The Office of Communication, Informatics, Encryption and Statistics of Cianjur Regency is an institution engaged in the field of communication, information, coding and statistics that helps local governments in serving the people of Cianjur. Although according to the establishment of the Office of Communication, Informatics, Encryption and Statistics, it has been around for a long time, nevertheless it is still faced with problems that require resolution. If the problem is classified, it is related to the lack or weakness of services in the fields of communication, informatics and coding. This situation makes the management team plan, and formulate what actions are appropriate to overcome this problem. The theory used in this research is the theory of Plan, Do, Check, Action by W. Edwards Deming and Walter Shewhart. The research approach used is qualitative, with descriptive analytical methods.This study resulted in a discussion that the Cianjur Regency Communication, Informatics, Codification and Statistics Office carried out planning efforts in managerial terms, improving e-government service facilities and infrastructure, expanding the power and space of information communication media, increasing the intensity of dissemination and distribution of information on government administration, technical review of the general plan of the space pattern for the placement of wireless communication infrastructure within the framework of controlling the construction of telecommunications towers, and preparation of a technical study on the general plan of communication infrastructure as a reference for policies and development of communication, informatics, coding and statistics The strategy for developing communication, informatics, coding and statistics is directed at structuring the implementation of dissemination and distribution of information on governance and development through updating e-government activities, building outdoor information media, revitalizing radio broadcast transmittance, developing Cianjur Satu Data, Cianjur Regency and developing data compliance. Cianjur Regency macro indicators as well as fulfillment of coding information services.

Local government systems are considered the primary governance level in terms of democracies, though, their contribution to governance is well-established. Concerning this, the present study aims to assess the local government concerning the province of Sindh Pakistan. The focus of this study is to highlight the efficacy as well as the efficiency of the restructuring of the government office. For conducting this study, an experimental research design based on the qualitative research approach is used. The findings of the study conclude that the empowerment of the local government is closely related to the enhanced work practices and better attainment of the economic goals. It also shows that this assists in better management as well as reduction of conflict, since they are more aware of the problems. Therefore, more authority should be provided to these local governments for ensuring the welfare of the people, and Pakistan as a whole.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

The article defines the features of the process of forming the research tradition of studying the institute of parliamentarism as a mechanism for the formation of democracy. It is established that parliamentarism acts as one of the varieties of the regime of functioning of the state, to which the independence of the representative body from the people is inherent, its actual primacy in the state mechanism, the division of functions between the legislative and executive branches of government, the responsibility and accountability of the government to the parliament. It is justified that, in addition to the regime that fully meets the stated requirements of classical parliamentarism, there are regimes that can be characterized as limited parliamentary regimes. The conclusions point out that parliamentarism does not necessarily lead to a democracy regime. At the first stage of development of statehood, it functions for a long time in the absence of many attributes of democracy, but at the present stage, without parliamentarism, democracy will be substantially limited. Modern researchers of parliamentarism recognize that this institution is undergoing changes with the development of the processes of democracy and democratization. This is what produces different approaches to its definition. However, most scientists under classical parliamentarianism understand such a system, which is based on the balance of power. The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.

This chapter argues that democratic local government embeds the culture of democracy at grassroots: as the government closest to the people, it establishes a culture of responsiveness, transparency, and accountability more readily and effectively than by holding national leaders to account. Local democracy can also be used strategically when a country seeks to move from an authoritarian or military regime to democracy. Furthermore, it provides space for political inclusivity—an argument with particular relevance in ethnically diverse societies, where a winner-takes-all paradigm of competition at the national level typically results in the marginalization of geographically concentrated losers. Finally, local government allows for experimentation in different forms of inclusive politics, be they representative or participatory. However, although most African countries have adopted decentralization policies, the dividends are meagre. Local government is but feebly equipped to play a democracy-constituting role: operating in a constrained constitutional environment, central governments have generally not allowed local governments the opportunity to hold regular free and fair elections and thereby play a role in democratization. Despite these findings, there is also some evidence that on occasion local democracy has indeed played such a role and thus enhanced democratic participation.

In spite of three decades of national family planning programmes, Pakistan's contraceptive prevalence rate was only 12 percent in 1991. Furthermore, the government family planning service delivery systems, primarily the family welfare center (FWC), cover less than 10 percent of the people in rural areas. Although there are cultural and religious constraints to social change, it can be argued effectively from recent surveys that there is a considerable need for family planning that has yet to be met. Certain barriers to, and options for, meeting this need are reviewed, particularly in terms of strengthening information, communication and education (TEC) at the community level.

Background: The work is anchored on community development theory and decentralization process which emphasize both a holistic approach to development and transfer of power, functions, competencies, and means from the central government to the regional and local governments at the grassroots.Objective: The study assessed the Anambra State Government’s Grassroots Development Scheme for economic empowerment of community dwellers, in all the local governments of Anambra state, in Southeastern Nigeria. This was with the view to determine the extent of involvement of all the communities in the Government’s Grassroots Development Scheme and the commitment of the people to the purpose for which the development scheme was initiated. Method: The primary source of data was used for the study. The population was made up of all the indigenes of Anambra State. The total number of respondents selected for the study is 975. Data collected were analyzed using descriptive and inferential statistics.Result: The result showed that all the communities were involved in the grassroots development scheme of the Government of Anambra state (χ2=698.211, df =4, p=0.00). The research findings also showed that the communities were committed to the purpose for which the grassroots scheme was initiated (r=0.747, p=0.00). Conclusion: The study, therefore, concludes that all the communities in Anambra State were included in the grassroots development scheme of Anambra State and that the people of Anambra State were committed to the scheme as they embarked on and completed different development projects in the state

Forestry partnership is a social forestry scheme as an attempt resolution of conflict society and permit holders. The objective of the research to explain the forestry partnership program conducted by PT REKI and the people of Dusun Kunangan Jaya I. This research used a qualitative research approach. The methods of data collection include in-depth interviews, participant observation, and document studies. The results of the research showed a forestry partnership carried out by PT REKI and KTH Berkah Jaya, KTH Bungin Mandiri and indigenous people of Batin Sembilan. The agroforestry pattern is applied to partnership lands. The percentage of forestry partnership outcomes, 85% for the community and 15% for PT REKI. The rights and obligations that have not been achieved have an impact on hampering agroforestry management. The limited funding of  PT REKI, which depends on donors as a source of income causing the forestry partnership program has not been maximized. PT REKI in supporting forestry partnership provides various facilities including the provision of forestry plant seeds, cattle, education, and health services community empowerment. The rejection of forestry partnership cooperation carried out by most of the community because of mismatch between the expectation of community and PT REKI. This study aims to determine the literacy of the village community about agricultural zakat and what factors are behind the lack of village people in paying agricultural zakat. This research approach uses a qualitative descriptive approach. Collecting data from this research are interviews, documentation, and observations. The sources of data obtained from primary data sources are from the head of Sidodadi Village, one of the hamlet heads, community leaders, and farmers. While the secondary data source is documentation obtained from the field. Zakat is a property that must be issued for Muslims to those who are entitled to receive it, such as the faqir, poor, amil, converts, slaves, gharim, fisabilillah, and ibn sabil. The agricultural zakat is all agricultural produce that is planted using seeds, the results of which can be eaten by humans and animals. Agricultural zakat can be in the form of grains, tubers, vegetables, fruits, flowers, and so on. The results of this study are the lack of public literacy about agricultural zakat, besides that there has been no socialization about agricultural zakat from community leaders and from the government which causes the people of Sidodadi Village to have low agricultural zakat literacy.

The COVID-19 pandemic has had a serious impact on various aspects of Indonesia, especially the economy. The government has made countermeasures by issuing various policies and social programs. However, the implementation of policies is not necessarily followed by the attitude of the people who are not disciplined and indifferent. The role of higher education is very much needed to provide guidance with a humanist approach. Therefore, it is necessary to have a synergy of good cooperation between local governments and universities in facing obstacles in overcoming the COVID-19 pandemic. The research aims to analyze how the synergy between the government and universities is in overcoming the COVID-19 pandemic cases in the community. The research was conducted with a qualitative approach. The data were obtained through literature review and interviews with the Provincial Government of Lampung and the University of Lampung. The results of the study show that the synergy between the government and universities is good. This is shown by interaction and mutual support. Where the government acts as a policy maker and facilitator, while universities act as a support for implementation through community service programs.
