The article shows that the introduction of distance learning courses, trainings, webinars, workshops, round tables, etc. at a more systematic level are the effective ways of forming digital literacy. Possibilities of using distance learning in higher education institutions are considered. The article emphasizes that digitization affects not only the content of education but also its organization. These processes have mixed implications for positioning of universities and teaching work. Digitalization of education opens up new perspectives for any professional field, as it enables to expand the context of activities, organize international cooperation, create virtual groups and communities, forums and chats, provide access to materials of various formats (texts, multimedia, television, etc.), expand communication with native speakers through various Internet systems, etc. The advent of distance education has led to a whole new understanding of the learning process and has expanded its capabilities. The introduction of distance learning in Ukraine is currently in its active stage. At the beginning of the XXI century The Concept of Development of Distance Education in Ukraine and the Regulation on Distance Learning were approved. Today, the role and importance of digital educational resources and technologies in the educational sector is increasing; a great deal of efforts are being made to harmonize the structure of national HEIs with European requirements and to improve the quality of distance learning, which should lead to an increase in the level of training of specialists. Distance education is an important component of modern specialist training in many countries of the world, based on the use of both the best traditional teaching methods and new DER, as well as on the principles of self-study, intended for the general public irrespective of material security, place of residence, health status. A distinctive feature of distance education is interactive learning. Students have the opportunity not to attend classes, but to study at convenient time and in a convenient place. The main goal of distance learning is to ensure further development of the education system towards providing it with features and characteristics of open education (accessibility, mass, personal orientation, real continuityetc). Thus, distance education is a 21st century specialist training system, characterized by high professionalism that strives for collaboration, self-affirmation and a high level of communication with colleagues. It is characterized by a great intensification of socially significant motives: business, cognitive, cooperation, self-realization and development, self-affirmation and communication through the use of open and computer-based learning and modern means of communication.

The new era creates new opportunities and poses a number of challenges for education to adapt to the emerging prospects of digital transformation of educational activities. The article provides a brief analysis of domestic and foreign works on the problems of digitalization in education. It is shown that, along with the benefits offered by the digital space, there are many problems of its use in educational activities. The solution of these problems is primarily associated with the training of teachers to use new opportunities for the organization and implementation of distance learning forms, the development of their digital competencies. At the same time, it has been shown that in both foreign and domestic universities, students in their majority prefer contact forms of classes and want a live dialogue with teachers, despite their rather high digital literacy. Therefore, the emerging digital didactics is very important to determine the ratio of traditional and distance learning will be able to provide a comfortable learning environment and a high level of training of future specialists. These and other questions can be answered by digital didactics, which has not yet been developed by scientists and educational practitioners.

The article focuses on the ethical issues of distance learning as a challenge faced by education during the COVID-19 pandemic. The author considers the moral and value aspects of distance learning at different levels - from problems of an international nature to individual communication between teacher and student. The range of problems related to the ethical component of distance learning is quite wide: digital inequality, digital literacy, pedagogical relations between "digital aborigines" and "digital immigrants", features of the use of digital material, etc. The author demonstrates the ambiguity of the problems that arose in the era of the pandemic. Thus, on the one hand, distance education requires a complete transition to digital format, on the other - both sides of the educational process are not ready for this format, because they do not have the necessary technical knowledge. Ethical issues are often financially related, such as addressing digital inequality or digital literacy. The article emphasizes that the digitalization of education requires a high level of responsibility and trust from all participants in the educational process. The most important condition of ethical behavior is awareness of digital etiquette and the effectiveness of penalties for its violation or incentives for its observance: compliance with ethical standards is a fundamental condition for success in the format of distance learning. At the same time, this requires first of all the development of distance learning principles and a corresponding code of ethics at the level of a specific educational institution.

The rapid development of technology greatly influences computer-based learning in distance education. One of the most important aspects is interactivity, and this is threefold: student-student interaction, student-instructor interaction, and student-content interaction (Moore & Kearsley, 1996). As distance-education technology increasingly moves toward multimedia-oriented systems, a more effective synergy of synchronous and asynchronous interaction is required. As discussed by Garrison (1990), the quality and integrity of the educational process in distance learning largely depends upon sustained, two-way communication. In this article, we will look into the characteristics of both types of interaction and discuss their advantages as well as impact on the three forms of interactions. We will also look at some examples for both asynchronous and synchronous interaction technologies in facilitating distance learning. Finally, we look at some possible future trends in distance-learning interactivity.

The research subject is the methods of practical training of the Patrol-Guard Service officers via in-person learning and the inclusion of the distance learning techniques in the midst of the novel coronavirus infection (COVID-19). The research object is legal relations emerging in the process of formation of new educational methods in the midst of the novel coronavirus infection (COVID-19). The author analyzes the situation in the educational sphere connected with the use of various elements of in-person and distance teaching of the Patrol-Guard Service officers. The scientific novelty of the research consists in the consideration of elements of in-person and distance learning and in searching for the balance between these types of learning, and in the formation of the concept of blended learning and the analysis of its effectiveness in the current situation. The author’s contribution to the study of the topic is the analysis of the possibility to integrate blended learning and theoretical distance learning at the first stage, and practical in-person learning at the second stage into the system of block-module-based education used at the educational institutions of the Ministry of Internal Affairs of Russia. The author concludes that the use of the blended method of teaching allows achieving a high-level of training of the Patrol-Guard Service officers in the period of restrictions caused by the novel coronavirus infection (COVID-19).

This study aimed to identify the difficulties that parents of students in the elementary stage faced during their distance learning and to identify statistical differences according to the study variables. The researcher used the descriptive method and prepared a questionnaire that included 22 items consisting of three subscales. The participants comprised a total of 456 parents of elementary school students in the Eastern Region, Riyadh, and Asir. The results showed the difficulties were at a high level, and the difficulties were in the following order: the organizational difficulties related to the learning environment, the difficulties related to the educational process, and the difficulties associated with technology. The results also showed statistically significant differences due to the gender, region, age, and educational level variable and that there were not statistically significant differences due to the number of children variable. The researcher recommends the necessity of intensifying efforts from educational institutions to prepare for distance education especially for the elementary stage and providing courses at the elementary stage using distance education to develop study skills and self-learning. The existence of individuals with developmental and sensory disabilities (DIII MP-WNBK students) at the Jakarta State Polytechnic is a concern, especially when it is observed how they interact, the way they receive and attend lectures in class. So the situation that is completely online like this, becomes a challenge for them. The purpose of this study is to examine the effectiveness of distance education for MP-WNBK DIII students, and to explain efforts to improve their skills in accessing online lectures through the elearning.pnj.ac.id platform. This study uses an intervention method with a quantitative approach. The design of this research is a cross sectional study. The sample in this study was PS DIII MP-WNBK PNJ students. The number of samples taken as many as 76 students from a population of 92 students. The results of this study conclude that both lecturers and students enjoy using e-learning as a learning medium during distance learning. Learning with a high level of interaction is fun for both lecturers and students because it approaches face-to-face learning. Almost all students are able to use e-learning. E-learning is quite effective for distance learning.

The article examines the problems of professional self- development among undergraduates in the digital space, identified during the COVID-19 pandemic. The results of the study showed that students have characteristics that are necessary for further personal growth. They want to know themselves and ready to change and learn new things, improve themselves. Conducted during a pandemic and distance learning in self- isolation showed that 50% of students expressed satisfaction with this form of education, explaining their opinion with a high level of independent search for the necessary information, opportunities for self-development, self-realization, and self-improvement. Among the difficulties of distance learning, all surveyed identified: search and critical analysis of digital information; communicative dissatisfaction, the need for approval. The surveyed students in their self-development need a micro- and macro- environment that would create a secure creative educational space. It is necessary to search for new solutions to overcome psychological barriers associated with the need for self-development as future highly qualified specialists in the context of modern trends in the development of digital education.

The article considers the essence of development and dissemination of distance learning as an innovative technology in the Ukrainian and foreign education space in the context of the historical and pedagogical approach. The authors study the conditions of implementation of this education technology, teaching aids and features of teaching. An important point of the article is the analysis of the genesis of the educational process at different stages, positive and negative aspects of distance education, as well as the authors' own practical recommendations for using modern distance learning platforms taking into account the needs of education and information environment. A large number of works in modern general and professional pedagogy are devoted to the study of such an innovative education technology as distance learning. Using comparative and descriptive research methods, the history of this phenomenon in education is considered, the main pedagogical categories are identified, the advantages and disadvantages of the distance education application and difficulties of this technology implementation are identified. Despite the high level of the problem elaboration and introduction of distance learning in modern education, there is a need, taking into account modern realities, to analyse the significance and essence of this innovative approach in more details. The authors of the article consider modern distance learning platforms in terms of intensification of foreign language and other humanities learning. The necessity of distance education technologies implementation under conditions of modern technogenic civilisation is proved, when traditional models of organisation of the educational process fail to satisfy the education needs of a large number of population. The result of the work is a substantiated statement of the authors about the necessity to combine traditional and distance learning models to ensure the competitiveness of the modern educational process.
