The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

This paper contains three scenarios for expansion the production of agricultural raw materials and food in the Russian Federation. Special attention is paid to the Non-Chernozem region, where the country has the largest amount of land not used for agricultural production anymore. In order to determine the influence of state support on the efficiency of resource use, including land, a comprehensive indicator for evaluating the effectiveness of state subsidies is introducing in the regions of Russia. The subjects of the Russian Federation were calculated and classified by the efficiency of the use of subsidies. The hypothesis of the reasons for different levels of use of subsidies in the regions is presented in the article. The identification of these reasons makes it possible to substantiate wise management decisions, and adjust agricultural policy and target programs for the development of agricultural production and rural areas.

In the modern world, the problem of providing the population with high-quality food products is reaching a critical point due to the increase in the population of the planet, mediated by an influence on the growth of food consumption; globalization processes, thereby contributing to fundamental changes in the structure and patterns of nutrition i.e., insufficiently effective principles of agricultural raw materials processing, etc. Today, food independence is a strategic component of a country's security, which is enshrined in a number of regulatory documents, including: the Doctrine of Food Security of the Russian Federation; the Strategy for Scientific and Technological Development of the Russian Federation; the Strategy for Improving the Quality of Food Products in the Russian Federation until 2030; and, others. The stated goals are: updating the priority tasks of group and individual products identification, including on biological and geographical features; unification of evaluation criteria and objective principles for expanding their field; traditional technologies transformation, the potential of which doesn't have the possibility of unlimited replication, etc. It is predicted that the growth of production volumes, processes and consumption systems optimization will be based on the application of a number of basic principles: “lifetime” formation of raw materials composition and properties; development of highly efficient production technologies and deep processing of agricultural products; implementation of algorithms for structuring logistics, storage and processing/disposal of food and waste; increasing energy efficiency of production processes, etc. At the same time, the strategic vectors of technology development are specialized and personalized nutrition, cross-border cooperation, food quality and safety, minimization of negative environmental impact, traceability of the food chain “from field to consumer,” etc. A priori, to achieve all this it will require the introduction of widespread modern technologies, including digital ones, as well as the modernization of traditional and the creation of new methodological and process decisions.

The article presents an analysis of the state of mushroom growing in the world as one of the leading directions of the intensive agricultural sector of the economy, analyzes and identifies areas for the future development of mushroom growing in the Russian Federation in the light of the implementation of the State program for the development of agriculture and regulation of markets of agricultural products, raw materials and food for 2013-2020. The goals, directions and expected potential of development of branch construction of new mushrooming complexes in the Russian Federation, necessity of expansion of volumes and assortment of produced valuable food crops are proved, target parameters of the software of the branch are outlined. The principles of organization of mushrooming and promising technological solutions for improving the economic efficiency of production are recommended. Measures of state support for mushroom farming are described. The advantages of intensive industrial cultivation of edible fungi in conditions of protected soil are substantiated. The article defines the role and place of consumer societies of the Central Union of the Russian Federation in rural areas, considers methodological approaches in the choice of activities for cooperatives, cooperative organizations of consumer cooperation, consumer societies and unions, considers the evolution of the choice of activities for cooperatives in rural areas. Analyzed the multifaceted activities of consumer cooperation, characterized by areas of specialization of the work of cooperative enterprises, covering the area of procurement and processing of agricultural products, storage and marketing through their own cooperative trading network of retail shops. The prerequisites for improving the efficiency of consumer cooperation, cooperative enterprises and organizations, development and strengthening of the material and technical base of cooperative formations are analyzed. On the materials of consumer societies and unions of the Republic of Tatarstan and the Volga Federal district, the results of consumer cooperation are analyzed, methodological approaches are outlined, taking into account the analysis of practice in choosing the type of activity for cooperatives in rural areas. The ratio of the share of food and non-food, industrial goods in the system of retail cooperative trade of consumer societies is revealed. The development of various sectors of specialization in consumer societies of the Central Union of Russia is analyzed, the review of procurement activities of cooperative organizations is made. The directions of development of cooperation and integration in the field of procurement of agricultural products and raw materials are formulated.

The article considers the current state and peculiarities of the information space of the land reclamation sector of the agroindustrial complex of the Russian Federation. The normative-legal bases of formation and development of the land reclamation industry digitalization are determined. Based on the study results, the authors have developed the structure and mechanism of transformation of the information space of land reclamation in the Russian Federation. In the process of scientific and practical analysis, the formation functions of the information space system of the land reclamation sector in the Russian Federation are classified, and the basic principles of functioning of the digital economy of the land reclamation sector of the agro-industrial complex in the Russian Federation are outlined. Based on the system analysis of modern information space of land reclamation sector, the most acute problems of the process of land reclamation digitalization in the Russian Federation are identified, and the directions of its improvement are proposed.

The paper provides an analysis of the last two decades Russian agricultural sector development. The main objective of the paper is to highlight the main changes which occurred. The paper is also identifying the role of agriculture in the Russian economy and society development. On the basis of the results coming from the paper, it is possible to characterize the Russian agriculture as follows. After a significant decline in the early 90s and the long process of transformation, the Russian economy including agricultural sector is starting to recover and it is stabilizing. The slowdown of the Russian agricultural performance was stopped (the millstone is the year 2000). At present, the Russian agrarian sector is under the process of recovery especially because of the massive state support (market protection and subsidies coming into agriculture). Agriculture is an important part of the Russian economy. Russia is characterized by large areas of agricultural land, one third of its population lives in the rural areas. The Russian Federation produces many of agricultural products and foodstuffs. However, the country is not self-sufficient in many products. The highest level of the import dependence is observed for meat, vegetables and fruits. Primary products dominate in the structure of Russian exports. Food and agricultural products amount for about only 2% of the Russian total export. The share of agricultural products in the Russian import is more significant and it amounts to 14%. However, in 2000s, there is a significant growth of the foreign trade turnover due to the expansion of both imports and exports. Currently, Russia is seeking not only to achieve a high level of self-sufficiency in basic agricultural products, but also it is trying to be a significant driver in the area of the international trade in agricultural products and foodstuffs.

The article is devoted to the search for opportunities to expand agrifood export potential of the Russian Federation in the rapidly changing landscape of global development. Despite the improved country’s position in the ranking of the world’s main food exporters at the end of 2020, there are a number of problems that hinder the achievement of the ambitious goal, set by the President in 2018 — the supply of agricultural products to the world market, equivalent to 45 billion dollars by 2025. Among these are: limited production opportunities for increasing exports while saturating the domestic market, inadequacy of the methodology for calculating the self-sufficiency ratio with the status of Russia as a food-exporting country, traditionally and mainly raw materials and grain export orientation, not corresponding to the actual capabilities of the Russian agroindustrial complex high expectations of an increase in supplies to the Chinese market, an increase in domestic food prices in retail and, as a result, a deterioration in food security in terms of economic availability for the population. The author put forward a proposal to revise the methodological approach to the assessment of the food self-sufficiency ratio and the subsequent determination of export product groups and the corridor of maximum permissible exports for them. It is concluded that export restrictions are justifi ed only for those commodity groups for which food independence has not been achieved. The need to diversify the export supply through the creation of a new commodity mass with added value produced on the territory of Russia is noted. The article emphasizes the principality of creating the food image of Russia as a producer of environmentally friendly safe products, and performing advertising campaigns when entering the Chinese market.

Many targeted state measures, including the State program for agricultural development and regulation of markets for agricultural products, raw materials and food for the period 2013–2020. (extended by the Ministry of agriculture of the Russian Federation until 2025) and The strategy for the development of agricultural machinery for the period up to 2030, provide for comprehensive equipping of agricultural production as a whole and its individual segments, including livestock and poultry, with modern high-performance machinery and equipment.
