The article presents the data of studies of the state of forest soils under spruce stands. The research was carried out on the territory of the Udmurt Republic in the most common types of forest – spruce forests. To assess the soil horizons, soil sections were laid, chemical analysis of the soil was carried out, by determining the main indicators, such an important element of forest soils as forest litter was analyzed. It was revealed that the dark coniferous forests of the republic were formed on sod-podzolic soils. These soils are characterized by an acidic reaction of the soil solution and a low content of basic nutrients. In the context of the development of transport infrastructure, a high content of potassium (225 mg/kg or more) is observed due to the use of KCl as an anti-icing reagent. Soil acidity varies from highly acidic (3.9 pH) to acidic (4.9 pH), due to the influence of coniferous plants. In turn, this can negatively affect the state of the spruce stands. Статья написана в связи с выходом в 2018 г. последней редакции постановления Правительства Российской Федерации «О государственных закупочных интервенциях сельско-хозяйственной продукции». Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The transport accessibility of the Arctic zone is of strategic interest for Russia from the point of view of the possibility of mineral exploration and ensuring further systemic development of this part of the national territory.The objective of the study is to carry out a spatial analysis of the transport system of the Republic of Sakha (Yakutia), to identify its topological properties and restrictions that impede providing sufficient logistics services. Based on the method of spatial analysis, the conducted study of the state of the transport system of the Republic of Sakha (Yakutia) allowed to assess transport provision within its territory for three types of transportation: transport provision of internal regional (local) transportation, transport provision of accessibility (entry and exit) of the territory of the region, and transport provision of transit transportation across the region.The study showed that air transport is the main mode for passenger transportation, while seasonal water and winter road transportation are the main modes of freight haulage.The regions of Yakutia with access to traffic arteries and isolated from them have been identified. Calculations based on the Engel’s coefficient allowed to proceed with a mathematical assessment of the transport system of the region, which indicates its insufficient development due to the lack of year-round transportation routes in the areas of the Far North and the Arctic zone. The transport infrastructure of this part of the region are represented by seasonal winter roads and waterways, which prevents from assessing their general year-round potential. For its assessment, it is necessary to consider seasonal availability of each individual section of the network.

Abstract The evolution between the state institutions and entrepreneurship relations in developed and developing countries has proved that their constructive interaction is the most important factor for successful socio-economic development. The constantly growing gap between the needs of the population for public services, infrastructure, requirements for them, and budget constraints led to the development of partnership relations between the state and business structures. Most often, the interaction between business and state institutions is found in such areas as state property management, regional development, the real estate market, infrastructure support on technological development, transport infrastructure, utilities, medical and educational services. But to a greater degree public-private partnership, especially in the form of a concession, is applied in the field of transport and directly in road construction and we would like to emphasize that this practice is quite broad with rich experience. Interest in PPP mechanisms in other areas of activity is primarily due to the budget deficit. Without attracting the resources and potential of the institution of entrepreneurship, it is impossible to solve the task of developing a particular socially significant sphere in the context of a lack of budgetary resources. Therefore, taking into account the condition of the Republic of Moldova social sphere, more interesting is the issue of the extension of PPPs in the public sector. Therefore, the article is dedicated to features, tools and tendencies identification of public-private partnership in the social field within the Republic of Moldova.

This article discusses the general characteristics of the electoral system of Kazakhstan by the example of elections of the President of the Republic, the Senate of the Parliament of Kazakhstan and deputies of the Mazhilis. The features of dividing this system into majority and proportional are also disclosed. The article analyzes the features of the appointment and conduct of elections and the principles on which they are based. It is also shown how the active activity of the state in the field of legal education of young people and their familiarization with the electoral system affects the high participation rates of citizens in elections.

Water plays a very important role in supporting human life and other living beings as goods that meet public needs. Water is one of the declared goods controlled by the state as mentioned in the constitution of the republic of Indonesia. The state control over water indicated that water management can bring justice and prosperity for all Indonesian people. However, in fact, water currently becomes a product commercialized by individuals and corporations. It raised a question on how the government responsibility to protect the people's right to clean water. This study found that in normative context, the government had been responsible in protecting the people’s right over the clean water. However, in practical context, it found that the government had not fully protected people's right over clean water. The government still interpreted the state control over water in the form of creating policies, establishing a set of regulations, conducting management, and also supervision.

Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.

This paper deals with the right to property in general terms from its source in Roman law, which is the starting point for all subsequent legal systems. As a result of this, the acquisition of property rights is handled from the historical point of view, with the inclusion of various local and international literature and studies, as well as the legal aspect devoted to the respective civil codes of the states cited in the paper.Due to such socio-economic developments, state ownership and its ownership function have changed. The state function as owner of property also changed in Macedonia's property law.The new constitutional sequence of the Republic of Macedonia since 1991 became privately owned as a dominant form of ownership, however, state ownership also exists.This process of transforming social property into state or private (dissolves), in Macedonia starts from Yugoslavia through privatization, return and denationalization measures, on which basis laws on privatization have been adopted. Because of this, there will be particularly intensive negotiations regaring the remaining state assets.

The problem of providing the most efficient and rational selection, distribution, use of migrant workers, with regard to both internal and external migration in close relation to socio-economic and demographic interests of the state are currently of particular relevance. Scientific novelty of work consists in the identification of factors and directions of flows as departing and arriving labor migrants in the Republic of Bashkortostan, the characteristics of the development of labour migration and its impact on employment, which allowed to identify problems and negative trends.
