В реалиях XXI века дрова являются конкурентоспособным топливом, не уступающим по теплоте сгорания торфу, сланцам, а по некоторым другим свойствам, таким как зольность, содержание серы и др., древесина является лучшим из всех видов твердого топлива. В последние годы наблюдается увеличение спроса на короткомерные колотые дрова на внутреннем рынке России. кроме того, данный вид лесной продукции становится экспортным товаром. В работе представлены результаты исследования распределения дров по ступеням толщины в зависимости от среднего объёма хлыста. В Российской Феде- рации это тонкомерные до 0,3 м3 древостои средней крупности 0,3–0,7 м3, толстомерные древостои свыше 0,7 м3. были рассчитаны проценты распределения дровяной древесины по толщинам в зависимости от среднего объёма хлыста. В древостоях различной крупномерности распределение дров по группам диаметров значительно отличается. Рассмотрена зависимость толщины древостоя от места его произрастания. На предприятиях Российской Федерации широко применяются финские процессоры марки PALAPOWER и словенские процессоры марки RCA, также используются отечественные процессоры марки ДРС. Результаты исследования имеют практическое значение и могут быть использованы для выбора моделей процессоров в различных лесозаготовительных регионах Российской Федерации. кроме того, эти данные можно применять в расчёте производительности работ по производству дров. Firewood is a competitive fuel in the realities of the XXI century, not inferior in terms of heat of combustion to peat, shale, and in some other properties, such as ash content, sulfur content, etc., wood is the best of all types of solid fuel. In recent years, there has been an increase in demand for short-sized chopped firewood in the domestic market of Russia. In addition, this type of forest products becomes an export commodity. The paper presents the results of a study of the distribution of firewood by thickness steps depending on the average volume of the whip. In the Russian Federation, these are thin-dimensional stands of up to 0,3 m3, medium – sized stands of 0,3–0,7 m3, thick-dimensional stands of over 0,7 m3. The percentages of the distribution of woodwood by thickness were calculated depending on the average volume of the whip. In stands of various sizes, the distribution of firewood by diameter groups differs significantly. The dependence of the thickness of the stand on the place of its growth is considered. Processors of various brands that differ in the parameter of processing raw materials are studied. Finnish processors of the PALAPOWER brand and Slovenian processors of the RCA brand are widely used at enterprises of the Russian Federation, domestic processors of the DRS brand are also used. The results of the study are of practical importance and can be used to select processor models in various logging regions of the Russian Federation. In addition, these data can be used to calculate the productivity of work on the production of firewood.

The Russian forest sector is running down. To remedy the situation, a strategy for developing the forest sector of the Russian Federation until 2030 was developed. The strategy basically repeats the mistakes of various concepts, strategies and programs developed in recent years for the Russian Federation as a whole and its subjects.Essentially, these documents are aimed at developing the forest industry, i.e. use of wood. The strategy analysis shows the unsatisfactory nature of this document, as it is based on the provisions of the detrimental Forest Code of 2006.The strategy primary error is underresourcedplanned indicators of forest products export and domestic consumption of wood raw materials. The strategy does not fix problem of forestry financing under a market economy. Based only on wood accounting, forest evaluationsare counterproductive for the forest sector, as they underestimate the value of forest areas, which are of great environmental and social importance. Further development of the forest sector will largely depend on the ability of the Federationto dialog withits subjects, forest companies and enterprises, scientific and public organizations in the field of forest policy and practice.

The increasing demand for zinc and a range of zinc-related metals (for example: lead; indium; tin; cadmium; and copper) in the Russian Federation cannot be satisfied by the existing production plants due to the lack of raw materials. At the same time, ferrous and non-ferrous metallurgy and the chemical industry have accumulated hundreds of millions of tons of zinc wastes (falling into the hazard categories 2 to 4), the processing of which could not only make up the raw material base, but also improve the environmental situation. In the world, over 85% of ferrous dust is recycled using the Waelz process. The Waeltz process is used for distilling separation of elements under reducing conditions. In this study, a block diagram for production of the following elements from industrial wastes is proposed: zinc, cadmium and indium in form of massive metals; zinc and indium in the form of fine powders; and clinker as a raw material for cement production. The technical and scientific details of this new process have been patented in the Russian Federation and abroad. For the first time, the following operations have been implemented with the use of large-sized Waelz kilns: vapour-oxidized Waeltz treatment of polymetallic wastes; recycling of heat from gases and solid products with generation of process fumes; and implementation of alternative flux (dolomite) and alternative fuel (petroleum coke). The article is devoted to the problems of the formation of social responsibility among law students in the process of studying the discipline "Life Safety". Its purpose is to consider the principles offormation of social responsibility, guided by which it is possible to more effectively solve the problems of educating future specialists of the judicial system of the Russian Federation, to determine certain forms and methods of influencing students. Therelevance of the topic of the article is obvious. It allows you to focus on a problem of important theoretical and practical importance. The author used both traditional and modern research methods used in the analysis of teaching practice in a university. He gives some recommendations on the formation of social responsibility among students during the classes, which will undoubtedly affect the improvement of the quality of future lawyers. The article is addressed to the faculty of universities, theorists and practitioners involved in pedagogical activities and will be useful to teachers, as well as to all who are involved in the training of future specialists

The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

The prospects and problems of using the Northern sea route for transportation of raw materials are examined. The author makes an attempt to study the current state of the Northern sea route as the most important transport corridor of the Arctic region, and analyzes the existing problems that reduce the economic efficiency of cargo transit along the NSR. The ways to improve the efficiency of transportation of raw materials along the Northern sea route are reviewed. The author assesses the importance of the Arctic region for the Russian Federation as a whole, as well as he points out the need for its development in the near future.

This article reveals the important practical importance of academic cooperation between legal doctrine and achievements of technical laboratories in terms of defining “points of growth” in questions of digitalization of law and development of legal tools aimed at regulating the technogenic factor on the one hand and legal support of “game-changing” results in a in the conditions of digital economy on the other hand. The important role of the transformation of social regulators, designed to regulate the “infrastructural” and “institutional” incorporation of “digital” technologies into the existing legal system, is noted. The current place of the Russian Federation on readiness for the digital economy is subject to, among other things, insufficient theoretical study as a result of the regulatory framework, which often does not act as a platform for growth, but rather contains many gaps - which have to be overcome at the expense of law enforcement practice. The article notes that the trend of “digitalization” of Russian law is closely linked to the need to maintain the ecosystem of the digital economy and to identify “growth points” and enforce their urgent character based on the state’s resource base, defines a positive agenda for “digitalization” of Russian law and raises a number of questions for the Russian science. It is concluded that one of the topical issues in the framework of the “digitalization” of Russian law is legal robotics, which is perceived as the automation of workflows, the existence of interrelated algorithms of actions aimed at generating a predictable result based on some initial simulated and prescribed situation and maximum robotization of legal processes. Using the example of the Kazan Federal University, which proclaimed the promotion of innovative development of the focus areas of the Russian Federation as one of its missions, the achievements obtained as a result of the interaction of legal doctrine and technical laboratories are revealed.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The article is devoted to the development of new and perspective for the State Pharmacopoeia of the Russian Federation (SP RF) techniques for determining of the moisture (loss on drying) of medicinal plant raw materials of the morphological group “Fruit” and medicinal plant preparations by the use of infrared thermogravimetric (IRTGM) method. The techniques for determination of moisture (loss on drying) IRTGM-method as exemplified by the fruit of the following medicinal plants: Silybum marianum (L.) Gaertn., Rosa cinnamomea L. and Anethum graveolens L. were developed. The comparable results for determining of the moisture (loss on drying) of the medicinal plant raw materials of investigated plants were obtained by means of two methods: IRTGM and pharmacopoeial method, which allow us to recommend the developed techniques for inclusion into the relevant monographs of the State Pharmacopoeia of the Russian Federation.

Nowadays countries are focused on the development of high-techology industries, which will allow them to increase their competitiveness. However, Russia specializes in the export of raw materials and goods with a low degree of processing. In this regard, one of the key aims of Russia is to develop high-technoligy production and expand its presence in the markets of goods with a high degree of processing. The abstract reveals the export of high-technology goods and services. The article analyzes position of the Russian Federation in the world market of high-technology goods and services. Russia specializes in the export of such high-technology goods as aerospace production, nuclear technologies and weapons. Russia specializes in the export of such high-technology services as telecommunications, computer and information services, professional and consulting services, engineering services, services in technical fields and in the field of architecture. Special attention is paid to the promising directions of high-technology exports, the importers of Russian high-technology products and trends in exports and imports of high-technology goods as well as trends in exports of high-technology services. For example, Russia should develop exports of such high-technology goods as jet engines, nuclear reactors and their components, fuel rods, nuclear technologies and weapons. The most promising export directions from the machine-building industry are vehicles and equipment production. Russia should focus on the export of such high-technology services as information, telecommunications, computers, professional and consulting services. To stimulate the export of these services, it is necessary to create a favorable business climate in Russia, eliminate the shortage of specialists in the field of ICT, as well as improve the quality of their training.

The Strategy for the development of the fisheries complex of the Russian Federation for the period up to 2030, approved by the decree of the Government of the Russian Federation (dated November 26, 2019 N 2798-r) provides for a set of measures for the rational use of biological resources. The most promising direction of this task is the creation of modern technologies for deep pro-cessing of fish raw materials, providing for an integrated approach and taking into account its technological potential.
