.

The article is devoted to the study of the motivation of the civil servants and local government officials’work. The concept of the motivation was revealed. The elements of moral and psychological methods ofthe motivation were analyzed. The importance of material and immaterial stimulation in public service wasexplained. The main motives and peculiarities of stimulation of a public servant in the modern conditionsof public service development in Ukraine were studied on the basis of empirical data. In particular, ithas been found out that the main motive for joining the public service is a stable salary and the desire ofpublic servants to work for the benefit of the state and society. So, mercantile aspirations in financial termsdominate - stable payment for work, as well as patriotic, valuable, moral and ethical desire to work forthe benefit of the state are in the minds of the citizens. The results of the study show that the prestige ofpublic service remains quite low. The main problems which negatively influence the image of the publicservice and make it unattractive to the public are high staff turnover, incomplete implementation of socialguarantees, poor financial support, and partial satisfaction of the basic needs of public servants, whichreduce the effectiveness of public administration in Ukraine.It is determined that the main way to increase the efficiency of public servants and in general publicadministration is to develop effective methods of the motivation and the stimulation, both economic andnon-economic. It was proven, that effective motivation in the public service depends to a large extent notonly on its filling of highly qualified personnel and efficiency, but also on trust and respect of the population.

The results of theoretical and field research into a) the state of protection of minorities' intangible cultural heritage, and b) the evaluation criteria for social sciences and humanities in the Republic of Serbia, indicate a clear and concerning correlation. Seemingly paradoxically, social sciences and humanities in the Serbian language are in an equally unfavorable, undervalued position as is the cultural heritage of minorities relative to that of the majority population's. Analysis suggests that, although they mostly do not perceive themselves in this way, Serbian social sciences and humanities scholars are a vulnerable social group in the sector of science and higher education, in the same sense in which ethnic minorities and communities are in terms of government cultural policy. The paper, based on the conclusions of an analysis of selected cross-study findings of field and theoretical research over a number of years, also proposes how the existing vulnerability factors can be eliminated and future ones prevented, particularly through cooperation between these two, often mutually opposed groups.

The article describes the main legal documents regulating the sphere of military education. The features improving the system of highly-qualified personnel preparation of high adequate are studied. The article also indicates achievements in the field of military security, dynamic changes in the state, issues of training professional military personnel, as well as tasks that should be implemented in improving the legal framework and mechanisms of military education of the Republic of Uzbekistan, the procedure for admission to higher educational institutions of citizens undergoing military service in the Armed Forces of the Republic of Uzbekistan, as well as the benefits provided to them.
