Актуальность статьи обусловлена изменяющимися требованиями к качеству образования современных школьников, предъявляемых на мировом уровне. Функциональная грамотность предстает как интегрирующий феномен, способствующий развитию способности и готовности школьников использовать знания для решения различного рода практических задач. Цель статьи заключается в том, чтобы определить нормативное поле сферы формирования и оценки функциональной грамотности школьников для развития образовательных систем согласно современным мировым требованиям к качеству образования. Авторами статьи проведен аналитический обзор нормативно-правовых документов, регламентирующих повышение уровня качества образования в мире, а также воспитание функционально грамотной личности, способной не только получать и воспроизводить готовые знания, но и применять их в ситуациях практической действительности. Статья предназначена для педагогов, студентов педагогических вузов, а также для широкого круга читателей, интересующихся проблемой развития функционально грамотной личности. The relevance of the article is due to the changing requirements for the quality of education of modern schoolchildren, presented at the world level. Functional literacy appears as an integrating phenomenon that contributes to the development of the ability and readiness of schoolchildren to use knowledge to solve various practical problems. The purpose of the article is to determine the normative field of the sphere of formation and assessment of functional literacy of schoolchildren for the development of educational systems in accordance with modern world requirements for the quality of education. The authors of the article conducted an analytical review of the regulatory documents regulating the improvement of the quality of education in the world, as well as the education of a functionally literate person who is able not only to receive and reproduce ready-made knowledge, but also to apply it in situations of practical reality. The article is intended for teachers, students of pedagogical universities, as well as for a wide range of readers interested in the problem of developing a functionally literate personality.

IntroductionEducational systems are going through in many countries of the world, including in Poland, the crisis. Reforms to the educational systems, giving them a new shape and image, with revised objectives and tasks.Aim. Was the aim of work qualification of the professional teachers’ attitudes the physical education, which have on quality the direct and indirect influence the education and the children and youth's education.Material and method. It investigations were subjected was the teachers of physical education (woman – N = 282; men – N = 298) with professional full qualifications working at elementary schools, secondary-school and secondary in Poznań (N = 204), Wrocław (N = 171) and Łódź (N = 205). It totality was has given an examination was 580 teachers.The investigations were polled with the help of the relating the attitudes of professional teachers of physical education questionnaire.Results. In result of conducted analysis of results of investigations affirm, that the studied teachers’ decided majority, first of all the women be characterized desirable and the positive professional attitudes, social and educational.Conclusions. The attitude of professional teachers of physical education can be considered satisfactory, and hence giving the chance for a better quality of education and upbringing of children and young people. However, there is a dissonance between declared attitudes and the actual proceedings for many teachers.

<p class="Titleofthepaper">In the 21st century education becomes more important to ensure students have the life skills and careers, learning and skills Databank as well as expertise in information technology and the media. Information technology is developing rapidly in a wide range of areas, including administrative services office. Records management is one of the activities of the Office of administrative services in a wide range of new. Vocational schools are required to generate human resources have the skills to use information technology. Electronic archive of educational practice to become one of the basic competencies taught in vocational schools in Office administration skills. Competencies expected to produce human resource who are competent and ready to compete in a globalized world. This method is used in this research is descriptive in the tests. The quality of education of a country can be seen from the data of the human development index (HDI) liquid size comparison of life expectancy, literacy, education and reduce the standard of living for all countries around the world. HDI data results in the year 2015 shows that Indonesia is number 35 with 70.1 rating from 41 countries around the world. This shows that the quality of education in Indonesia is still low compared with other countries.</p>

Liabilities to document an event in the world of education is the provision that created in order to improve the quality and the quality of education in Indonesia. As well as reference material that can be used as an ingredient to evaluate a wide range of events that have been implemented. So, to support this Perguruan Tinggi Raharja which is one institution that engages in computer science is always innovative and creative in order to solve these problems, by applying an iLearning learning system, based on 4B (Belajar, Bekerja, Bermain, and Berdoa) by using a new technology device, iPad. In iLearning, learning system of teaching and learning process requires the applications contained in the iPad. Based on the results of surveys and studies have been performed, have not all applications support are included in the iPad, especially applications that can support the process of making and publication about events that are held, so it created one of the supporting applications as one of the iEvent Information applications that support system, especially in terms of learning iLearning publicize campus events that have been held or to be carried out.

The analysis of the social and communicative conditions of maturation of young children actualizes the need for them to develop a special kind of personal qualities in the course of education, formed as a result of acquiring the ability to "think mathematically". The problem of teaching a growing personality to apply mathematical content to solving a wide range of problems is considered in the context of putting forward a new paradigm of the quality of education. According to it, the effectiveness of the functioning of the education system is established in accordance with the change of educational guidelines "From knowledge, skills, skills - to functional literacy". The practical solution to the problem of improving the quality of education, considered from the perspective of the formation of functional literacy, is due to the development of positive behavioral strategies in students in various life problem situations, the resolution of which can occur in the absence of a fully deterministic solution. The current stage of development of education encourages teachers in their professional activities to proceed from the targeted development of the students of the educational system of skills that allow them to resolve emerging problem situations on the basis of the functional literacy formed in the course of conducting an initiative research search. The problem of developing such skills is relevant at all stages of the educational development of a growing personality. The readiness of preschool teachers to develop functional mathematical literacy in their pupils deserves close attention from the system of additional professional education of teachers. The phenomenon of the lack of special developments aimed at implementing the strategy of education development on the basis of the designated paradigm directs the study to the problem of developing competently oriented tasks for the formation of functional mathematical literacy in pre-school students.

This paper intends to review and adopting from the Elementary school educational systems in Taiwan. The aim give knowledge to the citizens of the nation who are active in the world of education in the following three ways: how is the portrait of the Taiwan elementary school educational system, how the Taiwan education system compares with the Indonesian educational system and what lessons can be taken from the practice of implementing the educational system in Taiwan. The important things reviewed in the context of the elementary school educational systems in Taiwan are the cornerstone of the philosophy of education, politics and the purpose of education, the structure and type of education, types of schools, and management of education in Taiwan. Then the points are compared with the elementary school educational system in Indonesia. The methods used for this paper are descriptive qualitative and literature studies. This study describes, examines, analyzes and interprets the current conditions. While the literature method is a method of collecting data that is done by adopting the necessary data from the related literature. Some of the important points related to the elementary school educational systems in Taiwan need to be our concern and to adopt it to improve the quality of education in Indonesia.

It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

Our world with its high technologies has long been deeply dependent on the quality of electricity supply. In most countries of the world there are national power grids that combine the entire set of generating capacity and loads. This network provides the operation of household appliances, lighting, heating, refrigeration, air conditioning and transport, as well as the functioning of the state apparatus, industry, finance, trade, health services and utilities across the country. Without this utility, namely electricity, the modern world simply could not live at its current pace. Sophisticated technological improvements are firmly rooted in our lives and workplaces, and with the advent of e-commerce began the process of continuous transformation of the way individuals interact with the rest of the world. But with the achievement of intelligent technologies, an uninterrupted power supply is required, the parameters of which exactly meet the established standards. These standards maintain our energy security and create a reliable power system, that is maintaining the system in a trouble-free state. Overvoltage is the deviation of the rated voltage from the value of the corresponding quality standard (frequency, sinusoidal voltage and compliance of harmonics). Overvoltage in terms of fire hazard is one of the most dangerous emergency modes of electrical equipment, which causes conditions that in most cases are sufficient for the occurrence of fire hazards (exceeding the allowable voltage leads to disruption of normal operation or possible ignition). Against the background of deteriorating engineering systems, increased power consumption and poor maintenance, power supply of electrical installations, the main causes of overvoltage in electrical networks are thunderstorms (atmospheric overvoltage), switching switches, uneven phase load in electrical networks, etc. The physical picture of internal overvoltage is due to oscillatory transients from the initial to the established voltage distributions in the conductive sections due to the different situation in the electrical circuit. In the conditions of operation of electric networks planned, mode or emergency situations are possible. Therefore, the ranges of overvoltage are determined by the range from several hundred volts to tens and hundreds of kilovolts, and depend on the types of overvoltage. Atmospheric overvoltage is considered to be one of the most dangerous types of emergency modes of operation of the electrical network. Teachers’ attitude is an important factor that influences the quality of the implementation of inclusive education. The quality of inclusive education is part of the quality of education in general in a country. The quality of education of countries around the world is measured by the United Nations using the Human Development Index and placing countries in the very high, high, medium, and low categories. Systematic review was carried out to  get an idea of ​​the attitudes of teachers towards inclusive education and the factors that influence it in countries based on the HDI category. By using three electronic search engines for academic data, namely EBSCOhost, ProQuest, and Taylor & Francis Online, 18 articles reporting teacher attitudes towards inclusive education in various countries were discussed. The results found that there were no differences in teacher attitudes towards inclusive education between countries with very high and high HDI categories with countries in the moderate HDI category. Knowledge of children with disabilities and teaching experiences of these children is known to influence the attitudes of teachers towards inclusive education in countries with all HDI categories. The support from community, the availability of professional assistance, and the length of the implementation of inclusive education are factors that influence the attitudes of teachers in very high and high HDI categories countries, while the negative perception of disability makes teachers held negative attitudes towards inclusive education. Recommendations for improving the review of this topic are discussed in this study
