Conducted during a pandemic and distance learning in self- isolation showed that 50% of students expressed satisfaction with this form of education, explaining their opinion with a high level of independent search for the necessary information, opportunities for self-development, self-realization, and self-improvement. Among the difficulties of distance learning, all surveyed identified: search and critical analysis of digital information; communicative dissatisfaction, the need for approval. The surveyed students in their self-development need a micro- and macro- environment that would create a secure creative educational space. It is necessary to search for new solutions to overcome psychological barriers associated with the need for self-development as future highly qualified specialists in the context of modern trends in the development of digital education.

The article shows that the introduction of distance learning courses, trainings, webinars, workshops, round tables, etc. at a more systematic level are the effective ways of forming digital literacy. Possibilities of using distance learning in higher education institutions are considered. The article emphasizes that digitization affects not only the content of education but also its organization. These processes have mixed implications for positioning of universities and teaching work. Digitalization of education opens up new perspectives for any professional field, as it enables to expand the context of activities, organize international cooperation, create virtual groups and communities, forums and chats, provide access to materials of various formats (texts, multimedia, television, etc.), expand communication with native speakers through various Internet systems, etc. The advent of distance education has led to a whole new understanding of the learning process and has expanded its capabilities. The introduction of distance learning in Ukraine is currently in its active stage. At the beginning of the XXI century The Concept of Development of Distance Education in Ukraine and the Regulation on Distance Learning were approved. Today, the role and importance of digital educational resources and technologies in the educational sector is increasing; a great deal of efforts are being made to harmonize the structure of national HEIs with European requirements and to improve the quality of distance learning, which should lead to an increase in the level of training of specialists. Distance education is an important component of modern specialist training in many countries of the world, based on the use of both the best traditional teaching methods and new DER, as well as on the principles of self-study, intended for the general public irrespective of material security, place of residence, health status. A distinctive feature of distance education is interactive learning. Students have the opportunity not to attend classes, but to study at convenient time and in a convenient place. The main goal of distance learning is to ensure further development of the education system towards providing it with features and characteristics of open education (accessibility, mass, personal orientation, real continuityetc). Thus, distance education is a 21st century specialist training system, characterized by high professionalism that strives for collaboration, self-affirmation and a high level of communication with colleagues. It is characterized by a great intensification of socially significant motives: business, cognitive, cooperation, self-realization and development, self-affirmation and communication through the use of open and computer-based learning and modern means of communication.

The article presents the research data of the professional self-realization in the internal affairs officers of the Russian Federation. Also the study provided the data of a survey carried out among some internal affairs officers from the subdivisions of Moscow Head Office of the Russian Ministry of Internal Affairs. The respondents specified the motives and the work context that led them to resignation from service. The study shows how the notion of self-realization is defined in the international and in Russian Psychology. The work also contains the findings of average values of structural components of personal self-realization and the factor analysis of the data obtained. 190 officers (non-commissioned and commissioned officers with 2-15 years of service) from the structural subdivisions of the Moscow Head Office of the Ministry have been examined. Several conclusions can be drawn from the results of the examination. Firstly, the examined officers of this group mostly have not only a good idea of their ambitions, but they also have the ability to fulfill them. The officers are efficient and at the same time optimistic, they can redistribute their resources. They are distinguished by the yearning for their personal growth, professional excellence and social recognition. Secondly, the respondents' motivational sphere has certain contradictory elements. On the one hand, they have their own personal motives ensuring their career advancement (financial independence, prestige and power). On the other hand, they accept the socially upheld motives (to make a significant contribution to their collective accomplishment, to improve relationships among their colleagues etc.). At the same time, the socially upheld motives are considerably more prevalent (at a fairly high level of statistical significance p≤0.0002).

Nowadays, the virtual learning environment has become an ideal tool for professional self-development and bringing courses for various learner audiences across the world. There is currently an increasing interest in researching the topic of learner dropout and low completion in distance learning, with one of the main concerns being elevated rates of occurrence. Therefore, the early prediction of learner withdrawal has become a major challenge, as well as identifying the factors, which contribute to this increasingly occurring phenomenon. In that regard, this manuscript presents a framework for withdrawal prediction model for the data from The Open University, one of the largest distance learning institutions. For that purpose, we start by pre-processing the dataset and tackling the challenge of discretization process and unbalanced data. Secondly, this paper identifies the semantical issues of raw data by introducing new behavioural indicators. Finally, we reckon on machine learning algorithms for withdrawal prediction model to understand the lack of learners' commitment at an early stage.

The ongoing renewal of educational technologies in higher education, the introduction of innovative didactics, the formation of the education, development, and personal growth systems of the future specialist within the university are faced initially with a number of intractable psychological and pedagogical problems. The most significant of them are associated with the fact that not all teachers are ready today to become the innovative personnel in their field of specialization. of innovation [1]. It is more and more obvious that the creativeness of an individual cannot be the result of mass systems and forms of education. Modern education on the verge of entering the information age can become a cultural space that will allow a person to acquire a new cultural identity. But at the same time, the world of education must change itself significantly. Determination of the personal qualities of the future teacher, the characteristics of his professional activity and progress, the formation of self-development skills is today one of the main directions of improving teacher training. The preparation of a future teacher should be built as a system of conditions for ensuring the professional and self development. It is necessary that a novice teacher theoretically and practically be able to analyze his or her own professional capabilities and, on this basis, be able to form a routine for his own further professional growth at any stage of professional activity. This can be achieved by creating a desire of future teachers.to be ready for professional self-development. A pedagogical institution needs to prepare future specialists for creative pedagogical activity, in which the acquired professional skills will be a means of developing the student's personality as well. The most important component of such training is an advanced creative imagination and the ability to evolve it. If in-depth knowledge is a platform for training a new generation of competent specialists, then creative activity is a springboard that gives them an advantage in everyday professional field, therefore, at the moment, the need to develop a technology for developing creative skills of students of the pedagogical institutions is of especial relevance

lt is likely that the external and internal differentiation of high level qualified service labor will have consequences for the employees concerned: For chances in their responsibilities, their organizational reference, their position in the market, but also for their professionally endemic thinking about the nature of 'technical progress'. lt is assumed that changes observable within engineering services reflect the development of highly qualified white collar labor in industrial organizations in general. If the 'service character' of these occupations is more and more typical for modern qualified work, the potential contradictions between orientation towards the market and orientation towards scientifically based professional 'identity' will grow - or end in an new service-oriented professional self-image which is highly functional for the interests of the modern capitalist enterprise. The crucial question will be: Which responses will enterprise policies on the one hand, unions on the other hand develop to integrale or represent the (career-oriented) interests of the majority, but also the interests of a (critical) minority of highly qualified employees? Members of this minority suffer under the strains between their organizational function in private enterprise and their professional (or personal) values on questions like the environment or technical and social progress. lt will - among other factors - depend on the responses to those aspirations whether the German unions will be able to integrale at least the critical, thus far unorganized potential of highly qualified professions. As a first step, the unions should address the scientifically educated employees simultaneously as experts and important partners of dialogue within 'risk society'.
